You are supposed to register online then go to any nimc office for completion. That's what I did....I didn't pay any dime. You can do it on your phone but you have to print the page with the barcode.

I actually did mine for free in Akure when they just started then. But I don't have anything to do around that area anytime soon. So am confused if I have to change it to permanent I. D in Akure or I can do it in Lagos
