If govt answer them and pay,they release them,buy more sophisticated weapons and capture 100s or 1000s again and the cycle continues because all our security agencies combined are not up to a million people securing 230 million people in a very vast land while the terrorists are being aided and protected by the natives where the criminal activities are being perpetrated.
