Please help to know that to run offline games need any server or pay to someone to run it?

i meant can i create offline games like football, card games, subway surfer by java, c, c++, etc? and how to run it?

IamGodzilla: Download a xampp server, to first test on your localhost(your computer without connecting to the internet @first).
Then put your code files in the htdocs folder. Htdocs is found in your xampp folder.
Or you could either buy a domain name and a host service to test your works online.
