Nigeria is not susidising petrol because, our refineries are not performing at optimum. Even countries like Oman, Saudi Arabia subsidise Petrol with functioning refineries.

Please how much is a litre of fuel in all these countries you stated?

As at 2013, the cost of building a 100,000 bpd refinery was pegged at $2.3billion. How does this figures make sense today?
A barrel of oil = ±160 litres
A barrel of oil = ~40% Fuel depending on technology.
$1 = ±168naira.
Possibly if you do basic maths you will build a 16million litres per day refinery at 386.4billion naira that will give you 6.4million litres couple with the present production capacity of the obsolete one.

Now put subsidy budget since 2011 till date..

To the best of my knowledge, the decay at the Ikeja Police College was aired by Channels Television. In fact, the television station wanted to raise funds for the total overhaul and face-lifting of the college at the time. It however got the president's attention before the slated date of fundraising. D president showed up suddenly and unexpectedly one day at the police college and lo and behold he was accusing the television station of trying to dent the image of his government.. as if d station lied about the state of facilities in the college.
PS: AIT is like the second NTA. They hardly speak unfavourably against the govt.

he hit the nail on the head ,my dad was almost forced to resign from the airforce back then because most of them pilots couldn't maintain flying hours because IBB made sure some planes were grounded.

Thank God your father was not among the Ejigbo casualties, that day was a day of sorrow in some families. A classmate of mine lost his father then. RIP to all fallen heroes.

Truth be told any serious government with the massive budget of 3.2trillion over 3years should have brought about the turn around of the Nigerian Army instead of this history class lecture.
