If you think so, no problem. Don't underrate these 1. State Power (both resources and might lies here) 2. People (power to decide resides here). You can refer to those people as heavyweights but when it comes to the people directly, things may change because of the current situation of the country. I don't see the president spend huge in Edo. Remember, this is not Kano, not Rivers and not Lagos.
