The Senate is expected to unveil the list of ministerial nominees for the cabinet of President Muhammadu Buhari on September 30, 2015. An insider source at the Senate confided in Daily Independent Tuesday that the much protected list of nominees along with the cover letter as signed by President Buhari was handed over to the Senate President, Bukola Saraki, on Tuesday September 30 and will be read at the plenary. The source however said it will be preposterous for anyone to categorically mention names as listed by the president, saying the list is still being jealously guided by the Senate President in accordance with the request by the president that the content be made available only on the floor of the Chamber. Special Adviser to the President on Senate Matter, Senator Ita Enang, reportedly handed over the list to the Senate President at the end of yesterday’s plenary session. However, the Senate has promised the ministerial nominees a thorough screening exercise whenever they are called to appear for confirmation at the Senate. However, in doing that, the Senate also said it will not unnecessarily delay the screening exercise even as standard won’t be compromised. The Senate declared emphatically that it would not observe the “bow and go” tradition in screening the ministerial nominees just as it said it would allow merit and competence to guide it in the screening exercise. As at the commencement of the yesterday plenary after a six-week holiday, Senator Saraki did not confirm the receipt of the ministerial list but only prepared the minds of his colleagues for the expected list, urguing them to be patriotic in handling the matter. In his welcome address yesterday, he said ?”I want to urge you all my colleagues to ensure that what is uppermost in our minds as we begin the constitutional task of screening of ministerial nominees is the overall interest of our country, informed by the enormity and the urgency of the challenges before us. “Once the list is submitted, let us ensure that we treat it with dispatch and thoroughness.” Also, the Senate said it would review the 2015 budget with a view to making positive impact on the economy. This position was also contained in Saraki’s speech at the resumption of Senate in Plenary yesterday. The President is said to be preparing to present a supplementary budget for 2015 to the National Assembly soon as the last administration of former President Goodluck Jonathan was said to have exhausted the borrowing limit set in the implementation of the Capital Projects in the budget for the year 2015, even before handling over government to the Buhari administration on May 29. Yesterday, Saraki identified economic challenges as a rock that must be brought down if the government of the day will not be considered a failure by Nigerians. “The biggest challenge face by our country today is the state of our economy. The dwindling oil revenue has brought enormous shock to our economy and greatly limited the capacity of government at various levels to meet even basic commitments. “Our country has gone through periods of recession in the past. What we face today is however unprecedented in ramification and potential gravity. “We must think hard and work hard with the Executive to achieve greater clarity in policy direction and interventions. “We shall therefore commence immediately, a review of the 2015 budget and begin now to lay down the fundamental principles that would determine the 2016 budget and the philosophy of our economy in times like this. “Like I mentioned earlier, legislative agenda must take precedent over all other things in this Senate. I have no doubt that we are all capable of putting in the long hours, but those long hours must be invested primarily, in debating and making the laws that would move our country forward. “We are here to proffer policy solutions and minimize hardship amongst our people. The truth is that Buhari can only reduce
corruption in Nigeria. He cannot completely
eradicate it.
So any form of reduction of corruption either by
selective trial,hypocracy, vendetta, witch hunt,
politically motivated or personal interest is
welcome. We should all support any reduction in
corruption possible.

When people shout about not trying Amaechi ,
fashola and tinubu as the basis to completely
ignore other corrupt people, such call is not for
the progress of Nigeria. Such call is not realistic.
People making such calls are hypocrite and
insincere.
" A leader who destroys those who are devoted
to him does not inspire devotion". Buhari knows
this. That is why he would not go after Amaechi,
fashola or tinubu. That is why the bible told us
despite all the attrocities of David, God still
called David the man after his own heart.
Because david is devoted to him. If God can do
that, who is ordinary imperfect human being like
Buhari to do otherwise.
You can only forgive a repentant thief or
someone who believe in your course. In the
bible, two thieves were lucky to be crucified at
the same time with Jesus Christ. Only one of
them Identify with righteousness of Jesus Christ.
It was only that one that Jesus forgave. Is Jesus
christ unjust by doing that? Saraki is an
unrepentant thief like the second thief who was
crucified with Jesus who refuse to change his
path from darkness to light.
We must all support Buhari in the fight against
corruption. It is for our own good.

Accordingly, under Section 2 (3) (a) (b) & (C) of the National Securities Agencies Act, the State Security Service (SSS) is vested with the State Security Service and shall be charged with following responsibility: – (a) the prevention and detection within Nigeria of any crime against the internal security of Nigeria; (b) the protection and preservation of all non-military classified matters concerning the internal security of Nigeria; and (c) such other responsibilities affecting internal security within Nigeria as the National Assembly or the President, as the case may be, may deem necessary. It follows that the SSS acted within the statutory powers conferred on it by Section 2 (3) (a) (b) & (c) of the National Securities Agencies Act when it entered the precincts of the Government House, Uyo, Akwa Ibom State of Nigeria on the 4 September, 2015, acting on a genuine security report that arms and ammunitions were stock piled there. The precincts of the Government House, Uyo, Akwa Ibom State, does not enjoy any constitutional immunity from being searched by the SSS or other Security Agencies; It does not enjoy any immunity from criminal investigation; The Government House cannot be immune to entry by the SSS or Police for the purpose of the prevention and detection of any crime against the internal security of the Federal Republic of Nigeria! The immunity conferred on Governor Udom Emmanuel of Akwa Ibom State of Nigeria by Section 308 (1) (a) & (3) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) does not extend to the precincts of the Government House, Uyo. If a murder or treason or any crime is committed in the precincts of the Government House, Uyo, Akwa Ibom State or any other State for that matter the SSS or the Police have the right to enter there for the purpose of investigating or even arresting those who carried out the murder or treason. The immunity conferred on Governor Udom Emmanuel does not mean that the SSS or Police or any other Law Enforcement Agency for that matter cannot investigate or question him. Immunity is not a passport to breach the National Security of the Federal Republic of Nigeria. Immunity is not equal to lawlessness. The purport of Section 308 (1) (a) & (3) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) is that no civil or criminal proceedings shall be instituted or continued against the President, Vice President, Governor or Deputy Governor during their period of office. It follows that Section 308 (1) (a) & (3) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) is not a carte blanche for a Governor to stock pile arms and ammunitions and carry out criminal activity in the precincts of the Government House. It is instructive that all the fundamental rights guaranteed or entrenched by the Constitution of the Federal Republic of Nigeria, 1999 (as amended) are not absolute. These rights are limited and can be derogated from in certain circumstances by the Constitution. Section 45 of the Constitution provide thus: (1) Nothing in Sections 37, 38, 39, 40 and 41 of this Constitution shall invalidate any law that is reasonably justifiable in a democratic society – (a) in the interest of defence, public safety, public order, public morality or public health; or (b) for the purpose of protecting the rights and freedom of other persons. So the hue and cry by the Peoples Democratic Party (PDP) and the Governor of Ekiti State, Ayo Fayose, that the entry of the SSS into the precincts of the Government House, Uyo, is draconian and an affront to democracy is a very unfounded statement and not supported by the Constitution of the Country. It is nothing but a red herring to distract the SSS and Nigerians. The pertinent question is: What is a cache of fire arms or explosive devices doing in the precincts of the Government House, Uyo? Has the Government House, Uyo become an armoury? Is the Government House, Uyo, or any Government House in any other State of the Federation of Nigeria constitutionally provided to have an armoury where cache of arms are stored in a democratic dispensation? I think we as citizens of this country should be very circumspect on issues bedevilling the Country. Arms and defence of whatever sort in any part of Nigeria are a matter under the Exclusive Legislative List of the National Assembly, and where our laws have not made provisions for the Government House of any State of the Federation to turn into an Armoury Centre, we should not justify or explain away or trivialize the issue of why a cache of arms was found in the Government House, Uyo, Akwa Ibom State! |
Fayose alleges plan by DSS to invade Ekiti guest house fayose Ekiti State Governor, Ayo Fayose, has accused the Federal Government of planning to use the Department of State Services (DSS) to invade the state Government House in Ado Ekiti, in a scenario similar to what happened recently in Akwa Ibom State. Fayose in a statement he personally signed on Wednesday gave his own assessment of 100 days of President Muhammadu Buhari and returned a damning verdict, saying the All Progressives Congress (APC)-led Federal Government could only boast of “imaginary achievements.” According to him, the only achievement recorded by the Buhari administration is “the harassment of leaders of the Peoples Democratic Party (PDP) and those perceived as not on the same political page with the President in his party.” He described the DSS swoop on the Akwa Ibom Government House as the “sore point of Buhari’s 100 days in office, “criticizing the federal government for allegedly authorizing the invasion of the facility. The Ekiti governor accused the Director General of the DSS, Lawal Daura, of being an APC member, while he also described the appointment of Col. Hameed Ali (rtd) as the Comptroller General of Nigeria Customs Service (NCS) and the retention of Mrs. Amina Zakari as the Acting Chairman of the Independent National Electoral Commission (INEC) as “illegal and unconstitutional.” Fayose lambasted the President for carrying out what he called “lopsided and illegal appointments” by allegedly shutting out the Southeast geopolitical zone in the major appointments announced so far. Hamid Ali Resumes At Customs Headquarters Against reports in various papers (excluding LEADERSHIP) that the recently appointed Comptroller-General of the Nigeria Customs Service, Col. Hamid Ali, is yet to resume office, the new CG arrived the Customs Headquarters unannounced at 11: 30am with a couple of aides and headed straight for his office without the knowledge of the Acting CG, John Atte. Decked in a brown kaftan, Col. Ali arrived the Headquarters at 11: 30am and left at 11:52am, spending about 30 minutes. It was some officers who informed the Acting CG that Col. Ali had arrived and he promptly went to receive the new CG who was headed to the office of the former CG, Dikko Inde. At the office, Col. Ali was said to have looked around after which he left the headquarters at 11:52. Speculations are rife that Ali, appointed on Thursday along with the Secretary to the Government of the Federation (SGF) Babachir David Lawal, Chief of Staff Abba Kyari, Comptroller-General of the Nigerian Immigration Service Kure Martin Abeshi and two others, with effect from August 27, may not be keen on the appointment they were offered. Ali has been Buhari’s Chief of Staff for nearly five years, until Buhari won the presidential elections in April and took office as president.
