APC faction hold non elective congress in Bayelsa ON JULY 29, 20176:10 PMIN NEWSCOMMENTS By Samuel Oyadongha YENAGOA – THE Chief Tiwe Orunimighe led faction of the All Progressives Congress (APC) in Bayelsa State, Saturday held a non elective congress to clear 24 delegates from the eight local government area of the state. But the Joseph Faf faction loyal to the former state governor, Chief Timipre Sylva was absent during the exercise. The congress was held at the state party secretariat in Yenagoa. The delegates were selected through affirmation following consensus by all the local government chapters of the party. Party faithful affirmed the nominees presented to the congress committee through voice votes. The Secretary of the committee, Mrs. Mildred Ezoh, who came from the National Secretariat of the party said the congress was either through elections or affirmation as recommended by the constitution of the party. She said the committee’s job was simplified by the decision of the party members in the state to adopt affirmation. “We came from Abuja for this exercise and we be done what we are supposed to do. It is either by election or affirmation. I have been directed to conduct this election”, she said. The state Chairman of the party, Chief Tiwe Oruminighe, described the exercise as peaceful and devoid of rancour. He said the leadership of the party at the local government areas consulted widely with all the stakeholders before submitting their lists adding that they were required to present only three delegates from each council. He said the exercise was devoid of crisis because the consultations that produced the lists were far-reaching. Apart from the 24 delegates, he said the state had other statutory delegates that would participate in the convention of the party. He said: “Today is our local government delegate congress. The exercise was smooth. We had no hitches. The only place where we had small disagreement was in Ekeremor. But the disagreement was resolved.” Some of the party members described the congress as peaceful and commended the electoral committee and the APC chairman for the success of the exercise. The congress was monitored by about 12 officials of the Independent National Electoral Commission (INEC) from the Yenagoa office of the commission. Ebonyi APC Delegate Congress Witness High Turnout Of Voters July 29, 201701 By Obinna Ogbonnaya …..As Nwachukwu faction holds parallel congress in hotel The 3 man delegate Congress election of the All Progressive Congress (APC) in the 13 local government council of Ebonyi State witness high turnout of party members as many of them were seen in their numbers at the party Secretariat along the Enugu-Abakaliki express road at about 9am waiting to collect the materials for their different council areas. The delegate Congress is intended to elect a total of 39 delegate members from the state for the non elective national convention of the party scheduled to hold in Abuja. When LEADERSHIP visited the party Secretariat at about 8:30am, the leadership of the party was making frantic effort to ensure that the materials were distributed on time to enable party faithful participate actively in the cause of the election. The State Chairman, Hon Ben Nwobasi while addressing the party members urged them to ensure a free and credible congress and to ensure that no member of the party was disenfranchised. He said that the party had written to the Independent National Electoral Commission (INEC), the State Police Command and the State Security Service DSS to monitor the election and ensure a credible and peaceful process. But as the congresses were going on peacefully in the council areas, another faction of the party led by Eze Nwachukwu conducted its Congress at Nkwegu Ugbala Grand Arena, a hotel owned by the former 2015 governorship candidate of the Labour Party, Edward Nkwegu. A source close to the party in Ebonyi alleged that the Minister of Science and Technology, Dr Ogbonnaya Onu hijacked the five man panel, who boarded the same flight to Enugu on Friday and whisked them away on sighting that Nwobasi and his supporters had thronged Enugu airport to receive the panel to an unknown place. It was also gathered that at the time of distribution of congress materials, the 5-man committee sent to monitor the election from the party’s National Secretariat were not seen at the party Secretariat, a development that also worried INEC officials who monitored the whole exercise. When contacted, the factional chairman, Nwachukwu noted that they centralised their venue at the hotel so that all the voters across the council areas would come and cast their votes. “We started our congress by 1pm at Nkwegu Ugbala grand arena. We have to centralise the venue so that all the voters will come here and cast their votes, we are expecting all our members including the Minister for Science and Technology. Dr. Ogbonnaya Onu and other bigwig of the party, Nwachukwu said. Nwachukwu, however did not give reason why the faction decided to hold its congress in a hotel in Abakaliki instead of the 13 LGAs. The parallel congress, LEADERSHIP gathered was not unconnected to the lingering crisis in the party in the state. It would be recalled that an Ebonyi State High Court sitting in Abakaliki recently summoned the APC national chairman and Secretary, John Oyegun and Mala Buni to appear in person while the duo should not be committed to prison for alleged disobedience to court order and recognizing the Nwachukwu led faction. Leadership observed that a team of security operatives and INEC were seen at the party secretariat observing the distribution of materials. The distribution of the materials which commenced at about 10am lasted for about 1hour, thereafter, the electoral committee alongside other party members left for their different council areas. However, in furtherance to the letter by the national secretary of the party, Hon. Mai Mala Buni to the National chairman of the Independent National Electoral Commission, informing the commission to monitor the conduct of the congresses, the Nwobasi led executive also wrote to the Resident Electoral commissioner to monitor the congresses across the 13 council areas in the state. When contacted, INEC official in charge of IVO council area who identified himself as Mr. Agu said the election was ongoing at press time. When Leadership visited Nkaliki Primary School venue of the election in Abakaliki local government area, more than 1000 members of the party turned out for the election. Speaking to Leadership, Mr. ifeanyi Chukwu Agbo described the exercise as hitch free and transparent adding that all the aspirant were given equal opportunity to test their popularity and commended the party for the credibility of the election. At Ugwuachara Primary School, venue of Ebonyi Local government council election, it was also observed that the congress commenced at about 12 noon with all the aspirant and voters present to cast their vote. One of the voters, Mrs. Chineye obaji described the exercise as a huge success pointing out that if every election in the country would witness such transparency, there won’t be any need of anyone going to court to challenge any election. |

APC Congress in Akwa Ibom and Rivers end in fiasco The All Progressives Congress (APC) congress slated for today Saturday July 29, 2017 has cancelled. The cancellation is the consequence of a court case instituted by the interim leadership of the party in Akwa Ibom state against the Amadu Atai led executive. Court documents made available to the Globalnewsreel indicates that Suit no VA/31/2017 is slated for Monday July 31, 2017. There are 9 Claimants/Applicants suing for themselves and on behalf of more than 2500 other APC members in the state who endorsed the dissolution of the former executive before setting up the interim leadership led by Obong Mitchel George. The 7 listed Defendants/Respondents representing the entire Dr Amadu Atai group are: (1) Dr Amadu Atai (2) Elder Emmanuel Udo (3) Mr Effiong Eton (4) Bassey Eshiet (5) Okon Edet Owoifak (6) Mrs Magdalene Akpabio and the All Progressives Congress as the 7th. Apparently, the planning for the congress was shrouded in secrecy until about Two weeks ago when majority of the members got wind of it from unofficial sources. According to most members who responded to our inquiries, lamenting that 'at no time did the National or the Amadu Atai group who were working in active connivance with some elements in the Abuja office ever issued a press release, announcing or publicly declaring that congress is holding to members spread across the entire state. Rather they went round collecting #5000 from Ward chairmen, #1000 from members of Ward Exco, while chapter chairmen parted with #10000 in order to be made delegates.' Speaking in like manner, a member of the party from Etim Ekpo who simply gave his name as Udoudo said 'as at yesterday (Friday July 28) members had no knowledge of the venue'. Our correspondent report that while the Amadu Atai group segmented the congress for the 3 Senatorial Districts of Uyo, Eket and Ikot Ekpene informing only few loyal inner circle members, some information had filtered out. It was on the basis of it that the largest group with most followers opted for legal action. There was drama yesterday as the Bailiff of the court attempted to effect service on the Respondents after almost 6hours search. We reliably learnt "the former secretary - Mr Effiong Etok initially refused to accept service as other defendants towed his position before settling to accept it after much argument. Our correspondent who monitored the crises through out the night said response to the voluminous court processes was suspicion as to the source of leakage, followed by anger and shouts of "let's go ahead with the congress, there's nothing Udoedehe will do, we have taken over the party," before a high level "all night" meeting with more than 3 lawyers in attendance; and the 5 national officers for the congress who arrived Uyo yesterday in a mid-afternoon flight accompanied by Amadu Atai in attendance who were also spotted in Don Etiebet house throughout the night. After lengthy discussions with different views our correspondent learnt they leaned towards going ahead with the exercise assuring the national officers that they will be protected. They asked them to act as though they were not aware while conducting the congress in the face of the court action. Again, members of the Amadu Atai group were adviced to remain in their hotel rooms to monitor the events, raising questions of the credibility of such exercise where no single state exco member, whether deposed or interim, is present. Before now, the Amadu Atai group had had sought police protection some two weeks earlier before the court action. With the police and DSS duly notified of the pendency of the court action, the responsibility, in event of a breakdown of public peace, has shifted to security agencies. Meanwhile, the proof of service is in the courts. Senator representing Rivers South East Senatorial District, Senator Magnus Abe has raised alarm over alleged manipulation of the delegate list of his All Progressive Congress, APC in Rivers state by some party leaders, saying the state Congress that should have produced the delegates today did not hold. Abe who spoke at the state secretariat of the party on Forces Avenue, old GRA, Port Harcourt, said the committee delegated by the national secretariat of the party to monitor the exercise in the state ended up at a hotel in the state . “Well as you can see there has been no Congress in the state. The so called stakeholders meeting in the state on Friday ended in a fiasco. The committee from the national have not come to the party’s secretariat on Forces Avenue since morning yet people have been here waiting for Nobody should stay in a hotel and use any list for Rivers people. APC, ZONING AND THE DISTORTIONS BY BAR CHRIS ESSIEN. (1) APC, ZONING AND THE DISTORTIONS BY BAR CHRIS ESSIEN. (1) Dear Chris Essien, I have read your comments on the purported zoning of the governorship ticket of the All Progressives Congress, APC to Eket Senatorial District by Obong Umana Okon Umana at his house sometime in May, 2017. As a mark of respect, I will like to respond to the issues you raised over my disagreement with Obong Umana's unilateral decision to import into the party, an idea which is unknown in letters and spirit to the APC. This response is so that members of the public are not misled on this vexatious matter. I regret that I'm filing this out of time but quite unlike the regular court where you hold sway as an attorney, it is permitted in this court of public opinion to file reaction at the convenience of the author. Add to the discuss, I shall also bare my views on recent debates including but not limited to the claim that Dr Amadu Attai still chairs APC, Akwa Ibom State chapter, Real APC and other dissents in the party being moles working for the PDP and the clamor of an Oro governor in 2019, the feasibility of such agitation being my concern and focus. In case anyone cannot read this long piece, the sum total of my submission is that corruption, greed, selfishness and lack of morality in the current party politics played by Obong Umana and Ekere groups has rendered APC impotent and given her a big wound in both legs and buttocks such that the party can neither stand for sit well to win any poll in the state. Like always, only truth, genuine reconciliation and due consideration can heal it and make the party strong again. 1.The Missing Point. Let me start with the missing point I raised which you either did not take notice of or ignored addressing it. I had accused you and many former "this and that" under the PDP currently taking refuge in the APC as being the real problem of Nigeria, Akwa Ibom State and the deserted former ruling party (PDP), because PDP attained notoriety when most of you were serving in various capacities and failed to impact positively on the masses thus bringing Nigeria and Akwa Ibom State down on its knees. Many of you as Council chairmen and councilors, failed to draw government nearer to the people by refusing to develop infrastructure at the grassroots. Most of you were only seen at the council whenever there is allocation and once it is shared and looted, the next visit to the council will be when another allocation drops. As serving officers of government, you did very little and next to nothing to salvage the poor, the unemployed and earned for your party then, the hatred of the people. That is why after a hard sixteen years of rule by the PDP, we still lack electricity, unemployment still surges up and we are still categorised as Third World country. Yes, Rome was not built in a day, but at the pace of development, looting and impunity your party exhibited, Rome would never have been built in dispensations to come. I expect you Sir, to convince me that, as a former council chairman, former National Legal adviser to the PDP and others like your self taking refuge as Saints in the APC and condemning your former party as being corrupt, undemocratic and insensitive, are not the cause of the collapse of Nigeria's economy and the once famous PDP having not impress the masses while you held sway. As much as I agree with you that there is right to associate with the APC, I hold that many of you distorting facts and history to suit your whims and caprices, plotting evil graphs on how to expel founding members of the party, are mere liabilities for our great party and not the "indispensable assets" you claim you are. I don't mean to disrespect you very dear senior Attorney, but the truth is that picture of a murderer, arsonists and criminal kingpin readily comes to mind each time it is said that a man like Chief Sonny Ibanga is in APC today angling to replace Dr Amadu Attai as State Chairman after he successfully organized the pogrom of same party members in 2011 at lkot Ekpene. APC has been misled to dump its mainstream supporter who were the "ordinary people" on the streets of Akwa Ibom State earnestly seeking and doing everything within the ambit f the law to bring change simply because so many bad eggs, notorious as they were known, have jumped into the party, invested their looted wealth on the Amadu Attai State exco and they became blind to the consequences of allowing the party to become a dumping ground for those who run our state aground. No doubts, our party was not going to be a congregation of Saints. I don't even think we have one anywhere. But the way we celebrate those who helped principally to enslave the state, makes us look like a party without discipline, ideology, taste and direction. No better result could be anticipated from a failed football team (PDP) that empties herself to another team(APC), simply because and perhaps, change its name and jersey ahead of a new match. I insist that you and the PDP decampees angling as progressive leaders in APC when you are not, are the mistake the APC has made. Today, PDP that we criticized for her failings and the people hated, seems purged and clean because many of those believed to have plotted the assassination and kidnapping of our best brains, corrupted and looted our Commonwealth, diverted and converted and promoted mediocrity above excellence, are the main drivers of our party while those who founded it on principle of popular democracy resisted the undemocratic killing regime of the Godswill Akpabio era are blackmailed and humiliated out. APC may soon wake up to see that out of unjustified hatred, exploitation, arrogance, complacency of it PDP refugees and grandstanding, that she has courted the hatred of the masses that these men once victimised, abused, exploited and used only as collateral to get to power and feed their ego. To be fair to you, you may not be one of those liabilities but sincerely speaking, many of you who held many offices in the last 16 years of the locust PDP, but now pontificating in the APC and telling me what to do and what not to do, deserve to be pelted with stones in view of how your actions and inactions brought Akwa Ibom State and Nigeria this low. That is the missing point in your commentary which I shall expect you to address if you care to. 2. That APC recognizes Zoning and Solomon Johnny and Thomas Thomas Contested because of Zoning. I have denied the above point in its entirety and had challenged you to prove that I contested for the counselorship position of Asutan Ekpe ward 5 because there was zoning. In your rejoinder, you have failed to present any concrete evidence to the contrary. You only contradicted yourself by stating that the office was zoned to Nung Attah and Nung Akong group of Villages even as you failed to state who did the zoning, where, when and how. It is a fact that one office cannot be zoned to two places as you claimed otherwise, the sole essence of zoning which is giving one place advantage over another would have been negated. For the umpteenth time, I contested because I felt I was qualified for the office and that I shall use same to better the lot of the ward. You commended me for so doing and gave me your full support which I still appreciate, love you for it and respect. Never at any point was zoning a factor in my aspiration. 3. To convince me that APC endorses Zoning you had asked though rhetorically "How come APC did not bring both the President and it's Vice from the same geo political zone". I would have asked how the party, working with the Presidential candidate who got nominated from the array of other Presidential aspirants from other geo political zones, to nominate a running mate amounted to zoning. But no need belaboring the point because in the preceding line, you clearly admitted this was not zoning actually. You said " Yes, I entirely agree with you that that was not zoning". My worry stems from your attempt to use the leadership tussle in the National Assembly after the 2015 poll to say APC recognizes zoning. Sir, recall that APC had her choice of leadership which the house rejected and went ahead to elect among themselves who they deemed best suited for those offices at both chambers. However, neither the party not NASS at any point in time said they acted in consonance with zoning because the truth remains that APC does not recognize zoning because of the discrimination it brings. It will be very undemocratic for anyone to smuggle zoning into the APC because what is not expressly stated in the constitution of the party, is expressly excluded and every party member must rise up to defend the integrity of the party. Whether Nigerians, as you claimed, have accepted zoning or not, it is alien to our great party and until the constitution of the party is repealed to incorporate it if need be, zoning, a a PDP ideology remains an anathema in APC. It can never be an ideal system for now as you claimed. Rather, liberal democracy which is both recognized by APC and constitution of the Federal Republic of Nigeria is the idea in our leadership recruitment processes. You may be allowed to come into the APC. However, you shall not be allowed to corrupt the party with PDP mentalities that led her to ruin. If you succeed in the zoning nonsense, you may move on to promote a consensus candidate as PDP did. We don't need you to ruin our party for us. 4. That Obong Umana Okon Umana lost because of Zoning in 2015. I am not surprised that you took this position which can be interpreted against us by the opposition as not being strategic in our actions and connected with the people. You would not have reached this conclusion if you had joined the party, at least before the nomination to follow on the events that led to his emergence as governorship candidate of the party. Needless rehearsing how delegates from ward, chapter and state exco met and considered factors before voting candidates from the array of aspirants available, but one point worth repeating is the fact that whatever decision the delegates who represent the party members take, it is valid and represents the sum total of the aspiration of party members. They can't be wrong when acting within the constitutional framework and their role of engagement. Obong Umana Okon Umana did not loose in 2015 because of zoning, rather, he lost because the evil that men do, lives after them. He lost because Karma was at work and the golden rule teaches us to do unto others what we wish them to do unto us. The Bible still teaches us that evil shall hunt the violent man. Obong Umana Okon Umana, former commissioner of Finance under Obong Victor Attah and later SSG to Chief Godswill Akpabio, lost the 2015 governorship election because he, with then Governor Akpabio, created and benefited from insecurity, murder, fraud and rape of Akwa Ibom people while their fraternity lasted. He, with Akpabio, scuttled many dreams and robbed many of their political rights. When he purportedly severed his alliance with Akpabio and claimed he wanted to salvage the ruins he sanctimoniously exonerated himself from, he refused to even apologise for being the engine room of the marauding mafia regime. The public are not fools and even if they were, God never sleeps over any act of injustice so brazenly committed against a people. Obong Umana also refused to make any concrete commitment to review the activities of the government because he knew doing so shall amount to probing himself. All the electorate wanted, was that any government that replaces Akpabio, of necessity, should review most actions and anti people policies of the government, review the slanted civil service appointment and unjustified retrenchment of many senior civil servants who were subject of Akpabio's vendetta. The person needed to probe most failed mega projects which were nothing but conduit pipes to drain the state and restore power from the cabal back to the people. These were impossible tasks Obong Umana Okon Umana could not undertake to do. In all his campaigns, it became a dull show of mistaken priorities by the APC who, for the love of money, paraded dregs of Akpabio's PDP nemesis as APC candidate for Houses of Assembly and Representatives at both chambers of the National Assembly. 80% of the candidates were accomplices with Akpabio and their hands soaked directly or indirectly with the blood of those assassinated, kidnapped or framed up to sustain the government. So when Akpabio rigged, he rigged and succeeded with the system supporting him up to the Supreme Court to the extent that evidence, articulately marshalled in our favor by the best legal brains in the country, amounted to nothing at the end of the day. You believe it was zoning that caused the defeat. I hold it was nemesis that hunted Obong Umana Okon Umana and his crew that we mistakenly supported. It may not make sense to you that Akwa Ibom State is a Christian State in which the golden rule is supposed to be very effective in our engagement with one another. You may call it politics to rob, outsmart the vulnerable of his hard earned victory. But there is a way it bounces back on you. In 2011, ACN won the governorship poll in 24 local Government Areas of Akwa Ibom State. Obong Umana Okon Umana, Bar Emmanuel Enoidem and others spent three days at Independent National Electoral Commission, Uyo with the active conspiracy and connivance of Mrs Maria Owi to change the results in favor of PDP all in a bid so that Chief Godswill Akpabio, from Ikot Ekpene Senatorial District, completes a second term and hand over to Obong Umana of Uyo Senatorial District. That was the thought of Man which Akpabio refused to honor at the later end and went for another lbibio man from Eket Senatorial District. But Obong Umana rebelled however forgetting that his hands are not clean and that they that go to equity must do so with clean hands. In going to the Supreme Court, he forgot how he aided and abetted Akpabio to kill people dreams as councilors, Council chairmen, lawmakers... I submit that Obong Umana Okon Umana did not loose the 2015 gubernatorial election because of zoning. I submit that he was caught up by nemesis of the atrocious mafian regime he served as the key schemer and conspirator. I submit that the unhealthy rivalry to suppress those who founded APC in Akwa Ibom State is yet, another injustice that if allowed to stand, shall rob APC the face of God and the votes of men that are needed to win polls. That suppression and exploitative approach of the current leadership of APC in Akwa Ibom State has stained their hands and equity shall never listened to them. 6. On Obong Nsima Ekere? Yes, I agree with you that he is a great man. I respect him. But I would have respected him the more if he had shown up, like Moses to the Israelites in Egypt, left his comfort zone in 2011 when Akwa Ibom State in general and Ibibio in particular, needed leadership and a man to speak for them. He would have been my hero if he had seen afar off like John Udoedehe did, that PDP he Co founded and funded, was heading to the rock. Leadership must be visionary and calculative too so that the led are not led to the dingy. It is the shortsightedness of "leaders and great men" like Obong Nsima Ekere that made the South South "beggars" in APC which is today's ruling party in Nigeria. When Nigeria was moving from the PDP, Akwa Ibom leaders who always like ready-made stuffs were busy eating crumbs for dinner and by morning, PDP which they mistook to have been formed by Jesus Christ and thus cannot collapse, was in debris and tartars. For me, it is not about where a man stands in moments of comfort, but where he stands, what he says and does when the going is tough and rough. It is about principle and standing for something and not falling for everything that glitters as if it is gold. I took the gauntlet for President Muhammad Buhari in 2015 because he has been consistent and different from the lot available for choice. We had a problem at hand and he was the best option available in solving the problem. He was not part of the problem and long before then, he had demonstrated genuine effort at solving the problem. It is instructive for APC to get rid of her malice and jaundice and be fair to all it party members. I sympathize with Obong Nsima Ekere. The crowd he seems to enjoy is not because he is a super star that we need to win Gov Udom Emmanuel in 2019. The crowd is because he occupies an office that gives him money to spend and take that office and money from him, the men are gone. That is the paradox of our poverty and deprivation. WHO WILL HEAR AND NOT CRY? The entire corps members serving in Kaura Namoda, Zamfara State, are bleeding out purple blood. Our hearts are thumping out strong rhythms of pain. Our dignity has been trampled and mangled with reckless impunity. God! Today, a corps member, Michael, serving his fatherland through sweat and bile; rough roads, hunger, merciless weather; and the shame of N19,800 in the face of a smothering economy. Michael- serving in Nasara Standard Academy, perceived as the shining light in a tottering secondary education system in Kaura Namoda- was today brutalised, manhandled and reduced to nothingness by a brainless team comprising of the richest man in Kaura Namoda and his equally wanton boys. What was his crime? Michael had punished his student who happens to be this man's ward. A simple kneel down. Michael who had nurtured these block heads with patience and love. Michael, who had taught with empty stomach till letters on the chalkboard danced like rampant music notes before his eyes. For all of us like Michael who have stretched the capacities of our strengths and sensibilities to serve a stifling system. For all the ' under the sun and in the rain', what have we gotten as reward? This notorious man, clenching his cash-ridden fists, recruits the help of the Police and in that shameless trotting of Zombies, storms Nasara Academy to crucify Michael like a criminal. He was punched like a sack of millet and stripped of humanity. He was beaten, beaten, and again beaten like he stole karats of gold in a jungle market. O God! My fingers are itching, and it's like they will drip blood. Michael was driven to the Police Station where the real torture awaited him. They removed what was left of his pride as a Man serving his country. Then, they flogged and flogged him, and when their energy sapped out, the Evil of a man threw wads of naira notes about, and refueled their animalism. Michael was a heap of sorrow and a container of hot painful tears. As some of Michael's colleagues arrived and tried to raise their voices against the escalating reign of heartlessness; the Police men, some apparently drunk, threatened with pointed rifles, slapping and pushing them.... Hear me if you are a corps member in Kaura Namoda! We have been abused to our bones. We are now just remnants of pride sliced into irredeemable pieces. Our hearts have been pierced by hot pellets of searing pain. Our heads are now buried in shame. The little essence of our ghostly existence has been thoroughly erased. We are now empty, just plain empty. Who will hear this and not cry? How can we move about when our sinews are depleted? Who will walk the long and dusty paths to schools to teach? Who will serve the masters under a sun that burns through skin and fluid? Who will hear this and not cry? Nothing has been done. The engineer of this massive evil is an untouchable. A stinkingly rich sacred goat. He has played ping pong with our dignity and thinks he will get away with it because he is rich. Because our society is rotten and deceased of sense. Because our policeman are a bunch of kitted area boys. Because 'money' has shredded the spines of our moral make-up. Michael is lying in a police cell, writhing in raw pain---- a soul beaten beyond repair. He has been physically wounded but more serious is the mental injury. But he is not alone. We are all wounded like Michael and our soul is burning from strife. Who will hear this and not cry? We therefore call on: The State Government; The State Coordinator NYSC; The Emir of Kaura Namoda; The Commissioner of Police; Every Khaki and Jungle boot in Zamfara state and Nigeria as a whole. Let us roar and be heard. Tell the next person to tell another. Let our tales of woe reach the peak where justice crouches. The brutalisation of Michael in a land where he is vulnerable and hapless will not go without notice. Justice must be done. Corps members must be protected. Our dignity must be restored. The pride of khaki and Jungle boots must be reinvented. Today, Michael was battered for all of us. The new interim state executives of the APC setup following the dissolution of the state exco by the party led by Mr Michell George has formerly received SEN udoedehe, Emmanuel Ekpenyong,Group captain sam ewang The event took place at the state Secretariat of the party on Friday 10 February saw the former minister addressing party faithfuls to continue supporting the party and that he is not expelled saying that it is the handiwork of those who are afraid of his structure including Nsima Ekere in laision with the corrupt former state chairman and secretary who are soon going to be guest of law enforcement agencies for burgling all the federal government empowerment schemes for the state. DISSOLUTION OF THE STATE WORKING COMMITTEE OF THE ALL PROGRESSIVE CONGRESS (APC) IN AKWA IBOM STATE 27th January 2017 The National Chairman, All Progressives Congress (APC), National Secretariat, Abuja, DISSOLUTION OF THE STATE WORKING COMMITTEE OF THE ALL PROGRESSIVE CONGRESS (APC) IN AKWA IBOM STATE We, the undersigned State Executives, Chapter Exco, and Ward Exco of the All Progressives Congress (hereinafter called ‘the Party’) in Akwa Ibom State, representing all the Chapters of the Party in the State, had carried out a thorough appraisal of all the fledgling operations of the Akwa Ibom State Working Committee of the Party, hereinafter called ‘the State Exco’. As early as 2014, we had acquainted the highest functionaries of our Party with the odious, destructive, and intractable problems bedeviling our great Party in the State and threatening to snuff out its life. We however never received any correspondence in response to our complaints. Consequently, so much confusion has rocked our dear Party today in Akwa Ibom State, to the extent that the Party is now an object of mockery before other political Parties, and the general public. This situation today violates Article 21 (A) (ii) of our Constitution. Permit us to intimate you in as much sensible detail as we can, of the destruction that has impacted our Party, as well as list the enemies within, and authors of the confusion. The leadership of the APC in Akwa Ibom State is sick. The principal actors in this regard are: The State Chairman (Amadu Atai); the State Secretary (Effiong Etok) ‘aka Charles Taylor’; and the entire Exco of the Party. We wish to inform you that these people have sacrificed the dignity and ideology of the Party on the altar of their lust and unbridled greed. Making money (at all costs) has been their main preoccupation from the very beginning of their assumption of office; and they have largely operated ultra-vires the Constitution of our Party; displaying crass indiscipline and unrepentant impunity in the running of the affairs of the Party in the State. The perfidy of the State Exco, and their pursuit of money veritably knows no bounds. In the run-up to the two Conventions of the Party in Abuja, and the Primaries in Lagos, they routinely violated Article 21 A (xi) of our Constitution, by altering the delegates list to reflect only those with whom they had agreed to share whatever the Party advanced to cover their hotel and transport expenses . Non-delegates were usually the substitutes in those cases. On other occasions, the State-Exco never bothered to pay the delegates at all. They simply converted and stole the monies, contrary to Article 21 (vii) of our Party Constitution (2014) as amended. The State Exco has also taken it upon itself the un-prescribed authority under our Party Constitution, to issue suspension letters indiscriminately to anyone who challenges their impunity. The State Chairman of the Party (Amadu Atai) specialized in creating fake names and forging fake signatures of non-existent party officials at all levels, which he used in such suspension letters. This action is contrary to Article 21 A(vii) of our Party Constitution. During the Party Convention in December 2014 where Akwa Ibom State delegates were supposed to be paid to augment their hotel, feeding and transport expenses, no delegate ever received any money. It was simply criminally converted by the State Exco for their personal use. They similarly converted money which was the State’s share from the sale of Nomination Forms; as well as money sent for the training of Party agents in all the Units in the State. Many members of the State Exco have become sudden owners of storey buildings and jeeps; while the Chapters and other functionaries of the Party in Akwa Ibom State, only hear of money given to States that do not have APC Governors for instance, but have heard of no such declaration by the State Exco members who could be perhaps up to their usual sleaze. The State Exco prefers to work with the PDP in Akwa Ibom State, rather than with the APC organs, contrary to Article 21A(ii) of the Constitution of the APC; and thus, have completely wiped out the Party in the State. They admitted all sorts of characters into the Party including discredited and disgruntled PDP decampees who offered them weighty monetary inducements for board appointments. They contravened Article A 21 (iv) and (v) of the Constitution by replacing without elections through Congress, nearly all the authentic Chapter Chairmen; and their new appointees are known to have purchased their positions with huge sums of money. They have also created a fraudulent body they call ‘Council of Elders’, in which they all belong, and which sole responsibility is to recruit other willing men of financial means into, for a huge fee. The State Exco has converted all plans of the Federal Government for the poor, into money-making ventures; and bastardized almost all the Federal Government’s empowerment initiatives. In administering the ‘N-Power’ scheme, they collected the sum of N20,000 (Twenty Thousand Naira) per person, from thousands of people who intended to benefit from the scheme; but till date, there are no beneficiaries, and monies collected from the hopeful beneficiaries have not been refunded. Even the Conditional Cash Transfer Policy of the Federal Government, meant for the women was fraudulently administered, as the State Exco of the Party in Akwa Ibom State, collected the sum of N5,000 (Five Thousand Naira only) from all the women. They also hold seminars to train people to await the several palliative measures programmed by the Federal Government for the poor. They charged fees for attendance at the seminar; and printed and sold forms, claiming the forms are from the Federal Government for those who will be considered qualified to benefit from the schemes including contractors to the school feeding programme planned by the Federal Government. Apart from the fact that all of these actions contravene Article 21 (vii) of our Constitution, the deception alone has defrauded people of millions of naira and is set to rubbish the Party’s fortunes in elections when not realized. We have enough evidence to prove that the State Secretary of the Party (Mr. Effiong Etok) is a PDP mole, assigned to sabotage and undermine the success of the APC in the State. Today, the Lexus jeep he drives was bought for him by a serving PDP Senator. He also received a N10 Million gift from the same source. The gifts were earned because in the 2015 elections he (Mr. Effiong Etok), as the State Secretary, sent bulk text messages (sms) to all APC agents in the field to abandon their polling units; which led to the loss of the APC to the PDP, as the agents could not access unit results or collate evidence they could have used in court. The State Secretary is also a man with a proven history of insincerity and betrayal. When he was then Itu Local Government Chapter Chairman of the now defunct Social Democratic Party (SDP), he sold out his Party to the also now defunct National Republican Convention (NRC), during the 1991 elections. To underscore the fact of his dishonesty, he once sold a Peugeot 504 station-wagon attached to him as an official Party vehicle, and lied that the car was stolen. The truth came to the fore only when the person that bought the car from him surfaced, to prove otherwise. This man has been a snare in the APC; and is known to betray his political Party to an opposition Party for a fee, and thereafter, negotiate with members of the opposing Party to create a scenario where he will escape suspicion undetected. As further proof of the intransigent and unrepentant attitude of the State Exco of our Party, when a local tabloid obtained and published the authentic list of State and Chapter Exco members of our Party (the APC), the State Chairman and his Secretary (Dr. Amadu Atai and Mr. Effiong Etok respectively), issued an advertorial (See Annexure One attached). They wrote: “In view of the aforesaid, we wish to state and declare as follows: (1) That there is no other list/lists of State and Chapter Executive members of the All Progressives Congress (APC), except the one that can be obtained at the State Secretariat of the Party, and recognized by relevant authorities. (2)That the Chapter Chairmen of the All Progressives Congress (APC) in all the Thirty-One (31) Local Government Areas of the State know themselves, and have been dealing directly with the State Executive vis-à-vis the authentic Ward Chairmen and registered members of our great Party in their respective domains”. By the foregoing, it is manifest that this Exco list which they purport is only known to them and not the teeming APC members and loyalists in the State. Also attached (Annexure Two), is a copy of one of the appointment letters they issued for elective Party offices without Congress. It is sad that today, on account of the excesses of the State Exco of our Party, a critical situation has been created where any elections in the State are contested between the PDP and the PDP; (ie the discredited PDP decampees on one hand; and the real PDP members on the other). Consequently, the original and true APC members in Akwa Ibom State have lost their voice. Those who love this Party are not new to the script playing out before our eyes. In 2011, as ACN, the precursor of our Party, and then the toast of the political parties in Akwa Ibom State, one Aniekan Willie Akpan, as the State Chairman, played along; denying all accusations thrown at him for anti-party activities, until the eve of the election. Indeed it was at the collation, that he surfaced in the PDP Government House and on national television, denied his Party, claiming falsely that his Party never won the election, and promptly defected to the PDP where he was soon appointed Chairman, Caretaker Committee of a Local Government Council in the State. Only recently after losing his appointment, this same Aniekan Akpan has returned to the APC and sits with the present State Chairman and the PDP decampees. We wish to intimate you also that the entire Ward Executives in the 11 (Eleven) Wards of Oruk Anam Local Government Area, (an indispensable Local Government Area in Akwa Ibom State), from where Amadu Atai, the State Chairman of the Party; and Don Etiebet, a Chieftain of the Party, both hail, and the Local Government Exco of the Party itself, moved en-masse on State television to the PDP in one day, on the compromise of the two Party stalwarts that the wife of the State Governor, Mrs Martha Udom Emmanuel is their daughter and hails from the Local Government Area! In other words, these so called leaders of the Party are leaders merely before you in Abuja, they have no APC where they hail from and are appropriately regarded as PDP moles in our Party. AWARE therefore of the destruction further foot-dragging on this communication has cost the Party; and the irreversibility of such destruction soonest against elections not far away in contemplation; DESIRING desperately to save our Party now gasping for breath and repositioning it in good time, with capable hands before those elections; HAVING considered the foregoing violent abuses of the Constitution of our great Party as amended; AND the massive corruption; stealing; anti-party activities; brazen indifference to complaints made by members of the Party for amends, all perpetrated by members of the State Exco of our Party; We, being the Forum of State Officers, Chapter Chairmen, and Ward Executives of the All Progressives Congress, in Akwa Ibom State; Do hereby unanimously pass a vote of no confidence on the State Exco, and have consequently removed forthwith, all members of the present State Working Committee of the APC in Akwa Ibom State from office. After exhaustive and painstaking deliberations, we also have resolved to restore the Party to a winning mentality by an efficient administration under capable hands; and have immediately appointed a Caretaker Committee, which shall begin without any delay to administer the Party until a proper ‘Congress’ of the Party is held to elect fresh substantive officers; See list Attached, Yours Faithfully, For the Forum of APC State Executives, Chapter Executives and Ward Executives signatures collected |
SUSPENSIONS IN THE ALL PROGRESSIVES CONGRESS (APC), What The Founding Fathers Said. The National Council for Nigeria and the Camerouns (NCNC) would appear the best attempt by Nigerians to form an all-embracing political Party which belied the hopes of several peoples of Nigeria and aimed at wrestling power from the white colonialist. But even that was aborted on the death of Herbert Macaulay, her celebrated chief. By the time Dr Nnamdi Azikiwa succeeded Mr Macaulay, the Party was already heading the Nigerian way. It soon became a Party of the East, Eastern Nigeria and soon after, an Igbo Party. Forming national political Parties in Nigeria which would be above the dividing fissures of Nigeria had become so desirable yet so elusive, that the military not knowing any other way to do it, decreed them into existence. And so began, though short-lived, the then political dance step – a little to the left and a little to the right of center, the Social Democratic Party (SDP) and the National Republican Convention (NRC) in 1990. The military itself could not keep its pretense at patriotism too long when it betrayed its pursuit of political power and truncated what could have been a balanced political system for Nigeria, August 1993. This set back formed the background to the formation of the APC when it was mooted. Several attempts had failed. But having a mega Party that would not fail like the others was now an obsession. The founding fathers would therefore create a behemoth, but such as would overcome projected guiles, stealth, long knives, selfishness, maneuverings, survival instincts, brutalities, deceits, lies, greed, corruption and the inordinate ambitions of its constituents. That is why the Party made the disciplining provisions in its constitution so elaborate that it has become a watershed in the preservation of a mega Party. The provisions are set forth in article 21 at page 60 to 68 of the ALL Progressives Congress (APC) Constitution 2014. The procedure for any form of discipline is laid out in section B (i)(ii)(iii)(iv)(v)(vi) a,b,c,d. For instance, sect B(i) states, ‘A complaint by any member of the Party against a Public Office holder, elected or appointed, or another member or against a Party Organ or Officer of the Party shall be submitted to the Executive Committee of the Party at all levels concerned which shall NOT LATER THAN 7 days of the receipt of the complaint, appoint a fact-finding or Disciplinary Committee to examine the matter. Sect B (ii) continues, ‘ The Executive Committee concerned shall not debate or discuss the complaint or allegation before sending it to the Disciplinary Committee or fact-finding Committee which shall hear, determine and cause its decision to be transmitted to the relevant Executive Committee of the Party concerned’. The relevant Executive Committee upon receipt of the report shall not later than 14 days either ratifies or reject the decision of the fact-finding or Disciplinary Committee regards being had to the rules of fair hearing. In other words, the APC provides for a dual hearing body at all levels for the hearing of complaints against her members. A complaint is made by a member to the Executive Committee at that level and without any comment, the Executive Committee sets up a fact –finding or Disciplinary body within 7 days. That Committee must hear both the accused and the accuser. This is called the fair hearing rule. The accused must confront the accuser. The complaint fails where this fair hearing rule is not observed. The Committee sends its report to that Executive Body which shall not later than 14 days ratify that report. Section C then lays out the Appeal procedure and the punishment eventually. In other words under the Constitution of the APC, the party ensures that no member will be surrendered to the self-help of another but would be allowed a distilled process likely to expose the evil intent and jobbery of the accuser through even the appeal process before any form of censure would be contemplated. Without exhausting for instance the appeal process, the APC does not sanction any of her members. Such matters remain non-starters. The accusers at home have to be denuded of their powers by neutral organs in the hierarchy of appeal so that they do not have the chance to resort to self-help which would be their overwhelming desire. If the Party was not that wary, she could unwittingly relapse into the shadows of other mega Parties which had gone before her. It must be noted here that the above procedure is open only to party men and not non- members of the Party or defectors from other Party. Where rivals in the political party suborn non- members with money or other inducement or promises, to lay the complaint, such complaint are alien to the constitution of the APC. In my opinion such complainants should be treated as felons. The crime of personation having been committed, they should be arrested, prosecuted and imprisoned. Their fates are exactly the fate of those who forge or circulate fake list of Party executives. The prison is their home. The social media hours ago is a washed with the alleged suspension of distinguished Senator John James Akpanudoedehe, the leader of the ALL Progressives Congress in Akwa Ibom States and member of the Board of Trustees of the Party only yesterday. Contacted to confirm the story in his Abuja residence, the Senator expressed surprise at the story adding that he was just hearing that, like the enquirer. If such thing happened it ought to be dismissed since none of the above stated procedures was followed. But those involved should be immediately investigated and arrested, for such report immediately suggests that a crime had been committed. Those involved would have been up to some mischief against the Party. They would obviously be enemies of the Party afraid of the size of the Senator who is by his exploits fittingly referred to as the Lion of Akwa Ibom State. Were the Party to suspend its pillar, it would have shot itself on the foot. In the 2015 elections, the Party with disinformation, ignored this colossus and paid dearly for it. She lost the two seats she won in very adverse or war situation both at the State and the national Assemblies. She won nothing! The Party would certainly not court a repeat. The information ought to be treated as a storm in a tea cup. But as there is no smoke without fire, the Party ought to be alert to the investigation of this story immediately, fish out the mischief makers if the story is true, as there was no regard to the Party’s disciplinary procedure and proceed to hand them over to law enforcement as men or women set to breach public peace. Otherwise the adversaries of the Party would rejoice. Kudos to the founding fathers of the Party who made the process of discipline so thorough and equipped to protect the Party from its adversaries and fifth columnist.
