Sheikh (Dr) Ahmad Abubakar Gumi has declared the President Muhammadu Buhari APC-led administration as a failure.
The Islamic scholar said this in his assessment of Buhari and the ruling All Progressives Congress (APC) in the last two years.
He noted that the general assessment of government’s performance was below the expectation of Nigerians, and urged Nigerians to reject both the APC and the People’s Democratic Party (PDP) if they really desire a new lease of life.
His words: “The problem is that no matter how good you are as a leader, you should have a team. If you put Maradona in a bad team, no one will pass the ball to him in order to score a goal. The APC government has failed for lack of a team”.
“Every failure has reasons. When a patient dies in the hospital, there is usually a post mortem examination to determine the direct cause of death. We have symptoms but they may not be the cause of death.
“The widespread suffering in the country is a symptom of an underlying disease afflicting the nation that needs to be tackled. But if the government has been listening all along, it could have alleviated the problem or it could have done more than it is doing.
“I can imagine somebody who has nothing. How is he surviving? How is he paying his children’s school fees? How can he treat his children when they are sick? How can he feed? So, when you look at all these indices, you will know that it is a miracle that we are still existing.
“So, if we want to do a post mortem on this government, you have to look far beyond the inception of the administration. Like I said, they inherited some of the defects and the solution would have been to manage Nigeria as a critically ill patient”.

Gumi, a medical doctor, also stated that Nigeria is not united. He said the APC took over a divided country and that what political scientists needed to do at that time was to design a template without dividing Nigeria.
“Now, there is too much hostility and bad blood in the country. All I know is that all Nigerians are one. What we need was someone to correct us”, he told New Telegraph.
“This is the time to bring people together, the kind of leader that Nigeria needs at this critical time is the one that can pacify. Not one that will show that he is clean and the other person is dirty. No. He should show that we are all dirty, let us all come and clean ourselves.
“So, the so-called clean party which has the broom, who is it trying to sweep? It is so antagonistic. It is so provocative that it has divided the country. If your house is also dirty, you cannot clean someone’s house. People thought that change is coming when it was not possible to effect that change.

Gumi fumed that top officials were getting away with stealing and corruption and cited examples.
“The allegations of corruption are already been made against the (suspended) Secretary to the Government of the Federation, of a government that is fighting corruption. And the government cannot do anything besides suspension.
“The present administration came to rule Nigeria using the slogan of war against corruption and this is disrupting the unity of the country. The unity of the country is more important than the money that people stole; more important than the current underdevelopment that we are witnessing”.

Asked the way out of Nigeria’s problems, Sheikh Gumi advised that before 2019, politics has to change completely and drastically.
“No more APC or PDP”, he declared, adding that “once they continue, Nigeria’s problems will continue. What I am saying is that they should metamorphose, they should change. When you see a butterfly, there was a time when it was a larva.
“The parties have to change; PDP has to change, APC has to change or it will break because it is an alloy which is not well moulded. We want these parties to change because of the future of our children.
“The major defect of APC is that it is a party which was grown by the power of individuals; Buhari in the North and Tinubu in the South West. And there is danger in this kind of politics. Look at Mugabe now, he has suppressed and pinned down everybody in Zimbabwe and he has been winning elections in quote.
“If we continue along this path, Nigeria will be like that. When we have somebody who feels that he is the Messiah, then we are in trouble because as I am speaking to you now, not everybody in the North can speak to you like this.”

The Federal Capital Territory Minister, Malam Muhammad Bello, has ordered members of the Miyatti Allah Cattle Breeders Association of Nigeria, to move their cattle out of the nation’s capital. The minister said the order became imperative, “because there is no way such animals can co- habit with the residents.” A statement on Monday in Abuja, by the Chief Press Secretary to the minister, Muhammad Sule, quoted Bello as making this statement during a meeting with the cattle breeders’ association in Abuja. This, he added, was not because the government wanted to prevent cattle breeders from raring their animals in the FCT. “You have to understand that when Abuja Environmental Protection Board says cattle should not roam the city, it is not because they want to prevent cattle breeders from raring cattle in the FCT. Basically, it is just for safety. It is for safety of your cattle and above all, safety of the citizens,” the minister told the herdmen.
He added that, “In a modern city, it’s not possible for animals and vehicles to move together on the roads because this could cause accidents which in some cases could be fatal, and it is our duty to protect lives and property.” The minister implored the cattle breeders to nominate some of their members to serve in the Ministerial Task Team on Environment under the Chairmanship of Sqr. Ldr. Abdullahi Monjel, to ensure smooth communication between the FCTA and their association. He disclosed that 33,485 hectares had been set aside in the suburbs as grazing reserves for about seven million herds of cattle. The minister said, “A total of 33,485 hectares have already been earmarked for grazing reserves to cater for about 7 million herds of cattle comprising of Paikon Kore – 8,500 hectares, Karshi – 6,000 hectares, Kawu in Bwari – 9,000 hectares and Rubochi in Kuje which is 9,985 hectares.” He assured that his ministry would work with the national assembly to compensate farmers whose crops were destroyed by the cattle rearers in the course of grazing their animals.

Dr Junaid Mohammed has cast some aspersion on the Buhari-led government

A chairman of the Foreign Relations Committee, and member of the Defence Committee in the second republic, Dr Junaid Mohammed has said that there is a group wielding power within President Buhari’s administration.

In a recent interview with The Punch, Dr Mohammed reacted to talks about a cabal hijacking the presidency, a charge the presidency has denied.

Mohammed said: “Let me say straight away that whether one calls it a cabal or a mafia or some kind of cult or whatever, there is a group of people who are wielding power within the presidency under Buhari. Whatever you say it is; it is and a lot worse.

First, the most influential person in the presidency today is one Mamman Daura whom as you know, is a nephew of the president.

His father was Buhari’s elder brother. In addition, Mamman Daura was the one who single handedly brought up Abba Kyari, the current Chief of Staff to the President.

In fact, Abba Kyari knows Mamman Daura more than he knows his own father. Next, the Personal Assistant to Buhari himself is the son of Mamman Daura, next is what they call SCOP, State Chief of Protocol, and is also a son-in-law to Mamman Daura because he is married to Mamman Daura’s daughter.

Next, the Minister they unilaterally chose, against the interest of the party and against the wishes of Sokoto people, happens to be the daughter of the younger sister of Mamman Daura’s wife. Both of them are daughters of Sultan Dasuki, who was sacked by General Abacha.

We have the Aide De Camp to Buhari himself, Colonel Abubakar. He is married to the granddaughter of one of Buhari’s elder sisters.

Next we have the woman who represents Kaduna in the Federal Executive Council, she is a cousin to Kaduna State governor, Nasir el-Rufai.

It is well known that el-Rufai is one of the closest governors to Muhammadu Buhari. Next, we have the Minister for the Federal Capital Territory.

The Minister of the FCT is the man called Musa Bello, who used to be the Managing Director of the Northern Nigeria Development Corporation, which used to be the biggest holding company that belonged to all the northern states.

His only qualification to be FCT minister is the fact that his father has been Buhari’s friend over the years.

Now, there is a young man called Sabiu Yusuf, nicknamed Tunde – probably because of late General Tunde Idiagbon. He is another PA to President Buhari. He is also a grandson of another sister of Buhari.

This is enough to prove to you that this is shamelessly the worst form of nepotism in the history of government in Nigeria.

In fact, in the history of Africa, let me make bold to assert that I have never seen any level of nepotism that has equalled or surpassed this in my entire life – I am now in my 67th year.

Another thing I also want you to know is that, Amina Zakari, who was and still a national commissioner in the Independent National Electoral Commission (INEC) representing the entire seven states in the North-West.

It is being claimed that Buhari knows nothing about her appointment (before he became President), it is a lie. When President Goodluck Jonathan was re-organising the INEC and he was bringing in Prof Attahiru Jega, he reached out to Buhari and asked Buhari to nominate somebody from the North-West so that that person would be a national commissioner.

Of all the people in the North-West, Buhari decided to nominate his own niece, the daughter of his elder sister- Amina Zakari.

She has been there; when Jega left, Buhari was determined to make her chairman, it was because of the massive backlash that he dropped the idea like hot potatoes.

As we are talking today, that woman is a national commissioner which means she is one of the principal election umpires.


Throughout my reading of history, political science and social sciences generally, I have never heard of any dictator or any tyrant under any system of government whether totalitarian or fascist, appointing his own niece to conduct elections in which he was either a party or going to be a party to; Buhari has done that.

The immediate younger brother to Amina Zakari is currently the Minister for Water Resources representing Jigawa State in the same Buhari government.

In addition, even though they are from Kazaure, Kazaure is contiguous to Daura. The eldest sister of both of them is now the Commissioner for Education in the All Progressives Congress government in Jigawa state.

If this is not nepotism, then I don’t know what is nepotism and anybody who has the guts, the brutal arrogance to appoint these relations not bothering about public opinion, about the sense of justice, about competence, then you can see that he has a very serious question to answer. There are two mysterious cases.

Dr Mohammed went on to speak on the mysterious cases saying: “The case of the Governor of the Central Bank, Godwin Emeifele and the Minister of State for Petroleum Resources, Ibe Kachikwu.

It was Buhari himself who said that he knew when the governor of the CBN picked a piece of paper and gave an instruction that N14bn should be withdrawn from the CBN and that money was withdrawn.

That was nearly a year ago and up till today, Buhari is still retaining Emefiele as CBN governor.

The Buhari I know is an economic illiterate and anybody who knows anything about currency movement and foreign exchange and fluctuations knows that the Naira has been effectively devalued.

It was the same Buhari who boasted that the Naira would never be devalued under him for as long as he remains President and even threatened the governor of the CBN that he was going to sack him if he devalued the Naira.

He (CBN governor) is still there. In the case of Kachikwu, he is the mystery man in the cabinet.

No one can actually tell you who nominated and brought in Kachikwu. We knew that he was friends with Abba Kyari when they both worked in Mobil but none of them had the influence to bring him in and make him Minister of Petroleum Resources.

Forget the nonsense about him being the junior minister because he is the senior and junior minister in addition to being the Managing Director of the NNPC (until recently when he was replaced.

This again confirms the arrogance of President Buhari in putting two positions together; one purely civil service and technocratic position which is the Group Managing Director of the NNPC and the other one which is purely political- a minister.

What is wrong with the President merging these portfolios in the light of the administration’s desire to cut the cost of running government…?

Since this man became minister, there has been nothing good coming out of the oil industry rather than confusion, crisis and corruption.

That again is an indication of the decadence we have in this government. People who are being accused and arrested for corruption as it should be, we are also aware that some of these cases that the DSS is getting involved in are shady because they have no experience whatsoever in prosecution.

That is why from the famous case of Farouk Lawal, a former member of the House of Representatives who was involved in getting money and putting it under his cap and what have you which was captured on camera. 

They arrested that man; it was a clear cut case long before Buhari became President. Till today, the DSS has not been able to prosecute Farouk Lawan. He is still sitting at home; his house is about 200 metres from my house.

That shows you that when you hear that the DSS is arresting somebody for corruption, it is clearly political and maybe there is money or corruption involved.

We also know that there are people from within the DSS from the very top who are even threatening that they will soon arrest the Chairman of the EFCC and the National Security Adviser.”

The ex-Joint House Leader of the defunct Peoples Redemption Party (PRP) said: “The main reason is these people have refused to cooperate with them: Mamman Daura, Abba Kyari and the DG DSS, who is also part of the Daura cabal they want to take over the anti-corruption war so that it will be under their hand and they can cut deals and render the anti-corruption war useless.

I know who they propose to take over, it didn’t work. I think Buhari resisted- which is miracle. They are now proposing somebody.

The person who they proposed was a retired DIG, he, myself and Magu (current EFCC boss) had worked in Port Harcourt during my years in OMPADEC. Now they are thinking of a retired Commissioner of Police. The only qualification they are looking for is someone who can be controlled by them. This is the situation we find ourselves.

In the light of what you have said, what would you say has changed in government?

I will put it this way, we have exchanged one thoroughly corrupt government for one that pretends to be honest and is doing an honest job while in reality, it is business as usual.

A militant group in the Niger Delta, Ultimate Warriors of Niger Delta, has revealed that its mission is to bring Nigeria’s economy to its knees.
The militant group also said they have nothing to lose by blowing up crude oil pipelines belonging to oil corporations in the Niger Delta.

The Ultimate Warriors of Niger Delta also said the Federal Government has not shown commitment to the proposed dialogue with militants.

Punch reports that the spokesman of the militant group, Sibiri Taiowoh, issued a statement saying “We have said it before that we have nothing to lose on the bombing of oil pipelines because our mission is to ground the oil economy if our demands are not met.

“We have said we are doing what we are doing to prod the government to renegotiate the control of our oil resources and other related matters. What we are doing now is the only way to this kind of agitation.

 “ We have watch with chagrin the recent utterance by the President and his Vice and all we are seeing is them tacitly playing double standard and lips services to the demand of the groups as it concerns the Niger Delta question and that is why all of our Units and affiliates have not fully heeded to our ceasefire.

“Today the President will say something, tomorrow his Vice and some of their dishonest and selfish lieutenants will contradict him and that only shows how confused and unserious the government is about the problems and how to deal with them.”

The Niger Delta Avengers has warned oil giant, ExxonMobil not to repair it pipeline in Qua Iboe- Akwa-Ibom state.

JOINT COMMUNIQUE ISSUED AT THE END OF THE EMERGENCY MEETINGS OF THE NATIONAL EXECUTIVE COUNCILS OF THE NIGERIA LABOUR CONGRESS, THE TRADE UNION CONGRESS AND CIVIL SOCIETY ORGANIZATIONS HELD ON FRIDAY MAY 13, 2016

The emergency meeting debated extensively the implications of government's unilateral increase in prices of petroleum products, noting government's disinclination for consultation on issues of public interest and its obsession with protecting product marketers at the expense of the Nigerian public. The meeting expressed concern about government's neo-liberal policies which it considered a betrayal of its electioneering promises and observed as follows:

During the electioneering campaign last year, the Presidential Candidate of the All Progressives Congress ( APC ), Muhammadu Buhari, had promised that, if elected president, he would not remove fuel subsidy if there was any at all;

After his election, President Muhammadu Buhari had maintained that there was no subsidy in the petroleum product price regime and that even if there was, he did not see how its removal would be beneficial to the ordinary Nigerian, noting that the slightest product price adjustment often leads to inflationary spiral and unimaginable suffering for the people;

On January 18, 2016, the government further allayed the fears of the Nigerian people by reducing the pump price of PMS to N86:50, explaining that the reduction was in furtherance of the implementation of the revised component of the Petroleum Products Pricing for PMS and kerosene;

The Minister of State for Petroleum Resources, Dr Ibe Kachikwu had been speaking from both sides of his mouth. Whereas last year, he had strongly canvassed for the removal of "subsidy" in defiance of President Buhari, about a month ago, he claimed the subsidy had been removed through his ingenuity and that Nigeria was saving $1billion from this process;

Organized Labour wondered what has informed government's sudden and dangerous policy summersault and its desperate attempt to convince the public that Labour was part of the decision that led to this price increase;

In view of the fact that the board of the Petroleum Products Pricing Regulatory Agency (PPPRA), which is statutorily vested with powers to recommend prices, has not been reconstituted, the price variation announced by any officer of the agency or outside the agency is not only ultra vires and illegal, it is a criminal imposition on the citizenry;

The price hike from N86:50 to N145, representing 67.63% increase, is the height of insensitivity and impunity as there was no previous consultation with stake holders, especially the organized labour, or any justification for this reckless decision other than the fact that government believes it is accountable to no one;

The Minister of State for Petroleum Resources declared that marketers will have to source their dollars from the secondary market. The attendant pressure on the dollar will lead to unimaginable rise in prices of commodities and other services thus creating further hardship for the people. Due to the volatility of the black market, organized labour doubts that government would be able to maintain PMS pump price at N145 per litre were the hike acceptable or justifiable. At the time the PMS pump price was fixed at N145, the exchange rate at the black market was N320 to the Naira. Between Wednesday and today when the new pump price was announced, the Naira has further crashed against the dollar, first to N340 on Thursday, then N365 on Friday morning and N385 by close of business on Friday, all in 48 hours! At this rate, we believe it will not take long before the Naira becomes entirely useless against the dollar. It is thus morally and economically suicidal to have tied the importation of products to the secondary market exchange rate;

In view of the fact that in the past five years, there has been no increase in salaries or wages or pensions in the face of devaluations, spiralling inflation and other vagaries of the economy, this product price increase is unrealistic, unaffordable, unacceptable and is thus rejected;

Government is unable to justify this price increase other than the puerile explanation that marketers need to recover their costs, without a thought for the aggregate or larger national interest including the need for local refining and creation of jobs;

The government has remained incalcitrant in spite of a subsisting court injunction on the issue of the criminal increase in electricity tariff even in the face of ever-worsening power supply situation;

From the foregoing, it is evident that the neo-liberal forces in the government have taken over the government and we should expect more inhumane policies which will further degrade the living standard of the average Nigerian. The punitive electricity tariff and PMS product prices may just be teasers;

The implications are costly and far-reaching, with the first and most significant being that we have become dependent on massive importation of refined products to meet our domestic needs in contra-distinction to other OPEC members. Whereas most OPEC members significantly meet their domestic needs through domestic refining by an average of 80 per cent, Nigeria on the contrary, at the pace it is going, will continue to rely on about 90 percent of imported refined products in the foreseeable future;

And because we are dependent on importation, the end-user price will always be influenced or determined by external factors such as the cost of refining abroad, transportation and others denominated in the dollar. As the Naira continues to depreciate against the dollar, so will the woes of consumers in Nigeria continue to increase, a situation the Marketers in classic greed will exploit to their advantage;

Taking into account the utilitarian value of petroleum products in Nigeria, all sectors are going to be negatively affected by this mindless price increase as virtually all the stakeholders are agreed that the most significant contributor to the astronomical cost of doing business in Nigeria is the cost of energy.

NLC, TUC and other civil society allies are not unaware of the positions taken by the Unions in the oil and Gas Industry. A process of engagement will be put in place in order to ensure the success of the struggle to protect the overall interest of the Nigerian people.

In consideration of all of the above, we urge government to:

Revert to the old price regime in order to reduce the suffering of the people and to consider this singular act of mindless pump price increase as a betrayal of trust;
Revert to the pre-45 percent electricity tariff increase, make meters available to consumers and stop estimated billing;

Reconstitute the boards of PPPRA and NNPC without further delay and give them their statutory right to function alongside DPR in order to deepen the process of consultation, checks and balances in the downstream sector of the petroleum industry;

Intensify the prosecution of all those involved in subsidy scams with a view to recovery and sanctioning of the culpable;

Put in place enhanced local refining capacity within a specified period in place of endless importation as an enduring solution to the perennial problem of scarcity;

Reverse the entire deregulation and privatization process which foists on the nation, private individuals as drivers of the economy in contravention of the constitutional provision that says government shall be the driver of the economy and engage the organised labour in the process of negotiation on key policy issues;

Wean itself from the overbearing influence of the neo-liberal elements in its fold who have not only staged a coup but are determined to make this government collapse even before the end of its four-year tenure;

Uphold its electioneering promises to Nigerians instead of subjecting them to the vagaries of slavish policies such as full devaluation of the naira and total removal of subsidy as enunciated by the IMF and its agents in the system;

In the event government fails to accede to these demands on or before 12 midnight on Tuesday, May17, 2016, the Nigeria Labour Congress, the Trade Union Congress and their civil society allies resolve to commence the following actions with effect from Wednesday, May 18, 2016;
· Mobilize to the streets across the country, ordinary and helpless Nigerians to whom they owe the duty of protection;

· Shut down all Banks, Sea and Airports, Government and private offices as well as Markets.

· Commence indefinite nationwide strike action.

· Fight/resist the machinations and cruelties of the neo-liberal forces in the government as part of the process of saving the government from itself and the generality of Nigerians from slavery.

Nigerian are therefore advised to stock sufficient food items that will last for a while for the prosecution of the current struggle against neo-liberal agenda in Nigeria.

Aside the two utility vehicles given to me some years ago, I have not accessed any of the privileges and other lawful trappings due to the office. “It is worth stating here that the Supreme Court affirmed that I was entitled to these benefits in their landmark judgment in Mike Balonwu and others Vs Anambra State Government, which declared me Governor, defacto and dejure between 2003-2006. This explanation has become more necessary because of the calls and enquiries I have been receiving from so many quarters especially my friends and even from my new constituency, the labour.”

THE BURDEN OF THE BUHARI SUPPORTER

Forget all the braggadocio, these are not the best of times for those who supported the emergence of President Buhari.
I am one of them, so I am speaking from a position of authority.
I am not a man given to pretense. I try as much as I can to be very objective in my analysis of events. I am even bold enough to admit my shortcomings.
I expected so much from this government. I wasn't expecting magic though but there are basic things I looked forward to.

Let me start from the known to the unknown.

Governor Okezie Ikpeazu was sworn in on May 29, 2015. That day was a Friday. By the next day, he attended a thanksgiving service in his church and probably spent the next day being a Sunday receiving visitors.
By the next day, Monday, June 1, 2015, as early as 8am in the morning, he was on the streets of Aba flagging off the construction of 7 roads! That was his first real day in office as Governor.
He didn't wait to tell us how he met an empty treasury. He simply had to act! That's what leadership entails!
By December this year, almost all those roads were ready for commissioning. Indeed, three of them were commissioned on the same day by former President Obasanjo.
Governor Ikpeazu knew that expectations were high and he seized the moment. The symbolism of that action will never wear off.
Road projects have been flagged off in all the three senatorial zones of the state, and this is happening at a time when funds are low.
All the problems in Abia State have not been solved. All the roads have not been fixed but by the way he has carried on, a greater majority of Abia people now sincerely believe that things are getting better and will get better.

First impressions are very critical.

This was where Buhari missed it.

Imagine where Buhari had flown to visit the project site of the East West Road within the first week of his inauguration. I mean just a visit.

Imagine where he had announced three days after the inauguration that 75% of the planes in the presidential air fleet were to be sold off since we couldn't afford the luxury of maintaining them.

Imagine where he had named his cabinet within his first two weeks in office.

Imagine where he had flown in a helicopter to Agatu and assured the people that they have not been forgotten. Imagine the effect it would have had on the people.

These were what we expected him to do. You don't need to have a Phd to understand that these non financial gestures will soothe the minds of the people.
But he didn't.
These ones didn't involve spending any money.
Money is not everything!

First, Buhari did not need to have waited for six months to name his cabinet. We all had a fair idea of who and who will make the cabinet. We all knew that people like Fashola, Amaechi, Ngige, Onu, Fayemi will make the cabinet. So why wait for six whole months to tell us what we already knew?

From the developmental perspective, I had expected that Buhari would within his first month in office awarded contracts for the rehabilitation of at least one critical federal road in each of the six geo political zones of the country. That would have sent a very powerful message.
These things count in how the people see their leader.

The challenge we Buhari supporters have is that we are unable to even articulate what is the economic agenda of this government. How can one possibly defend what you don't understand?
There is no economic advisory team in place. There is no economic blueprint which can form the basis of further studies.
Take the current fuel crisis as an example.
I am yet to hear a clear cut, well thought out strategy to tackle this challenge in the long run.
Even on the issue of payment of subsidies, there doesn't appear to be any clear policy direction. Today, you hear that subsides are back, the next day you hear that it's not true but that we will have price modulation.
In my view, this is straight forward matter. It's either you deregulate the market or continue to pay subsidies.

While I agree that the economic climate isn't good now with the crash of oil prices which has affected our mono economy badly, there are certain things a leader will do and his people will at least see that he is in sync with their yearnings and aspirations.

Look at the drama from the budget.

But there is one that bothers me very well.
It is the silence, or rather, the inaction of the men who I saw as forming the intellectual foundation of this government. The Fasholas, the Ngiges, the Onus, the Fayemis.
You hardly hear them talk these days. These are men who have good grasp of what leadership is and did perform creditably when they served as governors of their states. What has happened to them?
Is that they are not given the latitude to work or what?

Please feel free to laugh but for me, elections are over and now, the business of nation building has commenced. You dont have fuel and you are laughing? Ok, kontinuu.

I shall remain hopeful that things will get better but the President and his team must give us something to hold on to as we hope.

The Federal Government on Saturday recommenced the payment of subsidy on petrol as it subsidised the commodity by N5.84 for every litre of premium motor spirit consumed in Nigeria.

Subsidy on petrol was stopped in January after the review of the pricing template of the product by the government.

It also announced that the current official pump prices of petrol would remain at N86 per litre when purchased at filling stations run by the Nigerian National Petroleum Corporation and N86.5 per litre when sold at outlets operated by other oil marketers.

The government further said petrol scarcity would end in a few days, but was silent on the specific day or date.

Figures from the latest pricing templates of the Petroleum Products Pricing Regulatory Agency released on Saturday, showed that the Federal Government was paying N5.84 as subsidy on every litre of petrol sold at non-NNPC filling stations.

The PPPRA is the agency of the Federal Government that regulates the prices of white products — petrol and kerosene, across the country.

According to the agency, the Expected Open Market Price of petrol for non-NNPC stations as at April 2, 2016, was N92.34 per litre, against an official pump price of N86.5 per litre, leaving an under-recovery or subsidy of N5.84 per litre.

Similarly, the template for NNPC-run stations showed that the government was paying N5.80 per litre as subsidy, as the EOMP for outlets in this category was N91.80 per litre as against an official rate of N86 per litre.

The EOMP is the actual cost of petrol without subsidy and comprises of the landing cost of the product as well as its subtotal margins like transporters charge, admin fee, dealers cost, bridging fund, etc.

On the retained pump price of petrol, the Acting Executive Secretary, PPPRA, Mrs. Sotonye Iyoyo, said, “The agency is retaining the retail prices of N86.00 for the NNPC, and N86.50 for the other marketing companies. The pump price of household kerosene also remains unchanged from what it was in the last quarter.

“Therefore, marketers are advised to ensure that there is no price distortion in their respective retail outlets. PPPRA, however, shall continue to monitor the global oil market performances, and come up, at appropriate time, with reasonable changes consistent with the newly-adopted price modulation principles.”

On news making the rounds that the agency was planning to increase the petrol price, Iyoyo urged members of the public to ignore such rumour, as prevailing market indicators do not support such.

She also called on motorists to desist from panic-buying, stressing that “PPPRA was working hard with other sister-organisations to ensure that the current supply and distribution challenges were resolved within the coming days.”

Meanwhile, the agency stated that it had released the second quarter allocations for the supply of petrol, based on the approval of the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu.

It said, “In the latest release, the apex national oil company, the NNPC, has 41.74 per cent of the total allocation, while the rest of the oil marketing companies got a total allocation of 58.27 per cent.”

Nigeria’s Federal Road Safety Corps (FRSC) has announced plans to commence training for drivers of all political appointees in the country.



The Chief Executive of the FRSC, Boboye Oyeyemi, made the announcement on Monday in Abuja Following the death of the Minister of State for Labour and Employment, James Ocholi.

The FRSC boss said that the initiative would help improve the driving skills of drivers and reduce crashes on the nation’s highways.

“We have successfully completed about 75% training of convoy drivers involving State Government drivers and we are already working to also increase the tempo in the training of the drivers of the newly appointed members of the executive council which is very important.

“We need a kind of proficiency – driver’s improvement programme. If you observe of recent, we have done it for drivers at the State Government level involved in the convoy of governors, that is why you’ve seen a drop in the crash of governors.

“The death of Mr. Ocholi has forced me to fast track the training of the drivers of the members of the executive council so that all their drivers would get trained as appropriate on defensive driving techniques before the end of the month.

“The conduct of the training is very critical because we need to work with members of the Federal Executive Council especially the Honourable Minister of Power, Works and Housing (Babatunde Fashola), to ensure that all what is required as road furniture is put in place in respect of this.

“We have been getting maximum support from the Minister and I think that we partner more in respect of this,” Mr Oyeyemi said.

Mr Oyeyemi added that the report of investigation into the cause of the accident that claimed the Minister’s life would be ready in the next 72 hours.

The police in Abuja last Saturday February 6th, disrupted a gay wedding between the two men pictured above. The wedding between Abdul Lawal (right) who is supposed to be the husband and Umar Tahir (left) the wife, was supposed to hold at a popular hotel in Jiwa Community of Abuja, King’s Land Hotel in Abuja. Acting on a tip off, the police laid siege at the venue of the wedding.

Guests had already started arriving the venue of their wedding which was well decorated and as soon as the bride and groom, both from Kaduna state, arrived the venue, they were immediately arrested and taken to the Gwagwa Police Station where they were detained.

Eyewitnesses say that other people, including the sponsors of the wedding, chairman of the occasion and the owner of the hotel were also arrested during the raid.

The sponsors of the marriage were named as Abubakar Tahir and Mohammed Sani.

The House of Representatives’ Committee on Capital Market, led by Tajudeen Yusuf, was shocked to discover that the Investment and Securities Tribunal (IST) presented same copy of its 2015 budget in 2016.

This discovery put on hold the budget defence session of the agency.

Yusuf said: “We expected this yesterday to take the budget defence of the IST but we realised that the budget for IST in the 2016 budget proposal is just an exact copy of its 2015 appropriation. It is word for word, figure for figure. And Items dealt with and completed in 2015 were repeated.

“We looked into the budget about two weeks ago and, apart from the issue of personnel that the agency treated late in 2015, the 2015 budget for IST was okay.”

IST Chairman Ngozi Chianakwalam refused to speak with reporters on the issue.

The Senate, House of Representatives and the Ministry of Finance are to meet to straighten the inconsistencies in the 2016 budget proposal, the chairman said.

Also, at the same committee yesterday, the MD/CEO of Nigeria Commodities Exchange, Baba-Ari Zaheera, appealed to the committee to assist in an enabling law to make the agency more effective.

The NCE boss said the passage of the bill on Warehouse Receipt System ( e-WRS) would make the Exchange more relevant in the country.
