From Isaac Anumihe, Abuja ONE week after its hard decision on Nigeria’s debt instruments rattled the global business community, the Federal Government yesterday condemned the planned delisting of its bonds from the JP Morgan index, saying it does not signify a downturn or collapse of the nation’s bonds market. Government however assured holders of its bonds and potential investors assured that the market remains strong and attractive to both local and international investors without JP Morgan influence. Speaking with newsmen in Abuja on the JP Morgan’s October delisting notice, the Director General of Debt Management Office (DMO), Dr. Abraham Nwankwo, stated that the decision of JP Morgan was based on the perception of the Foreign Exchange market, which it claimed was lacking in terms of a fully functional two-way quota system and had limited transparency. He assured investors that the phasing out of the Federal Government bonds from the index does not amount to a downgrade of Nigeria of government bonds since JP Morgan is not a credit rating agency. Also, it does not have any impact on the quality of government bonds, adding that the bonds remain risk-free securities that are backed by the full faith and credit worthiness of the Federal Government of Nigeria and are charged upon the general assets of Nigeria. It further claimed that it does not imply that the bonds are no longer liquid. “Federal Government bonds are supported by an active secondary market, which allows investors to buy or sell them on any business day through any of the 13 Primary Dealer Market Makers licenced by the DMO or on the Nigerian Stock Exchange (NSE) where the bonds are listed and for which purpose there is a government stockbroker,” he said. According to him, Nigeria had already developed a very attractive bond market way back in 2003, which attracted the American bank to enlist Nigerian bond in its bond index. “Recall that the DMO resuscitated the domestic bond market in 2003 when it first issued Federal Government bonds. This landmark achievement was intended to restructure the government’s domestic borrowing, which was predominantly short term and to develop the domestic bond market, which had been moribund for about 20 years. To achieve these objectives, the DMO, in collaboration with other stakeholders, introduced several measures to deepen the market among which are regular and transparent Federal Government bond auction; the appointment of dedicated market makers known as Primary Dealer Market; a two-way quote based market; existence of Benchmark Bonds; a Sovereign Yield Curve extending to 20 years and a diversified domestic investor base. The South East zone of the Peoples Democratic Party (PDP) has described the exclusion of Ndigbo from President Muhammadu Buhari’s kitchen cabinet as an indication that Imo State governor, Rochas Okorocha, has no influence in the ruling All Progressives Congress (APC). In a statement signed by the publicity secretary/ auditor of the South East zone of the PDP, Uwakwe Regis, the party stated that despite the fact that there are two House of Representatives members from Imo State, the governor could not influence the emergence of any of them as principal officers. He said: “It is on record that Okorocha, while campaigning for the APC, after he dumped the All Progressives Grand Alliance (APGA), promised Ndigbo that he would take them to the mainstream immediately APC wins the election. Unfortunately, he has failed to take them, not even to the periphery of the mainstream, judging by Buhari’s total exclusion of Ndigbo from his kitchen cabinet. “We know that each eastern state is constitutionally entitled to a ministerial nomination, so it is not a favour.” “We want to also ask Okorocha why he could not influence the emergence of either of the House of Representatives members as principal officers, if he thinks he is influential? He could not even push for the emergence of a deputy chief whip; thus, it would be the first time since 1999, that the South East could not produce a principal officer.” Regis said Okorocha must be hallucinating if he thinks that any signpost of APC would be left standing in 2019 in the entire South East, going by the total exclusion of the zone from the present administration. … Say, no going back on struggle From George Onyejiuwa, Owerri, Emmanuel Ogoigbe, Warri, and Ola Kehinde Balogun, Lagos The Movement for the Actualization of the Sovereign State of Biafra( MASSOB), yesterday accused the Inspector General of Police (IGP), Solomon Arase of lawlessness by inciting violence in the South East. The allegation came even as the Delta State branch of the movement vowed to shed the last drop of their blood for the realisation of the MASSOB dream. The group, therefore, warned the IGP not to start a fire the Police would not be able to contain. In a statement by MASSOB Assistant National Director, Comrade Sunny Okereafor, “The Inspector- General of Police has shown that he is a lawless person by ordering his men to attack unarmed people, shooting and killing our members in the church, market places for agitating for their rights. The statement read further, “ imagine the Police storming our churches, shooting guns, abusing Christians in our land, ” insiting, “we are Biafrans and we remain Biafrans. You cannot force us to remain in Nigeria and any person or man who does not want to hear about MASSOB should leave eastern Nigeria without further delay,” the statement read further. “No amount of intimidation can make us to go back. Biafra is the answer; Nigerian police should stop posting their members here, we have our own security. No going back on Biafra, on Biafra we stand!” The group reaffirmed. On its part, the Delta State chapter of the Movement has said there is no going back on the struggle. Addressing members amid downpour, MASSOB leader in the state, Comrade Joseph Odikpo, said what the body is demanding for is legal. He maintained that the group had met all the conditions required for separation from Nigeria, adding that some foreign and African countries had done likewise without war, bitterness or rancour. Also, the western zone coordinator of the Movement, Mr Mayor Ben-Onuegbu has reiterated its resolve to part ways with the country. Addressing journalists in Lagos as part of activities marking the 16th year anniversary of the organization , he said MASSOB had reported the matter to the United Nations in 1999 through the Bill of Rights, urging the international body to use its good office to ensure its peaceful separation from Nigeria. President Muhammadu Buhari has described as embarrassing, fresh conflicts in the continent, resulting in large refugee situations and displacement of many across borders. He called on the Peace and Security Council (PAC) of the AU and regional economic communities to more effectively coordinate and harmonise their efforts in a complementary manner to address insecurity in the continent. Represented by Vice President Yemi Osinbajo, the President made the call while declaring open the Peace and Security Council Retreat on the enhancement of cooperation between the AU Peace and Security Council (PAC) and the Regional Economic Communities in the promotion of peace, security and stability in Africa, in Abuja. He said: ”In wishing you every success in these collective efforts for peace and security in Africa I would like to remind that attention should be focused on how the Peace and Security Council and the regional economic communities can enhance effectiveness and efficiency using their comparative advantages and various capacities within the context of subsidiarity and complementarity in the areas of early warning and early action, conflict prevention, peace-making, post-conflict peace building, reconstruction and development, strengthening of democratic practices and good governance as well as in combating terrorism and violent extremism. He noted that it is if and when all the issues are comprehensively addressed, that all the weak linkages and gaps that often pose the risk of parallel initiatives could be eliminated thereby achieving the limited objectives under African Peace and Security Architecture (APSA). Meanwhile, the President has commended Alhaji Bamanga Tukur’s exemplary political maturity and commitment to national peace and development. He said this in his congratulatory message to Tukur, one of Nigeria’s foremost entrepreneurs, political leaders and elder statesmen, who turned 80 today.
