Bro I am disappointed in your submission and defense on Dave! I am not an engineer neither am I an economist but the least basic elementary economics could solve this problem. For you to have any average cost you must have a total cost of production and for the total cost of production to be available there must be quantity surveyors to look at every variable to bring about the total cost and since the road comes in kilometer the bridge(s), swampy areas etc will be calculated in the kilometer then you then divide the total cost per kilometer to get the average cost. This is not only applicable to road but any production And if you say it is not professionally right why is it that they budget is over 700 billion naira for the road how did they come about it? how comes they get the total cost for the money that we can't get the average cost since the road is in kilometer i.e unit per production? We all know presently the average cost but we want to hear from the minister why the money is that outrageous that per kilometer is 4-10 billion and he knows that, that is why he is dodging the question. Go back to production in engineering again their is no way there will be average cost without a total cost so let him tell us the average cost which will come in unit of production known here as kilometer and let us know why it is like that simple! And the least he can do now is to tell us how many kilometers (unit of protection) has been done and divide it by the total costs for us to know how much he spent per kilometer right now! But the man is being defensive and invasive because he knows Nigerians are not always accountable and transparent.

Hamas says ready to release all Israeli captives, discuss details of Trump plan
The Palestinian group says that, in order to end Israel’s war on Gaza and a complete withdrawal of Israeli forces from the enclave, it is ready to release all Israeli captives – both those who are living and dead – according to the exchange plan outlined in Trump’s proposal.

“In this context, the movement affirms its readiness to immediately enter into negotiations through the mediators to discuss the details of this agreement,” Hamas said in a statement shared on Telegram.

It also said it agrees to hand over the administration of Gaza to an independent body of Palestinian technocrats, “based on Palestinian national consensus and Arab and Islamic support”.

“Other issues mentioned in President Trump’s proposal regarding the future of the Gaza Strip and the legitimate rights of the Palestinian people are connected to a unified national position and relevant international laws and resolutions,” Hamas said.

United States President Donald Trump has proposed a 20-point peace plan to end the war in Gaza after holding talks with Israeli Prime Minister Benjamin Netanyahu, who welcomed the proposal.

The new proposal, which calls for the disarmament of Hamas, has been welcomed by the Palestinian Authority (PA), which governs in the occupied West Bank, along with some regional Arab countries.

HAMAS

Hamas says it is studying the US proposal “in good faith”, while the Palestinian Islamic Jihad (PIJ) group says the plan is a “recipe to blow up the region”.


PALESTINIAN
The PA said it welcomes the “sincere and tireless efforts to end the war on Gaza, and affirms its confidence in his [Trump’s] ability to find a path to peace”.

“It reiterates its shared commitment to working with the United States, regional countries, and partners to end the war on Gaza through a comprehensive agreement that guarantees the delivery of adequate humanitarian aid to Gaza, the release of hostages and prisoners,” it said in a statement published by the Palestinian Wafa news agency.

It also called for the “establishment of mechanisms that protect the Palestinian people, ensure respect for the ceasefire and security for both parties, prevent the annexation of land and the displacement of Palestinians, halt unilateral actions that violate international law, release Palestinian tax funds, lead to a full Israeli withdrawal, and unify Palestinian land and institutions in the Gaza Strip and the West Bank, including East Jerusalem.”


“It also ends the occupation and paves the way for a just peace based on the two-state solution, with an independent and sovereign State of Palestine living side by side with the State of Israel in security, peace, and good neighbourliness, in accordance with international law,” the statement added.

The PIJ, a Palestinian armed group fighting alongside Hamas, called Trump’s plan a “recipe for continued aggression against the Palestinian people. Through this, Israel is attempting – via the United States – to impose what it could not achieve through war.”

The foreign ministers of the above countries released a joint statement welcoming Trump’s “sincere efforts to end the war in Gaza, and assert their confidence in his ability to find a path to peace”.

“Along these lines, the ministers welcome the announcement by President Trump regarding his proposal to end the war, rebuild Gaza, prevent the displacement of the Palestinian people and advance a comprehensive peace, as well as his announcement that he will not allow the annexation of the West Bank,” the statement added.

The statement went on to say that the countries are willing to work with the “United States to end the war in Gaza through a comprehensive deal that ensures unrestricted delivery of sufficient humanitarian aid to Gaza, no displacement of the Palestinians, the release of hostages, a security mechanism that guarantees the security of all sides, full Israeli withdrawal, rebuilds Gaza and creates a path for a just peace on the basis of the two state solution, under which Gaza is fully integrated with the West Bank in a Palestinian state in accordance with international law as key to achieving regional stability and security”.

TURKEY

Turkish President Recep Tayyip Erdogan
Erdogan has hailed Trump for his efforts to broker a ceasefire.

“I commend US President Donald Trump’s efforts and leadership aimed at halting the bloodshed in Gaza and achieving a ceasefire,” Erdogan said in a statement.

He added that Turkiye would continue to support the diplomatic process, and is committed to helping establish “a just and lasting peace acceptable to all parties”.

PAKISTAN

Pakistani Prime Minister Shehbaz Sharif
Sharif posted on X that he welcomed the plan.

“I am also convinced that durable peace between the Palestinian people and Israel would be essential in bringing political stability and economic growth to the region,” he wrote.

“It is also my firm belief that President Trump is fully prepared to assist in whatever way necessary to make this extremely important and urgent understanding to become a reality.

“I laud President Trump’s leadership and the vital role played by Special Envoy Steve Witkoff in bringing an end to this war.

He added: “I also strongly believe that the implementation of the two-state proposal is essential to ensure lasting peace in the region.”

ISREAL

Israeli opposition politician Benny Gantz
Gantz said on X: “I laud President Trump’s extraordinary efforts to secure a hostage deal and safeguard Israeli security. Now is the time for initiative.

“President Trump’s plan must be implemented, our hostages brought home, Israel’s operational freedom maintained, Hamas’ terror regime in Gaza replaced and moderate Arab States instated instead as I proposed a year and a half ago.

“We must not miss out on the opportunity to bring back the hostages, safeguard our security and catalyse a ‘Strategic Flip’ expanding the circles of regional normalisation,” he added.

Israeli far-right Finance Minister Bezalel Smotrich
Smotrich slammed the plan and referred to it as a “resounding diplomatic failure, a closing of eyes and turning our backs on all the lessons of October 7”.

“Given the reality that has emerged in the face of international pressure, the destructive hostage campaign, Prime Minister Netanyahu’s initial unwillingness to conquer Gaza and adopt Trump’s original plan, the military foot-dragging and lack of success in bringing the military leadership to where we want, the faltering coalition, and the natural exhaustion after two years of war – given all this, is there no choice, and is this the maximum that can be achieved right now,” Smotrich wrote on X.

“These are good questions. We will consult, consider, and decide, with God’s help. But the celebrations since yesterday are simply absurd,” he added.

INDIA

Prime Minister Narendra Modi welcomed the deal in a post on X and said it “paves the way for peace, security, and sustainable long-term development” for Israel, Palestine and the region.

“We hope that all concerned parties will unite behind President Trump’s initiative and support this effort to end the conflict and establish peace,” Modi said.

CHINA

Foreign ministry spokesman Guo Jiakun said Beijing “supports all efforts” for a de-escalation in Gaza.

“China welcomes and supports all efforts conducive to easing tensions between Palestine and Israel,” Jiakun told a regular press briefing.

RUSSIA

Kremlin spokesperson Dmitry Peskov said Moscow welcomes any efforts by Trump aimed at “ending this ongoing tragedy.”

“Of course, we want this plan to be implemented and for it to help bring events in the Middle East to a peaceful conclusion,” Peskov told the AFP news agency.

GERMANY

In a statement, Foreign Minister Johann Wadephul referred to the deal as a “unique opportunity to end the horrific war”.

“Finally, there is hope for Israelis and Palestinians that this war could soon be over. This opportunity must not be missed. Hamas must seize it. I urge all those who can influence Hamas to do so now,” Wadephul said.

FRANCE

“I expect Israel to engage resolutely on this basis. Hamas has no choice but to immediately release all hostages and follow this plan,” French President Emmanuel Macron said in a statement on X.

“These elements must pave the way for in-depth discussions with all relevant partners to build a lasting peace in the region, based on the two-state solution and on the principles endorsed by 142 UN member states, at the initiative of France and Saudi Arabia.”

UNITED KINGDOM

Prime Minister Keir Starmer said: “We call on all sides to come together and to work with the US Administration to finalise this agreement and bring it into reality. Hamas should now agree to the plan and end the misery, by laying down their arms and releasing all remaining hostages.”

The controversial former prime minister, Tony Blair, called the plan “bold and intelligent”, adding that it “can end the war, bring immediate relief to Gaza, the chance of a brighter and better future for its people, whilst ensuring Israel’s absolute and enduring security and the release of all hostages”.

Blair was a past international envoy for the Middle East and was named by Trump as a member of his “board of peace” for Gaza.

ITALY

Italy welcomed the proposal in a statement, saying it “could mark a turning point, enabling a permanent cessation of hostilities, the immediate release of all hostages, and full and secure humanitarian access for the civilian population”.

Hamas, it added, “now has the opportunity to end it [the war] by releasing the hostages, agreeing to have no role in Gaza’s future, and fully disarming”.

SPAIN

Spain, one of the most vocal critics of Israeli genocide in Gaza, has also welcomed Trump’s peace proposal.

“We must put an end to so much suffering,” Spanish Prime Minister Pedro Sanchez said in a post on X.

“It is time for the violence to cease, for the immediate release of all the hostages to take place, and for humanitarian aid to be provided to the civilian population.

“The two-State solution, Israel and Palestine, living side by side in peace and security, is the only possible one.”

NETHERLANDS

Foreign Minister David van Weel welcomed Trump’s proposal and said it was “significant that Israel has accepted this plan.”

“This remains crucial for securing the release of the hostages, dramatically boosting the amount of humanitarian aid & achieving a lasting peace in the Middle East. We look forward to seeing further details of the plan. The Netherlands stays committed to ending the war in Gaza,” he wrote.

AUSTRALIAN

Prime Minister Anthony Albanese welcomed Trump’s proposal and said Australia had “consistently been part of international calls for a ceasefire”.

“Australia affirms the plan’s commitment to denying Hamas any role in the future governance of Gaza, and calls on Hamas to agree to the plan, lay down its arms and release all remaining hostages,” Albanese said in a statement.

AZERBAIJAN

In a post on X, the foreign ministry welcomed the plan and said that a “sustainable and just peace requires sincere commitment, mutual trust, and respect for international law”.

“The exchange of prisoners and hostages, and addressing humanitarian needs of the population, are vital to pave the way for long-term stabilisation and political settlement through building confidence and easing tensions.”

“Only through dialogue and goodwill a long-lasting settlement, with the two-state solution at its core, can be achieved,” it added.

KAZAKHSTAN

President Kassym-Jomart Tokayev’s press secretary, Ruslan Zheldibay, cited him as saying that Astana viewed the plan as a “unique opportunity and a crucial step” toward resolving the situation in the region.

NEW ZEALAND
Foreign Minister Winston Peters welcomed Trump’s plan as an “example of such global leadership”.

“We urge the parties to seize this important opportunity to end the conflict and implement the terms of the proposal fully. New Zealand wants to see an immediate end to this disastrous conflict,” Peters said.

EUROPEAN UNION
President Antonio Costa urged all parties to “seize this moment to give peace a genuine chance”, in a post on X welcoming the deal.

“The situation in Gaza is intolerable. Hostilities must end, and all hostages must be released immediately. The Israeli and Palestinian people deserve to live side by side, in peace and security, free from violence and terrorism,” he wrote.

“A two-state solution remains the only viable path to a just and lasting peace in the Middle East,” Costa added.

EU Commission President, Ursula von der Leyen, also welcomed Trump’s plan and encouraged Israel and Palestine to “now seize this opportunity”.

“The EU stands ready to contribute. Hostilities should end with provision of immediate humanitarian relief to the population in Gaza and with all hostages released immediately,” von der Leyen added.

WASHINGTON — Prime Minister Benjamin Netanyahu on Monday apologized to his Qatari counterpart, Mohammed bin Abdulrahman bin Jassim al-Thani, for the Israeli strike in Qatar on September 9, which targeted a meeting of the Hamas terror group’s political leadership.

Though the strike failed to kill the key Hamas leaders it was targeting, it did kill several lower-level members in the terror group, along with one Qatari guard. Following the attack, Qatar — which had until then played a key role in negotiations between Israel and Hamas amid the ongoing war in Gaza — refused to serve as a mediator.

The apology took place in a phone call made from the Oval Office that US President Donald Trump organized and was present for, during a meeting between him and Netanyahu. Shortly after the phone call, the White House released its plan for ending the war. Trump, at a press conference alongside Netanyahu, then said Israel and the Arab world had accepted the plan.

During the call, Netanyahu “expressed his deep regret that Israel’s missile strike against Hamas targets in Qatar unintentionally killed a Qatari serviceman,” an official White House readout said.

The Israeli premier “further expressed regret that, in targeting Hamas leadership during hostage negotiations, Israel violated Qatari sovereignty and affirmed that Israel will not conduct such an attack again in the future,” it continued.

During the call, the Qatari premier “welcomed these assurances, emphasizing Qatar’s readiness to continue contributing meaningfully to regional security and stability,” the US readout said, noting that Netanyahu “expressed commitment to the same.”

A Qatari statement, issued shortly thereafter, confirmed the call and said that Thani expressed Qatar’s refusal to tolerate violations of its sovereignty, while conveying Doha’s readiness to continue its involvement in efforts to end the war in the Gaza Strip under the framework of the US president’s initiative.

The readout issued by Netanyahu’s office said he told Al Thani that “Israel has no plan to violate your sovereignty again in the future, and I have made that commitment to the president.”

“I want to assure you that Israel was targeting Hamas, not Qataris,” the statement quoted Netanyahu saying.

Netanyahu told Al Thani that he knows “your leadership has grievances against Israel and Israel has grievances against Qatar, from support for the Muslim Brotherhood to how Israel is portrayed on Al Jazeera to support for anti Israel sentiment on collage campuses.”

He added that he welcomed Trump’s initiative of establishing a trilateral forum to address “outstanding grievances,” the Israeli readout said.

Netanyahu’s apology marked an about-face from previous, repeated insistence by the premier that Jerusalem was within its rights to strike the Hamas leaders, including in the Qatari capital,.

As recently as Sunday, speaking to Fox News, Netanyahu compared the strike in Doha to the US operation in Pakistan that killed Osama Bin Laden, adding that “any self-respecting country doesn’t give a pass to terrorists.”

Netanyahu and Qatar’s Thani discussed this effort during the phone call, the White House said. The Gulf state, which has long hosted Hamas’s political leaders, has close links to the terror group.

The US’s plan, as presented in a White House statement Monday with the Trump-Netanyahu meeting ongoing, would see all hostages, living and dead, returned within 72 hours of Israel’s public acceptance of the deal; it would also see Hamas disarmed, and Gaza demilitarized and put in the control of an “international transitional body,” with the aim of eventually handing it to a reformed Palestinian Authority.

Here’s the full text of Trump’s 20-point plan to end Israel’s war on Gaza
The White House says its proposal would end the war in Gaza immediately if both sides accept.

The White House has unveiled a 20-point proposal it says could bring an immediate halt to Israel’s war on Gaza, which has killed more than 66,000 Palestinians and left the Palestinian enclave in ruins.

If the plan is accepted by both sides, the war is to end immediately, with all captives held in Gaza alive and dead returned within 72 hours, and Palestinian prisoners released. The Gaza Strip is to be temporarily governed by a Palestinian technocratic government, with no role for Hamas, and Israel will not annex Gaza.

Israeli Prime Minister Benjamin Netanyahu has accepted US President Donald Trump’s plan, but Hamas official Mahmoud Mardawi told Al Jazeera that the group has not yet received a written Gaza peace plan.

This the rump’s 20-point plan to end Israel’s genocide in Gaza, published in full:

1. Gaza will be a deradicalised terror-free zone that does not pose a threat to its neighbours.
Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.

2. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed-upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal.

3. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.

4. Once all hostages are released, Israel will release 250 life-sentence prisoners, plus 1,700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans.

5 Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries.

6. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads.



7. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025, agreement.

8. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.

9. A Trump economic development plan to rebuild and energise Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesise the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza.

10. A special economic zone will be established, with preferred tariff and access rates to be negotiated with participating countries.

11. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

12. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarisation of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy-back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbours.

13. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbours or its people.

14. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalise Gaza. A deconfliction mechanism will be agreed upon by the parties.

15. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defence Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarisation that will be agreed upon between the IDF, ISF, the guarantors, and the United States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF, according to an agreement they will make with the transitional authority, until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat.

16. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF.

17. An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasising the benefits that can be derived from peace.

19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognise as the aspiration of the Palestinian people.

20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence.

Iranian President Masoud Pezeshkian has told the United Nations General Assembly that Tehran will “never seek to build a nuclear bomb”, as diplomatic efforts are under way to avert the so-called “snapback” sanctions on Tehran over the country’s nuclear programme.
