How come Kano and Kaduna are receiving over 50% of what they generated while other states got back less than 50% of their generated VAT? Is there a fixed formula or are they using an arbitrary formula to share/distribute the money?

you don't get it. The higher figures in Kaduna and kano are the amount received. It means they generate less and got double.
