The Nigeria Association of Auctioneers has warned the Nigeria Customs Service (NCS) not to embark on the proposed e-auction of seized and condemned goods from July 1, until the court rules over the matter. The NCS recently listed ownership of Tax Identification Number (TIN), among others, as criteria to buy any of the goods put up for sale, announced that it will begin the e-auction on July 1, 2017. According to the Service, the decision to reopen the suspended auction scheme after about 18 months was taken following successful test running of the new electronic auction portal. But the auctioneers in a swift reaction to the NCS’s announcement said such a decision is against the law of the country and cannot stand since the court has not ruled on the suit brought by way of originating summons by the association against the NCS. It will be recalled that the association dragged NCS and its Comptroller-General, Hameed Ali, before a Federal High Court sitting in Abuja over the plan by the NCS to conduct online auction sales of seized vehicles and other seized items. In a suit brought by way of originating summons, the auctioneers are praying the court to hold that by virtue of its incorporation, registration and accreditation pursuant to the relevant laws of the federation, an auction sale cannot be conducted by a committee appointed by the Nigeria Customs Service. In a chat with newsmen last week, the legal counsel to the association, Wale Yusuf said since the matter is still in court, all the parties involved must not do anything that will threaten the decision of the court. According to him, the Customs lawyer filed a motion of adjournment at the last court sitting and the matter had been adjourned to September. “Technically, the rule says every party in the dispute must hang up; nobody must do anything that will jeopardize the decision of the court; they will not force on the court a situation of helplessness by doing anything contrary to the determination of the suit. For now, the injunction is still hanging in the court till September; Ali cannot carry out that e-auction until the court decides. “He will not even try it or we will file for contempt. I think he has been trying to monitor the matter and thought the case will finish by June but I think he will also have to adjourn the commencement of the proposed exercise. Similarly, the secretary of the caretaker committee of the association, Goke Adedokun, said, “We are registered auctioneers and we have been paying our taxes; we have all the necessary documents, we are registered with the Customs. Recently, 120 members of the association renewed their licences as auctioneers. If the NCS have jobs like this, we are supposed to be called upon to do it because we don’t have any other job. “If Customs goes ahead with the e-auction, it will deny our members of jobs. We want to generate revenue for the country in a transparent manner. If we are allowed to do the job, it will be a physical exercise. “The United States of America’s system of e-auction that the NCS is trying to copy allows open bidding and allows auctioneers to carry out the bid; the Procurement Act of 2007 gives us the right to carry out such exercises.” |

The Nigeria Customs Service (NCS) says it is set to deploy its newly developed e-auction platform on July 1, 2017. A statement on the Service website said the portal is now fully networked to designated banks to ensure money accruing from the auction gets to the Central bank of Nigeria Treasury Single Account for transparency and accountability. After receiving the report, the Comptroller General of Customs, Hameed Ibrahim Ali directed the auction committee to ensure that only proper pictures of the goods as well as detailed information about each are uploaded to avoid any misgiving. He further stressed the need for more weeks to enable interested members of the public to obtain their Tax identification numbers (TIN) from the Federal Inland Revenue before the commencement date. “The platform which is highly interactive will only give access to holders of TIN. Such tax payers will log in, read the guidelines, pay the non refundable one thousand auction fee and proceed to bid for the items on auction,” Manual auction was identified as non competitive and opened to abuses hence it was suspended by the Customs boss on assumption of duty. “The committee set up has now developed an e-auction platform that is secured, transparent and guarantees equal opportunities to all Nigerians. “All interested persons are therefore advised to get ready by obtaining their Tax identification numbers issued by Federal Inland Revenue,” |

emmaak2:I intentionally left this for a while. I've tried to build JELAD ventures over this years and it hasn't been easy. My company till date only has one job on it's neck and that was a Camry that got stuck at the border because of government policies but which will be processed immediately work resumes at SEME border. saintjoel:Never assume all is well when buying a Nigerian used car. OYO may be your case if you don’t sight and verify all the vehicle documents before you part with your money.. Some have fallen victim.. and the car they bought ended up being stolen or smuggled vehicles. To prevent future occurrence, I have come up with this list that will prevent you from buying an undocumented vehicle.. These are the 8 Documents you should ask for when buying a Nigerian used car: 1. Custom documents fully stamped and check whether all things correspond like name and model of car, VIN and all payments were made. Mostly like 6 or more papers.. could be photocopy if multiple cars were cleared by one dealer. But make sure it is a clear crisp document not faded crap.. and don’t take the nobody will ask you for customer paper crap . It could spell doom or stolen vehicle. 2. CMR (Computerized Motor Registration) original copy 3. Current insurance (original copy) 4. Vehicle licence (original copy) 5. Road worthiness certificate (original copy) 6. Plate number allocation (original copy) 7. Original proof of ownership fully stamped 8. You will collect two printed and signed documents: a. Change of ownership document b. Receipt of purchase from previous owner There are some other documents you may need like a. Tinted permit doc b. police report/doc of change of ownership/plate number/engine number/ chassis number (which we call vin) Make sure you see the change of ownership letter given to the buyer duly signed when he first bought it as Nigerian used.. except the car was bought as tokunbo then you may not need this. Once the car doesn’t have custom doc.. except it’s a beetle and the documents have expired years ago, I suggest you stay away from such ride.
