The fact that you said the bolded shows you know longer know nigeria.i would have said it's because you've been away for a long time but know that's not the case.. medicine,law, engineering,pharmacy e.t.c has always been a hard course to get admitted into in Nigeria atleast for a very long time.. my cousin scored about 315 in jamb last year and sat for UI post utme ,and when his aggregate was released he was found to be 0.1 mark below his departmental cutoff mark being medicine and voila that's was how he lost that admission just because he was 0.1mark .he tried bribing his way in but UI prestige couldn't allow such..Now for a rich kid who just got out of highschool and must have tried getting admission let's say for a course like medicine and was declined such parent would start looking for the next possible option which is always Ghana as they won't have their child sit home for another year whilst his/her mate leaves him/her behind...at that point their parents are desperate and are willing to pay any amount so whey they if they are asked about their child the following year they would be proud to say he/she is in school rather than chewing words out of shame ..
