I did my research and i found out that normal web host packages - shared hosting - sells 32mb 0r 64mb or RAM to each of their clients
meaning that the servers can't handle concurrent connections or too many visitors at the same time for individual accounts.

Actually if you were running a MYSQL database on such a server and about 30 people were trying to log in at once and their login required a trip to the database and back, the page will become unavailable or display the message that the database will be back shortly.
