In 2014 most States are owing salaries up to 10 months with heavy debt. People are complaining then seriously. Today no state is owing or begging for bailout found. If u understand governance you will know that states are better positioned to do good things now than paparazzi subsidy life of 1999 to 2014 as everything was heavily subsidised even the food being imported and nothing to show for it.
