More roads are already undergoing expansion/dualization. I didn't add Ekwueme Square dual carriageway though marked for reconstruction and the road leading to the GRA also a dual carriageway. I will be churning out the pictures as we go on in the discussion..

For what's worth we are building Anambra as a state and not merely focusing on a particular area like most others does. This dual carriage road is in the hinterland not even in any of the urban centers. That is why anybody can reside in any part of the state and be commuting to work in the major cities of the state because there are good network of roads all around the state. This is what development is about and not concentrating in a particular area just to mislead the gullible..

I am just seeing this your comment but I must call you an i.diot for making such a misleading assertion. Most of if not all the roads you pointed out in Umahia are the road that were merely divided at the center and are not purpose-dualized roads. Those roads are still more or less single lanes because it can hardly pass several vehicle at once.

There are so many dualized roads already in Awka apart from Zik avenue and other big road that if demarcated it will become 4 lanes in your definition. With what is on the ground already and what is going on in Awka at the moment it will displace Enugu and place it at the second position when completed, talk more of such small towns as Umahia and Owerre you mentioned in your tirade..

Look at this road below in Onitsha, it is a single lane as seen but if demarcated it can form a six lanes dual carriageway like you keep harping. There are so many roads as big as that all around Anambra..and if we start demarcating all of them we shall have the highest east of the niger. Above all intotality Anambra has the best road networks in the East. You can take that to the Supreme court..

The Onitsha Owerri road project included 2 flyovers (So called By-passes). One at Obosi by-pass and Another at Nkpor .

The road and the flyovers were built by CCC.

Like as I said development is multi-faceted, One cannot stand without the other. He understood this, that was why he took on all the sectors simultaneously that way the state developed holistically. For instance when he set out to establish the malls he made sure that three major cities are part of it. But some states if not all will not think in that direction. Because of the good road networks today in Anambra no part of the state is far from each other anymore. .

Lest I forget he started the urban renewal in Onitsha which Obiano continued and culminated in what we see today at Upper-Iweka, Headbridge, Zik's Junction and around the city. Also he constructed the 4 lanes Nkpor flyover..

Development is multifaceted in nature. Road dualization is not all that is in development. He did some of the dual carriage roads and went on to do many other network of roads connecting various communities. This is aside other sectors which he equally had a good outing. So when we rank him in overall performance he stands out even among the first ten governors during his time, which is a good outing..

When you travel around Anambra then you will respect Obi. He didn't base his projects in one place. He made sure that every community had something to behold and that by far is more important than building every infrastructure in just one place whereas the hinterland is a no no, just like the states you mentioned. I hold him to a high esteem in terms of his performance in office..

Zik's avenue dualization was COMPLETED by Obi. It was started waaaaaay before Obi came into office.
As for the Park avenue and Harbour road, do you mind telling us if both roads combined were up to 2 km?

I don't want us to make this thread about Obi. Apart from the dualized Ziks avenue, Obi did dualize Park avenue leading to Shoprite in Onitsha, then move over to Harbour Industrial estate at the bank of River Niger and see standard gauge dualized roads in that estate linking various companies.

The fact is that Obi did a lot on any project that will bring return on investment. He had his short-comings just like every other person out there. But he signed the first ever CofO I applied for within 3months but Obiano is yet to sign the one I submitted over 9months ago. lol. But that is not the basis for whatever I say for each of them. The fact is Obi was good but Obiano as a technocrat is better. I stand for the truth always..

Peter Obi never dualized any road in Anambra, but it is on record he connected many many communities with good roads.

I don't think Obi failed no matter your yard stick for measurement. I think Obi was perhaps cautious to a fault. There are some projects Obi could have borrowed to do, with proper checks and balances put in place to make sure the project pays for itself.
For example, Anambra could have guaranteed a loan for Orient to complete the refinery and then make sure a fixed percentage of the profit from sale of fuel go directly towards repaying the loan used in building the refinery.

The governor also used the opportunity to announce that Anambra State government had signed on a South African gas exploration company known as Lubcon to work on its newly approved Gas Well ANAMBRA WELL 1, the state’s first gas well that has been proven to hold a large deposit of gas.

According to him, the South African firm will be “producing 100 megawatts of electricity from the gas that will be mined from that well. With this volume of electricity, the power supply needs of this zone and beyond will be met. This will also attract investors from other places who may want to set up their operations here and take advantage of the steady power supply,” he explained.

You missed the point I made earlier. The airport is being financed on PPP arrangements. Part of the contributions of Anambra State Government is the provision of enabling environment- road infrastructures linking the airport and provision of the land, all these have been met as Obiano just awarded the dual carriage roads linking the airport. The massive land for the project was even acquired 2years ago by Obi.

CJ nwanne, I put it to you that it makes every sense to site the airport at Otuocha-Aguleri than in a built up city. Otuocha has massive table land suitable for such massive project even in the event of future expansion.

The present location of the airport is about 25mins to Onitsha and about 35-40mins to Awka and 50mins to Nnewi. The airport in question is equally about 2hrs to Kogi state and just an hour drive to Nsukka. Modern airports like the Abuja airport are sited off the major cities to avoid congestion in the future.

The airport is strategically located because it within the precinct of the Orient Petroleum Refinery. A lot of planning has gone into the entire process before it was finally settled for the location.

Obiano has a solid background in accounting and financial matters. He has worked this out before even embarking on it. Like I said recently our IGR went up to over a billion and he has mapped out strategy to move it to over 3 billion this year. He sets targets for himself and strives to achieve them. That is what governance should be about. He will augment the dwindling oil price with our IGR that was what he said at the beginning of the year and he is already living up to that.

Like as I said he has awarded 3 dual carriageways linking the airport. This is a very ambitious government, very soon investor will be scrambling to be part of it because enabling environment and infrastructure is already being provided. He understand the importance of the airport that is why he is pursuing it vigorously.

Anambra's economy is diversified from merchants to industries and now oil and gas- at least I know that the state has the largest bank branches in Nigeria after Lagos. A lot more is happening in Anambra!

CJ, you have written a very long grammar but I will be brief and blunt. Anambrans are the most traveled poeple in Nigeria. FACT! Anambra is the most populous state after Lagos and Kano FACT! Why then should such a state not see an airport as one of its most important priorities?

The airports in Enugu and Delta are still working today courtesy of mostly Anambra users. The President made a startling revelation in Onitsha recently that one of every three private Jets in Nigeria is owned by an Anambran. Do you know how much we loose as a state in that case?

Again Anambra has the largest trading center in West Africa and West African Trade Center is equally being built. Why should such a state not see airport as a priority? Orient petroleum refinery and its ancillaries are coming on stream soon..and will need an operational airport to thrive. Malls of international standing are equally coming up alongside five star hospitality facilities. For Anambra to be truly among the world destinations which it strives to reach, it must have an International Cargo/Passenger airport which is being built as we speak!

Anambra airport is not being built only because they will be selling ATK, though it is part of it but the above instances are also part of it. Presently it is only Ghana that sells ATK in West Africa, there is no such that exist anywhere in Nigeria and Anambra keying into ATK needs a functional International airport to pull it through.

That said, the airport in question is being financed on PPP basis. Part of the state government contribution is the provision of standard gauge rood infrastructures just like Obiano is already doing and also provision of the land which has also been provided and secured too. Three dual-carriageways has been awarded connecting the airport from the state's major cities. These are part of the enabling envrionment we are talking about and the government is steadily living up to that. This is the reason investors are falling over themselves just to be part of the investments in Anambra.

What I still seriously doubt its economic viability/wisdom is the use of state funds to build an airport in Aguleri now that there are international airports in Enugu and finally a domestic airport less than 5 kilometers from Onitsha main market at Asaba.
We had all watched with horror how for many many years, the struggle to build an international airport at Oba to service Onitsha main market had been frustrated by many kingpins in Anambra power-play. To God be the glory, a State capital was placed next to Onitsha and immediately the focus of the struggle changed into urging the near by Delta state to put an airport in its capital city which had since broken the jinx of those who compromised Anambra government and swore no airport shall be 100 Kilometers close to Onitsha to protect their luxury bus business.

It is easy to claim that Lufthansa, Turkish airline, British Airways, Delta airlines, Saudi Arabian airline or Malaysia airways will leave Port Harcourt or Accra where they are currently getting ATK aviation fuel to fly into Aguleri for same. We know how easy it had been for us to convince these foreign carriers to connect Enugu or even Asaba inspite of all the facilities in those airports for day and night flights.
My real question is what if the international airlines still prefer to go to PH and Accra to get fuel after the Aguleri airport is built? What would then be the justification for spending billions to build the airport? Where in the world has billions been spent for an international airport to be built solely to sell fuel and not for passenger traffic? This is a serious issue in my opinion to build an airport just to sell fuel.
Chino has already advised me that the airport shall be a PPP initiative of a private investor. In that case, it makes every sense for an individual to build it and manage it as his own personal investment than sinking billions of state money in such white elephant project.

We should use that money for airports craze to build a light rail system that connects Ihiala/ Nnewi axis and Awka/Awkuzu axis directly to Onitsha main market. So that our people living in Awka or Ihiala can simply board a light train and go buy or sell at Onitsha main market and return to their city of residence without paying too much on transportation.Ethiopia borrowed to build and indeed just commissioned a 70 kilometers light rail system for $400 million dollars to connect towns around Addis Ababa. Even if we borrow to build such a project, it will easily pay for itself from the revenue which it will generate from cheaply moving millions of people everyday.

It is being implemented now by ACDA as constituted by Obiano. They just concluded consultations within the territory to inform the people of what to expect.

Anambra State is the first State in the South East geo-political zone to carry out a hi-tech mapping with 10 centimetre resolution that is capable of aerial capturing of items as little as a big hand phone in the completed Master Plan for Awka Capital City, so says the Board Chairman of Awka Capital Development Authority, Arc. Chika Egwuatu.

Egwuatu who represented the State governor, Chief Willie Obiano in the ongoing familiarization tour of local government areas that fall under the 10 kilometres capital territory radius sought a working relationships with royal fathers and the Council chairman of Njikoka, Hon. Emeka Onuorah and his Awka North counterpart, Hon. Sir Cosmas Okonkwo to achieve the objectives.

He noted that the Awka Capital Territory would in few years’ time begin to take shapes of good aspects of Dubai, Seoul and Kigali models after which it is modeled.
According to him, good aspects of the Dubai, Smart City of Seoul and UN-Habitat Pilot Model City of Kigali, were the three models selected by ACDA out of ten models examined, asserting that those models were achieved because their leaders were visionary and had political will to follow up the conceptual project.



Dwelling more on Dubai, Arc Egwuatu noted that governor Obiano had a fancy for the Dubai Model City after the heart of most Nigerian tourists and businessmen, stressing that “a street in Dubai had only three high-rise buildings in 1990, but by 2013, some 23 years after, the same street is dotted by scores of magnificent high-rise buildings.


The ACDA boss stressed that a Multi-City concept is being envisioned whereby the Big Model City will exist within Awka while other satellite Cities will be spread to other locations within the capital territory and be documented in a gazette.

Egwuatu said the State with no fewer than 200 billionaires desires to have the Capital City Model since, according to him, Anambra State is the second after Lagos State in terms of land mass and boasts of 1,000 people per square kilometer, adding that efforts will be made to maximize the scanty land in the State.

Also speaking, the Secretary of the Board, Arc. Willie Okafor noted that all the six towns of Nawfia, Enugwu-ukwu, Enugwu-Agidi, Abba, Abagana, and Nimo that make up Njikoka LG belong to the territory.
Arc Okafor who appreciated the performance of Njikoka Council stated that the Awka Capital Master Plan will sooner than later engender an unprecedented development in the State, emphasizing ,”In the next six months, what will be happening in Awka Capital Territory will be difficult to comprehend.”

On his own part, another member of the Board, Arc Ezugo G.C. Okoye observed that ACDA has a mandate to cover the five communities of Mgbakwu, Urum, Amansea, Isuaniocha and Ebenebe towns in Awka North that fall under the territory, which he said faces a dilemma of failure, but swiftly pointed out that “ACDA is ready for business.”
Arc Okoye observed that, by setting up the ACDA, governor Obiano has given the best to Ndi Anambra and stressed that the major thrust of its responsibility lies with the production and implementation of the Master Plan with topography of 10 centimetre resolution for the Awka Capital Territory.

Responding, Njikoka LG Council Chairman, Hon. Onuorah who was the past State President of NIESV, expressed happiness with the calibre of professionals assembled by the governor, noting that the State Chief Executive, by such appointments has planned from the onset to succeed.
Hon. Onuorah disclosed the State does not expect anything less than the best from the Board which he described as a great team and praised them for the hard work which resulted in their churning out the document modeled after Dubai, Seoul and Kigali within six months.
He described the Obiano administration as being practical and called for more enlightenment so that the populace will adhere to planning principles before developing any project, and adjusts after the expected initial resistance.

Other contributors from Njikoka LG Council namely, Hon. B.N. Ezejiofor, Secretary of the Council; Hon. Sir Toby Okwuanya, Supervisor for Works, and Ifeanyi Muodilim, Supervisor for Education all lauded the philosophy behind the planned project, while Hon. George Ozoh, the Supervisory Councilor for Health, extolled the Board for making a clarion call for people to think home and help develop it, adding that the Authority is working speedily to develop the State.

Receiving the Arc Egwuatu-led Board at Awka North LG Council, the Chairman, Hon. Sir Okonkwo in company of Hon. Dr. Ikechukwu Oforkansi, Deputy Chairman and Hon Barrister Ikechukwu, Council Secretary stated that the Awka Capital Territory project could not have come at a better time given the pace and speed governor Obiano is working to dumb found his critics, pointing out that, though Obi performed, he neglected the most important aspect of development which his successor is correcting.


He pledged the support of his Council to the ACDA initiative, adding that there exists a vast hectares of land connecting Enugu-Agidi, Nawgu and Ukwulu which he explained government needs for development purposes, but advised that real owners of land acquired for public interest are entitled to compensation.

Most of roads in the city are already marked for dualization in line with UNHABITAT/ACDA masterplan. Its a complete construction yard because a lot dust comes from the construction sites on the express/flyovers and adjoining roads. Preliminary works has resumed at Amawbia byepass and most other roads already. The roads I know Obiano promised to dualize in Nnewi are the long stretch of road leading to the mall and around it.

Aside that a lot is going on in Anambra with ongoing construction of 3 brand new dual carriageways that will connect the Anambra International Cargo airport from our major cities..

Does Anambra still have Local Government chiarmen? Why are internal roads in the state, especially in Awka such an eyesore and all dusty. Whose duty is it to fix these roads.
I also think the governor should start expanding and dualizing roads in our major cities even at the cost of demolition of houses. This idea of single narrow roads everywhere in Anambra makes places like Awka and Nnewi to look like villages.

Barely two weeks to its one-year anni­versary, the pace-setting government of Chief Willie Obiano has scored another first in the annals of good governance.

In a report released by the Federation Accounts Sub- Committee on International Public Sector Accounting System (IPSAS) implemen­tation, Anambra State was ranked highest in the South- East.

The South-East zone also came first in the overall rank­ing among the states of the Federation. With an impres­sive score of 80 percent, the fiscal merits of the Obiano administration’s commitment came to the fore.

Confirming the develop­ment, Senior Special Assistant on Budget in the Governor’s Office Mr. Melie Onyejepu, stated that the successful rat­ing of Anambra State was borne out of the governor’s insistence on early adoption of transparency in all account­ing process.

“Anambra became IPSAS compliant by ensuring the adoption of the set standards, setting up the infrastructure and the IT support as well as getting our people to do the right thing.

“Given the volume of ac­tivities and programmes being undertaken under the state’s four-pillars of economic de­velopment in agriculture, Trade and Commerce, Oil and Gas and Industrialization, and the Enablers we must ensure that things are done right in the area of budgeting in line with the governor’s direc­tives,” Mr. Onyejepu reiter­ated.

The rating of IPSAS adop­tion by states is based on a road map designed by the FAAC Sub-Committee on IP­SAS implementation, which required among other criteria, the conclusion of cash basis adoption by end of 2014, and that states financial reports should be IPSAS compli­ant. The survey reviewed the Initiation, Activation and IT Support of states, which in­volves proper procurement procedures and the adoption of the accounting software, as well as GO-Live which meant deployment readiness, budget conversion, data migration and IPSAS-compliant book-keeping.

In barely one year in of­fice, Governor Willie Obiano has endeared himself to the people of Anambra State with widespread development pro­grammes aimed at uplifting the standard of living of the people. This has manifested in massive infrastructural works in roads, bridges, edu­cation, health, housing, public utilities, and erosion control, among others. Social wel­fare scheme for workers, the elderly and pensioners have equally been receiving atten­tion, not to mention massive investment inflow from both foreign and local firms.

The increase in public sec­tor spending associated with capital projects often give room for leakages in public accounting system, but the Obiano administration’s com­mitment to transparency and steadfast implementation of the IPSAS regime in the state saw the provision of the req­uisite infrastructure and soft­ware leading outputs in line with international accounting standards.

Anambra State has un­doubtedly benefitted from the asset of Obiano’s professional experience. The Governor’s wealth of financial manage­ment experience has gradu­ally translated into enhanced financial regulations and prac­tices in the day-to-day imple­mentation of government’s development initiative.

This is another dual carriageway that leads to the airport: Awkuzu-Nteje-Umueri the site of the airport. So communities along a road is the best way to describe it.

It is a long stretch of dual carriage road that leads to the airport which cuts across Aguleri, Otuocha and Umueri to the airport. so you can't possibly ignore those names more especially when you want to describe the road.
