PIONEER private Islamic university in Nigeria, Al-Hikmah University, Ilorin, has produced 16 First Class graduates out of 916 students across various programmes, departments and faculties in this year convocation ceremony.

Speaking with journalists on seventh convocation ceremony of the university in Ilorin on Tuesday, the vice chancellor of the Islamic University, Professor Taofeek Ibrahim, said that breakdown of the graduates included 827 undergraduates and 89 postgraduates.

The vice-chancellor said that 208 bagged Second Class Upper, 434 with Second Class Lower, adding that 143 had Third Class while 26 got a pass.

Professor Ibrahim, who said that 2017 result of the graduating students showed remarkable improvement in academic performance, added that the authorities remained committed to doing better until it eliminated students graduating with Pass and Third Class grades.

The vice-chancellor also said that the nation's educational system should be restructured to address national needs.

"To effectively address the problems of unemployment in Nigeria, we need to identify our areas of need, the needs of our markets, our consumption pattern, what products and services are needed and what jobs we need to provide, and therefore, what areas to invest our funds for the much-needed progress and development of individuals, families, organizations, institutions, governments and the country at large", he said.

He also said that the Nigerian university system and academics should move out of research and publication for just scientific and literary writing prowess, rather, he said they should graduate to "researchers with the ability to inform useful and practicable policies, life-impacting technological innovation and development and the ability to identify and solve problems confronting the humanity".

The vice chancellor, who said that corruption was the very basis of Nigeria's lack of growth, progress and underdevelopment, added that nothing was more responsible for the nation's mismanagement and maladministration other than corruption.

"Whereas Ghana's Kwame Nkrumah built functional refineries before Ghana's discovery of oil, years after, Nigeria, today, lack efficient oil refinery", he said.

OPEC will discuss extending production cuts that have boosted oil prices and imposing output quotas on all cartel members at a November meeting in Vienna, an Emirati minister said Monday.

United Arab Emirates Energy Minister Suheil al-Mazrouei said the oil market had rebalanced after OPEC and non-OPEC producers agreed to cut output in a historic deal last year.

The deal has boosted prices, which currently hover at around $55 a barrel, the minister said.

“The next OPEC meeting will discuss whether there will be a need to extend the output cuts deal and for how long,” Mazrouei told reporters.

Major crude producers — OPEC and non-OPEC countries — agreed late last year to cut production by about 1.8 million barrels per day for six months.

The agreement was then extended for an additional nine months until March 2018.
“The meeting will also discuss adding new producers to the cuts deal,” the minister said.
Mazrouei said OPEC will also discuss imposing the quota system to countries that have so far been exempted.

OPEC members Libya, Iran and Nigeria have been spared in the current deal.

He said the United Arab Emirates, OPEC’s fourth largest producer with around 2.7 million barrels per day, has “cut 10 percent of its production in the past two months” and is prepared to do more to boost the market.

The oil market is rebalancing as inventory levels are dropping and the number of drilling rigs is falling, Mazrouei said.
But inventory levels have not reached the average of the past five years, he said.
Oil prices collapsed starting in mid-2014 as a result of a production glut and weak demand.

Pay-TV service provider, MultiChoice Nigeria, has dismissed fresh reports saying it is about to make its services available via the Pay-Per-View model.

In a statement issued in Lagos, the company said reports currently circulating and suggesting that it is about launching Pay-Per-View are unfounded.

“MultiChoice wishes to correct the news currently being circulated and states that at no time was it announced that a Pay Per View service was about to be launched,” said the statement. The company explained that before the Floyd Mayweather vs. Conor McGregor boxing fight, it explained to journalists at a media briefing premium subscribers on its DStv platform would watch the fight as part of their package, while subscribers to pay television services in the USA would need to pay an additional US$99 on Pay per view basis to access the fight.

It added that should it decide to offer a new service in the future, the media and its subscribers will be directly informed.

Islamic State militant group could theoretically face court for war crimes under a process established by a unanimous UN Security Council vote on Thursday.

The British-brokered resolution followed a letter from the Iraqi government submitted to Secretary General Antonio Guterres in August, asking for UN support to prosecute the extremist militia organisation.

The document urged Guterres to establish an investigative team to collect, preserve and store evidence of war crimes, crimes against humanity and genocide committed by Islamic State in Iraq.

It stated that Iraqi investigative judges and other criminal experts would be appointed to the team to work alongside international experts.

The document also stated that the Security Council could authorise the team to collect evidence in other countries where Islamic State was suspected of having committed war crimes.

The United Arab Emirates launched a unified Hijri calendar ahead of the new Islamic year, the Ministry of Presidential Affairs announced on Monday.

Ahmed Juma Al Za'abi, Deputy Minister for Presidential Affairs, and Chairman of chairman of the Board of trustees of the Sheikh Zayed Grand Mosque Centre, told a press conference on Tuesday that the unified Hijri calendar was based on Shariah and astronomical principles.

"The project is a result of three years of comparative field studies and review of industry best practices by a group of UAE, Arab and Islamic scholars, and specialists in physics, space and astronomy, specialised committees and work groups," he said.
"The project will cover all emirates, taking into consideration sharia conditions and scientific results that affect calculation of prayer timings," he stated, while unveiling the Hijri calendar of 1439 at the Sheikh Zayed Grand Mosque.

Al Za'abi stressed the importance of the calendar in light of the sea changes whether technological in area of highly accurate astronomical calculations or the increase in the natural, artificial and urban dust and light pollution that led to expansion in both areas and buildings.

"We witness today joint national sharia, astronomical, administrative and coordinating efforts that have produced this achievement in the Hijri calendar calculation field," he added.

Dr. Mohammed Matar Al Kaabi, Chairman of the General Authority of Islamic Affairs and Endowments, said the Hijri calendar is important for every Muslim as it sets the time for two of the key pillars of Islam: prayer and fasting of Ramadan.

Chancellor of the University of Sharjah Prof. Hamid Al-Naimiy and Chairman of Arab Astronomical Association, said the calendar, which features timings for prayers and beginnings of Hijri months, had been prepared according to perfect astronomical and physical calculations, taking into consideration physical, aerial, environmental and geographical factors.

"These calculations cover all areas and cities in line with latitude and longitude coordinates and daily sunrise and sunset," he explained.

Danbatta who spoke in an interview with one of the nation’s television networks, promised that government would look for a way of assisting network providers to ensure adequate infrastructure that would aid robust internet and improve data services. He said, “Data is becoming a major issue and infrastructure for data is a major headache in Nigeria. To ensure that we enjoy what we pay for, there is need for more infrastructure deployment.

“The statistics we have supports the claim that voice subscription has dropped to 148m (10%). But the data subscription is going up. One will expect the telecom companies to make more money from mobile voice services and SMS. But consumers are very clever, migrating from high tariff and poor voice services and SMS to data services.

“Unfortunately, the data services enable subscribers enjoy voice services like Whatsapp and so on. We are in a situation where we need value for money. There is an argument that with the infrastructure, the telcos will invest more here but what is happening in the social media space indicate that we need more infrastructure to optimize data services.
We are concerned that until something is done by providing more infrastructure capacity, the data services will encounter more problems.”

On quality of internet service, he said the current poor quality of internet services was unacceptable and lamented the challenges the telcos are contending with. “I am not satisfied with the speed of internet experienced today. The speed in the national broadband says 1.5 mega Hz per second. In places like Lagos, you may get higher speed, Kano you hardly get 500 kbits, which is too small. The disadvantage of having very slow speed of internet is that you can’t do so many things. Like I said, although we are contending with a lot of network challenges, the network operators should give value for money,” he added.

Fayose said that it is unfortunate that the Information Minister has been misinforming the nation, saying “more than 20 months after he claimed that 55 Nigerians stole over N1.34 trillion from the country’s treasury from 2006 to 2013, Lai Mohammed is yet to tell Nigerians who the 55 people are.”

“On June 10, 2013, Lai Mohammed spoke against the proscription of Boko Haram, saying that it stifled the press and tampered with the fundamental human rights of Nigerians. The Indigenous People of Biafra ( IPOB ) has denied having any hand in the recent burning of a mosque at IgboEze north council area of Enugu state.

The group in a statement signed by its Media and Publicity Secretary, Emma Powerful said that IPOB is known to be a peaceful group and has never been violent in its effort to achieve a republic of their own.

It alleged that in a situation such as it is happening in the South East geopolitical zone, some unscrupulous groups would want to use the situation to cause mayhem and put the blame on their group.

The statement reads, “The attention of IPOB has been drawn to the burning of a mosque in Igbo Eze North LGA of Enugu State, we also saw a picture purporting the burning of the mosque and the caption blaming it on IPOB members”.

“IPOB leadership would like to use this opportunity to disassociate the hallowed name of IPOB and its members from the alleged arson and any other concocted news of an attack or vandalism, especially on Muslims and their places of worship”.

“IPOB is not unaware of the desperation of some unscrupulous groups to cause mayhem and blame it on IPOB as a way of instigating counter violence against Southerners in the North”.

“The aim of these type of groups is to distract our focus and firm resolve to force a peaceful referendum within the law and no amount of violence visited on our family members will dissuade us from this historic and legitimate course”.

“Biafrans in particular and Nigerians in general should therefore blame any of such attacks on criminal gangs who have been paid to cause disaffection between law abiding Biafrans and other ethnic nationalities in Nigeria”.

“We wish to further state unequivocally that Muslims and other non-Biafrans living in South-East and South South have nothing to fear from IPOB, as our members are committed to a nonviolent, unarmed struggle for self determination, which is guaranteed in charters of the United Nations, international laws and other extant laws on fundamental human rights”.

“IPOB does not need to remind Nigerians that it is the culture in Biafraland to protect our visitors and any of these alleged heinous acts are viewed by the great family of IPOB as abomination which our leadership and members condemn in its entirety”.

The National Association of Nigerian Students (NANS) has issued a 72-hour ultimatum to Senator Andy Ubah to withdraw an alleged derogatory statement against the association credited to him.

According to the release, NANS condemned alleged derogatory statement reportedly credited to Ubah, where he was said to have accused NANS members of influencing the All Progressive Congress (APC) gubernatorial primaries that produced Tony Nwoye as the candidate for the party in the forthcoming gubernatorial election in the state.

It maintained that the alleged statement of Ubah was unacceptable, and threatened to occupy his constituency office as well as National Assembly if he failed to withdraw the statement within the stipulated time of 72 hours.

“The attention of the apex students governing body, the National Association Of Nigerian Students (NANS) has been drawn to a derogatory and highly infinitesimal letter written by Senator Andy Ubah, an APC Anambra State gubernatorial Aspirant defeated, who was defeated by Comrade Tony Nwoye, a former president of NANS at the APC Anambra state party primaries.

“The letter dated 27th August 2017, and addressed to the Chairman, All Progressive Congress Anambra state gubernatorial appeal committee, accusing NANS members of influencing the party primaries held at the Alex Ekwueme square Awka, Anambra state and labeling the association members as thugs.

“To set the records straight for the purpose of clarity, NANS is a responsibly responsive Association, and our members were not present at the party primaries that took place in the state, this is basically because NANS is not partisan and our members are not expected to be partisan as we do not interfere in political party affairs.

An alumnus of Unilorin, I admit the school sometimes take it too far in the name of maintaining discipline even to the level of over empowering the school security. But what I don't get is why people always have sudden orgasm whenever the name of that school is mentioned... It is everywhere even during my service year, people always have something to say whenever they hear unilorin. Yet the school always have highest applicants every year. Something must be wrong here.

Saraki VS SaharaReporters: Police arrests thugs sponsored by Sowore
The Kwara State Police Command on Thursday apprehended some thugs at the premises of Kwara State High Court in Ilorin during the hearing of a N4bn libel suit involving the Senate President, Bukola Saraki and an online media platform, Sahara Reporters.
The judgement which compelled Sowore to pay the sum of N4 billion to Saraki was passed on Wednesday, June 28, over series of libelous stories published against Saraki on Sahara Reporters in between September and December 2015.
The arrested thugs were sponsored by the publisher of Sahara Reporters, Omoyele Sowore. The thugs were mobilised to disrupt proceedings at the court.
It was gathered the thugs, who invaded the premises of the court, were arrested by the Police for fomenting trouble and unruly conducts.
According to one of the arrested thugs, "I am not a thug. I am a student. About 50 of us were mobilised to the court by Sahara Reporters". When probed further on the nature of the assignment, the arrested thug said, " to stampede the court process".
The Police authority has confirmed the arrest, saying, "Yes, some suspected thugs are in our custody".
As at the time of filing this report, about six thugs are cooling their feet at the Police Headquarters in Ilorin.

The Independent National Electoral Commission, INEC, will on Monday continue with the recall processes of embattled Kogi West senator, Dino Melaye.

This was disclosed in a statement, yesterday, in Abuja, signed by its National Commissioner and member, Information and Voter Education Committee, IVEC, Mallam Mohammed Haruna. According to the statement, “it will be recalled that in obedience to an interlocutory order of the Federal High Court, Abuja, given on July 6, 2017, INEC stayed all actions relating to the petition to recall Dino Melaye as the senator representing Kogi West senatorial district. “Judgment in the suit was delivered, yesterday, September 11, 2017.

All legal hurdles have now been cleared and the recall process can now proceed as envisaged by the Constitution, the Electoral Act and the extant INEC guidelines and regulations.

“Accordingly, and in compliance with the orders of the court, the commission will release a revised timetable and schedule of activities on Monday, September 18, 2017.” Reacting to Monday’s judgment on the issue, Senator Melaye said he was not bothered by it, saying the truth shall prevail in due course.

THE Central Bank of Nigeria (CBN) has reviewed daily mobile money wallet transaction and balance limit, as well as the Bank Verification Number (BVN) requirement for mobile money wallet holders.

In a circular to all mobile money operators, signed by the Director, Banking and Payments System Department, CBN, Mr. Dipo Fatokun, the apex bank explained that it was reviewing the requirements in line with its initiative to enhance access to financial services through the Mobile Money Services.

CBN stated: “In line with the initiative of the bank to enhance access to financial services through the Mobile Money Services, the daily transaction limit and balance limit on mobile money wallets have been reviewed to afford users of Mobile Money Services, more flexibility in the use of mobile money wallet.”

The revised limits on transaction and balances, shows that for Know Your Customer (KYC) level-1, daily cumulative transaction limit is N50,000 while cumulative balance limit is N300,000, in line with the three-tiered KYC requirements. For KYC level-2, daily cumulative transaction limit is N200,000 while cumulative balance limit is N500,000.

The revised limits for KYC level-3, according to the circular, are: N5 million daily cumulative transaction limit while cumulative balance is unlimited.

The circular dated September 7, 2017 further stated that BVN is not required for wallet holders on KYC level-1, while those on KYC levels-2 and 3 are mandated to have BVN. “Furthermore, the bank hereby clarifies that the Mobile Money wallet holders on Tiered KYC level-1 are not required to provide Bank Verification Number as part of the KYC documentation, while BVN is mandatory for Mobile Money wallet holders on KYC-levels 2 and 3,” the circular further stated.

The National Drugs Law Enforcement Agency (NDLEA) in Gombe State on Tuesday said its operatives arrested 14 farmers for cultivating Cannabis in two communities.

The Commandant of the agency in the state, Mr Aliyu Adole, told Newsmen in Gombe that the farmers were arrested with 413.19 kilogrammes of Cannabis.

He said nine of them were arrested with 322.6 kg at Kulani village of Balanga Local Government Area of the State, while five were with 191.300 kg at Amkargu village of Taraba State.

He added that “we have been on farm raid in the past one month and we arrested 14 people with 413.19 kilogrammes of Cannabis from two villages; some farmers have hectares of Cannabis farms, while some plant in their backyards.

“We also arrested five others with 191.300 kilogrammes of the substance at the boundary village between Gombe and Taraba, headed by an old man of about 76 years who claims that he is 62 years.”

According to him, all of them will be charged to Federal High Court for prosecution.

A statement issued on Tuesday by the state government, Governor Ikpeazu expressed concerns over the launch of a military exercise tagged, Operation Python Dance II in the state and other south-eastern states by the Nigerian army.

The curfew starts from 6pm to 6am on Tuesday and ends on Thursday.

He said the early release of the allowance enabled them to celebrate Eid-el-Kabir happily.

Mr Actor Zal, the General Secretary of the union, said this in a statement on Saturday in Abuja.

“We appreciate the Federal Government for harkening to the voice of the union by acting fast to ensure that our people have a very happy sallah celebration.

“The prayer of all Nigerian pensioners will abide with him,” the statement quoted Zal as saying.

The union also commended the Pension Trust Administration (PTAD) for ensuring that the payment was made.

He, however, reminded the President of the arrears of the 33 per cent pension increment, which had not been paid since 2010.

He said, “ For the umpteenth time, we use this opportunity to appeal to Mr President to direct the ministry of finance to begin payment of the outstanding arrears.”

The Nigerian Air Force (NAF) has confirmed that it neutralized hundreds of Boko Haram Terrorists (BHTs) in Garin Maloma area in Sambisa Forest. A NAF Intelligence, Surveillance and Reconnaissance (iSR) platform had earlier sighted the BHTs who were gathered under some trees.

A statement by Air Commodore Olatokunbo Adesanya, Director of Public Relations and Information, said that a combination of NAF fighter aircraft namely the F7-Ni, Alpha Jet and L-39 ZA aircraft was detailed to carry out air interdiction on the BHT gathering.

The Alpha Jet aircraft acquired and attacked the target with bombs, neutralising many of the BHTs. Thereafter, the F-Ni aircraft immediately conducted a bomb attack, which resulted in the death of more BHTs.

The L-39ZA aircraft then followed through by strafing fleeing terrorists with rockets, killing most of them in the process. After the attacks, a few BHT survivors were seen scampering from the location.

Meanwhile, the NAF has conveyed the Director General of the National Emergency Management Authority (NEMA) and other NEMA officials to Makurdi to give effect to the Presidential directive to assist flood victims in Makurdi. The NAF Beechcraft KingAir aircraft was used to convey the team.

In a bid to make Ladoke Akintola University of Technology (LAUTECH), Ogbomoso, self-sustaining, government will review tuition fees being paid in the institution, Gov. Abiola Ajimobi, has announced.

The governor made the announcement on Saturday in Ibadan, while featuring on a programme tagged “Saturday Special’ aired on the Broadcasting Corporation of Oyo State (because).

Newsmen report that LAUTECH is co-owned by both Oyo and Osun state governments.

The institution had in recent times been enmeshed in crisis over the default of the owners to pay subvention and staff salaries.

Ajimobi said his administration had since assumption of office in 2011, paid N22 billion to the institution.
He described the amount being paid as tuition fees in LAUTECH as `abysmal,’ adding that it would be reviewed for the institution to be self-sustaining.

“The default in the payment of subvention and salaries was as a result of economic downturn. When we came on board, we reduced the tuition fees to N65, 000.

“There are secondary schools that charges from N150,000 to N200,000, while some universities charge from N500,000 to two million naira.
“Till date, we have subsidised LAUTECH heavily and we are still giving them.

“Imagine, the institution has 99 accounts and some could not be traced,’’ he said.

The governor said that government had taken steps to resolve the crisis in the university, among which was the auditing of its account to determine its viability to be self-sustaining like other institutions.

He said that staff of the institution had initially refused the auditing firm access but had promised to allow them recently.

Ajimobi said that government had constituted the institution’s governing council which was expected to submit its report after the current holiday.
He promised that the crisis in the university would soon be over and the institution would be given take-off grant for three months.

Commenting on Oyo State Technical University, Ajimobi said that the institution, which would take-off in October, was a specialized institution, adding it was not a university for all.
He said that his administration had evolved several initiatives to reform education in the state, particularly public schools.

He added that the efforts had started to yield the desired fruits.
