How can you query such when you're not a contractor and doesn't have the experience? The contractors are professionals and know their job, and that's why the governor hired them. If the project had been completed before his visit, would he have known that mortuary was built first? Or do you think the hospital would be in use or commissioned if the project was completed without the mortuary section?? Abeg leave all these long talk Jare!
