He was hired by Ojukwu to spin the genocide lie that Nigeria was blocking aid to Biafra in order to gain global sympathy and call for a truce.
Goldstein was very effective in deploying pictures of starving Biafran children.
All came crashing when Goldstein found out that Ojukwu had duped him by issuing war bonds payable by Eastern Nigeria and guaranteed by the Nigerian Central Bank complete with forged signatures of CBN officials in Lagos.
Goldstein attempted to deposit both bonds at the New York Office of the World Bank to be added to Nigeria's external debt but the World Bank rejected both instruments as frauds.
Goldstein then connected with the Nigerian Ambassador in New York that he was ready to undo all the lies he had been spewing on behalf of Ojukwu against Nigeria.
The initial payment offered in two separate bonds to Goldstein were 800,000 and 1,000,000 USD payable on two separate dates in future.

I would have queried such too if I'm in the gov's position How can you query such when you're not a contractor and doesn't have the experience? The contractors are professionals and know their job, and that's why the governor hired them. If the project had been completed before his visit, would he have known that mortuary was built first?
