One way INEC can solve this problem is that during the registration, they can create a system where the officer doing the registration can secretly flag any registration that they did under duress.

Such triggering an investigation beyond the point of registration. That way, whoever coerced them will think all is well but the registration will never stick.

But why can't INEC acquire better photo capturing devices like the immigration people use for the passport, ever notice how your passport photo is always finer than you in real life?

It doesn't make sense that these two people who own bullion vaults will still use their bullion van to exchange the money quickly since CBN said they would attend to the bank on the basis of First Come First Serve.
