Although President Muhammadu Buhari has given the Military and the Police the power to be ruthless as ballot box snatchers because they commit the offence “at risk to their own lives”, Professor Mahmood Yakubu has expressed the belief that ballot box snatchers should be punished only in accordance with the electoral law.
Speaking in Abuja on Monday at a meeting of the national caucus of the All Progressives Congress (APC), the President had said those who influence ballot box snatching may find out it is their "last unlawful action".
"Anybody who decides to snatch ballot boxes or lead thugs to disturb, it may be that [this will be] the last unlawful action you will take," Buhari had said.
"I rarely give the military and the police [the power] to be ruthless. We are not going be blamed but we won’t rig election. I want Nigerians to be respected; let them vote whoever they want across the parties. I'm not afraid of it.
"The whole 36 states in Nigeria, I went round. I think I have got enough support across the country to look after me. So I'm going to warn anybody who thinks he has enough influence in his locality to lead a body of thugs to snatch boxes or to disturb the voting system, he will do it at the expense of his own life."
When these comments were brought to the INEC Chairman on Tuesday as he addressed the media on the preparedness of his commission for the rescheduled polls, Yakubu said: “The position of the commission is that all violators of the Electoral Act should be punished according to the provisions of the Electoral Act."
Yakubu also denied reports that Okechukwu Ibeanu, the National Commissioner of the Independent National Electoral Commission (INEC) in charge of logistics, was invited by the Department of State Services (DSS).
“No commissioner of the commission was picked up by any security agency no house of any commissioner of INEC was raided; no any commissioner of INEC has been picked by the security agency,” he said.
“The particular commissioner you are referring to, whose name was mentioned on social media, is as we speak currently in his office in the commission. Similarly, no six directors were picked up by any security agency. All decisions on the administration of the commission are taken by the commission as an independent, constitutional body. We will continue to protect and jealously guard our independence.”

For you to successfully win an election through ballot snatching, you would need to snatch boxes from at least 200 pooling units...
Since the introduction of Card readers and PVCs, ballot snatching has become quite a useless activity. since 2007, all cases of electoral violence in pooling units is still below 200.
We all know that this goes beyond ballot snatching. Buhari wants to bring armed military personnels inside pooling units to intimidate opposition agent.

Now, we can understand why INEC collapsed on logistics: the man in charge of logistics (Okechukwu Ibeanu) was cut-out by INEC Chairman when he formed an ad hoc logistics committee specifically for the election, Premium Times reports. Simply, the core leadership of INEC’s logistics department was not part of the election logistics. It is shameful that INEC could have an ad hoc committee for a general election without the Director of its logistics department as a member. Mr Ibeanu, who officially heads the INEC logistics department, was not made a member of the committee. “Curiously, close to the election, INEC chair created an ad hoc committee on logistics for the 2019 elections which reported directly to him. Prof Ibeanu is not a member of that committee,” said our source, an INEC insider. Another source close the INEC leadership said such committee was unprecedented in INEC’s history. “There was nothing like that under Jega (Attahiru, immediate past INEC chairman). Nobody knows why Professor Yakubu decided to duplicate functions and hand such a crucial task (logistics) to a committee when there is a department to handle it,” the source said. “The first committee is responsible for electoral logistics. The commission is aware that the conduct of a general election is the biggest and most complex logistics operation a nation can undertake.
“Sensitive and non-sensitive materials procured by the commission must be delivered to almost 200,000 locations nationwide.
“Ranging from the polling units to the various wards, local governments, states and the national collation centres for the 1,558 constituencies into which elections will be conducted.
“At the end of the elections, sensitive materials will be retrieved from the same locations.
“The same process will be repeated for each of the two phases of the 2019 general elections.
“Namely the Presidential and National Assembly elections holding on Feb. 16 and the Governorship, State Assembly and Area Council election in the Federal Capital Territory on March 2,’’ the INEC chairman said.
Yakubu said that the Committee on National Collation Centre, which was entirely internal to the commission, would be responsible for the national collation centre from where results of the Presidential election would be announced.
“As was the case in 2015, the commission will use the International Conference Centre in Abuja.
“Already, the management of the ICC has approved the commission’s request to once again use the venue in 2019.
“It will serve as the secretariat for collation of results and venue for briefing of international observers and the media.
“It will also be accessible to agents of the 73 political parties fielding candidates in the presidential election.
“Facilities such as power, access to the internet, live transmission for national and international media as well as accreditation for access to the ICC and security of the venue shall be handled by the committee,” he said.

The most annoying part of this that people are refusing to look at is that everything about this election is headed by the North.
From the Head of the election , to the person printing the election materials, to the person organizing the election logistics, to the person announcing the results.
It's all Northerners and 90% muslim.

According to INEC chairman in January, the key role of the electoral logistics committee is to the Electoral Logistics Committee would be responsible for coordinating logistics, as well as the clearance and transportation of electoral materials to various locations nationwide.
I am wondering why Muazu that is directly incharge of electoral logistics is not being invited by DSS The Independent National Electoral Commission on Thursday inaugurated two ad hoc committees as part of its preparations for the 2019 general elections.
The two committees, Electoral Logistics and Collation Centre, were inaugurated by the INEC chairman, Prof. Mahmood Yakubu, at the Commission’s headquarters in Abuja.
The Electoral Logistics Committee is chaired by INEC National Commissioner, Retired AVM Ahmed Mu’azu; with INEC Director of Stores as Secretary.
The committee on Results Collation is chaired by another National Commissioner, Amina Zakari and INEC Director, Commission’s Secretariat as Secretary.
While inaugurating the two committees, the INEC chairman said it was another step in the commission’s determination to ensure seamless preparations for the 2019 general elections.
Yakubu said that the Electoral Logistics Committee would be responsible for coordinating logistics, as well as the clearance and transportation of electoral materials to various locations nationwide.
“The first committee is responsible for electoral logistics. The commission is aware that the conduct of a general election is the biggest and most complex logistics operation a nation can undertake.
“Sensitive and non-sensitive materials procured by the commission must be delivered to almost 200,000 locations nationwide.
“Ranging from the polling units to the various wards, local governments, states and the national collation centres for the 1,558 constituencies into which elections will be conducted.
“At the end of the elections, sensitive materials will be retrieved from the same locations.
“The same process will be repeated for each of the two phases of the 2019 general elections.
“Namely the Presidential and National Assembly elections holding on Feb. 16 and the Governorship, State Assembly and Area Council election in the Federal Capital Territory on March 2,’’ the INEC chairman said.
Yakubu said that the Committee on National Collation Centre, which was entirely internal to the commission, would be responsible for the national collation centre from where results of the Presidential election would be announced.
“As was the case in 2015, the commission will use the International Conference Centre in Abuja.
“Already, the management of the ICC has approved the commission’s request to once again use the venue in 2019.
“It will serve as the secretariat for collation of results and venue for briefing of international observers and the media.
“It will also be accessible to agents of the 73 political parties fielding candidates in the presidential election.
“Facilities such as power, access to the internet, live transmission for national and international media as well as accreditation for access to the ICC and security of the venue shall be handled by the committee,” he said.
Yakubu assured Nigerians that “the commission is on course to deliver credible elections in 2019’’.
He also noted that the commission would meet with the national leadership of the Academic Staff Union of Universities on Friday at 4 p.m. in Abuja, to discuss the ongoing strike by the union, only in relation to the INEC preparations for the general elections.
“We are concerned that the bulk of critical election duty staff are drawn from the universities. We are determined to ensure that the processes are not affected by the union’s industrial action.
“ASUU is a critical partner to the commission in delivering credible elections. We look forward to the meeting and we are confident of a positive outcome,’’ the INEC chairman said.
Yakubu said that INEC had contacted the Nigeria Labour Congress as the commission was already in partnership with one of its affiliate unions, the National Union of Road Transport Workers.
“The Commission plans to meet with the NLC next week,’’ he said.
The INEC boss also listed members of the Logistics Committee to include National Commissioners Mr. Abubakar Lamuche and Malam Muhammed Haruna, the Central Bank of Nigeria, Nigeria Customs Service, Federal Airports Authority of Nigeria, Nigeria Immigration Service, Federal Road Safety Corps and the Nigeria Police Force.
It also include the Department of State Services, the Nigerian Security and Civil Defence Corps, the Nigerian Army, Navy and Air Force, the INEC Director, Electoral Operations and Logistics Department, INEC Director of Estate Works and Transport, and INEC Director of Procurement.
Responding, the Chairman of the Electoral Logistics Committee, Mu’azu, pledged that they would deliver the responsibilities with all sense of diligence.
“The committee will do whatever needs to be done to guarantee a seamless delivery of men and materials to the right place at the right time and in the right quantity and of course, guarantee retrieval of same after the two elections.
