To watch and understand are different. You need to go back to Primary school for basic English lessons.

I watched and clearly understoodd what I watched. The man spent like 70% of the time he spent on that podium praising Lagos of Tinubu's era, and spent the remaining 30% ish to praise Nigeria; hence, the P newspaper headline. The Punch article did not even transcribe up to half of the mayor's speech, but atleast they got the headline right.
