In an apparent bid to shore up their balance sheet in response to the global financial crisis, Foreign banks acting as correspondent banks to Nigerian banks recalled about $3 billion credit line from their local counterparts banks in the month of October. Meanwhile UBA PLC has successfully acquired a bank in Benin Republic for N20 billion.

The reduction of credit line by the foreign banks led to a sharp and unprecedented increase in foreign exchange purchase under the Wholesale Dutch Auction System (WDAS) during the month. From an average of about $300 million per month, foreign exchange sale short up to $3.4 billion during the month.

Money Market Association of Nigeria (MMAN), the umbrella body of banks’ treasury disclosed this in its Financial and Economic report for October.

It stated, “WDAS market for the month of October recorded lots of activities as Central Bank of Nigeria (CBNd, through its Trade and Exchange Department sold dollar to the tune of $3.4 billion compared to $290.00m sold in September, and $1.27bn sold in August.

It was the highest volume sold so far in a single month in the year 2008. Month-on-Month, it represented 1,529.3 per cent over $206,569,766.49 sold in corresponding month in 2007.

The increase in volume of foreign exchange sold in the month was hinged on the recalled of funds by the offshore corresponding banks in their efforts to minimize the impact of the global financial crisis on their balance sheet size.”

A money market source who also confirmed this to Vanguard explained that the credit line represents money used by the corresponding banks to help the local banks to settle foreign currency denominated trade transactions of the customers.

He said such credits are usually not recalled immediately but gradually. This time around because of the impact of the global financial crisis on their balance sheet the correspondent banks had to recall these credits immediately hence the huge outflow of foreign exchange during the month.

It would be recalled that the President of the Chartered Institute of Bankers of Nigeria (CIBN) and Group Chief Executive, Intercontinental Bank PLC, Dr. Erastus Akingbola alluded to this development while explaining the impact of the global financial crisis on Nigerian banks, during a visit to Vanguard Newspaper.

He stated, To say that it won,t have effect on Nigeria, we would be oversimplifying the issue. We may say it won,t have direct effect because the product that caused the problem abroad was not sold in not in Africa at all not even southern Africa, the subprime mortgage and the economist put it two weeks ago, that for the first time isolation is paying off for Africa. Because we have been isolated from the world community they didn’t not bring the product here.

“Having said that if those in the western world are having trouble and we rely on them for some of our confirming lines, some of our credit lines, direct dollar placements, and they themselves are looking for dollars it means they will have to reduce what they are making available to use.

That is one of the direct effect, the level of confirming lines to banks have reduced. But what they did was rather than say reduce it for every bank by 50 per cent. They said what is the country confirming credit limit of a particular bank.

If the country limit of a bank was $1 billion before they will say reduce it by 50 per cent to $500 million. So they reduce for some banks and add or retain what they have for some other banks. But at least as a nation we have gotten a reduction, we must agree to that effect.”

The above quote is from the recent article by former President Olusegun Obasanjo with the title, “Obama’s Election and the Needed Change”, in which he gave a sermon on the newly elected President of the United States of America, Barack Husseini Obama.

The article was not widely celebrated in the Nigerian Press probably due to the sentiments against his leadership as only few media houses published or reviewed it.
The former president was at his usual best… eloquent, with catchy words and fanciful phrases, with intellectual fervor that can compete with the best academic paper.

While many Nigerians may deliberately ignore his seeming tribute to Obama, the message and the theme of the essay is indeed a good material for researchers and students of political science and even the politicians.

Yes, most of his points and argument are not only timely and worthy reference material in assessing the dynamism of American politics and the sagacity of Obama’s campaign managers, but the views coming from Obasanjo would definitely make one to wonder if the same processes were observed during his reign as Nigeria’s President.

The piece which he started with a congratulatory message to President-Elect, Senator Barack Obama, for his well-deserved victory, states that Obama's victory brought with it a new, refreshing and exciting taste in our mouths. According to him “apart from doing himself and his family proud, he has also done his nation proud by crossing a Rubicon that was considered impassable and almost inconceivable at least in the then immediate future.” Nigerians and indeed Africans would have wished Obasanjo too provided a level playing ground for political aspirants without intimidation and unbecoming collaboration of some security agencies and electoral umpires to scuttle the democratic process from running its natural course.

The entire piece by General Olusegun Obasanjo centres on change and he keeps on repeating the theme. According to him “The feeling of change that Senator Obama engendered through his campaign for the White House represents a significant theme of change we have all aspired and fought for in different areas…, regions, cultures and historical times.” He added this fanciful and quotable phrase: “The desire for change has never been the question nor has it ever been in question. It is the extent, the range, the tone, the quantity, the quantum and the sustenance of change that has always been the question.”

Nigerians actually seek for such positive changes, but politicians and political appointees always have ways of denying us the opportunity to achieve our desired changes. I couldn’t help but wonder which of the changes Gen. Obasanjo is referring to… living condition, security or electoral processes?
As Nigerians and Africans continue to argue the possibility of Obamania in our climes considering the bastardization of political and electoral processes by our leaders, Obasanjo points out that “Rooted in the achievements of Senator Obama is a far more significant theme for people aspiring to lead their communities, particularly for young Africans in Africa. It is the aspiration, the determination, the energy, the strategic thinking, planning and execution that Senator Obama and his campaign team have brought into what is being regarded as a movement.”

Nigeria has many talented, intelligent, respected and incorruptible individuals who could have been great leaders but were eliminated from aspiring to lead either by local government chairmen, governors of states and President of the country by using the paraphernalia of office, as we observed with dismay during the last government. If not for the intervention of the Judiciary, we wouldn’t have witnessed the emergence of Governor Peter Obi of Anambra State, Governor Rotimi Amaechi of Rivers and the new Comrade Governor Adam Oshimhole of Edo State. Many similar cases are still in the court waiting for justice.

Our President who was once described as a close friend of President George Bush Jnr. considering the numbers of times he travelled abroad, indirectly lashed at his former ally when he writes: “In some ways, his (Obama) election has been described by some analysts as a referendum on George Bush's eight years of unnecessary and totally avoidable wars and the meltdown economy.”

In another place in the article, he is more direct when he adds: “His (Bush) position of going for force of persuasion rather than persuasion of force must sound like sweet music in the ears of those who have agonised on the unilateralism of the use of force under the guise of fighting terrorism by the Bush administration.”
Commenting on the personality of Barack Obama, our former president proudly narrates his personal close encounter thus: “Let me relate my first and only encounter with Senator Barack Obama.

In September 2007, during the Black Caucus Convention in Washington DC, I met and chatted with both Senator Hilary Clinton and Senator Barrack Obama separately, albeit briefly. One cannot but be impressed by Senator Obama's disposition, he was intelligent, quick-witted and smart in his reactions and answers to my few questions.

He was also courteous and cultured. He exuded confidence and friendship even though it was our first meeting…. I also recalled that when he first contested for political office in Illinois, though his funny name raised questions for him, it did not make him lose the election, he won.”

One thing our former President doesn’t state, which is necessary in an article like that is that Obama doesn’t have any godfather and doesn’t use any big corporate mafia to foot his campaign bills. He did not lobby members of his political party in public offices to channel states resources for his campaign. We know what happened in Nigeria when we had the Chris Ubas, the Adedibus, Sarakis and the influence of the powerful business cartel like the so-called Corporate Nigerians in making things happen their ways sometimes against the wishes of the people.

There are indeed great lessons to learn from Obama's campaign compare to primitive and uninspiring electioneering in our lands. INEC Chief, Maurice Iwu clearly states this when he observes that Obama out-campaigned, out-strategised, out-funded, and out-debated his Republican rival, Senator John McCain. The crowd drawn by Obama during his visit to Europe was nothing short of a movement and it was simply electrifying.”

He adds that “I must express my admiration for the managers and advisers of Senator Obama during the campaign. They were cautious, meticulous, and painstaking; they left nothing to chance. They checked and crosschecked everything and every milieu.” In Nigeria, one can succeed in all these but still fail because the power-that-be has a preference on whom they need and must be whether the citizens like it or not or whether he is of questionable character.

In fact, when the Ota farmer said Obama’s campaigners and supporters carry no baggage of fear, doubt and prejudices of their parents and those before them, the contrary seemed to be the case in Nigeria where ballot papers and boxes are hijacked, where political opponents are haunted, where area-boy-vagabonds who are the usual typical campaign managers, maimed and killed on the instruction of their financiers in a country where we have an electoral empire as being insensitive to the feelings of the people.

I totally agree with our former President that “what has happened in America is for a man to be seen for what he is - human and what he is capable of delivering - removes the consideration of minority-majority as a major debate or factor. People should be seen, accepted, judged and placed for what they are and what God has endowed them with.”

Where I got confused after I recalled the only-one-man can rule Nigeria campaign for Third-Term was when Obasanjo writes: “Those who preach the sermon of superiority of Intelligence Quotient or simple intellect based on colour, race, tribe or language must start to review and indeed change their sermon.”
In Nigeria, we have seen leaders who want to rule for life, thinking that without them nothing can move as they attempt to amend the law to accommodate their megalomaniac quest that they are those gifted with the power to rule for life.

For the losers in the Maurice Iwu-led elections in Nigeria, the retired military General probably has them in mind when he admonishes them to consider Obama’s disposition before the election that “he (Obama) maintained that he would not blame discrimination of any sort, if he had failed to win the election, rather he would blame himself for not putting his ideas and programmes across to the electorate properly and adequately.”

I think our former President needs to know that the election in America is clearly as it is indisputably free and fair in every sense that John McCain had to immediately concede defeat and congratulate Obama in a genuine and sincere tribute.

We can not deny Obasanjo’s sense of humour, intellect and charisma, when we recall the way he mesmerized the international community and bulldozzed his way to plum positions even in group pictures with world leaders. How he became a failure by public and media rating is still of great concern to political observers and students of history even when he succeeded in some areas of economic development.

The Federal Government has said Nigerians may not be able to enjoy a reduction in the price of petrol, which remains at N70 per litre in the face of the drop in the price of crude in the international market, because the market for now is regulated.

If only the public had agreed to a full deregulation of the sector when the issue came up last year, the current low price of crude oil in the international market could also have reflected in a drop in the price of petrol in the country, the government pointed out.

The Minister of State for energy in charge of petroleum, Mr. Odein Ajumogobia stated this in Abuja on Wednesday when he briefed the State House correspondents on the outcome of the Federal Executive Council meeting presided over by President Umaru Musa Yar’Adua.

Responding to a question on why the landing cost of importing refined petrol into the country has fallen as low as N50 per litre without attracting a reduction in the pump price of petrol which remains at N70, he told the State House correspondents that government, unfortunately, could not use a fiat on the matter.

“We can’t eat our cake and have it. We agreed with labour last year that the pump price will be N70. We have a regulated market for PMS. It is something that we are looking at seriously and we will take a decision about it very soon,” he stated.

Ajumogobia explained that while diesel was deregulated, petrol and kerosene were not, making it impossible for the people to reap from the current trend in the global oil market, which has seen the price of crude drop from all time high of $140 per barrel about four months ago to about $54 at present.
“We can’t enjoy the benefit of deregulation because it’s only AGO (diesel) that’s deregulated. PMS and kerosene are still regulated. Now we need to take a holistic view of the sector and see how we can put all petroleum products in one basket, so that as the prices go down in the international market, they’ll also go down locally.

“However, the implication of that is that if the international prices of petroleum products go up, we’ll also have to pay more locally. We need to look at the situation holistically and find a solution,” he further pointed out, adding that a meeting of all stakeholders would soon be convened to explore what steps could be taken to resolve the matter.

The minister who said government’s subsidy on petroleum sector amounted to over N600 billion this year alone contended that labour had a crucial role to play in the resolution once and for all of the matter.
Meanwhile, the Federal Executive Council approved the award of contract for the supply of combustion inspection materials for Delta IV (4) at Delta electric power business unit, Ughelli for N62 million for a period of three months in order to increase its generating capacity and sustain the functionality and reliability of existing generating units.

It also approved the award of contract for the construction of block/concrete wall fence, phase II at the permanent site of the Petroleum Training Institute (PTI), Osubi, in Delta State for N55.5 million.
The Minister of Information and Communications, Mr. John Odey who briefed newsmen on all issues arising from the meeting said the council also approved N457.1 million for the purchase and acquisition of an office accommodation for NEPAD, Nigeria in order to enhance its operational efficiency and corporate image.

The council, he said, assured that it would go further to guarantee the security of jobs and freedom of people living with HIV/AIDS from discrimination by approving a provision of legal framework for the prohibition of discrimination against affected people.

The Nigerian Navy on Wednesday urged Nigerians to be patient with the hierarchy of the force as investigation continues on the widely condemned incident in which some naval ratings assaulted a lady, Miss Uzoma Okere on Victoria Island, Lagos recently.

The Navy said the findings of the high-powered panel set up by the military to investigate the incident would be made public when the panel concludes its work.
Naval spokesman, Commodore David Nabaida said during a visit to the corporate headquarters of The Sun Publishing Limited in Lagos on Wednesday that the incident involving Miss Okere and the naval ratings was unfortunate, but added that discipline was the heart and soul of naval business.

He said: “We do not rush to judgment because of media reports, we need time to carry out a detail investigation on the matter. Recently, it was reported that naval personnel fought with policemen and killed them, but I can assure you no policeman died, we are caught with this kind of things day in day out.

“Our actions are based on what is available to us, what we know and what we need to have. We respect people, we respect women and we respect everybody. If our men are unruly and undisciplined as they are, the strength of what they are doing in the Niger Delta is tough, they are dying in numbers and based on this, they would have gone to the streets of Niger Delta to deal with people.

But there were no such reports down in the Niger Delta, why would they come to the street of Lagos, isolate a small girl, take her out of her car and subject her to what is being proclaimed all over the place.
“The lady in question attended Nigerian Navy Secondary School, Ojo, her father was a colonel in the Nigerian Army, why should anybody for the sake of goodness, subject her to that. We have mothers, sisters and daughters. We are not animals.”

He said naval personnel were not irresponsible and indiscipline, explaining that circumstances warranted them to engage in such unholy situations, “but the unfortunate impression are out in the streets and they are acting like wild animals, believe me they are not.”

He said the Nigerian Navy would not spare any of its personnel found to be misbehaving in public, pointing out that, “we cannot afford to be anything but discipline people, because we are a fighting service, discipline is the heart and soul of our business. If we allow discipline to collapse we cannot take proper control of our men, so we cannot afford it because we will be the first victims.”

He lamented the incident in which Miss Okere was beaten up and stripped, but added that Nigerians should not use that as a yardstick to rate junior ranks in their navy, “because they have done well to stabilise the situation in the Niger Delta. There is no how you are going to have thousands of men under your charge and you will not find hiccups.”

Commodore Nabaida who was accompanied on the visit by the former director of Naval Information, Navy Captain Henry Babalola, the Command Information Officer of Western Naval Command, Commander Folusho Ajibulu and Lieutenant Commander Jerry Omodara explained that sea piracy and illegal bunkering in the Niger Delta were on the decline following moves by the force to check criminal elements in that area.

There appears to be no let up in sight in the crisis of confidence afflicting the All Nigeria Peoples Party (ANPP) whose national leadership has again come down heavily on General Mohammadu Buhari, its standard bearer in the 2007 presidential election over what the party terms his over-bearing and unbecoming attitude. The party said Buhari was at liberty to leave its fold if he so wished.

The party’s National Director of Publicity, Comrade Muhammad Sabo made the declaration while reacting to a purported plan by members of the Integrity Group of the party to convince Buhari to abandon the party. Comrade Sabo said the national leadership of the party would not be bothered if Gen. Buhari decided to dump the party.

Sabo said the exit of Daura, Katsina State-born General would not in any way affect the electoral fortunes of the party as, according to him, “ANPP, as a strong opposition party, has come to stay.”
He insisted that “Many Nigerians are in love with the party, not because of Gen. Buhari or some individuals in the party, but because of its masses-oriented manifestoes,” he stated.

The ANPP director of publicity stressed that the party was greater than individual or group interest and urged genuine members to help move it forward to next level.
“We advise Gen. Buhari to learn to imbibe democratic principles of collective bargaining, dialogue and give and take in pursuing political issues rather being rigid.

“Buhari’s rigidity has been working against his political interest and fortunes,” stressing that ANPP, as a party, would outlive individual or group interest because with or without Buhari and his cohorts masquerading as integrity group, the party will continue to wax stronger.”
“Although the current ANPP leadership has absolute respect for Gen. Buhari, the party will not compromise national interest in preference to parochial and chauvinistic tendencies.

“It is regrettable that Gen. Buhari has allowed himself to be tele-guided by a group of mediocre, who are both naive in thinking and short-sighted in appreciating the political intricacies of the country,” Sabo said.
He restated the resolve of the ANPP to remain in the government of national unity (GNU), adding that the decision to participate in the GNU was in the overall interest of the country and nascent democracy.
The ANPP spokesman, however, maintained that the party would continue to “remain steadfast, courageous, strong and focussed to maintain its role as a strong opposition.”

“We will also not succumb to blackmail no matter where its is coming from.
“ANPP will equally not accept the attempt to turn Nigeria into a one-party state,” he said.
Sabo also dispelled insinuations about the purported plans by some ANPP governors to decamp to PDP, adding that such rumour was the handiwork of some “anti-ANPP elements”.
“All the ANPP governors have resolved to remain in the party no matter the gravity of the pressure,” he assured.

Chelsea's Didier Drogba has been banned for three matches for throwing a coin into a section of Burnley fans during their shock Carling Cup defeat. Drogba threw the coin after scoring in last Wednesday's game at Stamford Bridge and admitted a Football Association charge of violent conduct.

An FA regulatory commission heard the case on Tuesday, looking at video evidence and written submissions.
The 30-year-old striker's suspension takes effect immediately.
The ban brings further disruption to a season that has seen the Ivory Coast international make just five league appearances due to a knee injury, and he will now miss games against Newcastle, Arsenal and Bolton.

Drogba is also facing a police investigation into the incident, with the Metropolitan Police confirming last Thursday that officers were looking into it.

The FA has also written to both Chelsea and Burnley to request information on a number of missiles thrown at Chelsea players from the Burnley section.
An FA spokesman said: "Players should be able to play football without fearing for their personal safety.
"It is totally unacceptable for players to be put in danger by supporters throwing missiles onto the pitch.1
"The priority now is to work with the clubs and the police to identify the individuals involved.
"The FA wants anyone found guilty of throwing missiles to face the strongest possible action. That includes life bans from attending football matches."

Drogba made a single-finger gesture before throwing the coin back following his 27th-minute goal, but there have been no reports of any spectators being injured.

"I take quite a lot of corners and it's not unusual to get things thrown at you and lots of abuse, too, and I think it's got to a stage now where it's got to stop.

Chelsea issued a statement in response to the FA charge, admitting Drogba's actions had been "inexcusable" and promising full co-operation with the FA and the Metropolitan Police.
"We welcome Burnley's assistance in trying to help identify the small minority of their support who spoiled a great occasion for their club," read the Chelsea statement.

"Although Didier Drogba was hit by an object, that does not excuse his subsequent actions.
"He also recognises that, has not sought to justify it that way, has sincerely expressed his regret and has apologised for the incident.
"The matter will be dealt with internally by the club after the FA and police processes are completed."

A London  Court yesterday ruled that any documentary evidence not authorized or released by the Federation Attorney-General, Chief Michael Andoakaa (SAN) cannot be used by the London Metropolitan Police to prosecute any Nigerian citizen before it under the Mutual Legal Assistance Treaty (MLAT).

The trial judge, Justice Rivling, gave the verdict, while ruling on the admissibility of any evidence submitted by the Ribadu-led EFCC or London Metropolitan Police to the London Court with respect to investigation of former Governor of Delta State, Chief James Onanefe Ibori.   

The ruling however vindicated the Attorney-General of the Federation, Chief Michael Andoakaa (SAN) who had severally held that the documentary evidence submitted by EFCC to the Metropolitan Police for the prosecution of Ibori before a London court without his consent was in breach of the provisions of Mutual Legal Assistance Treaty (MLAT) and therefore inadmissible before the law court.

According to Justice Rivling, in as much as the right procedures were not followed in initiating that cooperation between Nigeria and the United Kingdom, whatever evidence the British police gathered or got from Ribadu’s EFCC would not be admissible in the on-going trial of some of Ibori’s associates in London.

On Page 10 of the 12-page ruling, the Judge said: “I have taken the trouble to set out in some detail the chronology of the documentation brought to my attention, because it appears to reveal a woeful lack of communication between the EFCC and the Attorney (General of the Federation); then there has been a lack of communication between the Attorney and the Home Secretary.

“I state this as a fact; rather than to apportion blame. But what the picture also reveals, and what no one has doubted, is that in the result that the (Nigerian Attorney-General) has never actually been given the opportunity to consider the material in the way that the convention requires, and he has certainly never agreed that it should be handed over to the Requesting Party (the London Metropolitan Police) for use in criminal proceedings.

“I regard these breaches of Articles 6 and 7 as being fatal to its use in court.  I believe that the wishes of the Attorney not merely deserve to be respected, but they must be respected. Having regard to all that has transpired, and the proximity of that first trial, it is therefore with considerable reluctance that I must rule that this evidence is inadmissible at this stage”.

The Judge continued “If the Crown seeks to rely upon the Nigerian material obtained under the relationship with the (British as authorised by Ribadu), I suggest that it should be submitted to the Attorney (General of the Federation) as soon as possible, so that he may review it and decide whether he can properly authorise its release”

”It is right that I should say that in all the circumstances of this case, I share the concerns of the defendants that the material submitted might also not have been authorised as required under the convention.

“I think it is important that this should be investigated and confirmed as soon as possible.
In the absence of an entirely satisfactory response, in pursuance of my obligation to ensure that the trial is properly managed , I request that this material too should be submitted to the Attorney-General for his consideration.

“Indeed, it may be the safest course to do this in any event.”

Touching on the matter as it concerns Mrs. Nkoyo Ibori, who has been confined to Britain for months now, the ruling stated thus:

“If the Crown intends to rely on any Nigerian evidence in the case of Theresa, this must be done as well”.

This is danger alert for parents and guardians of under-aged girls particularly those resident in Port Harcourt and its environs. Power and protection-seeking cultists are on the prowl looking for little virgins to defile.

Investigations by me revealed an increasing rate of rape of little girls by young men especially suspected cultists. Such criminal sexual acts, it was gathered, are done to enhance the protection of the rapist against weapons and charms.

The ugly trend is said to be rampant in the densely populated areas of Diobu and the scores of water front in the Capital City where cult activities and crime are rampant. In most cases, the innocent little girls were lured into the act subtly with sweets, biscuits and little money.

Resident of some the slums hinted that little girls are randomly raped by hoodlums who later brow beat and threaten their hapless victims with scary consequences if they squeal. Surprisingly, some parents whose young daughters fell victim prefer to keep silent because of either the scandal and attendant stigma on the family and the child or threats by the culprits.

In some cases, selfish parents allegedly negotiate financial compensation with the culprits instead of reporting the case to police. The result is that many rape cases go unreported while the young victims are left with the trauma for most part of their lives.

Speaking on the development in an interview with me, the coordinator of the Nigerian Chapter of African Network for the Prevention and Protection Against Child Abuse Mr. Faith Ekpo, said rape of girl aged between three and 15 years is rampant in, “the slum areas such as the water fronts and the low cadre areas like Diobu.”

Mr. Ekpo who could not readily tell the motive of the acts, frowned at the attitude of parents who cover up rape cases. “This year, we have recorded more than 10 cases of rape. The challenge is that people involved especially the parents of the abused will not want it to be blown up either because of fear of attack by the rapist or sometimes, they would want to settle it by negotiating and receiving ransom from the rapist.

“Of course there is also the fear that the child may be rejected and may find it difficulty to get married because of the scandal.”
Mr. Ekpo told me that in some cases, such matters were reported to the Police but allegedly not followed up to the level of prosecution adding that his organization was aware that some of them were in court.

He described the rape of virgins for protection as a recent development because it was common to hear in the past that cultists rape mad women. “But I have heard that some occultists rape kids who they know are virgins because it gives them protection against bullets, knife cuts and poison. “This is a recent development because before now, we know of people raping mad women in the market to get so-called power”.
He advised parents whose children have been raped, to expose the deed to ensure that culprits are punished.

“Also, they should not send their children out in the dark or to hawk. Parents should keep a close watch on their children. If a child is sent out on errand at night or to hawk, they stand high risk of being raped. “If a child hawks near uncompleted buildings or where laborers are building new structures, she is vulnerable to rape because these laborers may not have the money to patronize sex hawkers; so they let out their sexual pressures by raping those little female hawkers.

The child right activist urged for the cooperation of the police and the court in combating the problem. “The police should help us because in some cases they have not helped issues. Those in the Juvenile Department of the police should help us.

The courts, Judges and Magistrates should stand for the right of the child and give necessary punishment.
Ekpo urged for accelerated hearing of rape cases to ensure quick dispensation of justice, “because justice delayed is justice denied.” He urged also for enlightenment campaign by relevant agencies and Non- Governmental Organizations, “because rape cases have become frequent.”
