Acting President Yemi Osinbajo will tomorrow sign the 2017 budget into law barring last minute change of decision, Daily Trust has learnt. A source familiar with the matter told our reporter that the budget signing was initially slated for today, but postponed to tomorrow due to undisclosed engagement by the acting president. The budget, it was further gathered, would be signed at an event to be attended by all relevant stakeholders, including the leaders of the National Assembly and chairmen of committees such as appropriation, finance, legislative budget and research, among others. The event, Daily Trust learnt, would take place at the Banquet Hall of the Presidential Villa, Abuja by 3.pm. “All grey areas have been sorted and the budget is ready for signing into law any time soon,” Timothy Golu, a member of the House of Representatives, who chairs committee on legislative budget and research told Daily Trust last night. The National Assembly had on May 9 passed the budget estimates submitted by President Muhammadu Buhari last December. The approved budget was transmitted to the Presidency on May 19. Since then, the Executive has been examining the documents. Speaker Yakubu Dogara had on Friday said the budget would be signed into law early this week. “On issue of budget, we kept our promise to Nigerians at the beginning of the legislative session to ensure transparent deliberation and passage of the 2017 Appropriations Bill, which will be signed into law early next week,” Dogara said. The federal legislature jerked up the 2017 budget by N143 billion, from the N7.298 trillion proposed by President Muhammadu Buhari to N7.441trillion. The sum of N2.174 trillion was for contribution to the Development Fund for capital expenditure; N434.412bn for Statutory Transfers; N1.841 trillion for debt service; N177.460bn for Sinking Fund for maturing bonds, while the sum of N2.990 trillion is for recurrent (non-debt) expenditure. Similarly, the sum of N20bn was added to the budget by the lawmakers for the second runway at the Nnamdi Azikwe International Airport, Abuja. |

Mr. Onyeama told journalists in Abuja on Thursday that the process for closure was underway and was also subject to the approval of the president. He did not name the affected embassies or missions. “We do not want to indicate the embassies that will be closed yet because we are in the process of submitting the proposals, the cost analysis and also the political analysis we did to the president. “When he sees that, he may or may not want to close some, so we have not yet reached the stage of closing some,” he said. The minister said closing missions abroad was “extremely expensive”. “The expense, costs of closing embassies is so high and prohibitive but in the long run it will more economical.” The minister, on April 10, told NAN the closure of Nigerian missions abroad is inevitable. Mr. Onyeama said the reduction of Nigeria’s foreign missions remains on the agenda of the Muhammadu Buhari administration. Mr. Buhari had said at the inception of his administration that the Federal Government would reduce the number of missions to save cost. Nigeria currently has 119 foreign missions. Mr. Onyeama said: “The government is following up on that and we have sort of prepared the roadmap; we have started the implementation of that and made also recommendations in that context. “Paradoxically, closing missions is extremely expensive. At first sight it seems obvious that you close it you are saving cost but you will actually find that the cost of closing is almost prohibitive. “But in the long run it will be cheaper, but in the immediate and short term it is expensive but we have started the process,” he said.(NAN) Telegram |

INEC promises improved elections in Kogi, Bayelsa INEC promises improved elections in Kogi, Bayelsa JULY 23, 2015 : NAN LEAVE A COMMENT The Independent National Electoral Commission said it would display its improved election processes in the upcoming governorship elections in Kogi and Bayelsa. This is contained in the commission’s bulletin issued on Thursday in Abuja. The bulletin said the acting Chairman of INEC, Hajiya Amina Zakari, stated this at the public presentation of the Nigerian Civil Society Situation Room report on the 2015 general elections, in Abuja. Zakari said the commission would apply lessons learnt from previous elections in raising the bar during the Kogi and Bayelsa polls. “In conducting elections in both states, the commission will apply lessons learnt from the previous elections beginning with the stand-alone governorship elections in Anambra, Ekiti and Osun states, and the general elections,” she said. She said INEC would also carry out Continuous Voter Registration exercise in both states. She also said registered voters would get their Permanent Voters Cards while provision would be made for voters’ transfers in the states. The INEC boss called for continued support from development partners and civil society organisations towards improving the country’s electoral process. “INEC in partnership with key stakeholders in the political parties, security and civil organizations, will strive to ensure that both elections in Kogi and Bayelsa are transparent and well run,” she said. She warned against electoral malpractice in both states and said that INEC would continue to drive transparency and effectiveness in the country’s electoral processes. “Any INEC official found wanting at the tribunals will be punished to the full extent of the law,” she added. She however will serve as chairman of three committees namely Information Technology and Voter Registry, Finance and General Purpose Committee, and Security Committee. According to a bulletin by INEC, the reconstitution was contained in a memo issued and signed by the secretary to the commission, Mrs Augusta C. Ogakwu. The committees are expected to commence operation from July 1, 2015. The committees are; Appointment, Promotion and Disciplinary Committees (APDC); Amb. Jonathan gave the order on Wednesday while swearing in the new INEC Commissioner representing Oyo State, Prof. Akinola Murtala Salawu, at the Presidential Villa, Abuja, adding that it is unacceptable for any eligible Nigerian not to vote in the elections next month because of inability to get their PVCs. He said: “I believe Prof. Jega will even want to double the number of staff if he has the resources to make sure that they can cope. For years now The Nigeria government has promised a corrupt free INEC, but the most unfortunate part of their promise is the corruption among top inec staff on their junior staff in form of denying them basic allowances and entitlements like on filed pay. a case at hand is the just concluded CVR exercise which after 6days of 8am -4pm officially but most working to as far as 9pm because of pressure to get everyone registered the staff are paid 6000 as allowance...most at time LGA office have to seek assistance from politicians for logistics like transportation, fueling of generators and even extra assistance Inec is already of the habit of paying its staff just basic salary with no other incentives like housing, transport, and medical allowance while its top directors enjoy all the goodies. While the commission promises free and fair election INEC continued to expose its staff mostly the junior one who actually do the on field job to temptations,until the basics are addressed it will be right say free and fair election is an illusion created by INEC its top directors and stake holders |
