Just ensure that the address which appear on the 2 scanned items you'll be submitting (PHCN or any other utility bill, and your National ID card) matches together with the address information used on to register your PayPal account.

eBay owns PayPal who handles their payment system. Thus, eBay protects its customers with their safe "PayPal purchase protection". You can google it out for more information.

Yes you can as long as you've a payoneer debit card attached to your USA PayPal acct. You can transfer the money in your PayPal acct unto the payoneer card and withdraw the funds from any ATM worldwide.

teeowl: use payoneer to receive money and attach the payoneer card to your nigerian paypal.

Even if you attached the payoneer card to your Nigerian PayPal acct, still it can't receive any payment(funds) for now.

Only a foreign PayPal acct can receive funds. most preferable countries includes "USA, UAE, Malaysia,United Kingdom", etc.

A Nigerian paypal can't receive money. If you are
to open paypal account it should be of another
country.

But at prime-link global communications, we can
