It appears the regret mail is auto-generated after a fixed length of time (6 months) dated from when an applicant submitted the application.

Those who have "application saved" on their status, the regret mail will likely arrive 6months from the date you submitted as shown on the status page.

If you don't get the regret mail on that date, then there is a beam of hope for your application.
