The Independent National Electoral Commission (INEC) and the road transport unions on Tuesday met to review the implementation of the Memorandum of Understanding (MoU) jointly signed by them for logistics deployment for the 2019 general elections and other polls. The unions are the National Union of Road Transport Workers (NURTW) and Nigerian Association of Road Transport Owners (NATO). The News Agency of Nigeria (NAN) reports that the meeting to review the implementation of the INEC/NURTW/NARTO MoU is to improve on logistics deployment ahead of the Anambra governorship election and the 2023 general elections. Prof. Okechukwu Ibeanu, INEC National Commissioner and Chairman, Election Operations and Logistics Committee, in his remarks said that the partnership with the two unions was part of efforts to ensure free, fair and credible elections. Ibeanu, represented by Special Assistant to the INEC Chairman, Prof. Muhammed Kuna, said while INEC had sole responsibility to conduct free, fair and credible elections, it needed the support of other organisations to achieve that. He recalled that the MoU between INEC and the unions was signed on Dec. 12, 2018 in the run-up to the 2019 general elections and three years down the line there was a need to review it. “This meeting is organised to review the implementation of this MoU and I believe that all participants here will testify that it has been a landmark in the conduct of elections. “We need to review what has gone well and what has not gone well and what we can do in order to address what has not gone well, towards the 2023 general elections.” The Chief Technical Assistant to INEC Chairman, Prof. Bolade Ayila, stressed the need to do the review of the MoU with the best intentions ahead of the Anambra governorship election and the 2023 general polls. Ayila, presetting the meeting overview, said that the review was necessary to see if Polling Units (PUs) could be opened by 8 a.m. on election day in future elections. Ayila, while praising the road transport unions partnership with INEC, said there was no way INEC could have effectively deliver elections materials in all the polling units without the partnership of the unions. “This entire MOU was premised on the fact that we have to conduct elections and we have to move men and materials to our six zonal stores, 36 states and the FCT, to 8,809 Registration Areas (RAs) and to 119,973 Pus on election day. “We have to transport materials to these places and retrieve them. It requires at least the cooperation of people like you. “We need more than 80,000 vehicles to be able to do this and INEC does not have that number of vehicles. At the end of the day your support is needed,” he said. Ayila said that there was the need to review the MoU that would end on Dec. 12, 2022 in the run-up to 2023, to make the elections better. He said that the review would look into how each party to the MoU played their parts, how efficient and efficient such decisions were. The NURTW President, Alhaji Tajudeen Baruwa, called on the INEC to extend its insurance cover to the unions’ members and vehicles being deployed for election duties. Baruwa, represented by the General Secretary, Kabiru Yau, said that one of the challenges the union faced while implementing its MoU with INEC on election days was attacks on its members and vandalism of their vehicles. “Vehicles were variously vandalised and burnt down in many of the states. “The absence of any form of insurance cover by INEC for drivers and vehicles under the collaboration left the affected drivers without any form of support and at the mercy of the vehicle owners. “The National Youth Service Corps (NYSC) members were engaged as presiding officers and were given insurance cover during election but our members were not given such insurance cover. “In Akwa-Ibom, our vehicles were burnt down and some of our members were killed and there was no insurance cover for them. “If there was insurance cover, they would have gotten something. We wrote to INEC, they have yet to reply,” he said. He also appealed to INEC to look into the many cases of vehicle vandalism, especially in Akwa Ibom and Kogi. This, to him, was with a view to finding adequate compensation for drivers who have lost their lives and or their means of livelihood while in INEC’s service. Baruwa also stressed the need for INEC to improve on security arraignment for deployed vehicles and their drivers on election days. He also advised INEC to look into the delay in the release of electoral materials which resulted in drivers working late and without security through the night to lift materials from INEC offices to various points of delivery. “Inadequate security arrangement for vehicles and drivers resulted in widespread theft of personal effects and exposed our members to undue assaults, attacks and even deaths as was seen in states such as Akwa Ibom and Rivers,” he said. Other areas INEC needs to look into, according to Baruwa, are sudden postponement of the elections in the wee hours of the election day when drivers were already in the field. Others were delay in the release of funds by INEC in most states, which inevitably caused delay in the deployment of materials and personnel. He also decried efforts by some Electoral Officers (Eos) to sideline or short change the unions in some states for their personal gain. “In future, there should be no handling of cash by Eos. Their hands are already full with sorting electoral materials. “To reduce time wastage, the Eos should hands off payment of drivers. If they must, payment should be via the state council of the unions a day ahead of deployment,” be said. Baruwa, however, said that generally, reports from the various state council of the unions revealed that the logistics delivery exercise was a great success, notwithstanding the various hiccups. In his remarks, the Country Representative, Friedrich Ebert Stiftung (FES), Dr Daniel Mann, commended INEC and the unions for their collaboration. He said that the review meeting was important in the common interest of Nigeria for credible future elections, especially 2023 polls. |

North Korea has fired a short-range missile towards the sea off its east coast early on Tuesday, said South Korea's military. The test happened as North Korea's ambassador said at the UN that no-one could deny Pyongyang's right to self-defence and to test weapons. Earlier this month Pyongyang test-fired both ballistic and cruise missiles. But several days ago North Korea had also expressed willingness to engage in talks with the South. The US military said in a statement on Tuesday that it was aware of the missile launch but that it posed no immediate threat to US personnel or its allies. However, the US Indo-Pacific Command said that the launch "highlighted the destabilising impact of [North Korea's] illicit weapons program". On Tuesday, Japanese media quoted the defence ministry as saying that the projectile may have been a ballistic missile, which is banned under United Nations sanctions. South Korean President Moon Jae-in has ordered Seoul's National Security Council to analyse any intentions behind Pyongyang's latest missile launch and recent statements from Kim Jong-un's powerful sister, Kim Yo-jong. Ms Kim had days earlier said they were open to Mr Moon's proposal to formally declare an end to the Korean War, but added that the South needed to stop its "hostile policies" first.

The committee is examining shortcomings in the FBI's investigation into Nassar, later convicted of sexually abusing girls. He is serving a life sentence in jail. "I blame Larry Nasser, and I also blame an entire system that enabled and perpetrated [sic] his abuse," said Ms Biles, the most decorated Olympic gymnast of all-time. "If you allow a predator to harm children, the consequences will be swift and severe," she added. What did the women say? In emotional testimony on Wednesday, the four women told the Senate Judiciary Committee they had "suffered and continue to suffer" from the abuse they experienced and its bungled handling. Four-time Olympic gold medallist Simone Biles - one of the most famous figures in world sports - called for the agents involved to be federally prosecuted. "How much is a little girl worth?" she asked. Aly Raisman, who served as captain of the 2012 and 2016 US Olympic gymnastics teams, expressed disgust that she was "still fighting for the most basic answers and accountability" more than six years after first reporting her abuse. "Over the past few years it has become painfully clear how a survivor's healing is affected by the handling of their abuse," she testified. She criticised the FBI investigation as being "like guesswork", warning that not addressing its serious flaws would result in a recurring "nightmare" for many more women. McKayla Maroney, who won gold at the London 2012 Olympic Games, described the experience of being interviewed by the FBI as replete with "silence and disregard for my trauma". "They chose to fabricate, to lie about what I said and protect a serial child molester," she told senators. "What is the point of reporting abuse if our own FBI agents are going to take it upon themselves to bury that report in a drawer?" What was the hearing for? The four athletes were among more than 200 women who gave powerful impact statements to a court in 2018, detailing Larry Nassar's abuse as the sports doctor of the United States women's national gymnastics team. In total, Nassar was accused of sexual abuse by more than 330 women and girls at USA Gymnastics and Michigan State University. A long-awaited report into the FBI's investigation, which was published in July, found numerous missteps, delays and cover-ups by FBI agents, which allowed Nassar's abuse to continue for several more months after the case was first opened. The 119-page report by the Department of Justice Inspector General found that, despite the seriousness of the allegations against Nassar, the FBI field office in Indianapolis had been slow to respond. The agency initially interviewed only Ms Maroney while declining to interview other young women who had come forward with their stories. Confronted by their mistakes, two FBI officials lied during interviews to cover up their errors, the report said. According to the FBI, one of those officials was fired last week. What did the FBI say? FBI Director Christopher Wray apologised profusely to those present for the "reprehensible conduct" and "fundamental errors" detailed in the July report. Mr Wray only took the agency's top job in 2017, but pledged to prevent a repeat of the mishandled case under his leadership. He pointed to last week's removal of the supervising official involved, while noting the other official - who led the field office in Indianapolis - had retired long before he could be disciplined. He acknowledged the work of both agents had "violated the FBI's long-standing code of conduct" but was "inconsistent" with the vast majority of his team. At a news conference later on Wednesday, White House spokeswoman Jen Psaki said the president "supports" the recommended steps outlined for the FBI in the Department of Justice report. But both lawmakers and witnesses called out the department for being a "no-show" at the hearing despite being invited. The All Progressives Congress (APC) says it will welcome former President Goodluck Jonathan if he decides to dump the Peoples Democratic Party (PDP) and join the ruling party. Senator John James Akpanudoedehe, the spokesman of the APC, said this on Wednesday, September 15, when he appeared as a guest on Channels Television. Legit.ng gathers that Akpanudoedehe said if the Nigerian ex-president defects to their fold, it will strengthen the party’s structure. His words: “I am hearing that for the first time that we are expecting the former President. That will be great news. We will welcome him; that will also strengthen the party." Akpanudoedehe also said the party was expecting more governors from the PDP to join the APC before December, The Punch reported. APC's 2023 presidential ticket and Jonathan's rumoured defection The APC spokesman was also asked if the ruling party would pick Jonathan as its presidential candidate should he join its fold. In his response, Akpanudoedehe neither confirmed nor opposed it. Rather, he said the ruling party has a special waiver for new members, including the privilege of vying for any political office in the country. Judge them by their actions, not their words, has become the mantra of a fast-expanding league of Taliban watchers including Afghans, foreign governments, humanitarian chiefs and political pundits the world over. But Afghans are watching most closely of all. They have to. On a day when brave protesters with bold banners spilled into the streets of Kabul and other cities - Afghan women leading the charge to demand their rights, their representation, their roles in society - the new Taliban government was unveiled. Was this more evidence of the media-savvy Taliban? It temporarily knocked news of Taliban firing guns in the air, wielding rifle butts and sticks to disperse protesters, out of the world's headlines. But it was a modest ceremony on Wednesday, in the mundane setting of a press conference, for such a momentous, much-anticipated message. It electrified social media, and delivered a gut punch to those who had held fast to Taliban promises. Far from being inclusive, it is exclusively Taliban. The old organigram of the Taliban movement, with its commissions, deputies, and the all-powerful Emir Hibatullah Akhundzada, has been transplanted into a cabinet with the same political architecture of governments everywhere.

German footballer Jerome Boateng has been found guilty of assaulting his ex-girlfriend, and has been ordered to pay a 1.8m euro (£1.5m) fine. He had denied injuring the mother of his twin daughters, named as Sherin S, during an argument on holiday in 2018. She told the court in Munich that the former Bayern Munich defender and 2014 World Cup winner had punched her so hard, she lost her breath for a moment.
