I desperately hope that that the new members of Nigeria's national assembly will borrow a leaf from the Mozambicans by reducing and eliminating some of their allowances and emoluments which was recently put at an outrageous 25% of Nigeria's overhead. That will be a blessing and a sure sign that things have indeed changed for the better in the country. Nigeria needs so much in terms of development, but its disheartening that a few corrupt 'elected leaders" will gulp more than a fourth of the nation's budget. This new class of recently truly elected members of the national assembly should heed to the aspirations of Nigerians by doing the right thing now!!

According to AFRICAN SOCCER SHOW on SUPER SPORTS, Uche Okafor was found hanging in his room in the US, dead from apparent suicide. Investigations continue. He just concluded a contract as an analyst on ESPN, and had sponsorship deals with NIKE. Why he will choose to commit suicide at this time is incomprehensible. What a loss!!

The Federal Government may soon issue a warrant for the arrest of a former United States Vice-President, Mr. Dick Cheney, Bloomberg.com reports.

The prosecuting lawyer to the Economic and Financial Crimes Commission, Mr. Godwin Obla, told Bloomberg in an interview in Abuja on Thursday that the indictment would be lodged in a Nigerian court in the next three days.

He said, “An arrest warrant for Cheney will be issued and transmitted through Interpol,” the world’s biggest international police organisation.”

Cheney’s spokesman, Peter Long, said he couldn’t immediately comment when contacted today and said he would respond later to an e-mailed request for comment.

Obla said charges would be filed against current and former chief executive officers of Halliburton, including Cheney, who was CEO from 1995 to 2000, and its former unit KBR Inc. based in Houston, Texas; Technip, Europe’s second largest oilfield services provider; Eni SpA, Italy’s biggest oil company; and Saipem Construction Co., a unit of Eni.

Obla didn’t identify the former officials whom he said held office when the alleged bribes were paid.

Last week, EFCC operatives arrested at least 23 officials from companies including Halliburton, Saipem, Technip and a former subsidiary of Panalpina Welttransport Holding AG in connection with alleged illegal payments to Nigerian officials. Those detained were all freed on bail on November 29.

Authorities in the West African nation are probing Halliburton, Saipem and Technip for the alleged payment of $180m in bribes to win a $6bn Liquefied Natural Gas contract. Panalpina is being investigated for illegal payments it allegedly made to Nigerian customs officials on behalf of Royal Dutch Shell Plc.

“Eni confirms its availability to cooperate with the local authorities in the ongoing investigations, as it has done in the past with Italian and US authorities,” Gianni Di Giovanni, spokesman for the company, said in an emailed statement today.

Christophe Bélorgeot, who is listed on Technip’s website as a spokesman for the company, didn’t answer his phone when called today. No one answered the phone at Halliburton’s Nigerian office when called for comment. A person who answered a call to Halliburton’s Houston office said no one was available to comment. Teresa Wong, Halliburton’s spokeswoman, didn’t immediately respond to an e-mail seeking comment. Heather Browne, a spokeswoman for KBR, said by e-mail the company has no comment.

Cheney, 69, left Halliburton in 2000 to become US President George W. Bush’s running mate and then vice president. He formed the company’s KBR Inc. unit after acquiring Dresser Industries Inc. in 1998.

The EFCC arraigned a former aide of President Olusegun Obasanjo, Mr. Bodunde Adeyanju, on six counts of money laundering on October 13 in connection with the alleged payment of bribes.

Former aide to ex president has opened a can of worms in his on-going money laundering trial. Read the full detail in the daily Sun.

Details of the involvement of the special assistant to former president Olusegun Obasanjo, Mr. Bodunde Adeyanju, who is standing trial before an Abuja Federal High Court on a six-count charge over the $180 million bribery Halliburton scandal have emerged.

Available records in the possession of Daily Sun indicated that Mr. Adeyanju had, in a confessional statement to the Police, claimed that sometime around 2002/2003, when the ruling Peoples Democratic Party (PDP) was in crisis, he approached Mr. Gaius Obaseki amongst other people for financial assistance for the party.

Bodunde, who was arraigned by the office of the Attorney-General of the Federation and granted bail in the sum of N1 million by the court had, in the confessional statement dated June 22, 2009, admitted before the Police that he collected monies in three instalments of $2million, $1 million and $1million US dollars respectively, adding however, that other disbursements were delivered to Alhaji Lawan Batagarawa, the former minister of Integration and Cooperation in the administration of President Olusegun Obasanjo administration.

Bodunde Adeyanju claimed to have been born in Ekiti in 1964 to Mrs. Elizabeth Adeyanju and late Mr. Lawrence Adeyanju. He added that he was a 1987 Sociology graduate from University of Lagos after which he did his National Youth Service. He later did his postgraduate programme in History in 1991 before working as a sales representative with a private firm and later joined the African Leadership Forum in 1994 as personal assistant to the former president Olusegun Obasanjo.

Bodunde, who pleaded not guilty before the court on the six-count charge, however, told the Police in his written confessional statement that he received the monies in three instalments on behalf of the ruling PDP which was facing financial difficulties, owing to the rift between the former president Olusegun Obasanjo and his deputy, Atiku Abubakar, that affected the funding of the party.

The Statement reads in part; “I Bodunde Adeyanju a Sociology graduate of the University of Lagos and an aide to former president was born in Ekiti State in 1964. My parents are Mrs. Elizabeth Adeyanju and late Lawrence Adeyanju. Having graduated in 1987 and after NYSC I worked in a consultancy outfit for nine years and later went back for the graduate programme in history in 1991. I worked briefly as a sales representative for Food Beverage Services Ltd. From there I moved to Obasanjo’s African Leadership Forum (NGO) in December 1994 as the personal Assistant to the former President till he came to the government in 1999. At the inception, I was his personal assistant up till 2003 when the portfolio was changed to SA.”

Bodunde said he was the personal assistant and later special assistant to former president Obasanjo but did not, however, state his position in the party either as a national officer or financier of the party that required his intervention in sourcing for funds for an insolvent party. However, he maintained that he collected the monies for the survival of the party and for the purpose of prosecuting election campaigns.

Part of Bodunde’s statement to the Police stated thus; “sometime around the year 2002/2003 when the party was in deep crisis, i.e. “PDP,” of fund, I approached Gaius Obaseki among others to help assist the party at that time of the crisis and at the first instance he did not but later after much talk and discussion which was about 3-4 weeks after we met….”
The special assistant to the former President, however, claimed that he not know Halliburton and that he did not carry out any business with them. He equally denied having any contact with anybody working with the company, stressing that all he collected was for the party through the assistance of Mr. Gaius Obaseki, whom, he insisted, called him on all the occasions to pick up the money.

“The total amount might be around $4-$6 million US dollars in two or three tranches in a briefcase. All what was collected was handed over to the party and on no occasion did I have any meeting with anybody on the issue,” Bodunde said.
Bodunde further said other prominent Nigerian businessmen (names withheld) were contacted to assist the party, adding that in all the transactions, his colleague, Mr. Andy Uba, who was also special assistant to former president Obasanjo, was kept abreast of every development even as he added that the said monies were collected by Alhaji Batagarawa for the party variously at Julius Berger office and Nicon (Hilton) Hotel.

In another statement to the Police dated 23/6/09, Bodunde said there was no witness between him and Batagarawa when he (Batagarawa) collected the money from him (Bodunde) since it was based on trust. He said Alhaji Batagarawa was a trusted and loyal party member during the crisis period.

Bodunde further said; “He (Batagarawa) was one of those to be trusted around us then.”
In his own separate confessional statement to the Police dated 23/06/09, a representative of Julius Berger Nigeria Limited, Mr. Mark George (a German), said when the company was approached by Mr. Gaius Obasaki to assist in funding the PDP, it turned down the request based on his company’s policy and legal advice not to donate money to a political party.
Mr. George, however, said he was later approached by Mr. Stockhausea, seeking the assistance of Julius Berger to provide logistic support to move funds, which did not belong to it to the PDP on the request of Mr. Obaseki, adding that after some thoughts and concerns, he accepted to assist as a way of supporting the democratic process in Nigeria.

According to George’s statement to the Police; “In August 2002, a first transfer arrived in an account with Union Bank of one million USD. Subsequent transfers took place twice in January 2003 and April 2003 of 1 million USD.
“The total amount remitted added up to $5 million US dollars. I informed after every transfer Mr. Obaseki that an installment arrived.” (Sic)

George further said: “In February 2003, I was requested by Mr. Obaseki to provide and move some funds. I packed 1 million USD in a pilot suitcase, drove to Hilton Hotel, went to the room of Mr. Obaseki and met Mr. Obaseki and a representative of the PDP, whom I was told is Mr. Bodunde. I handed over the suitcase. I believe I mentioned the amount and left.

“This procedure, I executed three times myself, each 1 million USD. One handing over took place at the premises of JBN, when both persons arrived in the evening with a Jeep and loaded it with the equivalent of one million USD, amounting to 140 million Naira. One transaction in Naira-equivalent was executed on my request by Mr. Christ,” Mr. George said, stressing, however, that Julius Berger, as a company, was not involved in the Halliburton bribe scandal.

In his own two-page statement dated 30/06/09, former Minister of Integration and Cooperation, Alhaji Lawal Tukur Batagarawa, said he might have collected monies from Bodunde between 15 to 20 times, totalling about N30 million and not in dollars, adding that on one or two occasions, he asked his orderly, Wilson Osuagwu, or his Chief Detail, Usman Danlami, to go and collect the money.

Commenting on the source of the money, Batagarawa said all he knew was what Bodunde told him that Mr. Gaius Obaseki would talk to some friends to help the party, saying, however, that; “who these friends are or what interest they represent, I do not know. As such, to the best of my knowledge, the source of these funds I do not know.”
In his own statement to the Police, former Group Managing Director of the Nigeria National Petroleum Corporation (NNPC), Mr. Gaius Obaseki said he did not know what amount Mr. Adeyanju Bodunde ever collected from Mr. George of Julius Berger neither did he ever acknowledge receipt of such monies.

Mr. Bodunde is being charged with accepting cash payment of one million US dollars from Mr. George Mark between 2002 and 2003, contrary to section 1 and 15 [d] of the Money Laundering Act, 2004 which is punishable under section 15 [2] [b] of the Money Laundering Act, 2004.

The personal assistant to former President Obasanjo is also accused of accepting cash payment of N140 million from Mr. George Mark of Julius Berger Nigeria Limited thereby committed an offence contrary to Section1 and 15 [d] of the Money Laundering Act, 2004, which is punishable under Section 15 [2] [b] of the Money Laundering Act, 2004 in addition to another $500,000 US dollars from Mr. Hans George Christ between 2002 and 2003 thus committed an offence contrary to section1 and 15 [d] of the Money Laundering Act, 2004 also punishable under Section 15 [2] [b] of the Money Laundering Act, 2004.

The Federal Government had earlier withdrew charges against Julius Berger Plc over alleged complicity in the $ 180 million Halliburton bribery scandal based on a mutual agreement between the two parties even as the government seeks to file a civil action against Halliburton Corporation of the United States towards getting compensation and restitution.

@chosen04, U sound so obviously biased and disgruntled. The government has a responsibility to its citizens to ensure that written agreements are respected. FYI, successful technical pre-qualification does not guarantee the job being done on time. Every contract should have a time frame allocated for completing it, so,if a contractor deliberately flouts this pre-contract agreement ,the govt should sit back and do nothing? How come the affected contractor has not come to shout 'foul play'? Definitely cos he knows he breached an aspect of the contract. And all those things you mentioned (collecting tolls, demolishing houses, towing vehicles etc) are all elements of an organized society. Can you go to any street corner in the US, UK, or SA, and erect a stall for just because you are a citizen of that country,or for that matter deliberately and brazenly disregard traffic rules? We all clamour for development without the willingness to pay the price.

It is heart warming to know that we still have leaders in Nigeria who would think in such a refreshingly sincere manner. I strongly believe that the ministers have no reasons and/or excuse not to perform, especially as Dr. Goodluck has established evaluation based on pre-determined, agreed criteria and milestones!! METRICS!! That is what obtains in most successfully run private companies.

Former president Olusegun Aremu Obasanjo, broke his silence on President Umaru Musa Yar’Adua’s ailment yesterday, saying the ailing number one citizen should take the path of honour and morality by throwing in the towel.

This is even as he vehemently denied the allegations that he deliberately imposed ailing President Yar’Adua on Nigerians to punish them, saying it was an insult on his person.
Obasanjo, who was speaking in Abuja at the 7th annual Trust dialogue put together by publishers of Daily Trust Newspapers, said it was an insult for any God-fearing and right thinking Nigerian to have that kind of assumption after all his contributions and sacrifice to this country in peace and war times.

Denying the allegations, Obasanjo swore: “Nobody picked Yar’Adua so that he will not perform. If I do that, God will punish me. Yes, because I love this country so much and there is no reason why I should do that.”

He advised that the proper thing for Yar’Adua to do in his present situation was to resign.
According to him, “If you take up an appointment, a job, elected or appointed whatever and then your health start failing, and you will not be able to deliver and satisfy your self and satisfy the people you are supposed to serve, then there is a path of honour and a path of morality and if you don’t know that, then it means you don’t know anything. I will stop at that.”

The former president who admitted that he played a great role to search for someone that would succeed him in office, said he found the three qualities he was looking for in Umaru Musa Yar’Adua, but did not know medical condition was very critical. According to Obasanjo, the medical report presented to him by Yar’Adua when he first approached him on the idea for him to contest the post of president, showed that he had crossed the most critical stage in his kidney condition. The former president added that that convinced him that Yar’Adua was the right man for the job.

Obasanjo explained further that, based on the medical report presented to him by Yar’Adua, he contacted medical experts who allayed his fears and assured him that Yar’Adua had indeed crossed the most critical stage of kidney failure.
Obasanjo, spoke for the first time on the allegation by some Northern leaders that he deliberately planted President Yar’Adua despite his unstable health on Nigerians to serve as punishment to the Northerners. He dismissed the allegation as untrue. According to the former president, he had set out three very important qualities, which anyone that was to take over from him must possess.

He said, “as to succession, I was convinced that a Southerner succeeding me will not augur well for Nigerians. You may not agree with me but that is the truth. And I was looking for somebody who has three important qualities. I was looking for somebody who will succeed me to be somebody that has enough intellectual capacity to run the affairs of the country. I was looking for somebody who has sufficient personal integrity to run the affairs of the nation, somebody who is sufficiently broadminded politically, religiously and socially to manage the affairs of the nation. These three were important and paramount to me.”

Obasanjo, who got emotional while explaining his relationship with President Yar’Adua, said: “when the idea for him to contest came up, I know he had kidney problem and was under dialysis and that sometime earlier, he had gone abroad and stayed for close to six months while he was governor of Katsina State.

“And so when the idea was conceived for him to contest I asked him, and he gave me a medical report. And the medical report showed that he had come off dialysis. I asked experts who then told me that if you were under dialysis, and you are no longer on dialysis, it means you have had a successful kidney transplant and that you can stay as long as God may wish that you live. Now, who am I and who are you not to accept that and that was how we started off with the campaigns.

“If you remember, at one stage of the campaign when it was intense, he broke down and the chairman of our party, Ahmadu Alli also broke down and they went abroad for check up and the rumour was that he was dead and I phoned him and I put the telephone on speaker and I said, ‘Umoru, are you dead?’ That was the true situation.”

The former president maintained that he was not aware, to the best of his knowledge, that President Yar’Adua, was on dialysis after that, adding that the issue of dialysis actually came up during his first year in office.
“It wasn’t to the best of my knowledge that he was on dialysis after that. When the issue of dialysis came up, it was well in his first term, which must mean one thing and that is that the kidney transplant is failing, if it has not failed, and we don’t have to blame him for that.”
An angry Obasanjo, in explaining his position on picking Yar’Adua as his successor said, “so for people to say that I, Olusegun Obasanjo, deliberately put somebody who is an invalid, I think it is the height of insult. How can I put so much in this country both in peace and war time and give the running of this country to one that is invalid? How can I? And you say there is no constitutional crisis?
Obasanjo’s reaction to the Yar’Adua saga came up during the interactive session, when an angry young man from the North openly accused the former president that he imposed President Yar’Adua on them and that the president’s state of health had dragged the country backward and caused a ripple.

Obasanjo, who apparently looked not too happy about the way things were going on in the country said he would not say much about the constitutional crisis currently rocking the country as he had talked on that in his capacity as the Peoples Democratic Party Board of Trustees chairman last week.
