Sharia laws that is been practiced in some Northern states in Nigeria recognizes flogging and some offenders have actually been flogged in the North, the Northern states also follow the Nigerian constitution as well.
In addition, as long as the National Assembly has not been able to repeal, abrogate, ammend or stop the Sharia laws from been practiced in the North which invariably contains the flogging aspects, I will tilt to agree that it is part of our Constitution albeit in the North.
