The above two makes regional government impossible.

When we had regional government, there was no governors. The regional government heads were called governors.

Regional government with governors means two presidents per region.

I think the fooolish people are those that want to continue with a system of govt that was drafted with an AK 47 and had zero input from the populace to be governed!,
