The Bill to Upgrade the Kogi State College of Education Ankpa to Federal University of Education Ankpa Kogi State has passed Second Reading at the floor of the Senate on the 8th Day of December , 2020 . Sen Isah Jibrin, today, Tuesday, 8th December, 2020 lead the debate on Federal University of Education, Ankpa Kogi state (Establishment, etc.) Bill, 2019. The Senator stated that the College of Education Ankpa have structures and facilities for a less cumbersome take-off. In his words, "Mr President, Distinguished Colleagues, let me proposed that the University will replace by way of upgrade, Kogi State College of Education Ankpa. It is noteworthy that the College has contributed greatly to the manpower development of Kogi State, and Nigeria in general, especially in the teacher education. The College runs programmes ranging from certificate, Pre-NCE, NCE (Regular) and NCE (sandwich), among others". "Mr President, Distinguished Colleagues, it is a matter of common knowledge that Education is the bedrock of every society, as it is recognized as a pillar of national development. The existence of a sound and robust educational system in any country is predicated on the availability of qualified well trained Teachers to impact the required knowledge on the students. Thus, the need to have a strong system in our educational sector that shall continuously ensure well trained Teachers, as it is obtainable in other countries cannot be overemphasized" Echocho stressed. It should be recalled that Sen Isah Jibrin, in 2019, presented the Bill before the Nigeria Senate for the 'UPGRADE OF KOGI STATE COLLEGE OF EDUCATION TO FEDERAL UNIVERSITY OF EDUCATION, ANKPA'. the Bill had since enjoyed Senate attention. Today, the Senate President represented by the deputy Senate President, Distinguished Senator Ovie Omo Agege referred the Bill to the Senate Committee on Education and Trust fund and directed that the reports be submitted to the Senate within four (4 weeks). The Federal Executive Council (FEC) has approved the sum of N1.7 billion as consultancy fee for the construction of a second runway at the Nnamdi Azikiwe International Airport (NAIA), Abuja. The Minister of Aviation, Hadi Sirika, who disclosed this while briefing State House correspondents at the end of the third virtual meeting of the council presided by President Muhammadu Buhari, said the amount covers consultancy services for the design of the new runway. Recall that in 2010, a contract to build a second runway at the Abuja airport was awarded at a cost of N64 billion or $165million, which brought the project under heavy criticism and public outrage. The contract did not see the light of day as the project was abandoned. The renewed interest in the project by the current administration has raised hopes that the second runway may be built before the end of Buhari’s tenure. According to Sirika: “Today in council, a memo from the Ministry of Aviation was considered, and it is the consultancy services for the construction of second runway here in Abuja. The contract went to a consortium of consultants for the total contract sum of N1.7 billion. “This includes 7.5 per cent Value Added Tax (VAT) and also the exchange rate for the dollar component of N360 to one dollar. And this is what caused the seeming increase in the last estimated figure,” he said. The minister noted that the consultancy part of the project was for 12 months, adding that a lot of work had been done in the procurement of consultancy services. The Abuja airport currently has one runway, which was closed for six weeks for extensive repair work in March 2017 given rise to the pursuit of a second runway as a contingency. A former Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Maikanti Kachalla Baru, died on Friday. He has been buried in Abuja according to Islamic rites. The Group Managing Director of the NNPC, Mallam Mele Kyari, announced Baru’s death on Saturday on his verified Twitter handled. Kyari described him as a leader with exemplary leadership qualities. However, apart from knowing him as a former NNPC GMD, only few Nigerians know what Baru was before his death. Below are few important things you probably don’t know about him: 1. Maikanti Kachalla Baru was born on July 7, 1959 in Misau, Bauchi State. 2. He attended Federal Government College, Jos for his secondary education where he graduated in 1978. 3. National President of the FGC Jos Old Students’ Magaji Michael, said the late Baru set a record at the FGC Jos scoring 9 A1 in his West Africa School Certificate Examination. 4. Baru obtained his bachelor of engineering degree from Ahmadu Bello University in 1982 and a doctorate in Computer Aided Engineering from the University of Sussex. 5. He worked with the Jos Steel Rolling Company for three years from 1988 before he left to join the Nigerian National Petroleum Corporation in 1991 as an Engineering Manager. 6. He held various positions within the organization including General Manager, Gas Development Division from 1997 to 1999 and briefly as Executive Director, Operations Nigeria Gas Company (NGC) in 1999. 7. From 1999 to 2004, he served as the Chief Technical Negotiator on the West African Gas Pipeline project. 8. He was also a GGM, National Petroleum Investment Management Services. 9. He once served as GGM, Liquefied Natural Gas. 10. Baru was appointed as the 18th Group Managing Director of NNPC, on 4 July 2016. 11. On reaching the statutory age of 60, he retired on 7 July 2019 and was succeeded by Mele Kyari. 12. Baru was a fellow of Nigerian Society of Engineers and Nigerian Institution of Mechanical Engineers. 13. He lost three immediate members of his family; his mother, sister and son —all in one year (2017). 14. Baru died on Friday, May 29, 2020 from an undisclosed illness. The Kogi State governor, Alhaji Yahaya Bello has ordered two weeks total lockdown starting from 12 midnight on Tuesday in Kabba/Bunu local government council over alleged cases of COVID-19. Governor Bello also directed that the management of the Federal Medical Center Lokoja should isolate doctors and any health officials that participated in moving the man and his son to Abuja. This is coming following an allegation that the Kabba Chief Imam, Sheikh Ahmad Abubakar Ejibunu and one of his sons were taken to Abuja by NCDC for a medical test after it was alleged that both of them had contracted the COVID-19 virus. Addressing newsmen on Monday at the government house in Lokoja, Governor Yahaya Bello pointed out that they have to lock down the local government so that the COVID-19 committee can conduct samples of the people. Speaking further Bello noted that in the heat of this, the state woke up one morning to hear that NCDC has recorded two cases of COVID-19 for Kogi State, hence they set out to investigate the claim and here are our findings; “NCDC claims a 62-year-old man and his son from Kabba LGA of Kogi State tested positive to COVID-19. According to the son, his father, who is Hypertensive/Diabetic had attended a burial ceremony where he was stung by bees. He then developed facial problems from the sting and was taken to the hospital. The facial swellings subsided but the body weakness persisted where eventually the managing Doctor discovered he had high blood sugar, which the Doctor continued to manage. “The Doctor confirmed that there was no time the patient presented with fever, cough or difficulty in breathing. The only complaint was that of general body weakness. “The Doctor had no reason to refer the patient to FMC Lokoja except on the insistence of the patient because they felt he was not getting better. “On reaching FMC on the 24th of May 2020, FMC claimed the patient was referred to them on account of 1week history of fever, cough and difficulty in breathing with high suspicion of COVID-19, a claim the referring Doctor has vehemently refuted. “The ideal thing to do, if there is no hidden agenda, is for the state’s COVID-19 management team to be invited to pick up the patient to the state’s holding area for testing and onward management. “According to the management of FMC Lokoja, the patient declined the intervention of the state case management team and was said to have left for Abuja for further treatment by 6 am the following morning. However, the letter the Kogi State Epidemiologist eventually received from NCDC informing the state of the fictitious claim showed that the patient was referred to Abuja from FMC using FMC’s ambulance. “On reaching Abuja, a COVID-19 test was hurriedly conducted and returned positive within 24hours! Ridiculous right?” He stressed that all effort to see the Chief Imam proved abortive as NCDC did not allow his COVID-19 committee team to see him. Governor Bello pointed out that in Kogi state as at today, the state is COVID-19 free adding that the state will always take adequate measures to prevent the virus from entering the state. The Presidential Task Force on COVID-19 on Sunday submitted parts of its recommendations on partial reopening of schools, places of worships and some additional businesses for possible consideration by President Muhammadu Buhari. The Chairman of the PTF, who is also the Secretary to the Government of the Federation, Boss Mustapha, made this known to State House correspondents at the end of a closed door meeting with President Buhari at the Presidential Villa, Abuja. According to Mustapha, the PTF has no problem with state governments that ordered reopening of places of worships in view of the power given to the states to do so by the constitution, adding that the states are sub-nationals. He said: “That’s part of what we have considered in its totality. “We will await Mr. President on that. “Once I receive his approval, going forward, to certain recommendations we have put in place, we will know how that would happen. “The issue of easing up, you know we are in the first phase. “We had an extension of two weeks for the first phase. “The next phase should be the second phase and along with that will come in a lot of recommendations, which we expect Mr. President to consider. “So, the issues of places of worships, the issues of schools, the issues of some certain businesses that were not opened hitherto are part of the packages that we have looked at. “We have made the appropriate recommendations, but you know that Mr. President is the only one that can take decisions in respect of that. “In the framework, the states are sub-nationals, they have their own responsibilities too. “So, it is in the exercise of those responsibilities that they had meetings with those religious bodies and agreed on the guidelines and protocols on how they open up, but in the framework of the national response, we are taking that into consideration.” On whether Nigeria is winning the fight against COVID-19, considering the rate of infections, Mustapha said: “We are winning. “As a matter of fact, you juxtapose the rate of cases with our fatality rate, which is basically about three per cent. “In other countries and other climes, it’s over 10 per cent. The Political Blackmail Of State Governor's Against Presidency, On Autonomy for States Legislatures ,states judiciary, Local Governments; An Over view Since1999 return to democratic practice in Nigeria,local government and state legislators has being in the eyes storm,not for anything good,but the conspiracy of the elected state governors to continue to feast on the resources of both the state and local government,not following due process. This is not borne out of genuine course by most state governors,but on the basis of these two formidable arms of governments, operating under the whims and caprices of the state governors. The benefits of the third tier of goverment,the local government and state legislators operating independently far outweighs the current awkward experience, being operated by the governors,who sees themselves under this dispensation as not only state governors ,but Lords. Before the ascension of democratic practice in 1999,local government administration embarked on virtually all sectors/round developement of the local councils,which ranges from building of roads, hospitals,housing projects and electricity,as well as provision of water to all their various communities including regular monthly salary payment. But under the guise of Joint account allocation backed by law, but now archaic, being used as conduit pipe to siphon resources of both the state and local government. The state legislators also fall prey and victims of executive manipulation, having being placed to act as checks and balances to the activities of the state government,which on the long run had turned the state lawmakers to underdogs,rather than playing the crucial roles to act as checks and balances, to the actions of the states. This developement had resulted in non payment of workers salaries leading to several years of arears,and in some instances,the council adminstration/workers are subjected to permanent percentage salary payment, without recourse to huge amount accrued to the local governments. The state legislators lack of independent from the shackles of the state governments, had reverted their status to rubber stamps and many atimes owed salaries for onward of years and months,as well as denied other statutory benefits and popular decisions of goverment. But the most critical aspects of the functions of the state legislators is usurped by the state government,so as to insulate them from the constitutional wrath of the state government and it's inactivities . The commendable efforts of the federal government began when it directed the NFI U to monitor the disbursement of local government funds, directly into the accounts of the area councils in 774 as at June last year. Even though,most of the state governor's and goverrments devised strategies to upruturn the arrangement by glaringly flauting the provision of NFIU and the federal government. The state legislators who were suppose to effect the provisions of the federal government are being treated as guinea pig,as most of them are either handpicked during the election or facilitated into winning elections, therefore making them susceptible to the desire of the state governments irrational position. This developement had militated against the smooth operation of council administration, as most state governors now devise the means of appointing non elective members into the local government areas,rather than conducting substantive local government election to install the third tier of goverment. It did not stop at that,local government adminstration under the current arrangement is now a toothless bulldog, that cannot pay salaries,more of other infrastructural developement as obtainable before the democratic inception in 1999. It is no longer news that state governments have gone beyond pilfering council funds to even imposing local government elective positions to their cronies,friends and well wishers to advance their avarice leadership. So, the decision of the federal government to insist on the autonomy of two critical arms of government is needful and timely,not minding the resistance of the state government and it's governors. The only way to vilify the state governors is to discountenance the threats and go ahead with it's decisions having backed it's popular decision with an enabling law. It is only this way that genuine democratic dividends could be achieved at the local government level as well as the erratic actions of the state government could be checked through the state Lawmakers. The fear of impeachment, reprimand, suspension and other punitive measures envisage under the law is the bane of the resistance and opposition of the state governments against the people oriented decision of the federal goverment. The best time is now or never,the federal government should jettison party affiliation,per sonal or collective interest of pressure groups not to override the interest of the generalty of all Nigerians,as if implemented to the later,will be a major milestone decision by the Buhari administration. Buhari signs new name for Nigerian Prisons Service President Muhammadu Buhari has signed the Nigerian Correctional Service Bill into law. Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang disclosed this to newsmen on Wednesday. The Act repeals the Nigerian Prisons Service Act. The Supreme Court on Friday dismissed the appeal of Senator Ademola Adeleke of the People’s Democratic Party (PDP) challenging the declaration of Gboyega Oyetola of the All Progressives Congress (APC) as the winner of the Osun State governorship election. DAILY POST reports that in the lead judgement by Justice Bode Rhodes-Vivour, the apex court declared that the absence of the judge who read the majority decision of the election tribunal made the judgement a nullity. The judge upheld the decision of the Court of Appeal that the proper thing to have done in the absence of Justice Peter Obiorah was to start the entire trial afresh. Four of the seven Justices of the apex court, sat to deliver the judgement, with Justice Rhodes Vivour presiding. There was majority judgment of 5 and dissenting judgment of 2, ruling in Oyetola’s favour. N.O.O Oke and Dr Paul Ananaba both Senior Advocates of Nigeria (SAN) led the legal representation for Adeleke and PDP, while Abiodun Olaide announced appearance for Oyetola. Adesina Agbede announced appearance for the Independent National Electoral Commission (INEC). The Appeal Court in Abuja had similarly declared Governor Oyetola as winner of the gubernatorial election. A five-member panel of the court led by Justice Jummai Sankey delivered the lead judgement which favoured Oyetola on the grounds that the tribunal’s ruling read by Justice Peter Obiora amounted to judicial hearsay because he did not participate fully in the proceedings of the Tribunal. The Appeal Court also said that the entire proceeding leading to the tribunal’s judgement could not stand because of its “faulty composition.” Justice Sankey noted that the matter ought not to be returned to the tribunal for the fact that it was a post-election case where time for its adjudication could not be expanded or elongated. Therefore, she ruled that the appellate court could not order a fresh trial by the lower tribunal. The lead judgement read by Justice Sankey was, however, dissented by a member of the five-man panel, Justice George Mbamba, who said the allegation that Justice Obiora did not attend all the sessions of the Tribunal was speculative. She maintained that the records of the Tribunal’s proceedings indicated that the judge did participate in all the hearings because he signed at the beginning of the day’s proceedings. On that basis, the dissenting judge not only dismissed Governor Oyetola’s appeal but slammed him with a cost of N200,000. Despite Justice Mbamba’s dissenting judgement, Justice Sankey went further to resolve 11 other issues contained in the appeal in favour of Governor Oyetola, the appellant. She declared that Senator Adeleke did not prove beyond reasonable doubt that there was a substantial non-compliance to the Electoral Act by the absence of the ballot paper records. Earlier, the Osun State Election Tribunal declared Adeleke winner, saying that the September 27 rerun election in the state was illegal. The tribunal also ruled that PDP and Adeleke proved that it was the State Returning Officer who cancelled the results in 7 Polling Units, adding that the petitioners proved that the Returning Officer had no power to cancel election results of a polling unit. Says APC has no candidate By Ikechukwu Nnochiri The Supreme Court has held that the All Progressive Congress, APC, did not have any valid candidate in all the elections that held in Zamfara State. The apex court, in a unanimous judgment that was delivered by a five-man panel of Justices led by the Acting Chief Justice of Nigeria, CJN, Justice Tanko Muhammad, held that the ruling party did not conduct valid primary elections to nominate candidates for any elective position in the state. It maintained that the Sokoto Division of the Court of Appeal was right when it held that the APC did not file any eligible candidate in the 2019 general election in Zamfara State. Consequently, the apex court, in its lead verdict that was prepared and delivered by Justice Paul Galinje, dismissed an appeal the APC lodged to challenge the appellate court’s judgement. Besides, Justice Galinje, awarded a cost of N10million against the APC. “I find that the lower court was right in holding that there were no primary elections in Zamfara State. “The appeal had no merit and it should be dismissed. It is accordingly dismissed. “The party that has no candidate cannot be declared a winner of the election. Therefore, all votes that are credited to such party is deemed as wasted voted. “Candidates of parties with the highest number of valid votes cast with the required spread stands elected in Zamfara”, the Supreme Court held. By this unanimous judgement, all candidates of the APC that won elections in Zamfara State, including its governor-elect, Alhaji Mukhtar Idris, have been sacked. More details soon. President Muhammadu Buhari has approved the appointment of Dr. John Atumiye Ndanusa Dadi-Mamud as the new Director/ Chief Executive of the National Institute for Sports (NIS). A statement released Wednesday by the Special Assistant on Media to the Minister of Youth and Sports Development, Nneka Ikem Anibezea, revealed that a letter from the office of the Secretary to the Government of the Federation stated that the appointment of the former NIS Deputy Director is for an initial term of four years. The 53-year old Dadi-Mamud hails from Kogi State and attended the Ahmadu Bello University, Zaria. He holds a Doctorate degree in Exercise and Sports Science and a Masters’ degree in Exercise Physiology. Dr. Dadi-Mamud has served in various capacities including Acting Director NIS, Coordinator, Academic programmes, NIS, Head of Department Research Department, Secretary, Swimming Association Lokoja and part time lecturer, Arabic Teachers College Kano. Federal Government on Monday appointed Captain Rabiu Hamisu Yadudu as the new Managing Director of the Federal Airports Authority of Nigeria (FAAN). Until the recent appointment, the pilot with considerable industry experience was Director of Operstions, FAAN. He replaces Saleh Dunoma , who had spent over three decades in the airport authority, before he was appointed many years ago. Sources within the authority said the appointment has been received with mixed reactions from workers. Yadudu entry according to industry watchers is another attempt by the outgoing Minister of State, Aviation, Hadi Sirika to entrench some interest in the sector. Yadudu hails from Kano State, replacing Dunoma, who hails from Borno State. In a statement issued by Deputy Director Press and Oublic Affairs, Ministry of Transport, Aviation, James Odaudu, the appointment takes immediate effect. Residents of the Federal Capital Territory, FCT, have lamented the current power outage experienced in Kubwa, Dutse, Bwari and other areas of the Nigerian capital. DAILY POST had reported that the Abuja Electricity Distribution Company (AEDC) is currently on zero allocation from the National Grid, following the collapse of the grid as at 5 a.m. on Thursday. ADEC General Manager, Corporate Communication, Mr Oyebode Fadipe had said the collapse of the national grid interrupted power supply to its franchise areas of Kogi, Nasarawa, Niger and the Federal Capital Territory (FCT) However, speaking on the development, some residents who spoke to DAILY POST in an interview on Friday said the loss of power supply was affecting them in different ways, especially in their businesses, adding that their communities have been thrown into total darkness and could be prone robbery attacks. They, however, urged the federal government to look into the epileptic power supply and find a lasting solution to the issue. Here are some of the comments gathered by DAILY POST. According to Emeka Chukwu, ‘’Nigeria is a joke. This power outage made my business to slow because everyone wanted cold drinks and I don’t have any to sell, I won’t make profit if this continues. To Segun Adewale, ‘’Government needs to put more effort into giving us better power supply. The whole of yesterday, I was not able to achieve anything in my office because of this power outage. Mary Nse, ‘’ I sell blocks and supply to people who sell cold drinks too, but I was not able to make a penny yesterday because there was no light.” Chisom Chibuzor, ‘’Nigeria is a big joke. How can the national grid keep collapsing? There is definitely something Raji Fashola is not telling us.” Gbenga Ahmed, ”It’s alarming that we have been having power failure since the days of our forefathers, is this how we want to move Nigeria to the next level?.” Joy Moses, ‘’ Na wa oo, the weather is already too hot and all I can hope for after a long day is to go home and make use of my AC and fan. But as there is no light now, its a different ball-game’’’. Abubakar Silas, ‘’I work in a cyber café and this power outage really affected us yesterday. With light, our customers have access to all our computers but with generator, we can only use three or four because that’s the much it can carry, so yesterday, we didn’t make much profit. The board, chaired by retired Major General Paul Tarfa, was inaugurated at the council chamber of the State House, Abuja. 19 persons were feared dead in a ghastly motor accident in Gwaram Local Government Area of Jigawa State. Eyewitness told DAILY POST that the accident occurred after the tyre of a Toyota Hummer bus burst and instantly, the vehicle caught fire. The victims were said to be from Tsangayar Ragwam in Katagum Local Government Area of Bauchi State and were on their way to attend a relative’s wedding at Gadar Maiwa. None of the passengers survived. Police Spokesman confirmed the incident to DAILY POST in Dutse, but could not ascertain the number of the victims as at the time of filing this report. “We have information that an accident occurred at Gwaram but we don’t have details for now,” he said. You have till April 16 to respond to Atiku’s petition… Appeal Court tells Buhari, INEC & APC. The court of Appeal has issued out last warning to The Independent National Electoral Commission and the All Progressives Congress ( APC) to have till Thursday to file their responses to the election petition jointly filed by the Peoples Democratic Party and its presidential candidate, HE Alhaji Alhaji Atiku Abubakar Gcon, challenging the outcome of the February 23 presidential election. President Muhammadu Buhari, who is the candidate of the APC, has till at least April 16 2019 to respond to the petition. Waziri Adamawa and the People’s democratic party (PDP), on March 18, 2019 filed the petition before the Presidential Election Petitions Tribunal, challenging the declaration of Buhari and the APC as the winner of the just concluded presidential election. According to the petitioners who claimed that contrary to INEC’s declaration, the PDP’s candidate was the valid winner of the 2019 presidential election. The petitioners claimed that contrary to INEC’s declaration, the PDP’s candidate was the valid winner of the election. INEC, Buhari and APC are the first to the third respondents to the petition, respectively. Source has it that Buhari, INEC and APC none of the three had filed their responses to the petition regarding Atiku’s action as meaningless. Paragraph 10(2) of the Electoral Act, 2010 provides for a period of not more than 21 days within which a respondent must reply to an election petition from the date of being served with it. The said Paragraph 10(2) provides, “The non-filling of a memorandum of appearance shall not bar the respondent from defending the election petition if the respondent files his reply to the election petition in the Registry within a reasonable time, but, in any case, not later than twenty-one (21) days from the receipt of the election petition.” The petitioners served the petition on INEC and APC on March 22, but was unable to serve same on Buhari until they were able to obtain a March 27 order of the Court of Appeal in Abuja permitting them to serve the President through substituted means. “The registry of an election petitions tribunal opens on Saturdays and Sundays; so, there is no excuse for anyone not to meet the time limit.” The non-filing of a reply within time, simply means the respondent has no defence.” There are now four petitions challenging APC’s victory at the presidential poll. An Abuja division of the Federal High Court has ordered the arrest of Nnamdi Kanu, leader of the Indigenous People of Biafra, IPOB. The Justice Binta Nyako-led court, who gave the order while deploring the continued absence of Kanu from court, also revoked the bail she granted Kanu in 2017, and directed that the proceedings of the trial will still continue even in the IPOB leader’s absence. 6. Rt Hon Umaru Fintiri of the Peoples Democratic Party (PDP) has been declared winner of the Adamawa State governorship election by the Independent National Electoral Commission so ion (INEC). Security forces in Chibok local government area of Borno State, northeast Nigeria have repelled an attack in Gatamwarwa village. President Muhammadu Buhari has received the final report on the implementation of the N30, 000 new minimum wage for Nigeria’s federal and state civil servants. The report was presented to the President on Monday by the Bismarck Rewane-led Technical Advisory Committee at the Presidential Villa, Abuja. Buhari had on January 9 inaugurated the advisory committee chaired by an economist and financial expert, Bismarck Rewane on the implementation of the new minimum wage. Below is the full text of President Buhari’s speech at the occasion: “On 9th January, 2019, I inaugurated the Presidential Technical Advisory Committee on the Implementation of the National Minimum Wage (PTAC). The PTAC was mandated to advise Government on how best to fund, in a sustained manner, the additional costs of implementing the imminent increase in the National Minimum Wage. You were also asked to advise on the consequential increases in salaries and allowances for other employees, without worsening our already difficult fiscal condition, and without adversely impacting the nation’s development goals as set out in the Economic Recovery and Growth Plan (ERGP). The Committee was also required to propose a work plan and modalities for implementation of the salary increase. The Technical Committee is chaired by an economist and businessman, Bismarck Rewane, and has other experienced economists and administrators from the private sector, as well as relevant officials in the Government. It also has a representative of the Governors’ Forum. I am very pleased that the Committee took on this important national assignment with all seriousness. Let me thank the chairman, Mr. Bismarck Rewane, and all the Committee members most sincerely for your patriotism, hard work, commitment and sacrifices. I understand that you have worked tirelessly to ensure that you deliver the report before we receive the Minimum Wage Bill from the National Assembly. Let me also thank the Honourable Minister of Budget and National Planning, for coordinating the work of the Committee. I also commend the Budget Office of the Federation; the National Incomes, Salaries and Wages Commission; the Office of the Accountant General of the Federation; the Federal Inland Revenue Service; the National Bureau of Statistics and the Central Bank of Nigeria, all of which I understand provided strong support to the Committee in the course of this assignment. President Muhammadu Buhari on Monday received advisory report on how to fund the newly increased workers’ minimum wage. The bill to increase the minimum wage to N30, 000 is still before the National Assembly. Buhari received the report from the Technical Committee on the Implementation of the new minimum wage at the Presidential Villa, Abuja. Buhari thanked the committee for submitting the report before the bill was passed into law. He assured that the government will expeditiously study the report towards its implementation. The Senate has approved the thirty thousand Naira (N30,000) national minimum wage. The lawmakers also approved Seventy-five thousand naira(N75,000) as penalty for non-compliance. This agreement was reached by the Senate Committee on New Minimum Wage, according to Senator Shehu Sani(Kaduna Central). In a tweet on Thursday, the lawmaker said, “The Senate Committee on New National Minimum wage met yesterday and approved the new national minimum wage bill; 30k as minimum wage and 75k as penalty for non-compliance.” The Senate on Tuesday appointed Senate Deputy Majority Whip, Sen. Francis Alimikhena, as acting chairman of the ad-hoc Committee on Minimum Wage. The President of the Senate, Dr Bukola Saraki, who made the announcement at plenary on Tuesday, said Alimikhena would work in an acting capacity while the Chairman, Sen. Olusola Adeyeye, was away on health grounds. Saraki charged the committee to expedite action on the matter to enable the Senate catch up with the House of Representatives which had already passed the bill. The Independent National Electoral Commission (INEC) has declared Gov. Kashim Shettima of the All Progressives Congress (APC) as winner of Borno Central Senatorial District election. Declaring the result on Tuesday in Maiduguri, the Returning Officer, Prof. Yusuf Yusuf, said Shettima scored 342,898 votes in the election held on Saturday to defeat his closest opponent, Abba Aji of the Peoples Democratic Party (PDP), who polled 75, 506 votes. Shettima is to replace Senator Babakaka Bashir. Borno Central Senatorial District comprises eight local government areas, including Maiduguri, Jere, Konduga and Bama. Others are: Mafa, Dikwa, Ngala and Kala Balge. Meanwhile, Abdulkadir Rahis of the APC has emerged winner of the Maiduguri Federal Constituency election. Declaring the result, the Returning Officer, Prof. Aminu Ayuba, announced that Rahis polled 93, 497 votes to defeat Abdulsalam Kachalla of PDP, who scored 60, 132 votes. The Independent National Electoral Commission (INEC) Collation Officer in Ebonyi State, Prof. Chukwuemeka Eze, on Tuesday in Abuja said that 54,668 votes were cancelled in the state due to card reader-related issues. Eze, who is also the Vice Chancellor of Federal University of Technology, Owerri, disclosed this while giving a break down of the election results for 13 Local Government Areas (LGA) of the state at the INEC National Collation Centre in Abuja, NAN reports According to him, “A total number of 1,392,931 were registered voters; 391,747 voters were accredited; 379,394 votes were cast and a total of 359,131 were recorded as valid votes, while 20,263 were rejected in the 13 LGA of the state.” Eze said that the Peoples Democratic Party (PDP) garnered 258,575 votes, the All Progressives Party (APC) scored 90,726 votes while the Africa Action Congress (AAC) scored 205 votes. President Muhammadu Buhari has been requested to break down the circumstances that may warrant action by security agents against those assumed to be constituting threat to a smooth conduct of elections. Making the request at a media briefing in Warri on Friday, a member of the Campaign Committee of the People’s Democratic Party (PDP) in Warri North council area of Delta state, Chief Newuwumi Omolubi, said he requested for the clarification so as to preserve the lives of his people during the elections. Describing the president’s pronouncement as dangerous and disturbing to his people, especially those in his ward where about four military houseboats are already stationed, he said an explanation would help to prevent occasions that could lead to fatality, considering the fact that the people have always helped staff of the Independent National Electoral Commission (INEC) in conveying their materials to polling units. He said, “in between the four communities in my ward, there is a military houseboat. Now if the people who most times help the INEC people to convey their materials, at which stage will Buhari want the soldier to shoot. “The communities are the ones that help the INEC staff to move these materials because of the distance and the difficult terrain, so at which stage does it become dangerous for my people. “I am seeking this clarification to guide my people to know when to stop their services to the Adhoc staff of INEC to avoid killing of innocent civilians whose main concern is to help INEC smooth operation”, he said. The suspended CJN is currently on trial before the Danladi Umar-led Code of Conduct Tribunal, CCT. According to Federal Government and the AGF, Onnoghen’s trial was personal to him. They argued that the trial could only involve the Supreme Court, where an appeal arises from the Court of Appeal on a decision reached either during or after the trial at the CCT. The Government of Cross River had yesterday filed a suit seeking the intervention of the Supreme Court in the CJN’s trial at CCT. FG and AGF’s position is contained in a notice of objection they filed against a suit instituted at the Supreme Court by Cross River State. Cross River in their originating summons, queried the propriety of Onnoghen’s trial before the CCT. It urged the Supreme Court to declare the trial illegal on the grounds that it was only the National Judicial Council, NJC that could exercise disciplinary powers over a serving judge. However, in their objection, the FG and AGF, who are defendants in the suit, argued that the subject of the case did not qualify as a dispute between the Cross River State and the Federal Government, as envisaged under Section 232(1) of the Constitution. He said that the call had become imperative in view of the fact that “elections are the cornerstone of representative governance and voting constitutes the highest and best expression of the sovereign will of the people to choose the government that best represents them.” According to the president, it is only upon the freely expressed will of the people that government truly dedicated to the welfare, rights and interests of the people can be founded. The president stressed that voting means that the citizens believe in Nigeria and the excellent things the future holds for the nation and its people. Therefore, he called on the electorate not to allow anyone to discourage them from exercising their rights as citizens and voters on Saturday. Buhari further urged prospective voters not to be afraid of rumours of violence and unrest, saying that the nation’s security agencies would ensure that adequate security measures were in place. “Tomorrow is an encounter with history in which you, the people, shall affirm your collective belief in our national greatness and in our future. “I ask that you embrace and hold on to the importance of the moment soon to be upon us. “As citizens there is no greater duty than this and no greater honour. Tomorrow, I know you will once again make Nigeria proud of its people. “Do not allow anyone to discourage you from the exercise of your rights as citizens and voters tomorrow (Saturday). “No matter our political leanings, we all believe in Nigeria, in the noble principles for which it stands and in the values we strive for our beloved nation to uphold. “All who are able must vote so that we may better perfect this democracy and continue to build the greater nation we seek.’’ The president emphasised that his administration had put in place adequate security measures that would enable the electorate to vote in an atmosphere of openness and peace, devoid of fear from threat or intimidation. Buhari reassured the International and domestic monitors as well as observers of their safety and freedom of movement while performing their important functions. “As we thank domestic monitors and observers for their contributions to our democracy, we also thank the international groups for the friendship and concern they have demonstrated to our nation. “We appreciate their efforts in encouraging us to further entrench and strengthen our democracy,’’ he maintained.
