Politics › INEC Prepared For Edo Governorship Election Despite Security Reports by StepTwo(op): 10:02pm On Sep 07, 2016
The Independent National Electoral Commission (INEC) confirmed on Wednesday that it is prepared to conduct the Edo State gubernatorial election slated for Saturday, September 10. The commission’s willingness to go ahead with the poll undermines requests by the police and Department of State Security (DSS) to postpone the election.

The two security agencies had on Wednesday morning threatened that “insurgents” and “extremists” would provoke violence during the election. This was disclosed in a security report issued jointly by the police and DSS. INEC officials told SaharaReporters that they heard of the "Security Report" while at a stakeholders meeting Benin City with the Deputy Inspector General of Police in charge of Operations in attendance. The source further claimed INEC was 99% ready and had already distributed non-sensitive election materials across the State when the devastating report hit its officers and ad-hoc staff
Edo State Governor Adams Oshiomole, who was campaigning outside of Benin City, urged INEC to avoid delaying the election for too long, saying that the All Progressives Congress (APC) was going to “bury” the Peoples Democratic Party (PDP) in the contest.

Edo State PDP Chairman Dan Orbih opposed the postponement, saying such an action would put “democracy on trial.”

INEC sources speaking to SaharaReporters confirmed that neither the DSS nor the Nigeria Police Force consulted with the commission before advising it to postpone the election. INEC, however, was aware of the security report issued by the two agencies.

Saturday’s election between Godwin Obaseki (APC) and Osagie Ize-Iyamu (PDP) is expected to be tightly contested, with both camps engaging in last-minute efforts to secure victory.

President Muhammadu Buhari visited Benin City on Tuesday to address a rally in support of the APC candidate. In anticipation of the rally, the APC reportedly paid each Local Government coordinator N5 million to “mobilize” a crowd for the president Buhari though the attendance in the was impressive but it yielded poor support for APC's candidate regardless.

Meanwhile, PDP governors have been pumping funds into local government areas surrounding Benin City, claiming that the party has made progress that would defeat the APC on Saturday.

At the time of reporting, INEC has yet to make a statement officially postponing the election, although a source at the agency admitted that the security report has psychologically demobilized its workforce.
However, its officials, including the chairperson and four national commissioners, plan to remain in Benin City until a final decision is made.

Crime › Three Remanded For Conspiracy, Adultry In Kano by StepTwo(op): 10:31am On Sep 07, 2016
Adultry or Rape?

A Kano Magistrates’ Court sitting at Noman’s Land on Tuesday ordered the remand of three persons in prison custody for alleged conspiracy and adultery.

The accused, Najari Abdulwahab, 28; Alhaji Muktar, 18 and Sa’adatu Haruna, 16 are residing at Gezawa town, Kano.

The prosecutor, Insp Shuaibu Musa, told the court that the accused were arraigned for conspiracy and adultery.

He said the offence contravened Sections 97, 92, 387 and 388 of the penal code.

The prosecutor said the first and third accused, Abdulwahab and Sa’adatu were husband and wife.
Musa said a complainant, Malam Haruna Nuhu, had on Aug. 24, reported the case at Gezawa Police Division, Kano.

He said Nuhu had alleged that Abdulwahab had on Aug. 22, at about 11 p.m conspired with the second accused, Muktar to forcefully have sex with Saadatu.

“Abdulwahab invited his friend, Muktar to his house situated at Gezawa, Kano on the same date, where Muktar had unlawful sexual intercourse with his wife at his presence.”

He said the Saadatu confessed that her husband forced her to have sex with his friend and threatened to deal with her if she refuse.

Musa also said Saadatu was thereafter rushed to the Gezawa Hospital for treatment.

While the first and second accused pleaded guilty to the charges, Saadatu said she was forced to commit the offence.
Chief Magistrate Maryam Sabo, however, ordered the accused to be remanded in prison custody to allow the police complete investigation.
She adjourned the case until September 20, for mention.

Politics › Ex-Governors Received Billions In Waivers To Buy Aircraft, 200 BMW Cars by StepTwo(op): 9:52pm On Aug 30, 2016
SPECIAL REPORT: Ex-Govs Akpabio, Amaechi, Suntai received billions in waivers to buy aircraft, 200 BMW cars - PREMIUM TIMES

While they held sway in their respective states, three former governors of Akwa Ibom, Rivers and Taraba received waivers to buy different ranges of aircrafts that included a Bombardier private jet and a Bell 407 Helicopter, PREMIUM TIMES can authoritatively report.

The governors and other serving government officials circumvented paying duties even as they imported, under various guises, luxury automobiles that included BMW, Ford, Range Rover, Lexus and Jaguar. The waivers were granted in the names of their states.

Between 2011 and May 2014, a total of N215 Billion in import duty exemptions were granted in four years under the leadership of ex-President Goodluck Jonathan.

Data obtained from the Budget Office of the Federation detail a fiscal policy recklessness that made duty waivers in Nigeria to become synonymous with cronyism, racketeering, political patronage and outright brigandage.

Whilst some of the waivers may have been well-meaning and granted for the purposes of stimulating local production, economic growth and job creation, the data show that some of those who benefited did not deserve such concessions.

In 2013 former governor of Rivers State, Rotimi Amaechi, now Minister of Transport, got waivers to buy one Bombardier aircraft Global Vision 5,000 series and two Bell 412 Axis Helicopters.

The three items attracted a total import duties of N2, 182,619,909.00 (Two billion, one hundred and eighty-two million, six hundred and nineteen thousand, nine hundred and nine Naira) but this was waived off by the Customs.

A year earlier in 2012, the Akwa Ibom State government, ran at the time by Godswill Akpabio, who is now a serving Senator, received waiver to purchase a G450 5N 4241 Aircraft. The economic necessity for the aircraft was not stated. This particular acquisition attracted import duty of N271, 256,000.00 (Two hundred and seventy-one million and Two hundred and fifty-six thousand Naira) but was not paid in view of the waiver.

Similarly, former Governor Danbaba Suntai, acting in the name of Taraba State, received waiver in 2012 to buy a Bell 407 Helicopter. The import duty on the helicopter was N13, 064,546.00 (Thirteen million, sixty-four thousand, and five hundred and forty-six naira). In October of the same year, Mr. Suntai became involved with another aircraft owned by the Taraba State government, this time a Cessna 208 5N-BMJ which crashed on a flight from Jalingo to Yola.
Year after year, virtually everyone with access to the corridor of power did their best to take advantage of the waiver regime of the President Jonathan government. Names and incongruous items combined in a clear defeat of the same economic policy the concessions were meant to promote.
Waivers were granted for the importation of Mercedes Benz cars and personal effects like refrigerators, tiles, marbles, beddings, chairs, cups and sunglasses. One sub-head in the Budget Office data unbelievably reads: “Specialized items such as custom made carpets, timber dining chairs etc”.

These items were imported at zero-duty in the name of the Federal Capital Territory.
Seizing the moment, the Rivers State Government, in 2011 under Mr. Amaechi imported 200 units of luxury cars, including “BMW, Ford and other brands”.
There was no agricultural machinery nor any economic enhancement tool in the Rivers’ import. The sum of N503.3 million was not paid as a result of the waiver, thus there was no discouragement of any sort for state executives that chose to waste taxpayers’ sweats on luxury goods.
The Lagos State government, under Babatunde Fashola, soon joined the fray, importing, in 2012, 300 units of BMW, Ford, Land Rover, Range Rover, Lexus, Mercedes and Jaguar. For Lagos State however, it was explained that the automobiles were for the 18th National Sports Festival. A total of N772 million in duty was waived.

A few months ago, the Senate Ad hoc Committee on Import Duty Waivers, Concessions and Grants announced it had uncovered fraud in the administration of import duty waivers on rice, sugar, other foods items and automobiles.
The committee, in its report, named frontline companies, including Dangote Limited, Kersuk Farms, Bua Group, Elephant Group, Milan Group and Golden Penny.
It also named specific government agencies such as the Ministry of Finance, Nigeria Customs Service (NCS), Ministry of Industry, Trade and Investment, Nigeria Export Promotion Council (NPC), Ministry of Agriculture and Rural Development and Federal Inland Revenue Service as complicit in the waiver racketeering.
The Customs and Excise Management Act prescribes that some imported goods could be granted duty exemptions if they are meant to boost local manufacturing of goods for export.
To this end, agricultural implements, and machineries for key sectors like Water Resources, Steel, Gas and Aviation are usually exempted from duty. It remains puzzling how this Act was interpreted to justify waivers granted government officials to import cars and personal effects.
Save for 2014, waivers granted between 2011 and 2013 were littered with cars and personal effects imported at zero-duty by unnamed officials of the Ministry of Aviation and Ministry of Foreign Affairs. These personal imports are different from those made specifically by Ministries, Departments or Agencies.
Individual officials curiously obtained waivers to import “Mercedes Benz and personal effects”, “Honda car and personal effects”, “Toyota Verso and personal effects”, “Hyundai Tuscan and personal effects” and “Toyota RAV4 and personal effects”.
Also listed were “Nissan Car and personal effects”, 4 Runner Toyota car, Nissan Pathfinder, Mitsubishi Car, Toyota Camry, Furniture, Toyota Corolla, Mercedes Benz GL 450 and personal effects, Mercedes Benz A170, Honda Accord, Toyota Sienna and personal effects, and Ford Edge vehicle.

Business › Naira Crashes To N415/USD1, Ban On Banks Lingers by StepTwo(op): 10:28am On Aug 27, 2016
Amidst lingering dispute between Central Bank of Nigeria, CBN, and eight banks banned from participating in the inter-bank foreign exchange market, the local currency, Naira, has suffered further bashing,

depreciating to N415/ USD1 yesterday in the parallel market, bringing total weekly loss to N20 per dollar.
But the inter-bank market registered moderate stability as mid-day trading rate hovered at N315/ USD1 after depreciating to N316.

The developments were coming against the inability of eight out of the nine banks banned from the interbank market failed to resolve the issues with the apex bank and the Nigerian National Petroleum Corporation, NNPC, over the weekend.

The affected banks are First Bank of Nigeria Plc, FCMB Plc, Diamond Bank Plc, Skye Bank Plc, Heritage Bank Limited, Keystone Bank Limited, Fidelity Bank Plc and Sterling Bank Plc.

Chief executives of the banks have been meeting with the apex bank since Wednesday up till yesterday but no solution was reached as Vanguard learnt that CBN was insisting the banks should return the NNPC foreign exchange deposits to the Treasury Single Account, TSA, before they could be allowed to return to the market.

Consequently, pressures continued to build against the Naira exchange rate with the local currency depreciating against all major international curren-cies at the weekend.

The local currency had reversed its four-day straight gains on Tuesday after the ban was announced, but banks’ forex dealers, however, told Vanguard that the renewed pressure on the Naira had more to do with scarcity than the ban placed on some banks.

They also said that many dealers and buyers were speculating that the apex bank was showing some desperation in controlling access to foreign exchange and weakening its intervention with supply of foreign exchange to the market, a situation which drove negative sentiments in the market.

Parallel market dealers corroborated the scarcity concern when they told Vanguard that though they do not have demand pressure, the supply was also not coming in as the banks have not been fulfilling the directives of the CBN to sell to Bureau de Changes, BDCs.

They explained that the initial moderation in rates last week when CBN gave the directive has given way to further apprehension when the banks refused to comply fully.

But amidst these CBN was able to settle the USD152.48 million of Naira futures contracts it sold in two months ago which matured on Thursday at an exchange rate of N279/ USD1.

The apex bank also executed a fresh 12-month contract at N241/ USD1 which is scheduled to mature on Aug. 16, 2017.

The apex bank suspended the banks from forex transactions on Tuesday for failing to remit money they received from NNPC into the TSA.
