A member of the House of Representatives, Mr. Femi Gbajabiamila, on Friday met briefly with President Muhammadu Buhari at the Presidential Villa, Abuja. Gbajabiamila is one of the principal actors in the leadership crisis rocking the House. He was the preferred choice of the leadership of the All Progressives Congress for the position of the Speaker ahead of the election of the leaders of the 8th National Assembly. Yakubu Dogara, however, emerged the Speaker after he defied the party leadership to contest the election against Gbajabiamila. Efforts by the party leadership to also ensure that Gbajabiamia emerges the House Leader is also currently not going down well with the Dogara group. The Friday’s meeting was the second one Gbajabiamila has so far held with Buhari. Unlike the first one during which the President met with the lawmaker and about 29 of his colleagues loyal to him, only Gbajabiamila visited Buhari on Friday. After his brief meeting with the President, the lawmaker refused to answer reporters’ questions. While certainly there will be justice for everybody, everybody will get his constitutional rights, but where the party and constituencies that by their sheer work, they made sure that they got their people to vote and to ensure that their votes count, they must feel that the government has appreciated the effort they put in putting the government in place. I think this is really fair in delivering. By the constitution, no state can be excluded from government. So there is no way, even if I want to show gratitude to those constituencies that heavily voted for me against those that didn't even vote for me. They have the protection of the government and I made an undertaking that I belong to everybody and belong to nobody. AS the Senate prepares for resumption next week, Tuesday, plans have been concluded by the leadership of the legislature to place six senators on suspension over their involvement in the recent petition to the police over alleged forgery of Senate rules. The six senators who have been accused of breaching the rule of not just the Senate in particular but also the National Assembly in general, are expected to be placed on indefinite suspension pending the submission of an investigation into allegations against them, expected to be read on Tuesday. Two senators close to the leadership of the Senate, who spoke to Vanguard but preferred not to be mentioned, said the six senators were found to have been actively involved in the petition to the Nigeria Police, alleging forgery of the Senate Standing Rule, a development they said, was against the legislative immunity the National Assembly has. Two of the senators, who are not only ranking in status but had also been in several sensitive committees in the previous assembly, said the suspension which will be effected during next Tuesday’s plenary, would follow a motion to be raised by one of the senators loyal to the Senate President, Senator Bukola Saraki. The motion will call on the Senate to look into the allegation of forgery of Senate Rule by some members and subsequent petition to the police for investigation, which they noted, resulted in the current crisis in the legislature. At this point, he said the six suspected senators, all of who are die-hard loyalists of Senator Ahmad Lawan, who lost his senate presidency bid to Senator Saraki, would be placed on indefinite suspension, after which they will be subsequently directed to appear before the Senate Committee on Ethics and Privileges, which according to him, would be named in the early hours of Tuesday’s plenary, to defend the allegation. All the six senators, visibly among who are senators Kabiru Marafa, representing Zamfara Central and Suleiman Hunkuyi, representing Kaduna North, are not only from the ruling All Progressives Congress, APC , but also from the Senate Unity Forum, a group of senators who are against the emergence of Senator Saraki, as Senate President. “Some senators who lost their bid to be in the Senate leadership have decided that we must not settle down for legislative business which we were in the first place elected here to do and we are not going to allow this continue. We have tolerated distraction enough but I can tell you that all these will come to an end as we resume. “We have decided on what to do in order to move forward and first among the actions we are taking immediately from Tuesday, is to suspend these renegades in our midst. “In spite of our rule which forbids our issues being taken outside of the legislature, some people have gone to ridicule us and we must not allow this to continue if the National Assembly, especially the Senate, which we have known in the past few years must be allowed to work for Nigerians,” the source said. Saraki, Ekweremadu must go But in a swift reaction to the alleged impending suspension, spokesman for the pro-Lawan senators, Senator Kabiru Marafa, dismissed the alleged action as the ranting of ants, vowing that the Senate President, Bukola Saraki, his deputy, Ike Ekweremadu as well as other principal officers in the Senate leadership would be sent parking on Tuesday, July 28, when the upper legislative chamber resumes. Marafa asked people not to believe yet that there was a leadership in place in the Senate, saying a proper leadership would be put in place when the Red Chamber reconvenes next week just as he said Saraki and his three colleagues were occupying illegal offices that according to him, would soon be swept off their feet. Asked whether he was aware of their alleged impending suspension by the Senate leadership, Senator Marafa, in a terse text message to Vanguard, responded: “Who is Senate leadership? There is nothing like that in the 8th Senate. What you have is a group of persons occupying those offices against the rules of the Senate and the Nigerian Nation! Tell them dem no fit!” The Senate is expected to name the various committees next week with their membership after which it will start full legislative business, having been on a self-imposed recess. Chapter XIII, ( 97) -(1) (a) of the Senate Rule says: “There shall be a committee to be known as Committee of Selection appointed at the commencement of the life of the Senate to perform the functions allocated to it by these rules, and for such other matters as the Senate may from time to time refer to it. “(b) The Committee on Selection shall consist of the Senate President, the Deputy Senate President, the Senate Majority Leader, Chief Whip, Deputy Majority Leader, Deputy Chief Whip, Minority Leader, Deputy Minority Leader, Minority Whip and the Deputy Minority Whip. “ (c) the President shall be the Chairman of the Committee of Selection and in his absence, the Deputy President; (d) nominating senators to serve on committees to consider any special matters brought before the Senate.” It will be recalled that Senator Suleiman Hunkuyi, representing Kaduna North on the platform of the ruling APC had petitioned the police, alleging substitution of the Senate Rule without the authorization of the Senate. The Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, on Tuesday hurriedly abandoned President Muhammad Buhari in the United States following his open admonishing of him on Monday. A Presidency source told SaharaReporters that Mr. Emefiele asked to see President Buhari and then requested to leave for an “important” meeting in London. The President is said to have granted the request. On Monday, the president had warned his aides against smuggling Nigerian businessmen into meetings during his visit. Later that evening, he openly admonished the CBN governor for smuggling the former Managing Director of Zenith bank, Jim Ovia, into a dinner organized by the US Chamber of Commerce. Presidency sources said the CBN governor’s request to leave Washington DC came as a surprise, as he had not previously informed President Buhari of any other meeting he had to attend, especially one that would deprive the President of a prominent member of his delegation. It is unclear as of the time of publishing this report if Mr. Ovia, who was the beneficiary of Mr. Emefiele’s efforts, has also left the US. Also on Monday, President Buhari took advantage of the meeting with his aides to order the opening of a desk at the presidential villa in Abuja where Nigerians who wished to see him could apply to do so. ABUJA—The Abuja Division of the Federal High Court will, today, determine whether or not the former Governor of Akwa Ibom State, Senator Godswill Akpabio is qualified to be appointed as the Minority Leader of the 8th Senate. The suit, which was lodged before the court by two members of Peoples Democratic Party, PDP, from Rivers and Imo states, Alaye Pedro and Dr. Okechukwu Ibeh, respectively, has 18 Senators from the South-South geo-political zone as defendants. The plaintiffs are praying the court to restrain the Senate President, Bukola Saraki, and members of PDP caucus from the South-South in the Senate from appointing the Senate Minority Leader outside the provision of Order 3(2) of Senate Standing Orders 2015 (as amended). The aforementioned rule of the Senate prohibits the appointment of a first time Senator as a principal officer. The plaintiffs maintained that whereas PDP is the leading minority party in the Senate and is entitled to produce the Minority Leader, they contended that in line with Order 3(2) of Senate Standing Orders 2015, ranking must be the basis for appointment of such principal officer. They averred before the court that “ranking ensures that principal officers posses adequate experience and avoids promoting junior over senior,” adding that in zoning the position of the Minority Leader to South-South, PDP take into consideration the ranking of PDP senators from the zone. The plaintiffs, however, decried that “a clique within the larger PDP caucus in the 8th National Assembly has concluded plans to subvert the mandatory provision of Order 3(20) of the Senate Standing Orders by selecting or appointing the Minority Leader by a procedure in breach of Order 3(2) of the Senate Standing Orders 2015.” Consequently, they urged the court to intervene by ensuring that the proper procedure was adhered to by the leadership of the Senate with regards to the appointment of Minority Leader. The Chief Security Officer (CSO) to former President Goodluck Jonathan, Mr. Gordon Obua this afternoon told Nigerians and the world at large that he is hale and hearty and is being treated with dignity by the management and staff of Department of State Security Services (DSS). Obua, a serving officer of the DSS addressed the media inside the conference room of the service headquarters in Abuja. There had been social media rumours that Obua, who had been detained since last week died after being tortured. But the man who looked composed and well kept sad: " I thanked Nigerians and members of my family who have expressed very serious concern about my well being in the last six days. "I want to use this medium to tell Nigerians and members of my family that I am hale and hearty. " As a serving officer of DSS and having completed my duty tour with the last President, the service felt that I should give a briefing of my stewardship. "Nigerians should should be assumed that DSS is a responsible organisation and I am sure that nothing adverse will happen to me once it is ascertained that I did nothing wrong", Obua stated. When pressmen attempted to question him, Obua clarified "I am a serving staff of DSS and I have limitations regarding speaking with the press. PRESIDENT OBAMA: Well, it’s a great pleasure to welcome President Buhari and his delegation here to the Oval Office for his first visit since the historic election that took place. Nigeria is obviously one of the important countries in the world and one of the most important countries in the African continent. Recently, we saw an election in which a peaceful transition to a new government took place. And it was an affirmation of Nigeria’s commitment to democracy, a recognition that although Nigeria is a big country and a diverse country with many different parts, nevertheless the people of Nigeria understand that only through a peaceful political process can change take place. President Buhari comes into office with a reputation for integrity and a very clear agenda, and that is to make sure that he is bringing safety and security and peace to his country. He’s very concerned about the spread of Boko Haram and the violence that’s taken place there, and the atrocities that they’ve carried out, and has a very clear agenda in defeating Boko Haram and extremists of all sorts inside of his country. And he has a very clear agenda with respect to rooting out the corruption that too often has held back the economic growth and prosperity of his country. On both these issues, we’re looking forward to hearing more about his plans and how the United States can partner with Nigeria so that Nigeria ends up being an anchor not only of prosperity and stability in the eastern part of the continent, but can also be an outstanding role model for developing countries around the world. And we very much look forward to talking about security issues, how we can cooperate on counterterrorism. We’re looking forward to discussing how we can be helpful in addressing some of the corruption issues that have held Nigeria back, and unleashing the incredible talent of the Nigerian people. We all recognize that some of the best businesspeople in the world are from Nigeria, and they thrive as they travel to other countries, but we want to make sure that they’re also helping folks thrive in Nigeria. We’re also going to have an opportunity to talk about some of the other areas where Nigeria has taken leadership — in public health issues, fighting tragedies like Ebola. Nigeria has an outstanding track record working with us to eradicate polio, and that gives us a framework and a template to continue to work on public health issues throughout the western part of Africa, as well as throughout the subcontinent. We’ll have a chance to talk about issues of climate change, electrification. As many of you know, Power Africa is one of our top priorities, making sure that we’re electrifying the continent so that it can grow faster and more people have access to the power that they need. So we’ve got a busy agenda, but I want to emphasize how much I appreciate President Buhari’s work so far. I’m looking forward to seeing him put together his team so that we can do everything that we can to help him succeed and help the people of Nigeria succeed. Because if they’re successful and doing well, that will have a ripple effect not only in West Africa, but throughout the world. So thank you very much. Mr. President. PRESIDENT BUHARI: Nigeria will remain ever grateful to President Obama and the United States for making Nigeria to consolidate its gains on a democratic system. The visit of the Secretary of State, when he visited Nigeria to see the President and the whole government of Nigeria, see the Chairman of Independent National Electoral Commission for Nigeria, and saw the operation was very clear and a positive trend that saw us through for this credible election we had. And the maintenance of pressure by the United States, mainly, and Europe, to make sure that the elections were free, fair and credible led us to where we are now. It would have been almost impossible if the United States did not maintain the pressure on the former Nigerian government, but they would not accept anything less constitutional as far as the processes of the election are concerned. We will ever remain grateful to you because there are fundamental objectives that are identify all of Nigeria’s people’s Congress — security, economy, employment especially of youth, and then fighting corruption. We are extremely happy that the United States had made it absolutely clear before the election that they are prepared to help Nigeria in this aspect. There is broad international consensus around this issue — not just among the international community, but also among experts in nuclear proliferation. ABUJA—The face-off between the Presidency and leadership of the National Assembly may take a longer time to resolve if President Muhammadu Buhari and his party insist on the Assembly leaders tendering an apology for defying the directive of All Progressives Congress, APC, in the choice of leaders. This is because the two men are not in a hurry to apologise for defying both the President and party in putting themselves up for election into the two key NASS posts. A ranking Peoples Democratic Party, PDP, lawmaker, who was privy to the plot by his party to work with a faction of APC to elect both men against the directive of APC, confirmed that the two men did not see any reason to tender any apology to anyone. The lawmaker, who is from one of the southern states, and was one of the seven NASS members that spearheaded the election of both officers, said the two men did not see any reason to apologise to either Buhari or APC. The man, who spoke in confidence with Vanguard because of the severity of the issue involved, said Buhari and his party were going to the extreme to ask Saraki and Dogara to apologise over their action. The lawmaker, who is a staunch member of the National Unity Forum, pointed out that none of the two men committed any infraction to warrant the call for apology and asked Buhari and his party to accept the emergence of Saraki and Dogara in good faith for the country to move on. The South-South lawmaker said: “To the best of my knowledge, neither Saraki nor Dogara will apologise to anybody because they have not committed any crime to warrant such remorse. “The sooner APC realises that these posts have slipped of their hands, the better for the party and Nigeria. “The truth of the matter is that there is nothing Buhari or APC can do to change the tide. If Buhari does not recognise Saraki and Dogara, Nigeria cannot move forward. Even if APC suspends both men today, it will not change anything as that would not invalidate their offices. “The members of PDP are solidly behind the two leaders of NASS and any attempt by the Presidency or APC to move against them in any way would be stoutly resisted by us in PDP. “The only option that Buhari and APC have is to allow the two men to operate as our leaders or face our wrath.” ‘We had a working understanding’ On the claim by Saraki that he did not know who would be voted for on the day of inauguration of NASS, the lawmaker described the claim as a ‘mere political statement’ meant to save his face, saying that he had a working understanding with PDP lawmakers to deliver him and Ekweremadu as his deputy. The lawmaker said: “What Saraki said is just a political statement to get out of trouble with APC because he was in the know of what was being planned to get him elected. “In fact, we negotiated to get him the block votes of PDP and secure the deputy slot for our man, Ike Ekweremadu.” It will be recalled that the emergence of Saraki and Dogara has caused some disquiet in the Presidency and APC, making it difficult for APC to celebrate its majority status in the NASS. Some police officers found out that Bukola Saraki, who is Nigeria's Senate President, was a petty thief as of 1990, he was actually charged with theft of N510,000 at Societe Generale Bank of Nigeria. The officers warned in a report that Saraki was about to liquidate the bank by looting it, but no one listened until his siblings, cronies and relatives eventually did.
