According to a report by SaharaReporters, the beneficiaries of the Agriculture for Food and Job Plan (AFJP) under the supervision of the Federal Ministry of Agriculture and Rural Development have cried out that they are being owed three months’ stipends.

The agricultural scheme was inaugurated by the Minister of Agriculture, Sabo Nanono-led ministry and the Project for Agricultural Co-ordination and Executive (PACE). 

It is aimed at boosting locally grown food supply and creating employment opportunities in the agriculture sector.

According to the scheme, the enumerators are tasked with capturing farmers’ information and paid N500 for the valid capturing of each farmer.

Nanono told journalists at a press briefing in Abuja last year that the AFJP scheme would be a joint venture involving the Federal Ministry of Agriculture and Rural Development, Central Bank of Nigeria, private sector operators and farmers.

“This programme will be achieved through investment in the sector by way of providing zero interest input financing options such as fertilisers and seeds to farmers across the 36 states and the Federal Capital Territory to produce harvests that could be sold domestically and internationally,” he stated.

According to the Senior Special Assistant to the President on Agriculture, Dr. Andrew Kwasari, who spoke when the programme was kicked off, the ministry will also train them but nothing of sort has been done.

According to a source who spoke to SaharaReporters on Monday, some people who were disengaged from the N-Power scheme of the Ministry of Humanitarian Affairs, Disaster Management and Social Development from batches A and B of 2016 and 2017 respectively also joined AFJP, thereby having double financial calamity of non-payment of stipends by the Nigerian government.  

The source, who spoke on the condition of anonymity said, “For more than three months now, enumerators are yet to receive their stipends. And also remaining fifty per cent of the stipends from the inception of the programming are yet to be paid.


“Enumerators had tried their best to get their voice to the necessary authority but nothing has been recorded as the outcome of their hard labour.


“They also promised to train and certify the enumerators after the enumeration exercise. Enumerators are still expecting the fulfilment of this promise.”


One of the aggrieved enumerators, Benedict Ejeh Anyebe posted on the AFJP’s Facebook page, “Stop tormenting the innocent citizens who have chosen to serve their country in all diligence. We served the country as a youth corps (member), we served as N-Power beneficiaries for 2 to 4 years respectively. We have served for over a year in this enumeration process. What have we really done to deserve all of these?”

Another victim of the scheme, Gambo Lawal said, “By the special grace of God, what your children will face in future shall be worse than the situation that you people inflicted on us (enumerators). (As we are) working for a year without salary and you’re thinking this country will be in order. Insha Allah, you will surely obtain the results for your action soon.”

In his own reaction, Onah Ikwe commented, “Reminder!!! You’re yet to pay enumerators for the work done and grants to farmers. Don’t forget to do so. Thanks.”

THE FAILED PROMISE OF FMARD-PACE, SHY-FACED/REGRETTED ENUMERATORS AND THE DUSTED-EYED POOR FARMERS.

If you haven't forgotten, the presidency approved and released the sum of 600b for disbursement to farmers more than a year ago.

The Federal Ministry of Agriculture and Rural Development (FMARD) unveiled the Agriculture for Food and Jobs Plan (AFJP) in JUNE 2020 to capture farmers/farm data through the FMARD-PACE enumerators who were promised of N500 per enumeration and the subsidies to be given to farmers in according to farm size/product quantity of farm products of the farmer in terms of interest-free loan plus free inputs.

The enumerators tried their best, the best they can to help their fellow community members, captured, captured, recaptured farmers, but the promise was not fully fulfilled.... They are either paid half or none. Some solely continued, some stopped (including me) as it proved waste of time to a number of enumerators.

Later The same enumerators were informed of their possible appointment as agricultural extension workers, the matter swept and covered under the huge carpet. Their hopes were diminished... They abandoned their farms, other things to serve their country as enumerators but they were failed.

The farmers are left with hope for more than a year without any positive outcome despite the fact that some of them received messages of their successful selection. They have been assured of fertilizer subsidies, interest-free loan... Which are still in their mind and still hoping.

The enumerators are always on hide... Farmers will be asking the enumerators of the authenticity of the program... The enumerators become untrusted on the eyes of most farmers because of the FMARD-PACE's dilemma.

Imagine, the poor farmers who are desperately in need of financial or farming materials/inputs are left with hope. Some of which aren't even able to buy a mudu of fertilizer, some who can't even afford to pay a single farm labourer to work in their farms as most depend on their family as source of labour.

They were advised to open bank accounts, they did. Advised to enroll for BVN, they did. Advised to link their BVN, they did, shortlisted, but no single farmer received a single Kobo or a piece/unit of fertilizer or even seed.

The blame is now on the heads of FMARD-PACE enumerators instead of the class owners, the FMARD-PACE. The FMARD-PACE has become an an object of mouth discussion and untrusted on the eyes of most farmers, so the enumerators (who have the 90% share of the blame)

Some (or most) of the enumerators regret their involvement/enlistment as enumerators of the ministry that can't follow a promised direction, but a bank of mouth-say.

As I am writing this, no single farmer has received anything from the ministry and it's a year and three (3) months already since the promise was made to the enumerators and the poor farmers. The enumerators who sacrificed their time, data and other resources for the sake of their fatherland and the farmers who are trying their best to feed their fatherland and themselves are left with their mouth dusted and their eyes dusted. There plans diminished.

The farmers (dry season farms) were harvested for the second time, others (rainy season farms) are about to be harvested for the second time since the beginning of the enumeration.

Agriculture which is said to be the most important of all sectors is now being kicked from side-to-side in the air by the ministry that was given the responsibility of the sector on it's both palms.

I am calling all concerned to speedily do the best they can to fulfill the promise and the hope they have put into the head of the farmers. Which I think has become a RIGHT since it was promised.

The Federal Government has hinted that the over two months’ ban on the social networking site, Twitter, in Nigeria will be lifted soon.

This is as it said that it has reached an agreement with Twitter in most areas of misunderstanding.

Recall that on June 5, 2021, the FG had officially banned Twitter’s indefinitely, thereby restricting it from operating in Nigeria after the social media platform deleted tweets made by the President, Major General Muhammadu Buhari (retd.), warning the Indigenous People of Biafra that they “will be treated in the language they understand”.

The FG had interpreted the deletion of Buhari’s tweets as discourteous and hinged upon “a litany of problems with the social media platform in Nigeria, where misinformation and fake news spread through it have had real-world violent consequences”.

The Minister of Information and Culture, Lal Mohammed, while fielding questions from the press at the State House after Wednesday’s FEC meeting updated Nigerians on the issue saying that progress has been made in resolving the stalemate following series of meetings.

Mohammed explained details of the conditions given to Twitter, saying that most of them have been accepted.

He said the areas still pending such as Twitter setting up an office and having a Twitter staff of management cadre that will serve as the country representative, are still being discussed.



The Minister also disclosed that on the issue of a Nigeria-based office, even though Twitter has agreed to the condition, it is, however, maintaining that the earliest it can establish that is 2022.

He expressed confidence that everything will be ironed out with Twitter within “matter days or weeks”, noting the anxiety that has been shown by Nigerians.

He said FG’s committee negotiating with Twitter will meet on the agreement soon to make recommendations.

Finally, we have an arrest in the ongoing saga of the murder of Usifo Ataga, and we also have a ‘confession’. An apprehended suspect has spoken, and, in a nutshell, she tells the World that it was a crime of passion.

The same crime of passion angle that was rushed, planted, and disseminated via the social media by person(s) unknown, barely hours after the news broke. In whose interest is it if we all accept this as a crime of passion?


The culprit, Chidinma Adaora Ojukwu, an innocent looking, soft spoken 21-year-old University of Lagos female undergraduate, spoke to the assembled press in a calm and measured tone, stating that basically, they had a drug-fuelled sex tryst that got out of hand when he tried to rape her, hitting her head against the wall and she grabbed a knife and stabbed him twice.

She also stated that she stole his money afterwards, using his ATM card and pin number that he had freely given her prior, asking her to take any amount she wanted but that she had declined, telling him that it was not what she wanted.

She also admitted to ‘helping’ herself with some money from his account after killing him and that she only stole N380,000 as opposed to N5m that was transferred from his account, and when asked why she stole from him, she answered that she needed the money for her school fees.
The Police have since also released a statement saying amongst other things, that the suspect CONSPIRED WITH OTHERS, NOW AT LARGE, and allegedly murdered one Michael Usifo Ataga. The short service apartment where the alleged murder was committed was secretly booked by the suspect on the 13th of June 2021 and that she left the apartment after the deed had been done on the 15th of June 2021.
A fake driver’s license bearing Mary Johnson with the suspect’s photograph, was found amongst her belongings at her home, as well as a blood-stained cloth, ostensibly worn on the day of the murder.
The suspect confessed to using a kitchen knife to stab the deceased and that she took away the evidence, the blood-stained knife and discarded it in a dustbin by her house. She also admitted to stealing his iPhone.
The owner/manager of the service apartment said that the suspect called to book using a USA WhatsApp number and claimed that she had just arrived in the country and was at the airport and needed a place quiet to quarantine and that her passport was held at the airport because of Covid.
After taking the apartment, the suspect called the Manager/Owner and security guard a few times and all the time, she made sure to block her number, including after committing the murder, to extend her stay and ask them not to disturb the room, and again to enquire from her if the deceased’s vehicle had been taken away, unaware that the said Owner/Manager was already helping the Police.
Days after the incident, no one could describe her because according to the Owner/Manager and all her staff, she always wore face masks. The Security guard at the premises stated that the suspect had come to the gate to receive delivery from a delivery man who later told him after the suspect had taken her delivery, that it was drugs.
All parties involved in this ugly incident have now spoken, barring Usifo Ataga, who is no more. The dead cannot talk, so it is with Usifo. Who will speak for Usifo Ataga? I pray the facts of the case speak for him, especially as we consider that no amount of chicanery, sophistry, blatant lies and/or conjectures can defeat the evidence of solid facts.
What are the facts that we know? Usifo died a horrific death. He was not stabbed 2 or even 5 times; he was stabbed multiple times. His hands were bound tightly, and the marks were still all over his wrists, accompanied with evidence of torture and assault even as his corpse lay in the morgue.
And no one in the entire building heard his screams because he was gagged. Let that sink in: he was bound, gagged and tortured! The now-viral video of the room with the deceased lying on the floor, shows a room with blood-stained walls and floor, evidence of a ferocious struggle. One person could never have carried these out!
She claims that Usifo Ataga tried to rape her. How preposterous can one really get? The truth is that the allegation of an attempted rape is such an easy and convenient one for any woman alone in a room with a man to make.
Even if both of them are alive, without CCTV, how does the man conclusively prove that he didn’t make such an attempt? The credibility of those involved and circumstances around the case must come into play in search of the truth.
A man you claim to have been sleeping with and that you were so eager to sleep with him that you eagerly booked an apartment yourself and came to expressly sleep with him, not for a few hours but for days on end, and that he had already slept with you twice, tried to rape you and hit your head against the wall with no evidence of head bruises, even as you left the apartment that same day? Come on, the story doesn’t add up.
This is the same woman it has now come to the fore that at least on one occasion, 3 to 4 years ago, was arrested for blackmailing a married man and using an innocent security man’s bank account to collect the money. She must have been at most, 18 years old then, if not younger! She is clearly a pathological liar, remorseless, calm and assured, and didn’t start today.

She said they did drugs. The toxicology reports are not out yet, but if any drug is found in Usifo’s system, then it makes this dastardly act even worse, he must have been surreptitiously drugged!

In this day of bank transfers, whoever gives you their Bank card and pin number, when they can easily transfer any amount to you, if indeed he gave her his card and said take anything you want, as she claimed? Did he also give her his BVN? How did she obtain it?

Usifo Ataga’s company had some substantial amount of money in an Escrow account, and the first attempt was to try and move the money. Was this done before or after Usifo Ataga had been killed? Then someone sent in instructions trying to change his Banking security details, and that flagged up the account and the account was promptly blocked.

She claimed that she wanted money for school fees, did she need a billion Naira for her school fees? The fact was that because these funds were in an Escrow account, torture Usifo Ataga all you wanted then, he simply could not, and was not able to move even a dime from the money even if he wanted to!

Then, his money in another account was now moved to his account that they had his ATM card and then went on siphoning his funds. The speed and sophistication of these dealings were alarming.

The facts in a nutshell tell us that this incident was neither an accident nor a drug-fuelled sexcapade gone wrong! It was a premeditated, well-set-up conspiracy to murder. One person, however strong could not have tied and gagged Usifo Ataga and then carried out all that was done, talkless of this woman.

The police who have more evidence than I have stated here, have explicitly stated as such. Those still pandering to these salacious slants of these social media stories are just unnecessarily muddying the waters. This is as clear a case of conspiratorial homicide as you will ever get given the circumstances.

And just as Abel’s blood cried out for vengeance from the ground, as the good Scripture says, and in the absence of anyone speaking for Usifo Ataga, may Usifo’s blood shed so callously all over that apartment floor and walls by cowards, speak volumes on his behalf.

Vice-Chancellors of Nigerian Universities will please recall that, as part of the measures to contain and
prevent the spread ot the Coronavirus (COVID-19), the Federal Government, through the Federal Ministry
of Education, ordered the immediate closure of all Schools, including Universities on 23 March, 2020.

All Schools have since remained closed, until the recent decision to allow only Exiting Classes to resume to
enable final year students to participate in the 2020 West Afriean Senior School Certifñicate Examination
including other examinations, to be conducted by NECo, NABTEB and NBAIS.

As Vice-Chancellors are already aware, following the gradual easing of the restrictions as part of the
Management of Covid19, there have been several stakeholder consultations as well as meetings with the Honourable minister of Education with the attendant clamour by concemed citizens for the reopening of Higher Education Institution (HEIs) and Resumption of Activities. In the midst of these, the Federal Ministry of Education had since developed and circulated Guidelines for Schools and Learning
Facilities to provide the required support for the Safe Re-Opening of Schools and resumption ot academic activities.

Cognisant however, of the peculiar circumstances and the distinct nature of the University sub-Sector, the
National iversities Commission has developed the attached template to generate data/information on the preparednes of Universitices for possible reopening and resumption of academic activities amid the
COVID19 Pandemic.

The termplate also provides for data on physical facilities such as infrastructure for
Digital Delivery, Lecture Theatres, Halls and Classrooms, Laboratories/Workshops/Studios: and students accomodation.

The Unversity is also required to indicate the measures/strategies that have been put in
Place preparatory to a safe and hitch-free reopening of institutions, in readiness for the commencement of
full academic activities. Such infomation when generated across the entire sub-sector, will provide the
Commission with a full picture of the challenges as well as guide policy options by Government.

I am to add that all duly completed templates are to be endorsed by the Vice-Chancellor and submitted
to the Executive Secretary's Office within one week,

A 22-year-old mother, Oluwafunmilola Adisa, has been arrested for killing her daughter, Oluwanifemi, at their place of residence on Plot 221 Gowon Estate, in the Ipaja area of Lagos State.

The incident, which happened on Monday, also saw the woman dropping a note for her sister, Damilola, chronicling how she perpetrated the crime.

She blamed Oluwanifemi for the hardship she had been facing after she gave birth to her 21 months ago, adding that the daughter’s arrival cost her an admission to study law.


In a bid to alleviate her suffering, Oluwafunmilola said she drowned her baby in a bucket of water, adding that after committing the crime, she went to the Gowon Estate Police Station to report herself.

Explaining the events leading to the baby’s death, the Ogun State indigene stated, “I turned myself in after killing my daughter on Monday, May 11, 2020. “At first, I was thinking of strangling her, later I thought of suffocating her with a pillow, but my sister warned me to keep Oluwanifemi away from water after she had a dream and that gave me the idea of drowning her.


“On the day of the incident, around 2pm, Oluwanifemi was assisting me to dress up, because she thought that I would take her out with me. But I told her that she was not going anywhere, because she would die that day and I would be going to the police station after killing her. So, I opened a big bucket of water, threw her in and covered the bucket, but she was able to push away the cover.

“The water in the bucket was not much, so, I poured more water in it, but she was still able to push away the cover to breathe, so I turned her upside down, threw her in the bucket of water and closed it.


“After some time, I saw her floating and when I brought her out, she was still breathing. I put her in again and brought her out after some time, but she was still breathing and at the third attempt, I left her for some minutes till she died. I didn’t feel any pain killing her, because I was desperate.”

After perpetrating the crime, Oluwafunmilola stated that she wrote a letter to her sister, Damilola, to inform her that she had fulfilled the promise of killing her baby, adding that she took the action because of the shame the baby’s birth had brought to her and as a result of lack of money.


She stated, “The reason for the drastic decision is lack of financial help; I was tired and ashamed; when I gained admission to study law at the Obafemi Awolowo University, Ile-Ife, Osun State, I got pregnant and deferred my admission, which I later lost.

“So killing my baby and losing my admission have a connection. I felt I would be free if I kill her and would be able to go anywhere I like and no one would disturb me that I had a daughter outside wedlock.


“After she died, I removed her from the bucket of water, placed her remains on a pillow and covered her with a white cloth. I confirmed that she was dead, because her legs and hands were very pale; her tongue also popped out in between her teeth.

“I also dropped the note I wrote to Damilola beside her corpse and the reason I wrote the letter was to let my sister know that I was the one who killed Oluwanifemi and that I was going to report myself at the police station.



“I had been telling Damilola of my plans to kill her, but she usually prevailed on me. I wanted to carry out my plan on Sunday, but Damilola started calling our parents and the pastor, so I postponed it till Monday, when I was home alone with my daughter. Damilola had gone to work when I killed her.”

The letter that Oluwafunmilola wrote to her sister read in part, “Good day Damilola, thanks for everything you have done for me and Mama (Oluwanifemi), for the fake love, real love, false accusations, lies, and everything. The purpose of writing this letter is because Mama (Oluwanifemi) is dead. I soaked her inside a bucket filled with water and I am telling you to know that I have fulfilled it. Extend my greetings to father, pastor, friends. Goodbye forever, don’t look for me, save your money and invest.”



She claimed that the father of her baby, one Folarin Yusuf, abandoned her after she got pregnant.

When contacted, the state Police Public Relations Officer, Bala Elkana, said Oluwafunmilola was in custody, adding that she would be charged

Elkana stated, “When we got the report that a woman was suspected to have killed her baby, our homicide detectives went there and found the baby dead on the bed. But the woman left a note beside the baby’s corpse that she was the one who killed her.



“She confessed that she dipped the baby in a bucket of water three times till she died and said she was frustrated and killed the innocent baby, because she was tired of life. The State Criminal Investigation and Intelligence Department has commenced investigation into the matter. The suspect will be charged for the crime.”

The bridge is located in one of the local government councils where you find the ethnic Igbo minority, Umuezeokoha, in Benue state. These people have been crying about marginalization and begging to be merged with their brothers in Ebonyi state. Lord Lugard ceded this part of Igboland to "Northern Nigeria". They've not known happiness ever since.
Take note that Igwe Ito is not an Igbo community, it is one of the villages in the third largest tribes(Igede) in Benue state, Nigeria
