Abdulkarim Abubakar Adamu, the National Chairman of FMARD enumerators in a statement said they were not fully paid their allowances since 2020 when they came in. About 30,000 Nigerian youths and Ex-Npower beneficiaries hired as agriculture enumerators have cried out to the Nigerian government to pay their outstanding allowances. Abdulkarim Abubakar Adamu, the National Chairman of FMARD enumerators in a statement said they were not fully paid their allowances since 2020 when they came in. He said it was a sad thing for them to complete the programme and got dumped without being given the necessary entitlements. Adamu added that several meetings had been held with the Special Adviser to the President on Agriculture in the Office of the Vice President, Dr. Andrew Kwasari, but nothing came out of it. The statement read, “It is with a broken heart that we seek for justice from the Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development to pay us our entitlement. “It's exactly two years now since the federal government of Nigeria through the Federal Ministry of Agriculture and Rural Development engaged over 30,000 unemployed Nigeria youths (Exited Npower batch A and B volunteers) under a project tag “Agriculture for food and job plans (AFJP)” which is part of the Economic Sustainability Plan chaired by Vice President, Prof. Yemi Osinbajo, to serve as enumerators to register famers and their farmlands across the country. “This was done with an agreement (engagement letter) that N500 will be paid per valid survey, on the agreement letter, it was stated that the payment will be made on trenches, 50% will be paid on weekly basis while the remaining 50% will be paid at the end of every month after the data have been validated. “We excitedly began work, to search famers in our communities and close by villages to register and map the geospatial coordinates of their farmlands using an android application known as ODK Collect. “Despite the challenges and risk of the work we keep pushing but they fail to meet with their agreement on both the payment of the Enumerators and provision of farm inputs (palliatives and loan) to the famers we registered as promised. “We worked from June 2020 to December 2021, whereby some of us were paid for their 50% from June to November 2020 and some have not been paid a penny yet. We have tried our best to contact them through the provided media channels but all effort ended abortive. We then decided to form a leadership group that will contact and meet them both at national and state levels. “The National Chairman in person of Abdulkarim Abubakar Adamu has been able to meet several times with the National coordinator of the project in person of Dr. Andrew Kwasari who is a special adviser to the president on Agriculture in the office of the Vice President; yet the story is always the same that we should be patient; we will be paid. No date.” “From the record release by the AFJP office from June 2020 to December 2021 we have registered over 8million famers on the AFJP database. MOBILISATION EFFORT AGAINST THE RULING APC BY AGGRIEVED AFJP ENUMERATORS. ✓Following an earlier publication by the Youth for Agriculture and Rural Transformation a group of aggrieved AFJP Enumerators to mobilise the 8 million registered AFJP farmers to vote against the ruling APC government at both National and state levels. The group has utilise a great opportunity to test-run it earlier resolve. ✓The Co-ordinator was summoned by the village head and farmers of an undisclosed farming community in Nasarawa state following the onset of the raining season. The farmers invitation was to know their fate concerning the promised AFJP loan and fertilizer subsidy they registered for to improve their production capacity, the community which have a total of over 500 Farmers present at the meeting also wants the Co-ordinator to plead with government to come to their aid seeing that they have benefited nothing from government. ✓In response the coordinator express great displeasure and disappointment over the financing and running of the AFJP programme by government. He pointed out that: • The programme has the capability to lift millions of rural farmers from poverty as it directly indentify the real farmers who need support unlike other programmes where non-farmers divert funds meant for the real farmers. • This government have chosen to allow some saboteurs and corrupt enemies of development to sabotage, delay and play politics with budgeted money that is meant for Agric and rural development including the renumeration of Spirited Enumerators who registered the farmers. •The Co-ordinator also informed farmers that from available information from the office of the Director of Extension the payment of Enumerators would commence in less than 10 days from now after which Farmers would be considered. But that has been the trend since last year from one deception to another yet no commitment and action. •Finally the Co-ordinator advised farmers to make a good use of their voters Card against the APC candidates if government fail to keep to their promise. The response of the farmers would be better imagined. ENUMERATORS: Owing to the fact that some pressing reasons have stopped most of us from coming to Abuja to register our displeasure over the failure of government to pay our entitlements The Youth for Agriculture and rural transformation would build upon this model of mobilization and create a blueprint that would be replicated Nationwide using our structure of aggrieved Enumerators if payment of Enumerators is not made before 12/5/2022 as promised. Abdullahi Adamu Femi Adeshina Dr. Andrew Kwasari Abubakar Malami Injustice, Corruption, Sabotage in the Agriculture for Food and Job Programme (AFJP) 30,000 Nigeria Youth involved in the Agriculture for Food and Jobs Plan (AFJP) denied payment by the Federal Ministry of Agriculture and rural development (FMARD). Over 3 Million Farmers denied access to the promised Agri-input loans and others denied subsidies. Youth denied promised employment by FMARD as Agric Extension officers to boost Nationwide Agricultural productivity. Your Excellency Sir, your passion and vision for a rapid and sustainable development in the Agricultural sector of the economy is worthy of commendation and admiration. Your recent unveiling of the largest rice pyramid in world history and the country's leadership position as largest rice producer in Africa among other notable achievements cannot go unnoticed. Your administration would go down in history as one that championed an uncommon Agricultural revolution. Worthy of note is your infrastructural development drive that is rolling out high quality roads and bridges nationwide, modern railway infrastructure in critical route and clear cut policies geared towards revamping our delapidated and neglected national infrastructures. Time will not permit me to go into details of your developmental stride in our national life as this is not the purpose of this letter. You'll be remembered surely by Nigerian youths as a visionary with few words but massive action. However, it is with intense disappointment that I express the pains of over 30,000 Nigerian youths who out of sheer patriotism and a desire to make a decent living got enlisted in the Agriculture for food and job Plan AFJP to Enumerate and register small holder farmers who would be issued improved seeds and fertilizer subsidies as well as 0% interest loans in the 36 states of the federation, the FCT and the 774 local government areas as part of the Economic sustainability Plan ESP headed by the Esteemed Vice president of the Federal republic of Nigeria Professor Yemi Osinbanjo. You Excellency Sir, The AFJP design and plan which was conceived by your special Adviser on Agriculture Dr. Andrew Kwasari in technical collaboration with fmardpace would have been a game changer in rural Agri-financing and development it could have received global commendation as a programme that has visibly and practically lifted millions of Nigerians from poverty but the hope of millions of farmers registered as well as the youth who worked as Enumerators to register and get the geo-spatial information of these farmers were dashed. Your Excellency, it is quite Unfortunate that the Permanent secretary and Ministers of Agriculture (former and incumbent) have subjected the payment of 30,000 Nigerian youth involved in the AFJP programme to bureaucratic frustration and humiliation. Nigerian youths who were zealous and enthusiastic in revamping our Agricultural sector had their spirit broken by unending promises of payment for work done for over 2years now . Millions of registered Farmers are denied access to the promised Agri-input loans and others denied subsidies. The promise of employment of youth as Agric Extension officers to boost Nationwide Agricultural productivity has gone down the drain. Your Excellency Sir our prayers is for you to use your good office and prevail on the Ministry of Agriculture to as a matter of urgency: 1. Immediately effect the payment and entitlement of Nigerian youth who worked as Enumerators under the AFJP programme. 2. Pay subsidies to small holder farmers who were sidelined during the last exercise. 3. Pay the promised Agri-input loans to registered Farmers. 4.
