N27bn Halliburton scam IBB, Abdulsalami, Diya, 77 others indicted By Emeka Umejei Reporter, Lagos EIGHTY PERSONS, foreigners and Nigerians, the living and the dead, among them four former Heads of State and two of their wives, as well as former Governors and Ministers – indeed the top echelons of the country’s political and military establishments, including technocrats – have been indicted by the United States law enforcement officials over the N27 billion Halliburton bribery scandal. Among the foreigners are Jack Chagoury, Gilbert Chagoury, and T.W. Oerlemans, an Australian; but they are rather small fish compared with indicted former Nigerian Heads of State Ibrahim Babangida, Sani Abacha, Ernest Shonekan, and Abdulsalami Abubakar. Maryam, the late wife of Babangida; Mariam, the wife of the late Abacha, and his son, the late Ibrahim, are included; likewise Mike Akhigbe, the second in command in the Abdulsalami junta; former Abia State Governor, Orji Kalu; and former military Governors of Rivers State, Anthony Ukpo and Samuel Ewang. Also among the dead are Abdulkadir Ahmed, former Central Bank of Nigeria (CBN) Governor; and renowned economist, Pius Okigbo, who headed the probe panel on the Gulf Crude Oil Excess sales set up by the CBN in 1994. But among those alive are former Petroleum Minister, Rilwanu Lukman, and newly re-appointed National Security Adviser, Aliyu Gusau. (See full list). According to the report of the investigators, the 80 persons received part of the N27 billion bribe facilitated by foreign contractors for Halliburton to get the contract to build the Nigerian Liquefied Natural Gas (NLNG) plant, Africa’s first, in Bonny, Rivers State. The scandal dates back to 1994 when some foreign companies put up bids for the construction of the plant that was to cost $6 billion. To win the contract, a joint venture company, named TSKJ, was set up – comprising equal holdings between some companies, Technip (French), Sanmprogetti (Italian), KBR (U.S.), and part of the Halliburton group and Japanese engineering and construction company, JGC. The investigators said the consortium bribed political leaders and top government functionaries through Tri-Star Investment Limited and Marubeni Inc. They also recruited British lawyer, Jeffery Tesler, to co-ordinate the affairs of Tri-Star, as well as Wojciech Chodan, an American, to co-ordinate the affairs of Marubeni. TSKJ mandated Tri-Star to solely take charge of bribing Nigerian officials at senior level, Marubeni was restricted to bribing junior level officials. Tesler disclosed in a court deposition that TSKJ mandated both companies to bribe the officials. As part of the investigation, the Swiss Justice Department followed the steps of the Police Judiciare of France, which in 2003, started an investigation that revealed fraudulent Halliburton payments to Tesler. In the U.S., KBR and Halliburton have admitted to violating the Foreign Corrupt Practices Act (FCPA) by engaging in a decade-long bribing scheme to secure contracts in Nigeria. Both agreed to pay a combined fine of $579 million to settle criminal and civil charges brought by the U.S. Securities and Exchange Commission (SEC) and the Department of Justice. Halliburton scam: FG invites 74 indicted persons By Wisdom Patrick (Lagos) and Alexandra Mede (Abuja) Seventy-four prominent Nigerians manipulated in the controversial $180 million Halliburton bribery scandal have been asked to appear before a Special Investigation Committee (SIC), established by Aso Rock to probe the scam. The United States law enforcement officials had in the wake of President Umaru Yar’Adua’s government released a list containing names of Nigerians and foreigners alike believed to have been involved in the matter. The panel is currently headed by the Inspector General of Police (IGP), Ogbonna Onovo, who, sources claimed, personally wrote a letter dated April 16, 2010 inviting all the indicted persons for questioning on a matter that still places a question mark on Nigeria’s integrity and the much-publicised anti-corruption campaign of the successive governments. The sources told Sunday Independent that the letters would be dispatched to all those affected before the end of next week. “Even those outside the country would get their letters, I can assure you.” Onovo admitted in a telephone chat with Sunday Independent that he is personally supervising the investigation but declined further detail. But a competent source within the committee confirmed that the committee was set up by the Federal Government in 2008 when the Halliburton scam broke out and that the EFCC was initially asked to oversee the investigation before the Presidency constituted the special panel which was initially headed by the retired IGP, Mike Okiro. Further investigation on Friday revealed that Onovo has been saddled with the job of frisking those indicted in the scam. Acting President Goodluck Jonathan had during his recent trip to the U.S. pledged to bring those manipulated in the scam to book, regardless of their stature in the society. The letters nonetheless exempted the dead among the indicted persons. “That does not mean they would not be investigated; no, they would be thoroughly investigated, but the only thing is that you cannot prosecute them. The law is clear on that. When the suspect dies, the case dies with him. But those still alive must tell the whole world what they know about the bribery scandal,” one of the sources said. Eighty persons, including foreign nationals, had their hands allegedly soiled in the mucky waters of the Halliburton bribe. The list features top Nigerians such as former Military Heads of State and other top brass in the military as well as their civilian collaborators when such officers were unleashing their reign of terror on Nigerians during the dark days of military dictatorship. Some of the suspects named in the report are dead. The source said foreigners manipulated in the scam would also get their letters through their embassies in Nigeria and would be made to appear for interrogation on the appointed date. Jonathan is said to have briefed Onovo on the matter and charged him to liaise with Foreign Ministry officials in the course of the investigation. The source said the probe panel includes senior police officers from the rank of Chief Superintendent of Police (CSP) and drawn from the International Police Organisation (INTERPOL), Force Criminal Investigation Department (FCID), forensic accounting experts unit, and technocrats who would work hand-in-hand with officials of the United States law enforcement agents expected in the country soon with the original case file. It could not be officially confirmed at the time of this report if the Committee has been given any time frame to conclude their job, but a top police source said: “This is a challenge for the Acting President and he has passed that challenge to the IGP, who, being a seasoned police officer, would deliver as soon as possible; but putting us under pressure would not be good enough. Do not forget that the whole world is waiting and watching.” However, the EFCC has washed its hands off the probe of the bribery scandal since the case was handed over to a Presidential Committee headed by the police chief. EFCC spokesman, Femi Babafemi, told Sunday Independent on Friday that the case was withdrawn from the anti-graft commission last year. The Presidency had instructed the EFCC to stand down its investigation for the Committee to handle the matter during the reign of the former Attorney General of the Federation (AGF) and Justice Minister, Michael Aondoakaa. Babafemi said the IGP would be better suited to comment on the progress of the investigation, saying the EFCC chairman, Farida Waziri, is only a member of the Committee. “The case was withdrawn from the EFCC to be handled by a Presidential Committee headed by (Onovo) and only he can speak on the matter. EFCC is only a member of that committee,” Babafemi said. |
Obasanjo, Atiku, Kupolokun got $74m – Okiro Report By Our Reporter “On December 20, 2001, Gaius Obaseki reportedly met with Wojciech Chodan and Albert 'Jack' Stanley in London over lunch in furtherance of discussions. In March 2002, TSKJ won the Trains 4 and 5 contracts for $3.6 billion. Allegations are that Olusegun Obasanjo may have received a minimum of $4 million as pay-off." Nigeria’s own internal inquiry shows that those who benefited from the Halliburton bribery scandal include former President Olusegun Obasanjo, the man who trumpeted an anti-corruption hurricane that swept away the jobs, the integrity, and the reputations of mainly his political opponents when he was the king in the Villa. The first list of 80 beneficiaries compiled by American law enforcement agents was published exclusively by Daily Independent last Thursday. Another report, an interim one by the Presidential Panel of Investigation headed by former Inspector General of Police, Mike Okiro, said Obasanjo; his former Deputy, Atiku Abubakar; and former Nigerian National Petroleum Corporation (NNPC) Group Managing Directors, Gaius Obaseki and Funso Kupolokun; jointly got $74 million (N1.77 billion) from the slush fund. The Okiro Report, obtained exclusively by Daily Independent at the weekend, was sent to President Umaru Yar’Adua in May last year. It elongated the list of 80 persons, foreigners and Nigerians, alive and dead, among them four former Heads of State and two of their wives, as well as former Governors, and Ministers – indeed the highest reaches of the country’s political and military establishments, including technocrats – indicted by the United States law enforcement officials for partaking in the N27 billion bribe Halliburton gave to win juicy oil contracts in the Niger Delta. Though the Okiro Report was submitted almost a year ago, it was never made public and is shrouded in secrecy, some say because of the caliber of Nigerians alleged to have been involved in the scandal. Members of the panel included Economic and Financial Crimes Commission (EFCC) Chairman, Farida Waziri; representatives of the National Security Adviser; State Security Service (SSS) Director General; and National Intelligence Agency (NIA) Director. It was raised by Yar’Adua to, among others: • Probe the scandal in the Bonny Liquefied Natural Gas project. • Liaise with agencies within and outside Nigeria to disclose the names of those involved. • Establish the extent of their involvement and the amount collected. • Liaise with the Swiss authorities to trace and recover any money stashed in that country’s vault. To do this, the report said the panel reviewed documents, such as court proceedings in the United States, and documents retrieved from key suspects and banks. It also interrogated identified suspects, searched offices and homes of suspects, and interviewed persons linked to the saga. The bribe was at the instance of Albert “Jack” Stanley, former Chief Executive Officer (CEO) of KBR, a subsidiary of Halliburton. Stanely reportedly met Obasanjo’s predecessors, Sani Abacha and Abdulsalami Abubakar, for the same purpose. The Okiro Report said the panel relied on Stanley’s depositions before the U.S. District Court in Houston, and documents provided by the U.S. Securities and Exchange Commission (SEC). It revealed that Obasanjo, Atiku, and Kupolokun, another former NNPC helmsman, Gaius Obaseki, received their own share of the bribe between 2001 and 2002. Stanley, who has since been jailed seven years for the offence, according to the report, met Obasanjo and Obaseki in Abuja on November 11, 2001 to negotiate the bribe in respect of Trains four and five of the gas project. The report disclosed that, “On December 20, Obaseki reportedly met with (Wojciech) Chodan and Stanley in London over lunch in furtherance of discussions. In March 2002, TSKJ won the Train 4 and 5 contracts for $3.6 billion.” Obasanjo collected a minimum $4 million, according to the report. Atiku’s link to the scam is said to be through his company, Intels Energy Limited, believed to have managed slush funds on behalf of Marubeni Corporation, a trading company with headquarters in Japan, which allegedly paid over $50 million to bribe low-level Nigerian Government officials. In August 2002, Jeffrey Tesler, a British lawyer, said to have acted as intermediary with the Nigerian Government by Halliburton, reportedly wired $5 million into Intels’ account in Citibank in Port Harcourt, meant for a top government official. The Okiro Report stated that $1 million of this amount, in $100 bills, was given to NNPC officials at NICON Hilton Hotel in a “pilot briefcase” for onward delivery to Bodunde Adeyanju, said to be Obasanjo’s former aide. According to the report, the balance was delivered in the same manner and in bullion vans in Naira to Adeyanju. “Reports suggest that Stanley met with Obasanjo and then (Obaseki) in Abuja on November 11, 2001 to negotiate pay-offs in respect of Trains 4 and 5. “On December 20, 2001, Obaseki reportedly met with Chodan and Stanley in London over lunch in furtherance of discussions. In March 2002, TSKJ won the Trains 4 and 5 contracts for $3.6 billion. “Allegations are that Obasanjo may have received a minimum of $4 million as pay-off. “According to Tesler’s indictment papers, Obaseki’s meeting with him in London in 2001 served to negotiate pay-offs. “In August 2002, Tesler is reported to have wired $5 million into the Citibank Nigeria account of Intels Energy Limited, Port-Harcourt, destined for a top government official. “Reports suggest that $1 million in $100 bills was deposited with ‘the NNPC official’ at the NICON Hilton Hotel in a “pilot’s briefcase’ for onward delivery to Bodunde Adeyanju. “The balance was delivered in the same manner and in bullion vans in Naira to the same Adeyanju, said to be one of the Special Assistants to Obasanjo.” • More Stories on the Okiro Panel's report tomorrow. |
Let the EFCC issue nationwide 'Wanted Posters' - and offer a reward for his capture. Even offering say N50,000 - N100,000 for info that leads to his capture will yield results. All this running up and down is just a waste of resources - let the people of Nigeria turn him in. |

Programmes such as 'SAP' were crimes against the people of Nigeria, But the issue is how he amassed his wealth. He needs to declare his assets and then explain how he acquired them. Before he even considers running for Governor. |
There is a serious problem with the educational system in Nigeria. Years of neglect have contributed to the problems. We need to all admit this. I think standards are now at a dangerous low. Reforms are needed urgently. |
Whilst Noreaga is languishing in jail, IBB is involved in politics and contesting elections. Injustice, (They should be sharing a cell- |
Who is this Ishola Balogun? What is his background? What has he done before? What kind of 'business' is he into? What are his verifiable records? Anybody can wake up and dream up promises but their records and background are pointers to their capability when appointed to public office. What has Ishola Balogun done for his local community (either in US or Nigeria) before? Someone talk about change and introducing new faces. My question is change into what? Bad record is much better than no record at all. I've googled the guys name. I can't seem to find anything other than his promises posted on this thread! No answers to the above questions? Is he another Charles Taylor - returning home to do good for his people? |
If the loose cannon 'Ribadu' has not been tamed - let him be involved in the investigation. In the past he was not a respector of reputations - thats why he was good for Nigeria. |
Professional financial investigators should be brought in to probe IBB. His assets should be frozen with immediate effect, his passport seized and his movements and communications monitored. At the same time interpol should look into his drug dealing activities. They can obtain his file from the CIA. He's playing with fire. |
All of you who're making excuses for Jonathan should stop such rubbish. Is english language not our lingua franca? Was Jonathan's schooling in his local dialect or english? It's people like you who are corrupting the Nigerian educational system, making students feel that english is unimportant because it's not their local dialect: which is why a review of english results are enough to bring a man to tears. If a person has been taught in english all his life, and can't still speak it till now, then it's failure and we all should be ashamed of it.. St Edwin, Nice points. (But can you change the last word in your post 'escused' to excused - it's making my blood boil) Thanks, |
Corruption is the system in Nigeria. Its not solely Politicians who are corrupt but rather the whole society. Its become a way of life - and an effective way of winning elections. People are crying about hunger - so what else do you expect! The Politicians and youth's both take advantage of this fact during campaign's. |
" Better the Devil you Know" Poster - You've already been exposed as being a paid propagadist. How many times will you reinvent this same post? Let the guy campaign on the ground in Nigeria. Rather than this cheap internet campaign. Request for the guys credentials/history have been made but as of yet nothing has been supplied. |
Moderators - Please shift this to the crime section where it belongs. Thanks, |
Feedback For Jonathan Goodluck, Please understand that personality is born out of pain. The biggest mistake you can make is not learning from your mistakes. Any true friend will stab you in the front - Not in the back. And a real leader faces the music, even when he doesn't like the tune. Life is a dance, if you know the steps. What Nigeria needs is more people who specialize in the impossible. Because the significant problems we face today cannot be solved at the same level of thinking we were at when we created them. Action breeds confidence - let nobody dwell on the past but instead get to work creating a better future for Nigeria and Nigerians. |
That was Junior WAEC he was writing - ![]() |
He thinks Nigeria is America - The Obama formula is invalid in Nigeria. If the chap is serious let him come back home and start in local politics and if he is successful he can go from there.
