The Governor of Ekiti State, Dr. Kayode Fayemi, has directed medical experts to start the screening of passengers coming into Ekiti from border states to prevent the spread of coronavirus in the state. The governor has also set up a 40-man task force to work on the prevention of the spread of coronavirus in the state. The task force chaired by Fayemi, has other stakeholders drawn from medical, religious and traditional institutions and civil society organisations, among others. The governor said an isolation centre where victims can be quarantined has been provided at the state specialist hospital that can easily handle any emerging case of the infection in the state. Fayemi gave the revelation at a press conference on coronavirus infection held in Ado Ekiti, on Monday. The governor said he had coopted the leadership of the drivers’ unions to the task force in a bid to tackle the spread of Corvid-19, especially in the area of proper screening of disembarking passengers at motor parks and report those manifesting the symptoms to the appropriate quarters. The Bishop of the Anglican Communion, Ekiti State, Bishop Christopher Omotunde; Catholic Bishop of Ekiti, Bishop Felix Ajakaye; and the Chief Imam of Ekiti, Alhaji Jamiu Kewulere, are also members of the task force. The governor, who allayed the people’s fears, stated that the activation of all the health facilities in the state to be able to manage the spread of Covid-19 is in top gear. He added that 24 emergency centres have been provided across the state with enough internet facilities containing the already specified hotlines that can be contacted for emergency situations. “As a responsible government, Ekiti will beat the virus and minimise its spread. Protective materials will be provided for all health facilities in the state within the next 24 hours. “Well trained health officers will be available in all our facilities that can handle all information, while passengers coming to the state will be screened at the motor parks and entry points. “The disease has spread to 69 countries, including USA, Brazil, France, Italy and Nigeria, among others and the rate of human-to-human spread is very high. “As a responsible government, we have to do enough sensitisation so our people can be conscious of the symptoms which included cold, malaria, coughing and sneezing, respiratory symptoms, shortness of breath and other respiratory problem. “If you see anyone with any of these signs, try and report to any of our facilities or call those lines that will be provided by the Ministry of Health,” he said. The governor revealed that the state has done the vulnerability map, saying people will be checked at the entry points to the state, which he said helped in curtailing the Lassa virus despite the state’s proximity to Ondo State, the epicentre of the scourge. Fayemi warned against the rumour making the rounds, especially on the social media that black people cannot contract coronavirus. “Please, please and please, except experts tell us, don’t believe in all those things. The National Centre for Disease Control is our source of information,” he warned. The governor stated that the government will provide dispensers for all public institutions to sterilise the people and prevent the spread of the scourge. Socio-Economic Rights and Accountability Project (SERAP) has written to the Senate and its President Ahmad Lawan, to ensure that the bill that would allow ‘repentant Boko Haram terrorists’ enjoy foreign education is immediately dropped. The body said instead, the lawmakers should sponsor bills that would ensure access to justice and reparation for the victims of Boko Haram. The bill which has passed the first reading at the Senate would see former terrorists receive foreign education including by accessing funds from the Universal Basic Education Commission, the Tertiary Education Trust Fund and subventions from the government. The bill sponsored by Senator Ibrahim Geideam, representing Yobe East. In the letter signed by SERAP deputy director, Kolawole Oluwadare, the organization said by calling Boko Haram members ‘ex-agitators’, the bill mocks the victims of appalling atrocities committed by the terrorist group. The body said Boko Haram members should not be allowed to enjoy foreign education while over 13 million Nigerian children of school age are roaming the streets. “Rather than allowing perpetrators to access public funds to enjoy foreign education, the Senate should be promoting reparation for victims, to prevent future criminality and ensure the best interest of justice. “Should the Senate go ahead to pass the bill, and should the bill be supported by the House of Representatives and assented to by President Muhammadu Buhari, the Registered Trustees of SERAP shall take all appropriate legal actions nationally and internationally to challenge the legality of any such law and ensure that it is never implemented”, it noted. The letter stressed that prioritizing the education of Boko Haram members over the rights of Nigerian children to quality education is discriminatory, as it violates Nigerian constitutional provisions, international and regional human rights obligations, and will undermine national development. “This bill serves neither justice nor the public interest. The bill also does not represent value for money for Nigerian taxpayers, especially coming from an institution whose individual member reportedly takes home about N182 million yearly, translating to N15.1 million monthly or N45.3 million quarterly. “Internally displaced persons (IDP) camps in many parts of the country are in shambles, with people lacking access to basic necessities like food, clothing and children of victims lacking access to basic education. “Without justice, the seeds of future criminality and militant terrorism will grow. Bill Gates, global health advocate and world’s richest man for 18 years, says novel coronavirus vaccine could be ready for large-scale trials by June 2020. Gates, who is the co-chair of Bill and Melinda Gates Foundation, also added that this virus has started to behave like a once-in-a-century pathogen. In a paper written for the New England Journal of Medicine, Gates said leaders have two equally important responsibilities: solve the immediate problem and keep it from happening again. “The COVID-19 pandemic is an excellent case in point. The world needs to save lives now while also improving the way we respond to outbreaks in general. The first point is more pressing, but the second has crucial long-term consequences,” Gates wrote. “The long-term challenge—improving our ability to respond to outbreaks—isn’t new. Global health experts have been saying for years that another pandemic rivalling the speed and severity of the 1918 influenza epidemic wasn’t a matter of if but when.” The Bill & Melinda Gates Foundation has committed significant resources in recent years to helping the world prepare for such a scenario, and has most recently committed $100 million to battle the novel coronavirus. Gates, who called on donor governments to help low- and middle-income countries, said: “the world also needs to accelerate work on treatments and vaccines for COVID-19”. “Scientists were able to sequence the genome of the virus and develop several promising vaccine candidates in a matter of days, and the Coalition for Epidemic Preparedness Innovations is already preparing up to eight promising vaccine candidates for clinical trials. “If one or more of these vaccines proves safe and effective in animal models, they could be ready for larger-scale trials as early as June. “Drug discovery can also be accelerated by drawing on libraries of compounds that have already been tested for safety and by applying new screening techniques, including machine learning, to identify antivirals that could be ready for large-scale clinical trials within weeks. “All these steps would help address the current crisis. But we also need to make larger systemic changes so we can respond more efficiently and effectively when the next epidemic arrives.” VACCINES SHOULDN’T BE SOLD TO THE HIGHEST BIDDER Gates also called on governments and the pharmaceutical industry to ensure that vaccines are not sold to the highest bidders. “Governments and industry will need to come to an agreement: During a pandemic, vaccines and antivirals won’t simply be sold to the highest bidder,” he said. “They’ll be available and affordable for people who are at the heart of the outbreak and in greatest need. Not only is this the right thing to do, it’s also the right strategy for short-circuiting transmission and preventing future pandemics. “These are the actions that leaders should be taking now. Justice Nicholas Oweibo of the Federal High Court, Ikoyi, Lagos on Friday, adjourned till May 13 ruling on the admissibility of documents brought before the court in evidence against Azeez Fashola, a.k.a Naira Marley. The entertainer’s trial for his alleged involvement in credit card fraud continued on Friday. Naira Marley is standing trial on an 11-count charge of conspiracy and credit card fraud, preferred against him by the Economic and Financial Crimes Commission, EFCC. At the resumed sitting, the prosecution through its second prosecution witness (PW2), Augustine Anosike, an investigator and forensic expert with the EFCC, sought to tender in evidence a compact disc (CD) containing information, analysis and extractions from the defendant’s phone. During his evidence at the previous sitting, Mr Anosike had told the court that the forensic analysis that was carried out on Naira Marley’s iPhone revealed some shocking evidence against him. He said the evidences were extracted and burnt into a CD, alongside some documents that were printed out. The prosecution counsel, Rotimi Oyedepo, presented the documents before the court and urged the court to admit them in evidence. The defence counsel, Olalekan Ojo, however opposed the admissibility of the documents on the grounds that the CD does not have the proper authentication required by law, and therefore improperly obtained, as contained in the Cyber Crime Prohibition and Prevention Act, 2015. Mr Ojo also argued that there may have been interferences while the documents were being produced at the forensic lab of the EFCC. He finally submitted that the CD does not bear any name, title, department, but a signature that can’t be authenticated. He urged the court to dismiss the admissibility of the documents. In his response, Mr Oyedepo said that there was no contravention of Section 39 of the Cyber Crime Prohibition and Prevention Act, 2015 as claimed by the defence counsel. He said what was sought to be tendered is the forensic content of the defendant’s iPhone that was already admitted in evidence. Mr Oyedepo added that the extractions before the court are materially relevant to the charge. He also submitted that the desirability to admit the document overrides its non-desirability because there was substantial compliance with the stationary requirement to admit them. Mr Oyedepo further told the court that there was no break in the chain of management of the exhibit and therefore prayed the court to admit the documents. Following the submission by both parties, Mr Oweibo adjourned the matter to May 13, 14, and 15 for ruling and continuation of trial. Background Naira Marley, popular for his “Am I a Yahoo Boy” and “Soapy” tracks, is being prosecuted by the EFCC on an 11-count charge of conspiracy, possession of counterfeit cards and fraud. According to the charge, the defendant committed the offences on different dates, November 26, 2018, December 11, 2018, and May 10, 2019. The singer and his accomplices allegedly conspired to use different Access Bank ATM Cards to defraud their victims. They allegedly used Access Card number 5264711020433662 issued to other persons, in a bid to obtain fraudulent financial gains. The singer was said to have possessed these counterfeit credit cards, belonging to different cardholders, with intent to defraud, and which also constituted theft.
