Agriculture / Gov.obiano Attracts $61m Investments Into Poultry Sector by Surplus90(m): 11:59am On Apr 29, 2015
The governor of Anambra State, Chief Willie
Obiano has expanded the scope of his efforts to
turn Anambra State into a model agricultural
state, attracting $61m investments into
commercial poultry farming in the state.
Signing a Memorandum of Understanding (MoU)
with Lynden Integrated Farms Limited in the
Governor’s Lodge,Amawbia, Tuesday, for the
establishment of a modern poultry production and
processing farm in the state, Governor Obiano
emphasized that Agriculture remains the number
one pillar in his economic agenda.
According to him, the proposed ultra-modern
poultry farm which will be located on seven
hectares of land in Igbariam will generate 250
jobs during construction and 200 permanent jobs
as well as 2000 indirect jobs subsequently.
Speaking further on the plans of his
administration to alter the agricultural landscape
of the South East, Governor Obiano observed that,
“at the moment all the day-old chicks sold in the
South East are brought in from Oyo state. We
want to change that. We want all the day-old
chicks sold in this area to come from Anambra
State.”
He further explained that his plan is to approach
agriculture in two areas – create a favourable and
sustainable environment for commercial
agriculture to thrive and to roll out programmes
that will upgrade the class of machete and hoes
wielding farmers to adapt to the use of new
implements and improved seedlings. “We have
mapped out specific areas where cassava, rice
and maize will best and established cooperatives
in those specific areas. We plan to play to our full
strength in agriculture,” the governor assured.
Earlier in his introductory remarks, the Chairman
of Lynden Integrated Farms Limited, Mr. Clem
Nwogbo had explained that his company plans to
develop a two-phased modern integrated poultry
production and processing farm with day-old
chicks and then subsequently upgrade its facilities
in order to provide high quality meat, eggs from
layers and fresh and frozen poultry meat from
broilers.
“The first phase of this facility will comprise the
setting up of 200,000 broiler houses with 8 pens,
93,000 layer house with 3 pens, 33,000 pullets
house with 1 pen, 2000 birds per house slaughter
house and a feed mill. We plan to double the
production capacity of this farm by extending the
broiler and layer houses to accommodate 400,000
broilers, 186,000 layers and 66,000 pullets after 3
years of full operation of the first phase,” Mr.
Nwogbo further explained.
According to him, Lynden Integrated Farms
Limited has the capacity to position Anambra
state as the center of excellence in poultry
farming in the South East and South South.
Thanking Governor Obiano for creating the
enabling environment that has encouraged
investors to flock to Anambra State, Mr. Nwogbo
explained that Lynden was committed to
commissioning the facility 15 months after the
turning of sod on the proposed site.
Mr. Nwogbo further revealed that the company
plans to implement a robust CSR programme
which will encourage the adoption of the best
practices in poultry farming to small scale
farmers, support educational initiatives in the host
community and supply day-old chicks to farmers
under and out-grower scheme.
Earlier, the Chairman, Anambra State Investment
Promotion and Protection Agency, and Traditional
Ruler of Umuoji, Igwe Cyril Enwezorexplained that
the equity ratio of the company is 90% for the
investing Company, 6% for the state government
and 4% for the host community.

Foreign Affairs / Saudi Sheikh Issues Fatwa Allowing Men To EAT Their Wives If They Are Hungry by Surplus90(m): 6:38pm On Apr 17, 2015
It’s okay to eat your wife in Saudi Arabia, but
only if you’re extremely hungry.
A Mufti – a Muslim legal expert who is
empowered to give rulings on religious matters –
has allegedly given the green light for
cannibalism.
Abdul Aziz bin Abdullah came under fire for this
outrageous move, a number of Arabian websites
are reporting.
A Tayyar report roughly translates as: ‘Mufti of
Saudi Arabia issued a new fatwa which allows a
man to eat his wife in the event he is afflicted
with a severe hunger.
‘The Mufti of Saudi Arabia said it is evidence of
the sacrifice of women and obedience to her
husband.’
But religious authorities denied he made such
claims.
Khalid ben Abdel-Rahman El-Shaye, assistant
secretary general of the Global Commission for
Introducing the Messenger, affiliating to the
Muslim World League, told CNN Arabic: ‘The truth
is that this is fabricated and made up from its
basis.
‘These ill thoughts cannot come from any Muslim,
regardless of a great scholar who Muslims refer
to from around the world.’

Politics / Lagos Ranked Seventh City Of Opportunity In Africa - Theguardian by Surplus90(m): 9:21pm On Apr 16, 2015
Hinging its position on five indicators observed by
investors before investing in an economy, a recent
report on ‘Africa’s cities of opportunity’ has ranked
Lagos state the seventh city of opportunity in
Africa, behind Accra, Ghana.
According to the report by
PricewaterhouseCoopers, the indicators represent
concrete and pragmatic determinants of a city’s
social and economic development, Gross
Domestic Product (GDP), inequality, middle-class
growth, ease of doing business, and foreign direct
investment.
Specifically, the indicators border on current
development or future potential, location, nature
of the opportunity, “must-have” or “Knock-out”
factors and time scale (time for achieving return
on investments).
With a score of 321, Lagos ranked 77 in
infrastructure, 43 in human capital, 109 in
economics and 92 in society and demographics.
The report also showed that the ranking of cities
in Africa benchmarked against the ranking of
countries is markedly different.
Indeed, the attractiveness of cities on the
continent is sometimes stronger than the country
itself and the cities, which are performing well, are
those that have succeeded with the challenge of
diversifying their economy and creating an
ecosystem conducive for the middle class to
grow. The top five cities according to the ranking
are Cairo, Tunis, Johannesburg, Casablanca and
Algiers.
The preponderance of North African cities is
explained by their longevity, which has allowed for
the development of their infrastructure and human
capital over time.
“The question we asked at the outset of this
report was, ‘What makes a city suitable to exploit
an opportunity?’ The point, in a nutshell, is that
to discover different opportunities, investors often
need to look through different lenses: different
strategies demand different perspectives. “Africa
is at an exceptional historical crossroad.
The growing middle class, strong demographic
growth with improving age mix, the technological
innovation, growing choice of investment partners
from the global south and fast-paced
urbanisation are shaping what the future of Africa
could look like.
These trends twinned with the generally accepted
economic data that cities are the world’s engines
of growth, makes the report not only necessary
but extremely timely.
“Most of our African Cities of Opportunity are on
a path of real achievement, however, and can rise
to the highest levels in our rankings with some
effort and planning.
Many, indeed, have become regional hubs in a
variety of areas: Dar es Salaam and Douala as
ports (and the latter as a transshipment centre);
Accra for telecommunications; Lagos in culture
(music, as well as an essential venue for
Nollywood); and Nairobi in financial services
(along with the more obvious Johannesburg)”, the
report stated.
Speaking on the report, Chief Executive Officer of
PwC Nigeria, Uyi Akpata stated: “In 2030 half of
the population will live in cities in Africa where
economic activity and growth will be focused and
which will become communication centers and
hubs for social trends.
This presents a major challenge to local
authorities, city governments and also for
businesses.” Commenting further, Akpata noted
that: “Lagos ranked 7th in the overall rankings
and was identified as a regional hub for culture
especially for music and also as the destination
for African Cinema (Nollywood).
It was also listed as one of the top 5 cities that
are conspicuous sites for investment at the
moment along with Dar es Salaam, Lusaka,
Nairobi, and Accra.
“Lagos equally tied with Accra in 5th place in
terms of Economic index which measured such
variables as GDP per capita, Rate of real GDP
growth, Headquarter of top 500 companies in
Africa and Ease of doing business but the
infrastructure challenges which for example
hinders easy movement and increases journey
time in the city was identified as one of its weak
points.
“Infrastructure and human capital take time to
develop but are often critical to success.
Cities like Lagos, which are upcoming fast
developing opportunity cities, face significant
human capital and infrastructure challenges,
which limit their economics.
“The role of the public sector policy makers (and
related development of institutions) in guiding a
city is important to the private sector.
The building blocks are infrastructure, human
capital and also security. Where these are in
place, culture and society starts to flourish.” The
report also noted the extraordinary opportunities
in the short, medium, and longer term and for
virtually any kind of economic enterprise on the
continent, from commodities to manufacturing to
consumer goods to telecommunications and high
tech.
PwC expects that the consistent growth of
Africans cities as a whole over the next decade
will not only alter the continent’s socioeconomic
landscape but will also permanently alter the rest
of the world’s perception of Africa in an historic
and transformative way.

Mr Nandwana earns just Rs 3000 (£35) a month
- but usually has sufficient money to buy enough
food to fulfil the large appetite of his children. He
said:
‘I am a daily wage labour and I usually get paid
Rs 100 a day but there are times when there is
no work at all.I work in fields, dig wells, and do
whatever menial job I can find to earn money.
And I’m constantly worried about finding the
money to feed my continually hungry children. If I
don’t have the money, I borrow it from my
brothers and friends. But I make sure I feed my
children when they need.’
The father has spent Rs 50,000 (£540) on seeing
doctors and treatment over the last three years –
without any improvement in his children’s
condition. He said:
‘No one in our family has a giant frame. Only my
children are overweight. As parents, it pains us
immensely to see them unable to move. They
cannot walk; they cannot do anything on their
own. Selling my kidney is a desperate
measure. But I’m now desperate to get the right
help for my children.’
Miss Ben cannot pick up her children so she has
to watch them roll around when her husband is
at work - or use a trolley to pull them around. She
said:
‘They need me to help them bath or when they
need the toilet. I’m only 40 kg so it’s impossible
for me to pick them up.It’s a struggle when my
husband is at work. They are usually restricted to
the same place for the whole day and because of
that, they cannot go to school.
'All they do all day is eat and play and giggle
with each other. I want my daughters to get an
education and play like other kids. I want them to
have a life. This is no life.’

Here is what their typical diet is like :

6am
Five bananas
One litre of milk
Six wheat chapatis
One bowl of vegetable broth
10am

Pictured below are sisters Yogita Rameshbhai
Nandwana, five, and Anisha, three, and their 18-
month-old brother Harsh, and are among the
world's heaviest young children .These kids weigh
34kg, 48kg and 15kg respectively and the food
they eat in a week is enough to feed two families
in a month !!
Local doctors believe the children are suffering
from Prader-Willi syndrome, but do not know how
to treat it.The rare genetic condition causes
various symptoms including constant hunger,
reduced muscle tone, restricted growth and
learning difficulties.
Their father Rameshbhai Nandwana, 34, of
Gurjarat, India, is planning to sell his kidney to
earn the money needed to see top specialists. He
said:
"If my kids continue to grow at this rapid rate
they will have major health issues. We’re terrified
they will die.’Yogita and Anisha eat 18 chapatis,
3lbs of rice, two bowls of broth, six packets of
crisps, five packs of biscuits, 12 bananas and a
litre of milk daily."
And their extreme hunger means their mother
Pragna Ben, 30, spends most of her day making
their meals. She said:
‘My day starts with making 30 chapatis and 1kg
vegetable curry in the morning. After that I am
again in the kitchen preparing more food.Their
hunger never stops. They demand food all the
time and cry and scream if they’re not fed. I am
always in the kitchen cooking for them.’
The couple have one older daughter, Bhavika, six,
who weighs an average 2st 7lbs (16kg), and do
not know why their other three children are so
big.

Politics / Buhari Win Means Nigeria Will Be Taking Fight To Boko Haram - Sunnews by Surplus90(m): 8:05pm On Apr 02, 2015
When Chadian troops occupied parts of northern
Nigeria in the 1980s, Nigerian Major-General
Muhammadu Buhari chased them back across the
border in a show of strength months before he
seized power in a military coup.
Thirty years later, the 72-year-old former
strongman has returned as head of state,
defeating incumbent Goodluck Jonathan at the
ballot box this week, and once again seems
determined to end Chad’s presence on Nigerian
soil.
Chad’s battle-hardened troops have been a
driving force behind a regional offensive against
Boko Haram that has expelled the Islamist group
from the major towns of northeast Nigeria in a
matter of weeks.
Buhari, himself a Muslim from the north, branded
President Goodluck Jonathan’s reliance on Chad
to suppress the insurgency before the election as
a national disgrace. He has promised to restore
the territorial integrity of Africa’s most populous
nation.
In his first speech since winning office, Buhari
said he would spare no effort to defeat Boko
Haram, which has killed thousands of people in
its six-year-old campaign to carve out an
Islamist caliphate in Nigeria.
His determination for Nigeria to wrest back the
initiative may signal a check to a planned 10,000-
strong regional force mandated by the African
Union in January, meant to be headquartered in
the Chadian capital N’Djamena.
With Buhari vowing to root out corruption and
restore prestige to Nigeria’s once-proud military,
cooperation with neighbouring countries may
return to the previous pattern of joint border
patrols, rather than a multinational mission on
Nigerian soil, analysts said.
“It’s a national humiliation for Nigeria to see
Chad doing the job of the Nigerian military and
Buhari cannot accept that,” said Marc-Antoine
Perouse de Montclos, fellow at London-based
think-tank Chatham House.
“That doesn’t mean he’ll stop international
cooperation… but he’ll try to leave the job of
fighting Boko Haram with the Nigerian army.”
In the long wait for Buhari’s inauguration on May
29, the regional operation appears likely to
continue. On Tuesday, Chad and Niger forces
captured the border town of Malam Fatori, one of
Boko Haram’s last footholds – just as Buhari’s
election victory was confirmed.
Despite his nationalist rhetoric, Nigeria’s new
president-elect was welcomed by West African
capitals weary of Jonathan’s long neglect of the
Islamist uprising in an impoverished and sparsely
populated corner of his country.
Senior army officers from Chad and Niger have
denounced what they saw as a failure to
cooperate by Nigeria, which launched its own
separate offensive against Boko Haram. Without
Nigerian troops alongside them to occupy
liberated towns, Chadian troops have been
obliged to retake some communities several
times.
“It is impossible for Buhari not to do better than
the previous government,” Mohamed Bazoum,
minister of state for the presidency in Niger, told
Reuters. “He will be a good partner for us and I’m
convinced that Nigeria will play an important role
in eradicating Boko Haram.”
CHAD’S DEBY WANTS MULTINATIONAL FORCE
Chad’s President Idriss Deby, in an interview last
week, called for the African Union force to be
deployed quickly and said that the campaign
against Boko Haram would take months to
complete. He said the group could have as many
as 20,000 fighters – far more than usually
estimated.
Its revenues sapped by a slump in oil prices,
Chad has led African calls for the United Nations
to set up a trust fund to fight Boko Haram.
Deby, singled out as the ‘Chadian Satan’ by Boko
Haram leader Abubakar Shekau, expressed his
country’s continued willingness “to contribute to
the stability of the subregion” in a letter of
congratulations to Bujari on Wednesday.
Leaders from west and central Africa will discuss
the fight against Boko Haram at a summit on
April 8 in Equatorial Guinea, but Buhari is not
expected to attend, a Western diplomat said.
With an easing of Boko Haram’s stranglehold over
trade routes to Chad – a main motivation for
Deby’s intervention – the urgency for its military
intervention has eased.
The regional offensive appears to have hurt Boko
Haram’s operational capacity. Despite pledges by
Shekau to disrupt elections in the north, it carried
out only minor attacks.
Yet since the killing of its founder Mohammed
Yusuf in 2009 in police custody, Boko Haram has
proved its ability to go to ground and regenerate.
Buhari’s plan to combat corruption in Nigeria’s
armed forces, improve the pay and equipment of
soldiers, and impose a clear chain of command
from political leaders in Abuja, will take time, the
Western diplomat said.
Any return to violence by disgruntled former
militants in the oil-rich Niger Delta, the cradle of
Jonathan’s support, would distract attention from
fighting Boko Haram. With oil prices depressed,
Buhari’s government may have less scope than
its predecessor to buy peace in the Delta, analysts
say.
But Buhari’s commitment on defeating the
Islamists – coupled with his reputation for
toughness and northern credentials – could play
an important role in winning the collaboration of
the northern population, estranged from Abuja by
years of indifference and army abuses.
“Buhari has been in the military. He knows the
ins-and-outs of the military and I believe he’s
going to do better than Jonathan,” said Aminu
Issa, a civil servant in the northern town of
Kaduna, a flashpoint of religious tensions. “There
will no longer be any Boko Haram.”
An increase in support from people in the
battleground state of Borno – which voted
massively for Buhari – could prove his most
effective weapon in the war against Boko Haram.
“The people of Borno will look at Abuja as being
supportive which was not the case up until now,”
said Perouse de Montclos. “For me, the main
difference will be hope. Simply hope.”

Politics / UN Secretary-general Congratulates Nigeria On Holding Peaceful Elections by Surplus90(m): 9:30pm On Mar 29, 2015
UNITED Nations (UN) secretary-general Ban Ki-
Moon has congratulated Nigeria on the largely
peaceful and orderly conduct of presidential and
parliamentary elections yesterday describing it as
an important milestone.
Eager to see Nigeria's elections pass
successfully, Mr Ki-Moon had repeatedly said that
the country must set a good example for the
African continent when it comes to the
democratic process. Despite a few hiccups
yesterday, including a Boko Haram attack in
Gombe State, the elections were by and large
peaceful.
Mr Ki-Moon encouraged all Nigerians to continue
to maintain the peace and to exercise patience
throughout the ongoing voting process and the
announcement of the final results. He condemned
the attacks reportedly carried out by Boko Haram
in some parts of the country and attempts by
hoodlums to disrupt polling in some areas.
According to Mr Ki-Moon, he was encouraged by
the determination and resilience shown by
Nigerians in pressing forward and exercising their
civic duties. He called on all actors to channel
any complaints that might arise from the
elections through the established dispute
resolution mechanisms.
Among other things, the UN chief said he believed
that the successful conclusion of the electoral
process would mark an important step forward in
further consolidating democracy and the rule of
law in Nigeria. Before voting, Mr Ki-Moon had
said that Nigeria should set a good example when
it comes to holding elections and the UN tried to
aid this process by donating $60m towards the
process.

Politics / Nigeria Election: 7 Bizarre Moments - CNN by Surplus90(m): 2:04pm On Mar 27, 2015
Party cards ripped apart live on air, rows
over school certificates, campaign posters
plastered hundreds of miles away from home --
Nigeria's presidential election race has definitely
had its share of talking points.
Now, as people in Africa's most populous country
prepare to head to the polls Saturday, in what is
set to be a tightly contested race, CNN takes a
look at some of the most talked-about -- and
somewhat bizarre -- moments of the campaign.
Nigerians Campaign ... In Ghana
As if the massive campaign rallies and the
expensive advertising strategies within Nigeria
are not enough, the nation's two main
presidential candidates -- incumbent president
Goodluck Jonathan and opposition leader
Muhammadu Buhari -- decide to also take their
fight for voters abroad.
Hoping to capitalize on the large numbers of
Nigerians living in Ghana, both Jonathan's
People's Democratic Party and Buhari's All
Progressives Congress plaster many major streets
in Ghana's capital, Accra, with posters of the
parties' leaders. The move, however, does not go down too well
with officials in Ghana as local authorities
promptly order the removal of all the election
campaign posters
in late January.
Caught On Tape?
An audio tape published by citizen journalism site
Sahara Reporters on February 6 alleges that
several prominent Nigerian politicians had
conspired with the military to rig the 2014
elections in Ekiti State.
President Jonathan rules out investigating the
allegations, saying the audio tape is "fabricated,"
according to reports in the Wall Street Journal.
"It's all fabrications," he is quoted saying. "Why
should I investigate things that are not real?"
People in Abuja hold signs to protest the
postponement of the elections.
We Need More Time
On February 7, the country's election commission
announces the postponement of the elections , due
to be held on February 14, for six weeks. The
commission says the postponement is due to
security concerns, after agencies say the military
needs more time to secure areas controlled by
extremist group Boko Haram.
The controversial decision is unpopular among
many Nigerians and leads to widespread protests.
Ex-Nigerian president Olusegun Obasanjo.
Torn to Pieces
In mid-February, former president Olusegun
Obasanjo, an elder statesman and a key supporter
of Goodluck Jonathan in the 2011 elections,
publicly rips up his membership card of the
People's Democratic Party. This marks a turning
point in the relationship between Obasanjo and
the Nigerian president, whom he'd previously
mentored.
The event on February 17 causes a mini social
media storm, with some pointing to reports that
Obansajo ripped apart an old and invalid
membership card.
King Troubles
Morocco's official news agency Map reports on
March 10 that the country's ambassador has
been recalled from Nigeria
because King Mohammed VI had been used in an
election campaign in Nigeria to win over Muslim
voters. Nigeria's foreign ministry denies that
there is a spat, saying President Jonathan had
spoken to the king.
This in turn is denied by Morocco whose official
news agency states: "The king has actually
declined the request of the Nigerian government
because it is part of the internal electioneering.
The kingdom of Morocco expresses its
astonishment and denunciation to these unethical
practices that are contrary to the spirit of
responsibility that must prevail in relations
between states."
Appointment Causes Furore
On March 18, President Jonathan swears in
Senator Musiliu Obanikoro , one of the politicians
implicated in the "Ekitigate" allegation, to his
cabinet. The appointment prompts a mass
walkout by APC lawmakers, according to reports
in Nigerian newspapers. Senate Spokesperson
Enyinnaya Abaribe tells reporters that according
to Nigeria's laws and constitution "anything that
is a mere allegation and not a court decision is
nothing but a mere allegation."
Show Us Your School Certificate
On March 25, after weeks of speculation and an
ongoing legal battle over allegations that General
Buhari failed to complete his secondary school
education , a Nigerian court clears the way for the
APC leader to run in the presidential race after
adjourning the case until April 22.
Previously, chief Femi Fani-Kayode, director of
media and publicity of PDP had issued a
statement saying: "As long as he cannot produce
that secondary school certificate, we believe that
he is not qualified to run for the presidency of
Nigeria. This is a matter of law and not
sentiment."
The allegations had not been left unanswered by
Buhari himself: "My examination number was
8200002, and I undertook the examination
together with some prominent Nigerians including,
late Shehu Musa Yar'Adua, and former President
of Court of Appeal, Umar Abdullahi," according to
Premium Times .

Politics / “am A Better Furst Lady Than Michelle Obama,” Patience Jonathan Says by Surplus90(m): 6:07pm On Mar 26, 2015
The First Lady, Dame Patience Jonathan has been
on the campaign trail for her husband’s re-
election for some months now, making speeches
in packed Stadiums and appearances at special
campaign functions.
However, she stunned the entire political
landscape yesterday when she was heard saying :
“Am better First Lady than Obama wife now.
“Did she campaign for her husband like this
when his own eleshun time come?”

On further prodding, she further revealed: “Yes
now. Am better Furs Lady than Michelle Obama.
And by the grace of God I will become Furs Lady
again when everybody vote for Umblera in the
eleshun. Don’t answer anybody that is talking
change. They are lying”.

APC stalwarts have condemned the statement by
the First Lady, claiming it will damage diplomatic
relations between Nigeria and the USA.

During a General Muhammadu Buhari rally in
Bauchi Yesterday, soldiers of the Nigerian army
were captured by our correspondent eagerly
taking pictures of the opposition candidate. It
goes without saying that the General is well
respected and will automatically be a boost for
soldiers who have recently scored failures with
low motivation from the current administration.

Nairaland / General / New Facebook Rules: These Things Might Get You Banned by Surplus90(m): 8:59pm On Mar 22, 2015
Facebook has said it will remove content in
support of violent or criminal organizations. The
company also throws out the word “terrorists.”
Facebook, being an international company, will
end up being the arbitrator of which groups are
terrorists and which groups are freedom fighters.
“We also remove content that expresses
support for groups that are involved in the
violent or criminal behavior mentioned
above. Supporting or praising leaders of
those same organizations, or condoning
their violent activities, is not allowed .” –
Facebook

Which side is it ok to support in Ukraine? Is it ok
to support or condone Palestinians? What about
Anonymous, the “cyber-terrorist” collective?
Supporting the protesters in Ferguson? Russian
dissidents speaking out against Putin? What
about supporting the US military, which has been
called a terrorist organization by other countries?
Facebook has decided to become the world’s
censor. This may end up being the final nail in the
coffin of a social media outlet that has seen users
flee from other idiotic policies.
In addition to a ban on supporting organizations
that Facebook has decided it doesn’t like, the
social media giant has decided it’s time to
protect the politicians they have bought.
In a section labeled “attacks on public figures ,”
the company says it won’t tolerate “hate speech”
directed at public figures. What qualifies as hate
speech? It doesn’t say in that section.
Elsewhere in the standards it identifies hate
speech as:
“Content that directly attacks people based
on their:
Race, Ethnicity, National origin, Religious
affiliation, Sexual orientation, Sex, gender,
or gender identity, or Serious disabilities or
diseases.
Organizations and people dedicated to
promoting hatred against these protected
groups are not allowed a presence on
Facebook.”
