Not according to Dapo Apara court case. He was approached by Tinubu to give 70% to his fronts in 2002 and eventually forced out in 2014 hence the court case.

Lagos state 10% tax commission and state capture is responsible for Tinubu becoming one of the richest politicians in the world.

You can't award yourself 10% tax commission to your personal company while in office. There was no contract bidding and the excercise was for self enrichment.
