copart will not send to the shipping company unless the agent used the address of the shipping company as his title receiving address. They will send to the account holder who purchased the car. There is a place he hasn't filled on his profile for that particular car. There is a column of won lots where he is supposed to fill the method of receiving title for this particular car. Until he does that, it may be difficult. They have automated most of those things.

you are very ignorant. Try to learn. New York issue has since been resolved. Be open to learning. Don't be left in the stone age. Also stop thinking too highly of yourself. He cannot contact the title holder. Copart doesnt have the title. He can't contact copart for that title cos he used an agent. Only that agent is known to copart. Once copart gets the title from the insurance company or individual, they will send it to the agent.
The Agent keep telling me copart promise to send the Title, last week he even told me copart said the already sent the title to the Shipping company, but still whenever I check the Sallaum website using the Car VIN no. is still showing me Received(pending) instead of Received(delivered).

sallaum line or any shipping line will not accept a car without title. So most likely it was dumped at a storage yard close to sallaum port. However, he had obtained a dock receipt for the vehicle. Reason you see "receive pending".

You bought it willingly with the caveat so nothing can be done until the Title is ready; usually it takes about 30-45 days for it to be ready whenever stated (some of us fought Copart tirelessly to get Title Pending added so whomever is buying is aware). Copart didn't use to state it before. IAA still doesn't indicate but experienced buyer(s) knows.

Covid-19 must have been the cause of the prolonged delay as DMV and other agencies involved in Title matters were on lockdown as well (or, I hope not, the vehicle and title forgotten by all involved) except you. Contact the yard to be sure of this.

I do not have probem with anyone politicizing the current insecurity problem. After all, the APC used similar partisan propaganda while in opposition. But I have a duty to expose fake news, exaggerations and incitements where I see one.

Most Nigerians do not want justice. What we want is for 'our own' to have the upper hand in every conflict, and when the reverse happens, we claim sole victimhood in a conflict where both sides have played a role in the ongoing bloodshed.

That's exactly what we are dealing with in this latest cycle of violence in Plateau State. On the Tuesday before the escalation, four Fulani cattle traders where stopped and killed in Plateau State. The news of their tragedy didn't make any headlines. By Saturday, Fulani retaliation left more than 100 people dead. In reaction, the natives, while still being victims, blocked highways and killed travelers suspected to be Muslims.

None of the two sides has justification for doing what it did. The first action of killing Fulani cattle traders was barbaric. The second action of Fulani retaliation was equally barbaric. And the third reaction of blocking and hacking unsuspecting travelers is equally, equally barbaric.

We should ask ourselves why people decide to take laws into their own hands instead of going to the law enforcement for justice? The answer to this is not far fetched. Nigerians have lost confidence in the system to protect them, or in the event of injury, to give them justice. People resort to defending themselves and getting their own version of justice through reprisals.

But one problem with ethnicised self-defense is that it can be easily turned into an offensive and oppressive tool against 'the other' in our areas of superiority. And one problem with reprisals is that they do not follow the eye-for-an-eye rule. No! The aggrieved party is always trying to exert maximum damage on the other party and in the process creating multiple layers of grievances that grow thicker with each round of violence.

Unfortunately, Nigerians are not interested in those realities, in those facts. We are only interested in our sentiments. If it is our own that is at the receiving end, we classify it as genocide of unprecedented proportion. We stage protests and delegetimize those who refuse to join us in our type of mourning. If it's the other that is at the receiving end, the first rule is to ignore it. If it's difficult to ignore, then we under-report it and present it in a way that our own appear blameless.

That's why communal conflicts continue to run amok under the helpless gaze of successive presidencies. More than 1000 people have been killed in a single violence under Obasanjo. Those who believe Obasanjo was the problem were made to eat their words after the killing continued under Yaradua. Those who believed Yaradua was the problem were proven wrong as the killings grew even worse under Jonathan, and those who believed Jonathan was the problem now appear clueless as the killings continued under Buhari.

The fact that we didn't learn anything from these realities means we are not ready for peace. We chose which tragedy to mourn, which victim to sympathize with and which perpetrator to condemn. It is heart-breaking to see supposedly educated people subscribing to this sentiment of free-floating ethnic and sectarian passions. Our own is not moral courage but moral hypocrisy, but if it takes some moral hypocrisy to wake those in power to their responsibilities and bring an end to this tragedy, then we need more of that hypocrisy.

Unfortunately, that will not work. What will work is when we regard any attack against any Nigerian as an attack against all Nigerians. What will work is when we realize that our communities are tied by a common destiny as Nigerians, that what we have in common is greater than the sum total of our differences and that it is either we progress together or we perish together because no single Nigerian tribe, sect or region will triumph at the expense of the other.

When we are ready for peace, we will sit down and look at the problems and proffer real solutions. For example, if cattle herding is the problem, we can find ways to phase it out through ranching and other modern nomadic practices that will eliminate conflict between farmers and herders. That's because the so called herder who is stuck in his this outmoded way of life is a victim of his own of ignorance and therefore needs to be liberated.

But if the problem as we have seen with people opposing long-term solutions like ranching is for the ethnic group they hate to completely disappear so they can carve out their own ethnic or sectarian Bantustans, then I'm afraid we are miles away from peace. Because in the world we live today, it is impossible for one single ethnic or sectarian group no matter how powerful to exterminate the other.

Therefore, while it is the primary responsibility of those in power to secure the country and arrest this tragedy, the ultimate choice lies with all of us, whether we want peace and justice for everyone or we want the type of peace and justice that only benefit our own.

A tsunami of crisis is set to sweep through the Rivers State chapter of Peoples Democratic Party, PDP, over its failure to pay agents it used to allegedly rig the March 28 Presidential and National Assembly elections in Rivers State. Those engaged, who were either a remnant of the pool of the ad hoc staffers the Independent National Electoral Commission, INEC, had employed and trained but got converted by PDP, or the party’s band of militias and supporters enlisted to join in alleged massive thumb-printing and other electoral malfeasances committed by the party to snatch victory, have threatened a showdown if PDP officials and their field commanders continued to keep back the cash promised them. With the polls over, some of them who have brought their plight to the attention of The Neighbourhood alleged that their employer – PDP – has refused to pay them what they were promised.  
Narrating their circumstances to The Neighbourhood in Port Harcourt and other parts of Rivers State, the used-but-dumped election riggers alleged that rather than pay them the money promised prior to the fraud, the involved PDP leaders have taken to singing a different song. “They promised us huge cash to be paid on the election day even though to some of us, we didn’t want to be involved in their plans, but now, they are telling us stories. We won’t take it lying low with them unless they paid us”, the PDP rigging partners threatened.

The complainants, whose spread spans across the genders, further narrated the locations of their unholy engagements. The Neighbourhood would not publish their names for security and safety concerns but their accounts collaborate allegations of massive rigging made by the All Progressives Congress, APC, in Rivers State.

One of the accusers whom The Neighbourhood simply identified as Sam narrated his plight.

“I was one of those who served as ad hoc staff for the March 28 Presidential and National Assembly elections. I was trained by INEC but a day to the elections, some PDP leaders in our area sent words to me inviting me to meet with them in the home of one of them(the cheated election rigger gave the name of the accused PDP chieftains but The Neighbourhood would not disclose their names at this point). They told me they wanted I and others who were to also serve as ad hoc staff to “co-operate” with them on the election day. When I asked them the type of “co-operation” they meant, they told me it was to join in thumb-printing on ballot papers on the election day.

“I was hesitant in agreeing with them but when I noticed they were becoming hostile, I accepted but not after they had promised to pay me N30,000.  So, on that day(election day), we were all driven to a house along Onne/Trailer Park road(in Eleme) which belongs to a PDP candidate. They brought the ballot papers and directed all of us to join in thumb-printing. We joined until they felt satisfied. There was no voting. But rather than pay me, they are now telling me stories”.

The cheated INEC ad hoc staffers disclosed that the men have engaged in lines of denial and are passing the bulk. “They now refer us from one person to another. Personally, I doubt their promise to pay after the Governorship and State House of Assembly elections. They said they would pay after the Governorship and State House of Assembly elections which they have told us would follow same style. They boasted they would win the governorship in the same manner they used in winning the March 28 one. But for me and others, we need our money now”.

Further investigations by The Neighbourhood showed that not only did the PDP chiefs turn their collaborators into milk cows but used them to achieve their plot at minimum cost. However, while they paid some whose wages for the rigging ranged from N5,000 to N8,000, they pocketed those whose wages were higher. Payments, it was further gathered, depended on size of Polling Unit and designation of an ad hoc worker.

THE Federal Government has banned all international travels, as well as foreign training for civil servants with immediate effect, until further notice.

This followed the declining crude oil price in the global market that has impacted negatively on the Nigerian economy.

Head of Civil Service of the Federation, Danladi Kifasi, issued the embargo in a circular entitled: “Restrictions on Foreign Trainings and International Travels by Public Servants,” to all ministries, departments and agencies (MDAs).

He said it had become imperative to introduce a number of cost-saving measures, following the recent development in the international oil market that had affected the revenue stream of government.

Kifasi particularly listed one of the measures instituted by government in salvaging the situation as the ban on foreign trainings and international travels by public servants in all ministries, departments and agencies (MDAs), including all parastatals beginning from January.

A statement signed by the Assistant Director, Media Relations, said the Head of Service, who used the circular to outline some guidelines to be applied before any public officer shall travel out of the country on government’s expense, explained that “proposals for participation or attendance of international conferences, seminars, workshops, study tours, trainings, presentations of papers, negotiating/signing of Memorandum of Understanding (MoU) abroad at government’s expense, shall no longer be allowed except those that are fully funded by sponsoring/invitation organisations.”

The circular further warned that no ministry, extra-ministerial office, department, agency or parastatal shall send staff outside Nigeria for training at government’s expense whether or not that agency draws funds from the Federal Government budget or meets its financial needs from revenue generated by itself.

It noted that public servants invited for foreign trainings/study tour, conferences by any organisation, government or other bilateral/multilateral organisation would be allowed to travel provided that no travel cost, Estercode application or any other cost on government was involved.

Kifasi, however, maintained that local training would continue, adding that where necessary, foreign experts might be invited to conduct training for which there were no local experts with the knowledge or ability to do such.

QUALIFICATION AND EXPERIENCE

Professor:
Candidates should possess Ph D degree from a recognized institution in their areas of specialization plus twelve (12) years of experience in teaching and research. They should able to develop new programmes, conduct research independently and have proven supervisory and administrative capabilities. They must show evidence of scholarly publications in reputable journals both national and international.

Reader:
Candidates should possess Ph D degree from a recognized institution in their areas of specialization plus ten (10) years of experience in teaching and research. They should be able to develop new programmes, conduct independent research and have proven supervisory and administrative capabilities. They must show evidence of scholarly publications in reputable journals both national and international.

Senior Lecturer:
Candidates should possess Ph D degree from a recognized institution in their areas of specialization with at least six (6) years cognate experience of teaching and research and must produce evidence of good record of publications in reputable journals.

Lecturer I:
Candidates should have Ph D degree plus three years post qualification experience and should demonstrate ability to carry out research in areas of experience. Masters degree holders with five (5) years teaching/research experience and evidence of good record of publications in reputable journals are eligible.

Lecturer II:
Candidates should possess Master’s degree in relevant field plus two (2) years teaching/research experience.

Assistant Lecturer:
Candidate should possess master’s degree in relevant field plus at least one-year experience.

Principal Librarian:
Candidates should possess Ph D degree from a recognized institution in their areas of specialization with at least six (6) years cognate experience and show evidence of good record of publications in reputable journals. Candidates should also show evidence of registration with LRCN.

Senior Librarian:
Candidates should have Ph D degree plus three years post qualification experience and should demonstrate ability to carry out research in areas of experience. Masters degree holders with five (5) years cognate experience and evidence of good record of publications in reputable journals are eligible. Candidates should also show evidence of
registration with LRCN.

Assistant Librarian:
Candidates should possess master’s degree in relevant field plus at least one-year experience and evidence of registration with LRCN Graduate Assistant (Library). Candidates should possess Bachelor’s degree in Library and Information Science with at least Second Class Honours Lower Division plus evidence of registration with LRCN.

Library Officer:
Candidates should possess a Diploma in Library and Information Science.

Computer Analyst/Programmer (Library):
Candidates should possess a Bachelor’s Degree in Computer Science with at least Second Class Honours (Lower Division) plus NYSC.

System Analyst II:
Candidates should possess a Bachelor’s Degree in Computer Science with at least Second Class Honours (Lower Division) or HND at lower credit Level plus NYSC.

Medical Officer:
Candidates should possess a minimum of MBBS degree plus NYSC.

Staff Nurse:
Candidates should possess Certificate of Nursing and Midwifery Council of Nigeria with evidence of Registration as a General Nurse in Nigeria.

Pharmacy Technician:
Candidates should possess a 3-year diploma from a recognized School of Health Technology plus evidence of registration with relevant Professional Bodies.

Medical Laboratory Technician:
Candidate should possess a 3-year diploma from a recognized School of Health Technology plus evidence of registration with relevant Professional Bodies.

Technologist:
Candidates should possess membership N.I.S.T., I.M.L.T., Bsc, HND or equivalent qualifications relevant to the Department they are applying.

Confidential Secretary:
Candidates should possess 120/100 WPM, OND, HND at at least Lower Credit level or Bachelor’s Degree in Secretarial Studies with a minimum of Second Class (Lower Division) plus NYSC.

CONDITION OF SERVICE

Successful candidates will be on probation for two years after which they may be confirmed to retirement age if their services are considered satisfactory. Non Nigerians may be offered contract appointment for a period of three (3) years which may be renewed for another term plus a 25% contract addition payable to those who qualify in lieu of pension.
