The NHS England delivery officer who stood for the North East Hampshire constituency posed in front of a pile of flowers and tributes. Outrage immediately spread across Twitter. In his defense, Hussain said: "As you can see we took photos and posted them, for many reasons, to remember, to show those at home that their loved ones were being remembered, and to show the Tunisian people we care for them and we will be forever indebted to them risking their lives to save ours." He added: "I apologize from the bottom of my heart to anyone who may have been offended." The Revenue Mobilization Allocation and Fiscal Commission is the only body that has the constitutional right to adjust salaries. The presidency has no right to slash their salary by 50%. They can only donate 50% of their salary if they so desire. Nigerian leaders should learn to follow due process, or at least allow due process take its course. By doing this, the presidency implies that the RMAFC is corrupt and has been discharging duties that aren't beneficial to Nigeria. This can spring up series of protest, tension and unrest in the country, as this is the national income in view here; especially with the ongoing inability to pay salaries of workers in the country. I fold my arms and watch: The Nigerian military on Monday released 182 Boko Haram suspects detained for alleged link with the terrorist group in Borno State, the army authority said. The Nigerian army chief, Lt. Gen Kenneth Minimah, who handed over the suspects to the Governor of Borno State, Alhaji Kashim Shettima, at a military base, had said that the suspects have been cleared by military authorities after necessary investigations. “We are handing over 182 detainees who were suspected to have links with Boko Haram. They are 100 men, 24 women, 40 underage boys and 18 children. “They have been cleared, we have decided to hand them over to the Borno State government. “They have been thoroughly investigated and acquitted of any involvement in the activities of Boko Haram,” Minimah said. The army chief, who was in Maiduguri for the army day celebration, said the event was “to project achievements, capabilities and prospects of the Nigerian Army,” as well as boost troops fighting Boko Haram in the northeast states. The Borno State Governor, Alhaji Kashim Shettima, while receiving the released detainees commended the military for respecting the rights of the suspects. In the case of STIs, the answer is a resounding NO! Pulling out, or withdrawal, isn’t an effective method of STI prevention because most disease-causing microorganisms don’t depend on ejaculation for transmission. A condom will only help prevent the spread of STIs if you put it on before sex and leave it on the entire time you are having sex. If both of you have been tested before you started having sex with each other, you may not be concerned about STIs. If you haven’t been tested you may want to consider doing so. As a primary means of pregnancy prevention, withdrawal has several disadvantages. First, there’s the pre-ejaculatory fluid on which the withdrawal method has no effect since it’s released well before you ejaculate. Pre ejaculate itself doesn’t contain sperm, however it may pick up sperm left in the urethra from a previous ejaculation, and thus, re-inserting your penis after ejaculation (outside of the vagina) does present a risk of pregnancy. Next, and what perhaps has even more of an impact on the effectiveness of the method, is the issue of consistency and self-control. When practiced perfectly, the failure rate is estimated to be around 4 percent. This means 4 to 22 women out of every 100 who use withdrawal as their contraceptive method get pregnant. If you haven’t already, perhaps you and your girlfriend could talk about your concerns and work toward reaching a mutual decision on what form of contraception and/or safer sex you both want to use. Besides the issue of STIs, it’s best to talk about how willing you are to risk having to deal with a pregnancy and what either of you would do if a pregnancy occurred. Withdrawal is definitely less effective than, say, the birth control pill. But, if both of you are okay and comfortable with the risk involved, then you may decide that withdrawal is a good method for the two of you. Dan Rafael, ESPN senior writer: The WBO stripped pound-for-pound king Floyd Mayweather of his welterweight world title on Monday for his failure to comply with the organization's rules. Mayweather claimed the WBO welterweight title when he outpointed Manny Pacquiao on May 2 in a 147-pound unification fight that shattered all financial records for a boxing match, including total gross, pay-per-view subscriptions, closed circuit revenue, live gate, foreign television sales and sponsorships. Mayweather, who holds two other alphabet welterweight world titles, missed the 4:30 p.m. ET Friday deadline by which he had to pay a $200,000 sanctioning fee from the May 2 fight (for which he earned more than $220 million) and vacate the two junior middleweight titles he also holds. "The WBO world championship committee is allowed no other alternative but to cease to recognize Mr. Floyd Mayweather Jr. as the WBO welterweight champion of the world and vacate his title for failing to comply with our WBO regulations of world championship contests," the WBO wrote Monday in its resolution. It is against sanctioning organization rules for boxers to hold world titles in multiple weight classes. The WBC and WBA had been breaking their own rules by. allowing Mayweather to hold their titles, but the WBO upheld its rules. Typically, the WBO will allow a fighter 10 days to decide which weight class he wants to continue to hold the title in if he wins titles in multiple weight divisions. The WBO gave Mayweather two months to decide. Once the Friday deadline expired, the WBO sent the issue to its championship committee, which voted Monday afternoon to strip Mayweather of the belt for not complying with either request. "The WBO has the utmost respect for Floyd Mayweather Jr. and all that he has accomplished during his storied career," the WBO wrote in its resolution. "Mr. Mayweather has always agreed with and understood that world championships have both privileges and responsibilities and that status as WBO champion is subject to and conditioned on compliance with the WBO rules and regulations." The Mayweather camp was displeased by the ruling. "It's a complete disgrace," Mayweather Promotions CEO Leonard Ellerbe told ESPN.com. "Floyd will decide what, or if any, actions he will take. But in the meantime he's enjoying a couple of hundred million he made from his last outing and this has zero impact on anything he does. "I'm not surprised at all because of the individuals involved we're talking about," said Ellerbe, believing that WBO president Francisco "Paco" Valcarcel went out of his way to help Top Rank's Bob Arum, who promotes Bradley and Vargas and who is close to the WBO. Mayweather has 14 days to file a written appeal with the WBO, but the decision is unlikely to be changed, even if he does appeal. Ellerbe said Mayweather has not decided yet if he plans to appeal. "We have the best attorney in the game, John Hornewer, and we are fully aware of what our rights are," Ellerbe said. "Floyd will decide what he wants to do." Bishop T.D. Jakes, founding pastor of The Potter's House in Dallas, Texas, remarks on the Supreme Court's ruling on same-sex marriage during a service on Sunday, June 28, 2015. Jakes informed worshipers at The Potter's House in Dallas that he had been "bombarded" by various people wanting to know his thoughts on the Supreme Court's ruling last Friday that state bans on gay marriage are unconstitutional. "I'm not really as concerned about this as a lot of people are," said Jakes during service on Sunday, according to a video excerpt of his remarks published online. "I'm really not as concerned about it. I think that we should not lose our mind about the world being the world and the Church being the Church. This is not a news flash. The world is gonna be the world and the Church is gonna be the Church, and you have to understand the difference." The influential megachurch pastor, bestselling author and film producer went on to explain to his congregation that the Supreme Court, as a worldly institution, has one job: to uphold the rights of all Americans. "The Supreme Court is there to make a decision based on constitutional rights and legalities that fit all Americans. They are not debating Scripture," he said, which led to applause from the congregation. "They are just not debating Scripture," Jakes repeated. "I guarantee you that they were not in there looking at Romans 1 and 1 Corinthians this and weighing it against the policies." "We have bought into all this rhetoric about America being a Christian nation," Jakes said. He went on to suggest that indeed America has a lot of Christians in it, but the country is governed as a democracy and not by theocratic principles. "But what we do need to watch is that our religious freedom is also respected and protected so that we don't have to get caught up in the winds of the world and go the way the world is going," Jakes added. "There's nothing to say that Christianity will be the dominant religion in this country. I hope it will. It's up to us," he added, going on to say that Christians have "stopped witnessing" and "stopped winning souls" and continue to isolate themselves from people who do not "believe like we believe." That runs against what Jesus commanded His followers to do, he insisted, adding, "Jesus said go into all the world and preach the Gospel to every living creature. "So we need to change as a Church too. We need to start reaching out to all types of people and preaching to them and ministering to them and sharing our faith with them. I don't mean on Sunday morning. I mean in the mall, I mean in the grocery store, I mean while you're getting your hair done. It's time for you to be a real Christian. I mean a real Christian, and win people to Jesus Christ. And you can start in your own house," Jakes admonished his flock and the countless others watching the service via livestream. Jakes, 58, rounded up his remarks by informing worshippers that "God is still in control" and giving them a stern warning about God's judgement. "The Supreme Court makes its decisions based on the Constitution, debating the constitutionality of any particular issue. But I must warn you, God does not judge you by the Constitution. He judges you by the Word of God. So while the Supreme Court is looking at the Constitution, you better search the Scriptures …," Jakes said. In a recent article published by punch, Mr Azuka Onwuka made an opinion stating that Nigeria may never defeat the boko haram group. He said facing reality is better than positive thinking. Reminding nigerians of the pre-election promises and recent visits to neighbouring african countries of president Muhammadu Buhari to tackle the insurgency and how the boko haram group seem to have gained the upper hand following recent bombings. Further stating that the inability to achieve victory over the group doesn't mean incompetence of nigerian leaders, but rather shows Nigeria is yet to learn the art of guerilla warfare, as the terrorist group has no rule of engagement. Catholic leaders are criticizing the Milwaukee Art Museum's decision to display "Eggs Benedict," a portrait of Benedict made by weaving the condoms through a mesh grating. The artwork by Niki Johnson will go on display in November and has ignited a debate about religious doctrine -- the Catholic Church opposes contraceptives -- and freedom of expression. Jerome Listecki, archbishop of Milwaukee, complained in his weekly newsletter that the portrait relies on the notion of "radical individualism" exercised without license. "We have lost the sense of sacred and in so doing, everything becomes profane and is subjected to our own individual appreciation," he wrote. Niki Johnson created this portrait of Pope Benedict XVI from nearly 17,000 condoms."An artist who claims his or her work is some great social commentary and a museum that accepts it ... (and) insults a religious leader of a church whose charitable outreach through its missionaries and ministers has eased the pain of those who suffer throughout the world, must understand the rejection of this local action by the believers who themselves have been insulted." Critics have questioned whether the museum would display a similar piece that Muslims or Jews would find offensive. Museum Director Dan Keegan said he has received complaints from about a dozen members, although the majority oppose censorship of artistic expression and are interested in seeing the artwork. "Our hope is that the piece will bring not only controversy, but room for conversation -- about the underlying discussion the artist intended as well as regarding the role of art in public discussion," Keegan said in an email.
