Personally, I don't see why each state government don't have its own state farm and agro industries. Food crops such as cassava, Palm etc with their agro processing factories/industries to produce the end products. And cash crops such as cocoa, coffee etc with their agro industries.

Then livestock ranches which can start with goats for example. The wastes from the food agro industries can be used to feed the livestock.

As for the private sector, it's their own private business hence they should ranch their own animal. Either ranch your animal or forget it. It's not by force to rear animal. No one is disturbing others with his pig farming for example. The pigs are ranched by their owners and they're not disturbing others with their pigs.

As a matter of fact, Nigeria is an ethnography country. Hence, no criminal should come to another region to inconvenient the aborigine with his backward retarded criminal practice. Simple as ABC.
