This is contained in a statement released on Wednesday by its Director of Information, Commodore Christian Ezekobe. According to the statement the suspected militant was arrested on September 12, 2016 at his hideout in Calabar by a joint team from Nigerian Navy Ship VICTORY and Defence Intelligence Agency. The statement further said, “In a related development, the patrol team deployed by Naval Outpost (NOP) Ikuru arrested four suspected notorious sea robbers who were alleged to be responsible for several attacks and robbery incidences at Oyorokoro, Ataba, Kaa and Oyorokoro communities in Andoni Local Government Area of Rivers State. The gang was alleged to have particularly attacked market women on September 4, 2016 at Oyorokoro Community. “These arrests bring to fore the commitment of the Nigerian Navy and other security agencies to stamp out the menace of criminal brigandage in the region. Some felt the sentiment was tone deaf and failed to address the myriad problems Nigerians face on a daily basis. Top of that list is an economy in free fall and mass youth unemployment. Last month, Nigeria’s second quarter GDP fell by more than two percent compared to last year, after slipping by 0.4% in the first quarter. Two consecutive quarters of decline mean Nigeria has now slid into recession. While he has been tough on corruption, Nigerians feel his authoritarian approach is out of touch when he needs to inspire hope for better times. NAIJ.com’s photojournalist, Michael Obasa, who was at the scene of the incident, reports that the incident was brought under control by the church beside the filling station. “Thanks to the security officers at the church who gave the people at the filling station fire extinguisher when they had exhausted theirs in trying to put out the flames. There was serious scare inside the filling station because of the fire incident as everyone scampered for safety around the place,” he stated. As at the time of filing this report, the fire had been put out, but the tension in the area could still be felt by our photojournalist who was on ground. The bodyguards who served during the electioneering campaigns in 2015, on Wednesday, September 7, vowed to occupy the presidential villa if allowances owed to them were not paid to enable them cater for their families during the upcoming Salleh celebrations. The Vanguard reports that the bodyguards who staged a protest at the entrance of the presidential villa, Abuja decried their living conditions. Their spokesman, Olabiyi Balogun who spoke with newsmen on phone said that they had been owed arrears of 17 months even as other of their demands had also fallen on deaf ears. Balogun vowed that the group would continue to protest u till their demands were met. He said: “If you recollect, the last time we had a parley with the press was about 4 weeks ago when they asked Mobile policemen to seal off our office, the APC presidential campaign office. From that time till today is 28 days. We had no form of official response to our demands and it is as a result of that we decided to take the protest further to them. To prove our point we had to stage our protest right to the Villa, this morning. We were stopped. “The DCP, the squadron commander in the Villa came to address us. He told us that he was sent from inside. He said that the right persons told him that they are already sitting on our issue and that we should give them between now and the end of the month, that the demands we made would be met. We will abide by our words. “We want to give them the benefit of doubt. But the issue right now is sallah. Sallah is on Monday and 80 percent of us are Muslims. They have been paying themselves. They just paid themselves the allowances they owed the personnel in the villa. Each person got N450 thousand. One of our demands is that our allowances for the past 17 months should be paid but they have exempted from the allowances they paid.” We are paid N50 per month. That’s the agreement. “Our other demands included a request to have audience with Mr. President, we demand that arrears of our allowances be paid. We also demanded that we need to be paid our entitlements and we proposed that for the inconveniences we have suffered in the last 20 months, we demanded to be paid 20 million each. We are growing from one level of protest to another. We don’t know what we are going do next but definitely, we will not keep quiet. If they do not reach out to us for this sallah, on Friday we have something in mind.” This not the first time some security personnel attached to the seat of power have grumbled regarding unpaid salaries. A report by Daily Trust recently revealed that security personnel attached to Nigeria’s seat of power, Aso Rock are being owed their special allowances for 13 months. The security personnel are drawn from the Nigeria Police Force, the Department of Security Service, the Federal Fire Service, the National Intelligence Agency, the Federal Road Safety Corps, the Nigerian Army. The Aso Rock security team stated that they have not been paid their special allowances since President Muhammadu Buhari assumed office on May 29, 2015. Checks revealed that former President Goodluck Jonathan government was paying the senior security staff N30,000; and the junior ones, N25,000 as their monthly special allowance. Few months back, security operatives attached to the presidential villa in Abuja were reportedly discontent and upset over their unpaid allowances. The Punch reported that the situation may degenerate into a security breach, if it is not addressed quickly. Speaking with newsmen on Wednesday, February 10, multiple sources who pleaded for anonymity noted that “loyalty of the security operatives had dropped drastically” over the non-payment of the allowance. Mr. Audu’s younger brother, Mustapha, said his brother “and about 15 other family members” were arrested Wednesday and are being detained at the Lokoja Police Division. Mustapha said the Audu family believes the arrests were “ordered” by Governor Yahaya Bello. The governor has denied masterminding the arrests. Asked why Mr. Bello would order the arrest of the Audu family members, a family source alleged the development was a response to the attack on Yahaya Audu, late governor’s younger brother who represented the family at the Kogi 25th Anniversary ceremony on August 28. Continue… Yahaya had received a posthumous award conferred on the late Mr. Audu and 24 others by the state government at the ceremony. But on his return to Ogbonicha, the ancestral home of the Audus in Ofu Local Government Area, Premium Times learnt that Yahaya was physically attacked by community members who are still aggrieved with Mr. Bello’s government. A day after the anniversary ceremony, Mohammed, late Audu’s eldest son, in a statement on behalf of the family, mocked the governor and said he should have used resources meant for the ceremony to pay workers. When contacted, the police spokesperson for the state said he was not aware of the development. While highlighting that Lagos can do without the rest of the country based on its resources and pragmatic style of governance, he urged that Nigeria must not let Lagos go off the federation.His words: “This country is better off with Lagos than with the Niger Delta. Let’s not make that mistake. We should be together as a country. Every part of the country is important. But, let us not be so obsessed by a resource, because we have had the commodity driven model, and we are blind to the potential of an alternative model. “Lagos doesn’t need oil. What is oil anyway? It is a raw material. You don’t drink it. You need it to move your vehicles. Now, you have electricity. You need it to fill your generator. Now you have solar power and biomass. The future of oil is not there. So, those few people who are trying to break up this country over oil, after sometime, that oil will be worthless. You are better off being in a country that is based on this model. This is a country of the future, that is the past.” The former Central Bank of Nigeria (CBN) governor explained in his paper that the model of governance in Lagos State should be adopted by the Federal Government and other states in the federation, stressing that infusion of such model would ensure transparency, consistency and regulation. According to the emir, “Lagos has done very well. If I have money to invest, I will invest it in Lagos, because it is attracting investment. Lagos has realised a long time ago that government cannot fund all its needs. And I just love what Lagos has done. The Lagos story is a story of what Nigeria can do with itself – transparency, consistency, regulations – and people can be rich. “There is no problem if people can be rich while growing an economy. Nobody minds. But, in Nigeria, people become rich when people are dying. Let’s take the Lagos story and that’s why today, Lagos State is 30 per cent Nigerian non-oil Gross Domestic Product (GDP) and Lagos can do without oil.” The monarch also stressed the need for the availability of power supply as one of the panaceas for growth in the country, faulting, however, the process of privatisation of the power sector by the immediate past administration. “Look at power generation. The Senate warned yesterday, September 1, saying no one must take the patience of Nigerians over current economic situation in the country for granted. This comes on the heels of an earlier report suggesting that the Senate President, Bukola Saraki, ordered suspension of treatment of the Petroleum Industry Bill (PIB), following disagreements by senators on the host communities’ funds component of the bill. The Red Chamber, speaking to journalists in Abuja, through its spokesman, Senator Abdullahi Aliyu Sabi, asked government not to buy the ideas of ex-NNPC Group Managing Directors, who were reported at the weekend to call for new hike in fuel price given that the current N145 per litre was no longer sustainable. He insisted that government must be mindful of the activities of the former NNPC bosses,who he noted, were parading themselves as its advisers, saying they may be the agents of enemies of the present federal administration with given tasks to pull government down. Sabi, who represents Niger North Senatorial District on the platform of the ruling All Progressives Congress, APC, said the former NNPC helmsmen lacked the capacity to speak the way they did, blamed them for the current nation’s economic woes, saying their various administrations in NNPC brought the country to its current situation. He said: “First and foremost, let me say that these are my personal opinion. I’m not making this submission as spokesman of the Senate, which means the position of the Senate. But I’m saying this in capacity as Senator Aliyu Sabi Abdullahi, who represents the good people of Niger North Senatorial District. “I read the newspaper report and I was disturbed, worried and I think for all intents and purposes, I’m very much disappointed. “First and foremost, let’s underpin the issue as follows: I saw it clearly: former Group managing Directors – almost all of them numbering close to 10 or so. And what came to my mind is that how did we get here? “The NNPC as an institution was expectedly the life wire of this nation. As we have all known, refineries that we have in Nigeria have not been functional because if they have been functional and if that institution had been up and doing in tandem with its peers in other countries that have similar resource endowment as us, we would not be where we are today. “For crying out loud, all of these former GMDs, can they be said to be free of blame on how we got here? “These refineries have not been working; the corporation itself has not been run transparently to the maximum benefit of Nigerian citizens. “At least, I knew that it was just in this our change administration that the Minister of State (Petroleum), Ibe Kachikwu was able to tell Nigerians that the corporation had declared profit now because he has brought his wealth of private sector experience to bear on that corporation. “As it is before now, which mean this is talking about just one year of this present government. But before now, going down the lane through the period of the 16 years misrule of the PDP administration, and even before then the military have all been there. Our refineries have not worked. All the problems we are having are as a result of all these people who are assembled now to be the wise men to tell us what should be done.” He continued: “As far as I’m concerned, all of them that are speaking do not have the moral standpoint to even advise us on what to do because they had a hand in it. “And I cannot see how you can solve a problem under the same condition that created it. Are we expecting these people’s advice to change the narrative? “As far as I’m concerned, maybe they are sent to destroy this government. We will not allow them to do that because right now, Mr. President is grappling with inherited problems. He is trying his best to see that things are changed. And I think within this context, whatever it is we need to do to support him to succeed, we have always been ready as we have always done since we came on board to support him.” The senator added: “If you look at the arithmetic, if things had been well, it is now that Nigerians are even supposed to enjoy because the price of petroleum has crashed. “If we are going to get the pains of not getting enough forex, we should have gotten the joy of having a lower price of petroleum product, which we are not getting right now because the institutional base for it which the NNPC fully represents, has been destroyed over the years by these same people who assembled to advice. “So, no matter how well intentioned their advice is, it’s unfortunate that it is coming from that particular group of people because they have been part of the mess all along. “I can’t see how they clean themselves out of the mess that is presently in the oil and gas sector. “So, to my mind, they should have made their advice underground. But to come out in that strong manner, I see it as a slap on us because they are responsible for what we are getting. “If they had left a legacy of a solid institutional base for the oil and gas industry, we wouldn’t have been in this situation today. You increase the price and add up to the crisis that Mr. President is handling, is that the way to go about it? “No matter how well intentioned their aim is, while we trace the historical milestone of this organisation down the line and to see that these people at the individual levels have been responsible for the period of unaccountability, deep leakages that has characterised that industry. “For them to come out today and tell us that this is what needs to be done, I don’t think they have sat down to think through what they were saying. The Group Managing Director (GMD), National Petroleum Corporation (NNPC), Maikanti Kachalla Baru, after a closed-door meeting with President Muhammadu Buhari and the Minister of State for Petroleum Resources, Ibe Kachikwu, yesterday, dismissed the speculation. He said: “There is nothing like that,” and directed journalists to “go to PPPRA.” Speculations of another round of fuel price increase became rife when former NNPC GMDs noted: “The PMS price cap of N145/litre is not congruent with the liberalisation policy, especially with the foreign exchange rate and other price determining components, such as crude cost and Nigerian Ports Authority (NPA) charges.” Ironically, oil marketers, for the first time, are saying pump price increase “doesn’t make sense at this point, as long as it is not open to market fundamentals.” Making clarification on the Saturday meeting by the former NNPC chief executives, one of the former GMDs, who spoke with The Guardian, said: “At no time did we say there should be price increase. Our business is not to prescribe one. “What we did was to note that if the Federal Government wanted to deregulate the downstream petroleum sector, it should do so holistically. We noted that if NNPC subsidy had been removed from crude and NNPC is now paying international market rate for crude supplied to it, you couldn’t regulate the pump price. “Looking at the exchange rate and the cap of N145/litre, NNPC refineries will not be efficient, as they will not be able to generate enough money to fix the refineries, which are in dire need of turnaround maintenance. They won’t be able to recover their costs and operate efficiently. “Also, government is not supposed to give NNPC money to run its operations. It is supposed to generate such money itself. But NNPC cannot at this time approach any bank for facility, since price is capped, whereas if the market is fully deregulated, NNPC will have a bankable proposal.” The former NNPC boss also noted that since the last price cap, “domestic demand for PMS has fallen from 40 million to 30 million litres daily, as a lot of cross border trading activities were stopped, since the product was no longer very cheap.” One of the marketers, who spoke to The Guardian in confidence, said marketers’ problem, now, is how to offset $1.2 billion outstanding letters of credit (LCs). “Even with the partial deregulation, you can see that some filling stations are selling at N143 per litre or less. Danjuma Goje, has stated that the worst of the governors of his party, the All Progressives Congress APC is better than the best of the Peoples Democratic Party PDP. Goje who is the Chairman, Senate Committee on Appropriation stated this weekend in Abuja after the inauguration of the Gombe state APC Caretaker Committee. He was drawing comparison between the achievements of his state governor, Ibrahim Dankwambo of the PDP and other APC governors, saying his people would prefer the worst of the APC governors to having Dankwambo preside over the affairs of the state. He also chided the Gombe State PDP government for not considering any APC member in the state worthy for an appointive and elective position. “I want to urge the new caretaker committee members, in the presence of the party leadership and all of you that came from Gombe, to be neutral, to be objective, to be committed in trying to unite this party. I am sure whether you belong to any other group, it is better that you have a bad APC governor than not have a governor at all. “Even if APC is bad, it is better, because now that it is PDP government none of our members, no APC man has been giving appointment even as a councillor. So, it is very important that we unite and put our differences behind us, move forward to ensure that we form the next government in Gombe State,” he noted. Speaking further, he said: “It is a special day for the APC in Gombe State in particular and APC in Nigeria. We members of the APC in Gombe State are very grateful and loyal to the national leadership of our party. We want to thank you very much for your intervention. Your intervention will save the party and make it relevant in Gombe State and Nigeria. “I want to on behalf of all of us in APC in Gombe State regardless of the past, assure you that we will give maximum support and loyalty to the newly inaugurated leadership in the state. They are also to, “take stock of all officers of the Party to ensure they are in tandem with the outcome of the Nationwide Congresses held in 2014, except those that resigned or relieved of the offices, using the authentic list given to you by the National Secretariat. “Ensure the streamlining of all parallel offices and shutting down illegal party offices that exist at ward, local government and even at state levels and reinstall what we have in our records at the National Secretariat “Consult with all stakeholders and other opinion leaders of the Party in the State but strictly for obtaining meaningful advice for a way forward which, in the opinion of the Committee, will improve the fortunes of the Party and restore peace and unity,” he noted. The governor said it was on record that both Mr. Obasanjo and Mr. Sheriff collaborated to destroy the All Nigerians Peoples Party (ANPP) and their meeting Saturday must be to further collaborate to destroy the PDP. Governor Fayose, who reacted to the visit through his Special Assistant on Public Communications and New Media, Lere Olayinka, said, “Sheriff can as well begin to sleep in Obasanjo’s house, it is good riddance to bad rubbish. “Since Obasanjo is no longer a member of the PDP and he has consistently maintained that he can never return to the PDP, only those in the same league with him can go about visiting him.” He said it was hypocritical and deceitful for Sheriff to have said he went to see Mr. Obasanjo to seek advice on the way forward for the PDP because he (Obasanjo) was among those who made the PDP to lose the presidency, despite the fact that no one benefited from the party more than him. A move is underway by leaders of the southeast geopolitical zone to forge economic integration and reposition the region for development.The initiative will have five governors and an array of prominent Igbo leaders from religious, economic, educational and political platforms rubbing minds together to tackle decrepit infrastructure and leadership void in the region. Under the aegis of South East Leadership and Development Initiative (SELDI), the move stems from “a near state of hopeless that has befallen the southeast since the end of the Civil War and in particular, since 1999, when the present democratic experience took off.” The leaders, it was learnt, reviewed the state of the zone in the past 17 years and concluded: “The present democratic dispensation has not helped the area.”Besides governors of the region, the initiative is also being driven by the Deputy President of the Senate, Ike Ekweremadu; former Commonwealth Secretary General, Emeka Anayoku; former Ministers Ngozi Okonjo Iweala, Prof. Charles Soludo, and Prof. Barth Nnaji. Cameroonian investigative journalist, Bisong Etahoben, has stated that the country’s authorities have sentenced 109 supposed Boko Haram members to death. Nigerians in their reactions praise the government of the neighbouring country for this decision. Cameroon is among the five West African countries that have been badly affected by the attacks of the deadly Boko Haram sect. Muhammadu Buhari during his inauguration on May 29, 2015, promised to wipe out the insurgents. He gave his army chiefs a three-months deadline to end the insurgency in Nigeria. One person was injured on Tuesday when a group of Mobile policemen from MOPOL 19 clashed with some operatives of the Nigerian Navy in Port Harcourt. The incident, which took place at about 6:20pm around Mummy B axis of GRA in the Rivers State capital, caused commotion as motorists scampered for safety. It was gathered that a vehicle carrying a group of Navy operatives was held up in a gridlock along the ever-busy Mummy B road near the GRA junction. Not satisfied with the development, some naval ratings were said to have alighted from the vehicle and moved to the point where they met a group of Mobile policemen controlling the traffic. An eyewitness said the Mobile policemen had told the Navy operatives not to worry because they (Mobile policemen) were already on the ground to clear the gridlock on the road. “Surprisingly, an argument ensued between both of them and one Mobile policeman, who was in mufti, fired teargas and in the confusion one Navy operative was shot. “There was blood everywhere around that point. But I believe the person that was shot must have been rushed to the hospital,” the source, who did not want his name mentioned, said. When contacted the State Police Public Relations Officer, Mr. Ahmad Mohammad, confirmed the incident, but added that the matter had been resolved. Ahmad said in a text message to our correspondent that there was no casualty during the clash. “It has been resolved. No casualty at all,” the text message read. Also contacted, the Public Relations Officer, Nigerian Navy Ship Pathfinder, Lt.-Cdr. Hammad Ahmed, said he was still being briefed on the matter and promised to speak as soon as he had the full details. Like a scene out of a horror movie, a 10-year-old girl, Damilola Fasanya, who went missing on Saturday, January 9, 2016 in Ipaja area of Lagos, came home two days later to recount horrific tales of her short time in the hands of her kidnappers. In fact, after her captors released her, she was so traumatised by what she saw that she could not gain her memory back for two days. If Damilola’s parents did not vouch for her truthfulness, many would have dismissed her story as mere product of an imaginative mind. Damilola said that on Saturday, she was on her way back from the errand she ran for her father around their street at Ipaja when a vehicle double-crossed her. She said she was about rebuking the strange men in the vehicle for blocking her path, when two of them jumped out and forced her into their car. “There were three of them in the vehicle. I became dizzy and did not know where I was again when one of them hit me with a strange object inside their vehicle,” Damilola said. The girl said she faintly remembered that while they were on their way, a police patrol team stopped the men but the kidnappers sped off. “The police started chasing the vehicle but the men escaped. The police van could not catch up with them. When we got to their boss, I noticed that it was a street. “There were many houses there but I still did not know where I was. There were other children and older people in the house too. Their boss then told them to bring me before him.” Damilola said she noticed that none of the men sounded like Yoruba. According to her, they were conversing in pidgin English. According to the girl, a very strange thing happened when she was brought before the man. “Immediately I got to his presence, he became angry. I noticed that blood started coming out of his body. He told his men, ‘See blood all over my body now. You brought an abomination to me.’ “He then dipped his hand inside his clothe and brought out a gun. He shot one of his men – the man who had touched me with the object while we were in the car. “The one that was shot then fell down bleeding. There was blood everywhere. I did not know whether he died or not. The boss was angry. He said next time, they should not bring the wrong candidate to him. He then told the rest to pack him up and throw him away.” Damilola said the man then told his men to go and dump her somewhere too. Later, she said they dropped her around Super Bus Stop along the Lagos-Abeokuta Expressway, where some sympathisers who saw her roaming the area took her to the Isokoko Police Division. Her father, Mr. Femi Fasanya, said her daughter could not even tell the police who her parents are. “The police kept her with them till she regained her memory back. Two days later, she told them that if they took her to Iyana Ipaja, she would know her way back home. When they took her there, her memory came back completely. The police then brought her to us. “I cannot stop thanking God. Her mother and I have not eaten since that Saturday she went missing. “Damilola told us that when the kidnappers asked for my phone number, she told them she did not know it even though she does. If not because of her wisdom, they probably would have kept her with them and asked us for ransom money. “We thank God that they did not strangle or shoot her before they dropped her somewhere. You cannot imagine what we have been through these past days. We are Christ Apostolic Church members. Our church in Lagos and Ondo mobilised for marathon prayer on our behalf while residents of our street also mobilised to help out.” The case of Damilola, who just finished her primary education and is about starting secondary school is another evidence that kidnap-for-ransom or kidnap for ritual purpose as the case may be, has continued to fester in a city where the police struggle with other numerous forms of crime. Owing to non implementation of a roadmap drawn in 2012 to forestall future occurrence of Lassa Fever in Nigeria, The Minister of Health Prof. Isaac Adewole Thursday blamed former President Goodluck Jonathan’s administration for current outbreak of the haemorrhagic Fever disease in Nigeria. He said that if the previous governemnt had implemented the said roadmap the current outbreak would not have occured. Prof Adewole who made this allegation while briefing the Senate Committee on Health pegged the number of cases in the country at 129. The minister also disclosed that the ministry was going to begin testing on a potential vaccine that would be used to prevent the virus. According to the health minister: “In 2012 we recorded 1723 cases, after that, because of the severity, the post lassa fever outbreak workshop took place and an action plan to ensure this will never happen again was put in place. “But this action plan was never implemented because it was never funded. We will dust the old plan, modernize it and look at if from the political perspective: what can we do to provide leadership, to provide support.” On the vaccine being developed to tackle the disease, the minister said government has been “notified of a candidate vaccine which we will put through chemical trial to find out if it would work. “We call it a candidate vaccine and we would want to run it through trials and that takes some time. Hopefully we will do that this year, once we consider it to be effective and safe then we put it to use. “If it works then that means that we would be able to immunize people in the affected areas but for now we will continue with our surveillance,” he said. He revealed that the vaccine was co-developed by some Nigerians while saying that the current outbreak is a national embarrassment because although there were about 1723 cases in 2012, the percentage death rate of the current outbreak was higher. He added that the virus had been a yearly occurrence with 400 cases recorded in 2014 although not as publicized as the current outbreak. “We can assure you that we are not going to sleep, we will remain at work, we are actively moving across the country,” he assured the committee. On the recent death of a victim at the National Hospital in Abuja, he said that the ministry was investigating the hospital where the victim was first treated for one week. He said that the Abuja victim actually came from Plateau state because he was ill and landed in a private hospital where he was kept for one week before he was referred. He said that the dead victim was only referred to the National Hospital when he was already unconscious and therefore died 24 hours later. “It is unfortunate because if we had picked this man earlier on, we would have been able to put him on medication and he could have been alive today. “The situation which happened in that private hospital I have asked our people to investigate. We will sanction the doctor or the proprietor if we find any act on negligence on his or her part,” he said. In his remark, the Chairman of the Committee said that the Senate will be willing to approve money for the health of Nigerians not just for lassa but for other ailments. Six national electoral commissioners have been deployed to Imo State to ensure a free and fair supplementary governorship polls in the state tomorrow. The Resident Electoral Commissioner for the state, Dr. Gabriel Ada, said this yesterday in Owerri. Ada stated that the deployment of the national electoral commissioners from Abuja was to strengthen the existing staff of the commission in the state to ensure that the conduct of the supplementary governorship poll was hitch-free. He also said ad-hoc staff would not be used in the re-run election, adding that sensitive materials for the poll had arrived the state. Ada said out of a total of of 148,000 registered voters in the areas where the supplementary elections will hold, only 113,808 113,808 voters had collected their permanent voter cards (PVCs).
