Former Deputy National Chairman of the Peoples Democratic Party (PDP), Chief Olabode George, on Friday, agreed with the National Security Adviser (NSA), Col. Sambo Dasuki on the need for Nigeria to postpone the February general elections. George, who addressed a press conference at his Ikoyi, Lagos residence, also made the call for a shift in the polls to enable Nigerians collect their PVCs. He said he was yet to collect his own. “The NSA sees things deeper than any of us. So many people have not got their PVCs in Lagos and they will be disenfranchised. I have not collected mine. There are logistic problems, but calling for a postponement of the election does not mean it will be conducted after May 29,” said George. “The NSA must ensure there is peace in the land. If we have a breather, all well and good; this will give INEC time to distribute the PVCs. I have no objection if it is done as the NSA has said. The Department of Petroleum Resources (DPR) yesterday shut 20 petrol stations in Imo State for refusing to comply with the new fuel pump price of N87 per litre, as directed by the Minister of Petroleum last week. Zonal Controller of DPR Innocent Akpamagbo, who led other officials of the agency to monitor the level of compliance by petroleum marketers in Owerri, the Imo State capital, sealed off 20 filling stations still selling at the old price of N97. He said it became necessary to ensure that the marketers complied with the new pump price, threatening to revoke the licences of the shut petrol stations. Akpamagbo said the excuse by most of the marketers that they were still selling their old stock was untenable, insisting that the agency would ensure that marketers complied with the new price. He noted: “Whenever there is an increase in pump price, the marketers will immediately adjust their meters to reflect the new price. They will not wait to exhaust their old stock, as they are now claiming. “So, in this case, they must adjust their pump prices as directed by the Ministry of Petroleum. This is why we are here to ensure compliance.” Akpamagbo urged the public to report any station, which flouted the order, to the agency. Rivers State PDP governorship candidate, Barrister Nyesom Ezenwo Wike has declared that the PDP Presidential Campaign Rally in Rivers State will hold at the Amasiemaka stadium on January 28 contrary to claims by Governor Rotimi Amaechi. Wike stated that the stadium belonged to the Rivers people and that President Jonathan would use it for his campaign rally. The Former Minister of State for Education spoke in Port Harcourt on Tuesday during a meeting with Goodluck to Goodluck Political pressure group. He said: “The PDP Presidential Rally will hold at the Amasieamaka Stadium on Wednesday, January 28. The APC held their own Presidential campaign rally on January 6, 2015 and an earlier rally on October 25, 2014 in the same stadium. “Our Presidential Rally will hold at that stadium because it belongs to the people. With the dust yet to settle over the procurement of seven gunboats by a private security firm belonging to ex-Niger Delta militant, Government Ekpemuplo, aka Tompolo, purportedly for the Nigerian Maritime Administration and Safety Agency (NIMASA), it has emerged that two British businessmen have been arrested on suspicion of bribing a Norwegian official alleged to have been involved in the controversial sale of the former naval vessels. According to the London-based Independent newspaper, a joint investigation by the City of London’s Overseas Anti-Corruption Unit (OACU) and their counterparts in Norway, Okokrim, examined how the former warships, including missile-torpedo boats (MTBs), ended up under the control of a former Niger Delta militant who now runs privatised national security contracts worth millions of dollars that have been authorised by the Nigerian president, Goodluck Jonathan. Detectives from the OACU arrested a man in his early 40s at his home in Alfreton, Derbyshire, and a man in his late 50s at an address in East Molesey, Surrey. The two are alleged to have made payments to a Norwegian civil servant totalling more than $150,000. The money, in two separate transactions, is alleged to have been paid directly into the official’s personal bank account. The cash is alleged to have helped secure the sale of the decommissioned Norwegian Navy ships by disguising the eventual destination of the warships. Under Norway’s ethical foreign policy rules, the direct sale of the decommissioned warships to a private Nigerian company regarded as effectively running the country’s outsourced national coast guard, could have proved difficult. With a general election in Nigeria scheduled for February, both the Norwegian Ministry of Defence and the country’s foreign affairs departments in Oslo, were likely to have asked for a lengthy political assessment of the export deal if the destination of the vessels had been fully known. It is understood that the Norwegian authorities assumed their former naval MTBs, post-sale, would be converted to unarmed vessels and operate under European laws. In addition to the two arrests in England, a business address in Surrey was also searched by the OACU with computer equipment and documents seized. The UK police have not named the company involved, stating only that it was involved in “international risk management for the maritime industry”. However authorities in Norway have said the arrested men are connected to a UK firm called CAS Global, which is headquartered in Walton-on-Thames, Surrey. The firm described itself as specialising in “maritime services”. CAS also has registered offices in Nigeria’s largest city, Lagos, in Tema in Ghana, and in Sierra Leone’s capital, Freetown. Police in Norway have arrested a third man in Tonsberg on the country’s south west coast. DCI Danny Medlycott, head of the OACU, said the operation was a “great example” of how his unit was working closely with other international enforcement partners “to combat bribery and corruption.” Although the OACU have been involved in 150 corruption and bribery operations since it was established in 2006, its most high-profile success is Operation Cent, which resulted in the convictions of those involved in producing and selling fake “substance detectors”. The “useless” devices, which had a £3m annual turnover, were sold around the world and marketed as capable of finding explosives. The trial judge said the scam investigated by the OACU had “damaged the reputation of British trade abroad”. The former Norwegian missile torpedo boats are now part of a private fleet under the control of Tompolo. He was a militia leader in the 2009 Niger Delta insurgency that fought the Nigerian army and destroyed oil installations in widespread protests against corruption and mismanagement in the region’s high-value oil industry. Since the uprising and following Jonathan’s first election victory in 2011, Tompolo’s security firm, Global West Vessels Specialist (GWVS), has won lucrative state contracts that have been criticised in some quarters as undermining the authority of the Nigerian Navy. The National Emergency Management Agency (NEMA) says the number of Internally Displaced Persons (IDPs) in the country as at Jan. 15, 2015 is 981,416. NEMA’s Director, Search and Rescue, Air Commodore Charles Otegbade, gave the figure on Thursday in Abuja while briefing newsmen at the National Information Centre. Otegbade said that out of the number, 107,997 IDPs were in camps in Adamawa, Yobe, Gombe, Bauchi and Taraba states, while 802,148 were being hosted by communities. Giving a further breakdown, Otegbade said 66,087 of the number were displaced by natural disasters, while 868,235 were affected by the ongoing insurgency in the North East. According to him, 123,601 are camped in Adamawa, 125,991 in Yobe, 11,483 in Gombe State,, 46,419 in Bauchi State and 81,790 in Taraba. He said NEMA currently managed 20 protected IDPs camps in the North, with the military providing external security for them and operatives of the Nigeria Security and Civil Defence Corps providing internal security. The director also disclosed that there were 15,001 internally displaced Nigerians in Cameroun, including those affected by the internal crisis in Central Africa Republic in 2014. He added that Chad was hosting 2,377 of the IDPs but did not give the number being hosted by Niger, explaining that a large number of such persons were there. According to him, the IDPs in Niger are not in camps but scattered in 23 locations, adding, however, that efforts are on to repatriate all the IDPs to the country. On the Baga massacre in Borno, Otegbade said 3,200 persons who were displaced from the community as a result of insurgency were being camped in a secure facility, the Teacher’s Village Camp in Maiduguri. Nigeria’s main opposition party, the All Progressives Congress, said it will maintain many of the economic policies of the ruling People’s Democratic Party if elected when the country goes to the polls next month. “We won’t go and undo anything unless it becomes necessary to do so; for instance where there is fraud,” Lai Mohammed, a spokesman for the APC, said in an interview yesterday in Lagos, the commercial capital. “We are fairly satisfied with the unbundling of” the state-owned power utilities, he said. Nigeria dismantled its power monopoly and sold the hydro-and gas-powered plants it ran in 2013 to try to bring in investment needed to expand electricity supply in a country that suffers from daily blackouts. The APC will look to improve generation by encouraging companies to go into joint ventures with foreign firms, Mohammed said. President Goodluck Jonathan’s PDP faces what may be its stiffest challenge since it came to power at the end of army rule in 1999. Jonathan is running against former military dictator Muhammadu Buhari, the candidate of the All Progressives Congress, formed after three of the biggest opposition parties and some smaller ones merged. Lagos State Governor, Mr. Babatunde Fashola, on Tuesday urged President Goodluck Jonathan to accept responsibility over his failure to address the challenges confronting the nation rather than point accusing fingers to past leaders. The governor was speaking at a town hall meeting organised by the state Ministry of Transportation, which featured various associations under the National Union of Road Transport Workers (NURTW). Analysing the president’s speech during his flag-off campaign in Lagos last week, where he was quoted as saying that his generation has failed, Fashola said the president should instead account for his own failure in the last six years in the saddle. “He said his generation has failed, he should account for himself,” Fashola said, adding that he refused to join the generation the President was referring to. “He is in his 50s, I am also in my 50s, and we appear to be, because I don’t even want to join that generation because my own generation has not failed. I have done well on my job and I am proud to say so. If he has failed, let him account for himself, he should not join us”. Addressing transport workers at the meeting held at the Blue Roof, Lagos Television, Agidingbi, Ikeja, the governor noted that the issues that will form the basis of debate for the elections will be how well the citizens of the nation have fared under the present administration. He said he was pained about the situation in the North East region of the country where citizens have become refugees in their country due to the inability of the government to tame the Boko Haram insurgency. Citing an example of the recent terrorist attack in Paris, France, where 12 persons were killed, but the government moved swiftly and arrested the first suspect under 12 hours. “By midnight, they had deployed 80,000 troops, locked down Paris, they entered the forest. Our president could not lead our trained and competent military, give them direction to enter Sambisa forest. And in 24 hours, they had killed three of the terrorists and declared one wanted and they had identified all of them. “Instead of telling you how he plans to secure the nation, our president was telling you they tried to kill him four years ago and we did not know. That is a serious national security issue because nobody wants our Commander in Chief dead. If anybody tries to kill him, we should have known. And if I was Commander in Chief, and the person who tries to kill me is in a South African jail, I will ask that he should be repatriated to Nigeria to come and face punishment”. Ahead of the February general elections, leaders of Nigeria’s major political parties and their presidential candidates on Wednesday signed an undertaking to avoid actions that could promote violence during and after the polls. At an event attended by former United Nations Secretary General, Kofi Anan, and former Secretary General of the Commonwealth, Emeka Anyaoku, seven presidential candidates including frontrunners, President Goodluck Jonathan and Muhammadu Buhari, openly spoke against violence and committed to a peaceful poll. Other political parties that signed the non-violence pact included the Action Alliance, AA, Alliance for Democracy, AD, United Democratic Party, UDP, United Progressive Party, UPP, African Democratic Congress, ADC, and Hope Democratic Party, HDP. The event was a rare meeting Mr. Jonathan of the Peoples Democratic Party, PDP, and Mr. Buhari of the All Progressives Congress, APC, since public campaign for the crucial elections began with a flurry of attacks between the two sides. The two men shook hands and embraced after delivering remarks renouncing violence. Mr. Jonathan urged politicians to avoid actions and utterances capable of inflaming passion among the electorate. The president said the country must avoid a repeat of the 2011 post-general elections which he said was adjudged the best in the country’s history. He said the conduct of the election cannot be blamed for the outbreak of violence since he even lost in the states were clashes erupted leading to hundreds of deaths. Mr. Jonathan drew attention to the murder of 10 members of the National Youth Service Corps, NYSC, in Bauchi State and the killings in Kano State even when the PDP lost the presidential election in the two states. “You cannot say there were malpractices because in Kano, we got only 15 percent of the votes. In Bauchi, I got 15 percent of the votes. Even in states where we got 80 percent in places considered as opposition, we did not experience any violence,” Mr. Jonathan said. “What leads to violence is not necessarily due to electoral malpractices. There are other causes of violence. “What leads to electoral violence in Nigeria and other African countries can be categorized into three factors. One of the key things is the provocative statements we make and when we are making these statements the younger ones are listening, followers are listening. We threaten our opponents. “A particular governor told me that his colleague in another party told him that immediately they took over the government, he will be sent to jail. Mr. Buhari called for the strengthening of democratic institutions in Nigeria. He said before every general elections, there is usually amendment to the Electoral Act making difficult to cheat Nigeria. Former UN Secretary General, Mr. Anan, said Nigeria must do all to avoid conflict because of its strategic importance to the West African region. “Nigeria is also a major actor on the international scene not only does it host the regional governmental body, ECOWAS, but it is also a major troops contributor to the United Nations peace keeping operations and also sits at the United Nations Security Council. The Peoples Democratic Party (PDP) has come down heavily on former Information Minister, Mr. Labaran Maku describing him as a destroyer and an ungrateful party man. North Central Zone Vice Chairman of the PDP Alhaji Yussuf Ayitogu who gave the thumbs down in Minna also disclosed that Maku was out to destroy the PDP in Nassarawa State by his defection to the All Progressive Grand Alliance (APGA) after he lost out in the party gubernatorial primary election in the state. ‘Maku is a destroyer who wants to reduce the votes of the PDP in Nasarawa State, he is biting the finger that fed him, pointing out that it was the PDP that has made him what he is today rising from Commissioner to Deputy Governor and lately a Minister,’ he stressed. Ayitogu who was on a reconciliation visit to PDP members who lost out in the primary elections in the state explained that it is unfortunate that he ( Maku) has defected to APGA which is nowhere in Nasarawa State, adding that APGA has office only in Keffi without any in all the local government areas and wards in the state. ‘People who served under President Jonathan are the ones betraying him, they should be called to order. Labaran Maku cannot win any election in Nassarawa State, he will be shown this in the February election”, he said. Ayitogu said those flying the party’s flag in all elections in the country should remember that they have an agreement with the PDP which they must keep, no matter what. Also speaking in a similar vein, Governor Muazu Babangida Aliyu who received the Ayitogu-led delegation at Government House described those that defected from the PDP as driven ‘by inordinate ambition and greed’. ‘I believe that majority of those that defected from the PDP did so out of inordinate ambition, it is an issue of greed’. Indonesian divers have retrieved the flight data recorder of crashed AirAsia Flight QZ8501, say officials. They believe they have also located the cockpit voice recorder, the second part of the so-called black box, but divers have not yet managed to reach it. AirAsia flight QZ8501 disappeared in bad weather on 28 December with 162 people on board. The aircraft, which was flying from Surabaya in Indonesia to Singapore, is thought to be deep in the Java Sea. Dozens of bodies have been recovered but most of the victims are believed to still be inside the fuselage, which has not been found. The devices are able to give an exact timeline of what happened on the plane, until the moment it plunged into the Java Sea. Information such as the condition of the engine, what the pilots were doing, whether the plane had stalled and its altitude will all be revealed from the tonnes of data that is on the flight data recorder. It is a total forensic timeline of everything that happened and is of immense importance to understanding what caused the crash. Indonesia has said publicly that it will handle the analysis of the flight data and cockpit voice recorders here - but it is likely that international teams will also be involved. The unfortunate silver lining of having had so many air disasters over the last decade has meant that Indonesian teams are very well equipped to analyse the data recorders and piece together what happened. He said the flight data recorder was found under the wreckage of a wing. Hours later, other officials said the cockpit voice recorder had also been detected but divers had not yet managed to reach it. The two recorders, usually housed inside the rear part of the plane, are designed to survive a crash and being submerged in water. They contain underwater locator beacons which emit so-called "pings" for at least 30 days. Key information Over the weekend, three ships detected pings that were thought to be from the black box's emergency locator transmitter. However, strong currents and high waves prevented the search operations. The tail section of the Airbus A320-200 was brought to the surface, but the flight recorder was not inside it, as had been hoped.
