Pls I need a clarification.

I want to apply for Peace and Conflict Studies for Msc but the requirements stated ENGLISH LEVEL C1 or EQUIVALENT.

Is the 'Equivalent ' here means IELTS or TOEFL?

or is there another way round to go about it?
