Position Summary

The Teacher Training Advisor will manage the design of all teacher training-related materials and lessons, the mechanisms for training delivery, and the monitoring and evaluation tools for activities associated with pre-service teacher training, in-service teacher training, and interactive radio instruction for primary school teachers with particular focus on the needs of Islamiyyah school teachers. He/She will ensure that training activities include pedagogical instruction and subject matter instruction and will integrate the cross-cutting themes of girls’ education and school health and nutrition.

Reporting and Supervision
The Teacher Training Advisor will report to the National Senior Education Advisor in the Central Abuja Office. He/She will manage the central-level Interactive Radio Instruction Coordinator, Pre-Service Teacher Training Specialist, In-Service Teacher Training Coordinator, and the Instructional Materials Development Coordinator. Additionally, the delivery of all training activities will be done in close collaboration with the State Education Specialists and State Education Program Coordinators.

Primary Responsibilities
- Design the content of the teacher training modules for pre-service and in-service teacher training courses.
- Design and manage the delivery mechanisms for pre-service and in-service teacher training courses.
- In collaboration with the Interactive Radio Instruction Coordinator, develop Master Plans and Interactive Radio Instruction lessons for broadcast.
- Develop teacher training strategies and work plans.
- Design and implement monitoring and evaluation exercises for the teacher training activities.
- Manage budget related to teacher training activities.

- Participate in national-level planning, reporting, and troubleshooting.

Required Skills and Qualifications

- Minimum three years of experience managing teacher training programs.
- Minimum three years of experience designing training programs, including the training modules, delivery mechanisms, and monitoring tools.
- Proven experience designing training modules that address pedagogical skill and subject specific skills.
- Experience working with all areas of the project’s teacher training activities: pre-service, in-service, and interactive radio instruction.
- Experience working on a donor-funded education project in Nigeria or similar experience at a national level.
- Experience managing staff and project budgets.
- Extensive knowledge of and sensitivity to cultural practices and issues of different target populations represented in the project (e.g. Muslims).
- Master’s degree or equivalent in Curriculum Development (Ph.D. or Ed.D. preferred).

IMMUNIZATIONbasics (IB) is a worldwide United States Agency for International Development (USAID) project, managed by JSI Research & Training Institute, Inc. (JSI). IB assists USAID Missions, Bureaus and host countries in their efforts to achieve maximum impact in one of the core areas of child survival—immunization. The project is specifically dedicated to the strengthening of routine immunization services and sustainable immunization financing.

At USAID’s request, IB is establishing a multi-state program to improve the coverage of routine immunization in northern Nigeria. The project’s goal is to strengthen capacity at state, local government area (LGA), and health facility levels, using existing resources and building on community problem solving to increase and sustain high immunization coverage. IB will work closely with the government health structure, traditional leaders, communities, and partners, including WHO, UNICEF, and USAID/Abuja’s bilateral health and education project (COMPASS) to achieve an affordable and lasting impact.

RESPONSIBILITIES
IB State Coordinators will contribute to the design, implementation, and evaluation of interventions that lead to sustainable improvements in routine immunization coverage in northern Nigeria. They will work closely with state ministries of health, LGA officials, community leaders, and other immunization partners to improve the planning, implementation, monitoring, and evaluation of routine immunization services. Each State Coordinator will supervise and provide day-to-day technical support to 2-3 LGA Immunization Coordinators and will manage a small administrative staff at state level. Specific responsibilities assigned to the IB State Coordinators are described below:


Participate in regular coordination and planning meetings with state ministry of health officials and other immunization partners.

Work with state ministries of health, LGAs, and other partners to develop multi-year and annual plans and budgets.

Participate in the selection and training of the IB LGA Immunization Coordinators and conduct regular team building activities to ensure a well-informed and cohesive IB state team.

Supervise and provide day-to-day technical and administrative support to LGA Immunization Coordinators.

Work with state ministries of health, other partners and the IB State team to:

Develop and implement sustainable capacity building strategies for health workers and mid-level managers

Develop sustainable community approaches to problem solving and sustaining effective immunization services.

Build strong linkages between the health system, traditional leaders and other community groups

Carry out logistics/cold chain assessments and related interventions

Introduce or scale up the Reaching Every Ward (REW) approach

Collect and use immunization data to inform decision-making

Supervise local technical consultants and follow up the work of international consultants when that work is performed at state level.

Identify and take advantage of strategic opportunities to share lessons learned and proven approaches with other IB’s focus states, as well as with other states and partners.

Maintain open and productive communications and working relationships with all national and international immunization partners.

Contribute to written reports of progress to IB’s headquarters and USAID/Abuja (quarterly and annually) and participate in periodic program review meetings.

MD or MBBS or equivalent experience; MPH is an asset.

At least 5 years experience working with government immunization structures at state, local government, and health facility levels in an African country.

Proven ability to use adult learning techniques in the training of health workers.

Understanding of government and traditional structures and the ability to work within these structures.

Strong organizational and communication skills for influencing partners and decision makers at state, local, and community levels

At least 3 years previous supervisory/team leader experience

Good writing skills for documenting project activities.

English fluency in reading, writing, speaking; knowledge of Hausa an asset.

This position is based at state level. Approximately 40% travel to the LGAs in the state required.

Community Participation for Action in the Social Sectors (COMPASS)
Education, Mobilization and Communication Division

Project Description
COMPASS is a USAID-funded project whose aim is to improve the quality of health and education services in Nigeria (Lagos, Nasarawa, Kano, Bauchi, and FCT). This project will focus on reproductive health, maternal and child health, HIV/AIDS and education at the primary school level.

May 2005 through May 2009.

Position Summary
The National Deputy Senior Education Advisor will support the Senior Education Advisor’s management of the education component of the COMPASS project and will serve as a focal point at the national level for the development and implementation of project educational activities, including in-service and pre-service teacher training for primary education, interactive radio instruction, instructional material development, girl’s education, and education for Islammiyyah schools. He/she will also ensure that the activities adhere to the project budget.

Reporting and Supervision
The National Deputy Senior Education Advisor will report to the National Senior Education Advisor in the Central Abuja Office. He/She will be responsible for managing the education staff located in the northern project states of Nigeria. He/She will collaborate with the central, Abujah-based technical staff to coordinate project activities.

Primary Responsibilities
- In collaboration with the Senior Education Advisor, central-level education staff, and state staff, design and implement project activities, work plans, and monitoring and evaluation tools for the project states’ education activities.
- In collaboration with the Senior Education Advisor, manage program planning and budgeting for the northern project states.
- Manage the education staff located in the northern project states.
- Conduct regular meetings and maintain regular communication with Senior Education Advisor, central-level education staff, and state staff for the purposes of planning, monitoring, and troubleshooting.
- Liaise with project stakeholders and other local partners.
- Provide technical guidance and support to state offices, specifically in association with in-service and pre-service teacher training for primary education, interactive radio instruction, instructional material development, girl’s education, and education for Islammiyyah schools.
- With the Senior Education Advisor, recruit, hire and manage consultants as needed to carry out education activities.
- Ensure the timely production and submission of all education data and reports, including quarterly reports, monthly financial field reports, and other monitoring data for all education activities.
- Liaise with project staff and consultants outside of Nigeria to assist with coordination and communication of project activities in the states.
- Participate in national-level planning, reporting and troubleshooting.
- Represent the education component of the COMPASS project in major state and national meetings and events as appropriate.

Required Skills and Qualifications
- Minimum five years of experience managing a donor-funded education project in Nigeria or similar experience at a national level, including project design and implementation, and staff and financial management.
- Extensive knowledge of and sensitivity to cultural practices and issues of different target populations represented in the project (e.g. Muslims).
- Master’s degree or equivalent in education (Ph.D. or Ed.D. preferred).
- Fluent in English.
- Excellent written communications and extensive report writing experience.
- Experience working with USAID or similar donor-funded projects.
- Experience in designing and implementing teacher training activities for primary-school teachers and instructional material development and/or interactive radio instruction.
