3) grazing land should be adequately fenced and local indigene should be used as security

4) open land grazing law should be enacted with serous fine. Nobody should be seen with cattle on roads or Street

I'm more worried by IPOB. Even if you get Biafra today, you will not get international recognition immediately. See Somaliland - still uses Somalia international passport, North Cyprus - still covered by Turkey.
