Politics / FG will Revert To Jan-Dec Budget Cycle In 2020 – Minister by thenoisemakerng(m): 9:31am On Apr 01, 2019 |
The Federal Government will revert to the January to December budget cycle, beginning with the 2020 national budget. The Minister of Budget and National Planning, Udoma Udo Udoma, stated this in Abuja when he defended his ministry’s 2019 budget in the Senate. Udoma expressed the executive’s willingness to comply with the provisions of the Fiscal Responsibility Act 2007 by submitting the Medium Term Expenditure Framework and Fiscal Strategy Paper to the National Assembly on time. He said it would be achieved by collaborating with the legislature. He noted that the new arrangement would not only make planning easier for both the public and private sectors but would also ensure proper oversight by relevant committees of the National Assembly. He said the delay in submitting and passing the 2019 budget was caused by both the executive and legislative arms of government which relegated governance to the back seat because politics occupied centre stage during the 2019 elections. He said, “I believe that going into 2020, this is a year that we should be able to achieve it. This is the year that we should be able to sit down with the National Assembly and achieve it. The President is determined to achieve it. “We will be sitting down with the National Assembly so that we can achieve it. And we don’t need to do it by legislation. I think it is better to do it by cooperation, working together.” The MTEF/FSP, an annual rolling three year-expenditure planning, sets out the medium-term expenditure priorities and provides the basis for the preparation of the annual national budget. Specifically, Section 11 (b) of the Fiscal Responsibility Act stipulates that the MTEF/FSP be submitted to the National Assembly ‘not later than four months before commencement of the next financial year.’ SOURCE: https://punchng.com/fgll-revert-to-jan-dec-budget-cycle-in-2020-minister/ |
Health / UN Gives Dr Aisha Buhari Appointment by thenoisemakerng(m): 2:18pm On Mar 15, 2019 |
Wife of the President, Mrs Aisha Buhari has been reappointed UNAIDS Special Ambassador for the Elimination of Mother-to-Child Transmission of HIV and the Promotion of Treatment for Children Living with HIV in Nigeria. Buhari’s appointment was announced when she received a delegation of the Joint United Nations Programme on HIV and AIDS (UNAIDS) led by its Executive Director, Mr Michiel Sidibe, at the State House, Abuja on Thursday. The delegation used the opportunity to present the 2019 Certificate of Appointment to her. The appointment came as a result of the expiration of the initial appointment in 2018, the News Agency of Nigeria (NAN) reports. Speaking during the meeting, the president’s wife urged women in Nigeria to conduct regular HIV and AIDS tests to guard against Mother-to-Child transmission of the disease. She said the measure would ensure treatment of women living with the disease to have babies free of HIV and AIDS. The wife of the President assured the delegation of her commitment to continuing the advocacy against the spread of the scourge among women and children in Nigeria. She also encouraged government and relevant stakeholders to commit more resources to stem the epidemic among future generation of Nigerians. “Together, we can stop children from being born with HIV in Nigeria by the year 2020,” she said. She also urged wives of Governors in Nigeria to join the campaign against the rising epidemic among women and children. The Executive Director, UNAIDS, Sidibe, in his response, expressed gratitude to the wife of the President for her commitment to eradicating Mother-to-Child transmission of HIV in Nigeria. Sidibe said the delegation came at a time Nigeria was conducting a national survey on HIV response, adding that the survey would help in tackling the epidemic. He said they were at the State House to formalise the appointment of Mrs Buhari as the 2019 UNAIDS Special Ambassador for the Elimination of Mother-to-Child Transmission of HIV. “Your Excellency, this appointment is not only to help the UNAIDS in advocacy, but to assist in scaling up the campaign against mother to child transmission of HIV as well as the Promotion of Treatment for Children Living with HIV in Nigeria,’’ he said. Jokes Etc / US Town Elects Goat As ‘mayor’ by thenoisemakerng(m): 3:49pm On Mar 12, 2019 |
In a divided America where politics seems increasingly to get people’s goat, a small town in Vermont has taken the concept to heart — this week electing one as mayor. He may be a political novice but the goat’s name, Lincoln, brings with it a storied pedigree. And the leading human official in Fair Haven — population about 2,500 — hopes the long-eared, three-year-old animal’s election can serve as a bit of a lesson in democracy. In Tuesday’s poll, Lincoln was victorious over 15 other candidates including Crystal the gerbil and many dogs and cats. Fair Haven has no official mayor but the Town Manager, Joseph Gunter, holds similar functions. When Gunter read in a newspaper that the village of Omena, Michigan, had made Sweet Tart the cat its “top” official, he got the idea to organize a similar election to raise funds for building a playground. Lincoln’s 13 votes were enough for him to squeak past Sammie the dog. The goat, which belongs to a school math teacher, will get an education in the town’s major festivals which it will represent during its one-year mandate: “Memorial Day parade, the Apple Fest and the events we organize every Friday in the summer,” Gunter says. Although the playground fundraising effort only generated about $100, at five dollars per candidate, Gunter isn’t bleating because he says the animal election was also “a good way to get the kids involved in local government.” With 53 votes cast the turnout was low, Gunter admits, “but it was the first time, we expect it to be better next year.” That happens to be the year that US voters will also elect a human president, in a contest expected to shake out like a barnyard brawl. We took a decision to no longer be a spectator who sit and complain but to embark on a revolution to take over and be the change we so desire. As an experienced politician and administrator and a former legislative aide, I knew being in a FEDERAL HOUSE OF REPRESENTATIVE as a legislator will afford me the opportunity to effect laws that will better the lives of our people. The race started in August 2018. I won the primaries in October 2018. Campaign started in November 2018. No one will be left out, Our VATA 2019 Team resonates the message to all the nooks and cranny of Idanre/Ifedore. The elections finally held on Saturday the 23rd of February,2019. And the will of Almighty God prevailed and WE WON. We won because the people and the youths accepted us as their only hope to bring the desired change they want in governance and quality representation that will bring about emancipation and developments. And that is what we will give. Its clearly a case of let's try this and its left to us to ensure we don't fail them. Today is a day to be Thankful Thankful to Almighty ALLAH who made this victory possible Thankful to my Parents whose Values and kindness paved way for me Thankful to all members of the VATA 2019 Team who believed in my vision and worked hard to help me achieve it Thankful to our Youths who Spoke with One voice and defended Their Votes. And most importantly, the youths and People of Idanre/Ifedore who overwhelmingly gave me their mandate to be their voice and ears at the 9th assembly. Today, We are celebrating our victory at the polls. This victory is not for me alone but for every one whose desire is to see that our constituency is not dormant but actively involved. Politics / APC Caucus Directs Members To Continue Campaigns Till Thursday by thenoisemakerng(m): 5:19pm On Feb 18, 2019 |
The National Caucus of the All Progressives Congress rose from its emergency meeting on Monday with a directive to all party members to resume nationwide campaigns ahead of the presidential and National Assembly elections scheduled for Saturday. The party’s National Chairman, Adams Oshiomhole, disclosed this while briefing journalists of the meeting’s outcome in Abuja. Oshiomhole said the National Caucus “disagrees completely with illegal pronouncement of INEC” that campaigns had ended last Thursday. He said the party would prefer to obey the provision of the Electoral Act that stipulates that campaign can hold till 24 hours to the date of the election. He argued that low turn out during election encourages rigging, hence the decision of the party to encourage its members to go out again and mobilise votes for the election. Politics / FG Adopts ‘kamomi Aketi’s’ Water Scheme by thenoisemakerng(m): 10:13am On Feb 01, 2019 |
Impressed by the success recorded in “Kamomi Aketi Accelerated Water Scheme” of the present government in Ondo State, the Federal Government has adopted the model for all states across the federation. To this end, the Federal Ministry of Water Resources through its PEWASH programme in conjunction with the Ondo State government have organised a day training programme for participants across the six geo-political zones of the country in Akure, the state capital to understudy the Ondo system. Speaking at the event, the PEWASH National Coordinator from Abuja ,Mrs Jummai Umar-Wakasso noted that PEWASH programme was launched by the federal government in 2016 by the Vice President, Prof. Yemi Osinbajo where all the governments of the thirty six states were urged to declare intention in partnering with the programme. She said so far, twenty two states have shown interest while Kano State being the first to show interest was the piloted state ,followed by Ogun state. According to her, the aim of the government is to massively rehabilitate boreholes across the federation through the programme. The coordinator explained that Ondo State model is cost effective and community driven because , the Federal Government has been spending 400,000 naira to rehabilitate one hand pump borehole contracted out compared to the 81,000 naira been used by the state through the Ondo Rural Water Supply and Sanitation Agency, RUWASSA team to rehabilitate same. “To achieve our target, we have to go the way of Ondo model, through the training of today, I and my colleagues have learnt a lot and as we are going back, this is what we are going to adopt. “Ondo model is a very good one, it is another milestone to the PEWASH family. We are happy that Ondo state has shown us the right direction, the state model is special, therefore Ondo is automatically under the PEWASH programme. Earlier, the Chairman, Ondo State RUWASSA, Mrs Yetunde Adeyanju who took the participants through the state’s model explained extensively how it is being done. Mrs Adeyanju explained that when the present government came on board there was acute water shortage, as water supply was just 4 percent in the state. She explained that Kamomi was launched in March 2018, and a week later, he was appointed as Chairman, noting that so far, the state government has resuscitated no fewer than 803 boreholes across the state. She commended the strong determination of the Governor, Arakunrin Oluwarotimi Akeredolu for giving the team adequate support and also the staff of the Agency whom she said are passionately committed to the programme. “It is a plus for us in the state and I am very proud of Mr Governor because ,we were able to achieve the feat based on his direction and the mandate given to us. “It is a challenge for us to do more, now that the Federal Government has adopted our system, we will continue to move forward ,we will sustain the tempo and continue to make impact”, she assured. While telling the participants that the scheme is all inclusive as the state government usually mobilised and sensitised communities visited on the need to take charge by maintaining the facilities, she informed that ever since, all the boreholes resuscitated or drilled are working perfectly. The RUWASSA boss who explained to the participants that if they are to achieve results in the programme, they must be ready to cut cost and be prudent submitted that community mobilisation is important . Also, the General Manager of Ondo State RUWASSA, Engr. Rotimi Oladimeji who took the general overview of the scheme affirmed that the agency has adequate human resources and machines but was doing nothing for ten years because it lacks counterpart funds to back it up until the present government in the state came on board . He stressed that the present government has strong political will to ensure adequate supply of water across the state through the launching of the scheme emphasising that the programme has added value to the state and the people are feeling the impact. Cross section of participants who spoke in separate interviews with The Hope applauded the initiative of the Ondo State government adding that with what they have learnt, they are going back to their various states to adopt the model in order to achieve the set goal. Politics / FG To Reconstruct Nine Buildings With N40 Billion — Fashola by thenoisemakerng(m): 9:47am On Feb 01, 2019 |
The Federal Government, yesterday, announced its plans to spend about N40.3 billion on the reconstruction of nine public buildings which it said are currently in bad shape. Minister of Works, Power and Housing, Mr. Babatunde Raji Fashola, who disclosed this in Abuja, said the projects would be executed under the National Maintenance Framework for public buildings recently approved by the Federal Executive Council, FEC. The buildings according to the minister include; the prison, court, federal secretariat, hospital, a federal government college and four of blocks of building in the ministry of Power, Works and Housing including the power house. Fashola, who said the projects, would generate employment as well as to boost the economy said, “This is the economy that we see ahead as we set out to implement this approval starting from buildings, and as I said, and extending to roads, rail, bridges etc. as we progress. “Our pilot programme covered nine buildings comprising a Federal government college, a Federal Hospital, a Federal Court building, a federal prison, a federal secretariat and our office buildings at our headquarters here in Mabushi. “The pilot survey showed that these nine buildings will cost N40.3 billion to reconstruct, while it will cost N922.8m per annum to maintain them which is about 2.3 % of the cost of replacement. “Just these nine buildings will require about 448 people to keep them well maintained a year. For example, the school will require at least 30 people to be employed per school for maintenance; and the federal government owns 104 Unity schools which potentially will require 30 X 104 = 3,120. “So you can see the economy we see when this extends to all our hospitals, all our courts, all our prisons, all our police stations, all our universities and covers all public buildings. “This is an economic choice by this government to drive the small business sector, to drive skill utilization and to move the economy from growth without jobs to growth driven by new jobs that reward services.” The minister recalled that, “But as if this was not enough, President Buhari raised the bar for construction, services and a new way of life for Nigerians when he signed the law to protect people living with disability from discrimination and exclusion. “We have five years to comply, and this requires that all our buildings must have lifts and ramps. (By this I mean well designed ramps for people confined to their wheelchairs, not hills they cannot use on their own). “We must modify all our toilets with support for our brothers and sisters who are living with disabilities, as we must build sidewalks for them to use our roads without colliding with vehicles. “Our airports and parking lots in buildings must become compliant with international best practice by providing corridors and facilities for people living with disabilities at arrival and departure points, while a minimum number of slots clearly designated must be provided for vehicles owned by people living with disabilities. “This is another opportunity for jobs to re-design, to re-model, to retrofit all our assets nationwide to comply with the law as signed by Mr President.” He stressed further that, “This is the Nigeria that beckons upon us from today and the immediate future. A Nigeria where public infrastructure works because they are maintained. “A Nigeria where everybody has a secure sense of belonging because they can use their skills and labour to earn a decent income and retain their dignity. “A Nigeria where government cares for the people living with disability by providing the basic minimum facilities that gives them a sense of belonging to demonstrate their ability. “Government has taken the leadership role to provide the policy and the how to make this Nigeria possible. It is now your responsibility and mine to take ownership of this platform of opportunities and make it work for all of us.” SOURCE: https://www.vanguardngr.com/2019/02/fg-to-reconstruct-nine-buildings-with-n40-billion-fashola-2/
