STATE HOUSE PRESS RELEASE The Buhari administration deserves credit for diminishing corruption in the public service and will continue to vigorously support prevention, enforcement, public education and enlightenment activities of anti-corruption agencies. We are currently analyzing the sources of data used in arriving at the latest Transparency International (TI) report on Corruption Perceptions Index in Nigeria since by their own admission, they don’t gather their own data. This report is not an accurate portrayal of the facts on ground. In the coming days, the Government's Technical Unit on Governance Research (TUGAR) will be providing more detailed information on the sources of the TI data. While this is being awaited, the examination carried out on their 2019 report showed that 60 percent of their data was collected from businesses and other entities with issues bordering on transparency and the ease of doing business at the ports. Although this is a government ready to learn from mistakes and make corrections, the economy of this country, in its fullness, is bigger than the sea ports we have. We are also not unaware of the characters behind the TI in Nigeria whose opposition to the Buhari administration is not hidden. We have repeatedly challenged TI to provide indices and statistics of its own to justify its sensational and baseless rating on Nigeria and the fight against corruption. We expect them to come clean and desist from further rehashing of old tales. A Naira denominated review that excludes recoveries in Dollars, Pounds, Euro shows that a sum of N1.2tn was recovered by EFCC between 2009 — 2019. N939bn of that total was recovered between 2015 – 2019 with less than N300bn recovered in the first six years. Additionally, preventative instruments deployed by this administration such as Treasury Single Account (TSA), Integrated Personnel and Payroll Information System (IPPIS) coverage expansion and the removal of 54,000 ghost workers from federal civil service saving us N200bn annually serve as evidence that perception is not reality. Reality is based on verifiable facts and data. And any evidence-based analysis would prove that whether it is by prevention or punitive measures in recoveries and prosecution, this administration would be rising fast up these rankings rather than standing still. Organizations should be factual in their analysis and be prepared to rely on inputs outside of sensational media reports and age-old narratives which have not been updated to reflect today's reality in Nigeria concerning its globally-respected war on corruption. In the existential fight against this multi-pronged malice and manifestations of corruption, President Muhammadu Buhari has avowed that he would take-no-prisoners, guided by respect for the rule of law. We invite Nigerians to stand with an administration that has done so much on asset recovery, prosecution, legislation, political will and leadership by example in the fight against corruption. Equally, we urge our friends in the media, development partners and the civil society organizations to continue to support efforts to strengthen accountability, transparency, ethical values and integrity in Nigeria’s public sector. President Muhammadu Buhari has accepted the immediate resignation of the Service Chiefs, and their retirement from service. Those involved are the Chief of Defence Staff, General Abayomi Olonisakin; Chief of Army Staff, Lt-Gen. Tukur Buratai; Chief of Naval Staff, Vice Admiral Ibok Ekwe Ibas; and Chief of Air Staff, Air Marshal Sadique Abubakar. President Buhari thanks the outgoing Service Chiefs for what he calls their “overwhelming achievements in our efforts at bringing enduring peace to our dear country,” wishing them well in their future endeavours. The new Service Chiefs are: Major-General Leo Irabor, Chief of Defence Staff; Major-General I. Attahiru, Chief of Army Staff; Rear Admiral A.Z Gambo, Chief of Naval Staff; and Air-Vice Marshal I.O Amao, Chief of Air Staff. The Steering Committee of the MSME Survival Fund and the Guaranteed Offtake Scheme Chaired by the Hon Minister of State, Federal Ministry of Industry, Trade and Investment, Ambassador Mariam Katagum, wishes to inform the Public that the MSME Survival Fund Payroll Support Portal (https://survivalfund.gov.ng/) will be exceptionally reopened for States that have not met their quota. The Portal will be open from from 27th January to 2nd February 2021. To date, the following States have met their quota and are consequently NOT ELIGIBLE to participate in reopening exercise. The States are: Benue, Plateau, Bauchi, Kano, Kaduna and Rivers and the FCT. The re-opening of the Payroll Support Portal will cut across all sectors, which are: educational, hospitality and general sector. The public is reminded of the qualification requirements listed below: * Businesses must have CAC registration. * Businesses must have a minimum of 10 and a maximum of 50 staff. * Business must be owned by Nigerians. * Must have verifiable BVN. * The Scheme provides for 45% female participation and 5% Special Needs participation. The payroll Support Track of the MSME Survival Fund Scheme, *a component under the Nigeria Economic Sustainability Plan,* which was flagged off on the 21st of September 2020, is aimed at supporting vulnerable MSMEs in the payroll obligations of over 500,000 employees for a period of 3 Months. STATE HOUSE PRESS RELEASE COVID-19: NOT YET WHERE WE WANT, BUT WE'RE MAKING SIGNIFICANT PROGRESS IN PUBLIC HEALTH SECTOR, SAYS OSINBAJO *On tour of NCDC national laboratory, VP honours memory of late staff, Uche Njoku *Nigeria now has 120 laboratories set up for swift COVID-19 testing nationwide *Development of a Nigerian COVID-19 vaccine underway Due to the diligent work of Nigeria’s health workers and experts across the nation, the country has expanded its public health response capabilities and is making a progress in the public health sector since after the nation’s first COVID-19 case last year. Vice President Yemi Osinbajo, SAN, stated this on Friday at the Nigeria Centre for Disease Control (NCDC) Reference Laboratory, Gaduwa, Abuja, where he underwent a facility tour, accompanied by the Minister of Health, Dr. Osagie Ehanire; Minister of State for Health, Dr. Adeleke Olorunnimbe Mamora; and the Director-General, Nigeria Centre for Disease Control (NCDC), Dr. Chikwe Ihekweazu. While noting "that we have a critical situation on our hands currently with the increasing number of cases being recorded”, the Vice President however added that a lot of progress has been made since Nigeria’s first case was reported in February 2020. “We have activated nearly 120 laboratories nationwide – 70 of them public laboratories – and have significantly ramped up our testing and case management capacity”, he disclosed. “We have expanded the footprint of our sovereign public health response capabilities especially at the subnational level and in areas where previously such capabilities did not exist. "Not so long ago, test samples had to be flown out of the country for examination. This is no longer the case as we now have the capacity to process samples internally.” Prof. Osinbajo observed that such an achievement should not be taken for granted, “but one that we are determined to consolidate on.” He said, “this very facility is a testament to the strides that we have made during a short period. While we are not yet where we want to be as a nation, we are most certainly not where we were at the onset of the pandemic.” The Vice President then applauded Nigeria’s public and private healthcare specialists and workers in the line of duty for ensuring the safety, cure and prevention of majority of Nigerians from the COVID-19 virus, sometimes under extremely challenging circumstances. His words, “thousands of health professionals have been working tirelessly on Nigeria’s COVID-19 public health response. From the people across sample collection sites and laboratories ensuring testing, and our dedicated physicians, nurses and other health workers in treatment centres providing care to the sick, to our medical scientists that are conducting research on various aspects of this plague. We also have State Public Health Teams working hard to ensure data reporting and analysis, contact tracing, risk communications and so much more. “Within this period, you have all worked extremely hard to activate testing in all states of our country, you have increased our knowledge of this disease, grown our capacity to swiftly identify those infected by the plague and render aid to them.” Continuing, Prof. Osinbajo noted that, “I know that the work you do can often seem thankless and the long hours you put in unnoticed and unappreciated. “Often it happens in the background and in the shadows, away from public attention and it will not often grab the headlines. But it only seems this way. In truth, this is the sort of work that builds nations and saves lives. “When the record of our response to this unprecedented threat to our public health is written, the efforts of our healthcare professionals will occupy a significant place with the thanks of a grateful nation” The Vice-President also gave special commendation to NCDC where he added, “The excellent work I have witnessed today at the NCDC Reference Laboratory, is one of the best examples of how this pandemic has produced at least one silver lining, a showcasing of the remarkable skills and talents of our public health experts, here at NCDC and across the health sector.” He declared that it is “fair to say that the staff of the NCDC and all those engaged in Nigeria’s COVID-19 public health response, represent public service at its very best in Nigeria, and are an example of the type of public sector that we all want. “So, to all staff of the NCDC and Public Health Teams across the states, thank you for the excellent work that you do. I want you all to know that your country is extremely proud of you. Incredible as it may sound, you are indeed making history every single day.” The Vice President spoke on the ground-breaking research of several Nigerians towards creating a cure for the COVID-19 virus. He said, “Last week I was in briefing meetings, listening to the landmark research of a team of Professors from LUTH who are investigating the efficacy" of some of the drugs in the therapeutic management of Covid-19 and are researching its prophylactic use. “A few days later I was listening to Professor Christian Happi and his team who have produced a ground-breaking COVID-19 rapid test, but more remarkably, are developing a Nigerian anti Covid-19 vaccine.” The Vice-President further urged Nigerians to continue to comply with COVID-19 non-pharmaceutical measures, urging all Nigerians to comply with the advice of “our scientists and healthcare professionals and to continue to take every measure to keep themselves and their loved ones safe.” The Vice-President then assured that as a nation and people, “we will come through this period of our history as we have come through all previous seasons of adversity – by working together, protecting each other, believing in each other and committing to seeing better days ahead for our nation.” During the tour of the facility in Gaduwa, the Federal Capital Territory, the Vice President was taken round the laboratories and also interacted with a select group of staff. He paid tribute to the memory of the late NCDC staff, Uche Njoku, who died in the course of service.
