The All Progressives Congress (APC) in Ekiti State has dismissed Governor Ayodele Fayose's claim that the federal government withheld the state's January allocation saying what would have been withheld is the special funds approved by the FG for budget support intervention in the states.
The party said while not holding brief for the Federal Ministry of Finance, said the governor allegedly misinformed the public to instigate the people of the state against President Muhammadu Buhari and blackmail APC-led Federal Government.
The governor had on Tuesday told the public at a press conference in Ado-Ekiti that the Federal Government was deliberately starving Ekiti State funds to cripple his development initiatives, including failing to pay workers, in order to set Ekiti people against his government to enable APC win the 2018 governorship election.
The APC in a statement by its Publicity Secretary, Taiwo Olatunbosun,on Wednesday told the people of the state to hold Fayose responsible for his inability to pay workers, blaming the governor for alleged breach of agreement he signed with the Federal Government to enjoy the facility.
The party said, "All the states that are enjoying the budget support funds to enable them pay workers' salaries signed an agreement to allow the Federal Government monitor and audit the disbursement of this special fund, which is different from statutory monthly allocation from the Federation Account, for salary payment.
"While other states have kept to the agreement, Fayose asked his Attorney-General and Commissioner of Justice, Owoseni Ajayi, to write to the Federal Government that the state would never open its accounts to the Federal Government for monitoring and auditing and it is only Ekiti governor that is breaching that agreement to qualify for the Budget Support Fund.
"Curiously, Fayose never told Ekiti workers that the state was enjoying this facility until it was stopped over breach of agreement and now he is crying that the state's allocation was stopped for political reasons, whereas it is the budget support fund that might have been stopped and not the monthly statutory allocation," he explained.
Olatunbosun added that even though Fayose had been collecting N1.3b every month in the last nine months as budget support fund to pay salaries, he never told workers that he was benefiting from the scheme, as workers were being owed seven months salary, but only to "fraudulently" turn around to deceive the people that Ekiti allocation was stopped by the Federal Government for political reasons.
He said: "Fayose administration's fraudulent manner in conducting government business is responsible for the hardship workers are going through today. How could the workers have known that Fayose had been cruising home with N1.3b monthly which he has not accounted for?
"He is the only governor that disallowed the Federal Government from monitoring and auditing the disbursement of Budget Support fund as agreed with the Federal Government, the same way he is the only governor in the country who has refused to implement the Treasury Single Account (TSA) system; all these to enable him misappropriate Ekiti money without trace.
"We can see that in the secrecy surrounding the balances in the state's internally generated revenue account, which no one knows anything about, and misappropriation of about N20b bailout he collected to pay salaries.
"The budget support is not a national cake for Fayose to be putting in his personal account so there is no way the Federal government can fold its arms and watch Ekiti workers suffer why Fayose continue to divert money meant for their salary to his private pocket. The welfare of workers is paramount to the Buhari led administration and that's why he has released such huge amount to Fayose who has diverted the money. This may have been responsible for the Federal government withholding the special fund.
"Ekiti people, especially workers, should ask Fayose what he has done with N20b bailout he collected in two tranches, including the N10b he borrowed for capital projects which he has diverted through his contractors, N2b micro credit scheme which he allegedly pocketed, N2b Ecological Fund he can't account for, N5b refund on roads and regular monthly allocation in the last 28 months that he has been in the saddle.
"Is the allocation of one month, which Fayose claimed was stopped, also responsible for non-payment of seven months salary of workers and nine months for pensioners after collecting N20b bailout and N1.3b Budget Support cash for nine months.

You must be a fool. Have you make any findings before you concluded that FG is withhelding Ekiti Allocation for the mibth of January, I'm sure your answer is NO.
If you read the Press release by Fayose very well you will notice that he is not accusing the FG of not releasing January allocation he is talking about the #1.3 Billion BUDGET SUPPORT FUND d FG is giving to states JUST to assist states to pay their workers. IT'S JUST AN ASSISTANT GRANT FROM FG TO STATES to meet their obligations.
FAYOSE is yet to tell anybody the total amount he makes as IGR in the state monthly.

Fayose should tell us what he uses the #9.8 Billion Paris refund bailout he collected from last year December coupled with the monthly allocation..... And the #1.3 Billion budget support fund he collected in December. All these is aside the state monthky IGR he collected for December and January o.

Whether Fayose is owing salary arrears isn't the issue, the issue is that the FG has no right to withhold what rightfully and constitutionally belong to Ekiti State Govt. The FG may decide to withhold bail out fund but not allocation from the Federation Account, it's unconstitutionally.
Now tell me is Fayose the only governor owing salary arrears?
In Benue State the people haven't been paid since Septemeber 2016, Kogi workers are groaning under hardship occasioned by Yahaya Bello's refusal to pay salary, why weren't their own allocations seized as well?

How many governors have judiciously utilized bail out funds giving to them by the FG? How many of them have been punished the way Fayose is being punished?

Let's agree it was Fayemi that caused it, what did Fayose use the numerous bailouts he collected for? see Fayose has taught us never to allow former governors to return to Ekiti government house. Fayose promised us heaven on earth that he would treat us good when he was campaining to return to govt house now he is doing other side. We don't want any of the former governors again!

See we civil servants in the Ekiti state govt are veryy angryyyy and hungry at the same time. Fayose ia taking us for a fool. He is heartless. This man collected #9+ billions of naira from FG as bailout during his first year in office, what did he use d money for?
2, he has been collecting FG allocation every month coupled with other grants from FG over the years.
3, he collected #9.8 Billion Paris refund bailout from FG December last year, This is Aside Federal allocation from that month coupled with #1.3 Billion budget support fund (this is just addition FG is giving to states so that they can pay their workers).
Out of all the money that stupid man collected in December, he only pay a month salary in December deapite collecting these huge monies from FG.
He is now lying that FG has not released January allocation to him. This man is the greatest lyer i have ever seen.
The FG has tried to probe how states spent the Paris bailout, it's only Fayose that is not allowing that.

Like he said if the APC led FG has a problem with Fayose as a person, they shouldn't take it out the innocent and poor people of Ekiti. It's petty and then totally unacceptable. The people must not be made to suffer for the hatred for the governor, remember there are APC members in Ekiti too except of course the FG will pay them and punish PDP members.
