A tsunami alert issued after a powerful 7.6-magnitude earthquake off the coast of southern Chile has now been lifted.

The quake struck at 14:22 GMT on the island of Chiloe, about 40km (25 miles) south-west of Quellon, the United States Geological Survey (USGS) said.

Its depth was about 34km.

Chile's national emergency office issued an alert and ordered the evacuation of coastal areas of Los Lagos region.

The Pacific Tsunami Warning Center had warned that hazardous waves of up to 3m (9ft 10in) above tide level were possible on coasts located up to 1,000km from the quake's epicentre.

But it later said: "Based on all available data, the tsunami threat from this earthquake has now passed."

Residents of Quellon were among those who headed to safe areas ahead of the tsunami warning being lifted.

"I've lived for 10 years in the south and never felt something like that," a resident who was leaving his house said.

Chile's President Michelle Bachelet tweeted: "Much strength and encouragement to the compatriots affected by the tremor in Chile and other areas in the south. Emergency procedures are already in place."

If you thought 2016 was bad, you might want to gird yourself for an even worse 2017.

The dried blood of Saint Januarius failed to liquefy in a ceremony in Naples, Italy, on Saturday, according to a report in Italy's La Stampa, heralding disaster for next year.

Monsignor Vincenzo De Gregorio, the abbot of the chapel, said: "We must not think about disasters and calamities. We are men of faith, and we must continue to pray."

The ceremony of the blood of Saint Januarius, or San Gennaro, is performed several times a year. The blood is kept in special ampules and liquifies during the ceremony.

The miracle has been regularly recorded since 1389. San Gennaro was bishop of Naples in the third century and was beheaded in the persecution of early Christians by Roman Emperor Diocletian, who killed about 3,500 Christians.

If the miracle of liquefaction fails to occur, it can herald disaster for the coming months and years.

The blood failed to become liquid in 1939, the year in which World War II started, and in 1980, the year of the Irpinia earthquake, according to the Stampa report.

2016 has been bad enough. Both the US and the UK have had a year of political turmoil, while a civil war in Syria has destroyed much of the city of Aleppo and resulted in indiscriminate killing.

Russia's ambassador to Turkey was shot dead today when a lone gunman fired at him at a photo exhibition in Ankara, Turkey's capital, a Russian Foreign Ministry spokeswoman confirmed to ABC News. The attack was caught on camera.

Andrey Karlov, the ambassador, died from his wounds, she said, adding that Russia was calling the shooting a terrorist attack.

“Don’t forget Aleppo, don’t forget Syria. Don’t forget Aleppo, don’t forget Syria," the gunman yelled in Turkish during the attack. "Until these places are safe you will not taste any safety either.”

Images of the gunman, who has been identified as Mevlut Mert Altintas, show a thin man with dark hair gripping his pistol tightly with both hands.

Altintas, 22, was a member of the riot police in Ankara, which enabled him to enter the building through the use of his police ID card, according to Interior Ministry sources.

Burhan Ozbilici, a photographer for The Associated Press, witnessed the shooting, and wrote an account of it for the agency.

"The event was routine enough -- the opening of an exhibit of photographs of Russia — and when a man on stage pulled out a gun I thought it was a theatrical flourish," Ozbilici wrote about the incident. "It was anything but. Moments later the Russian ambassador was sprawled on the floor and the attacker was waving his gun at the rest of us, shouting slogans."

Altintas was ultimately killed by the Turkish anti-terror police, the Interior Ministry said. The ambassador was already dead by the time he arrived at the hospital, they added.

Three other people were injured during the incident but are said to be recovering.

Altintas' mother and sister were taken into custody in the city of Izmir after the shooting.

According to Russia's state news agency, Tass, witnesses said Karlov was shot in the back by Altintas after he gave a speech at the Museum of Modern Art.

In a statement, the White House said the attack on Karlov was "heinous."

"The United States strongly condemns the assassination of the Russian ambassador to Turkey ... which reportedly also left others wounded. Our thoughts and prayers are with the families and loved ones of Ambassador Karlov and the other victims, and we offer our condolences to the Russian people and Government. This heinous attack on a member of the diplomatic corps is unacceptable, and we stand united with Russia and Turkey in our determination to confront terrorism in all of its forms," according to the statement.

President-elect Donald Trump also issued a statement offering condolences "to the family and loved ones of Russian Ambassador to Turkey Andrei Karlov, who was assassinated by a radical Islamic terrorist."

Russia's Foreign Ministry in a statement said the purpose of the attack was to weaken efforts by Russia and Turkey to improve relations and reach a political settlement in Syria.

"We strongly condemn this inhuman crime, which has the aim to undermine collective efforts to reach political settlement in Syria and the process of normalization of Russian-Turkish relations," the statement said.

Russia also said it expects close cooperation from Turkey in the investigation of the shooting.

"We expect the close cooperation from the Turkish authorities with representatives of the Russian investigative authorities to conduct a thorough investigation of all the circumstances of the barbaric crime, identify and punish the organizers, as well as the adoption of the most effective measures to ensure the security of Russian citizens, diplomatic missions and their personnel," the foreign ministry's statement said.

Karlov, 62, was a career diplomat, according to The Associated Press. He joined the diplomatic service in 1976.

He served as Russia's ambassador to North Korea from 2001 to 2006 and later worked as the chief of the Foreign Ministry's consular department. He served as the ambassador to Turkey since 2013.

Protests of Russia's role in the Syrian war have been prominent in Turkey.

The governments of both countries have collaborated to evacuate civilians from war-torn Aleppo.

Turkish President Tayyip Receo Erdogan and his Russian counterpart, Vladimir Putin, spoke by telephone about Aleppo on Sunday and emphasized the need to swiftly overcome disruptions to the city's evacuation, sources in Erdogan's office told Reuters.

Turkey has suffered numerous terrorist attacks in recent years, the most prominent of which have been bombings.

Among those attacks were a suicide attack at a wedding this August and coordinated shootings and bombings of Istanbul's major international airport in June.

Both those attacks killed scores of civilians.

Pope Francis is 80 on Saturday – the age at which cardinals must retire from the electoral college, which will choose the next leader of the world’s 1.2bn Roman Catholics. Will Francis also go at 80? In the past, popes ignored the watershed. They went on until they died. But Benedict XVI changed things when he became the first leader of the Catholic church to resign in more than 500 years. Francis has indicated that he might retire too. It is vital, not just for the church but the world, that he does not.

The two popes before Francis were conservatives. Between them, John Paul II and his successor, Benedict, set the public tone of Catholicism for more than three decades. In just three years, Francis has gone some way to hauling the church back towards the centre. But the ideological right is increasingly fighting back. Their private criticism of the first pope from the global south is turning to public dissent. Now is not the time for Francis to have innovative thoughts about institutionalising papal retirement by stepping down.

Francis is not the liberal the secular media sometimes paint him. He takes the traditional Catholic line onabortion, contraception, gay marriage and women priests. And yet his positions can be more nuanced than the right can tolerate. Gay people have felt welcomed by his famous “who am I to judge?” remark. He has invited transgender people into the Vatican and physically embraced them. He has opened the path to fuller inclusion of divorced and remarried Catholics with the church. He has set up a commission to investigate the possibility of women deacons, which many see as the first step to female priests. And, at the recent 500th anniversary of the Reformation, he acknowledged that Martin Luther had a point about spiritual corruption within the Catholic church.

All this – together with his sweeping reforms of Vatican finances, his work to remodel the bureaucracy known as the Curia, and his moves to empower the wider church and rid the papacy of its monarchical status – have gone down badly with traditionalists.

Some of the men who became bishops during the previous 35-year conservative ascendancy have reacted with sullen silence, in what one Vatican veteran described as “passive-aggressive non-compliance”. But others have been publicly hostile or disdainful – and some are now openly resisting him. Just a month ago, four ultra-traditionalist cardinals issued a public challenge to the pope. They said that his ruling that, in certain circumstances, remarried Catholics might take communion could require a “formal act of correction” from the College of Cardinals. They published five dubia – doubts – virtually accusing the sitting pope of heresy: something without precedent in recent Catholic history. Those who rely on the internet for their information might be forgiven for supposing a civil war is raging inside the Catholic church. That is certainly what the “culture warriors” in the US – which is where many of the most ideological hardliners are to be found – want the world to believe.

They paint a picture of a Catholic majority, loyal to the unchanging traditions and teachings of the church, locked in combat with a progressive pope who is diluting doctrine and capitulating to the moral relativism of contemporary secularism.

Such nonsense flies in the teeth of opinion polls, which show that 85% of US Catholics approve of this pope. Talk to Catholics in the pews in the United States and you encounter a less rigid, more generous, more pastoral mood than is evident among some of their bishops. In Europe and the UK, too, the vast majority of Catholics love this pope.

Full of optimism, the singer said that the year 2017 will be a huge year for him.
“My music is born out of passion and not competition. I don’t do music because of people. I have always been a man that does his things differently. I am happy when I sing, so my true followers will get my songs and be happy I am back. What I am sure of is three videos hitting airwaves in 2017. I will be releasing my songs in February, but the videos will be out in March,” he added.

The governor of Osun State, Rauf Aregbesola, says he has not earned salary since he assumed office six years ago.

He said this during the launch of Oodua FM in Ile-Ife on Sunday.

“When people complain about our financial state, I begin to wonder if they think I am spending people’s money. Some of you do not know that I have not received any salary since I became governor- of Osun state, why will I take that of others,” said Mr. Aregbesola, who became governor in November 2010.

According to the pay package prepared by the Revenue Mobilisation Allocation and Fiscal Commission and which became effective 2009, a state governor earns a monthly salary of N2.2 million.

He is however entitled to several other perks, including constituency allowance of N4.44 million, hardship allowance N1.11 million, leave allowance N222, 370.00, and newspaper allowance N333,555.75.

Osun State has been in deep financial crisis for a long while and has been unable to pay salaries of workers.

Besides, the governor who began his second term in office in November 2014, has not appointed commissioners.

The poor financial condition of the state has also made it impossible to live up to its obligations to the Ladoke Akintola University, Ogbomosho, which it jointly funds with Oyo State.

Mr. Aregbesola said the economic crisis was not only affecting Osun state but also other states, noting “there is no free money anywhere.”

He explained that he refused to appoint commissioners because of the state’s poor financial condition.

“How will I have commissioners when we have no money?” he asked.

“The minority leader of Osun state House of Assembly wrote a post on Facebook complaining that I have not paid them. We don’t have the money, even the minority leader does not have a car.”

The governor advised the owner of the radio station, Rotimi Malone, to use it to develop of the state rather than for politics.

Mr. Aregbesola criticized the Nigerian Broadcasting Corporation for allegedly performing below expectation.

According to him, “Nigerian Broadcasting Corporation has set standards but they just do things anyhow. There was a time that Osun state was almost torn apart through the media but Nigerian Broadcasting Corporation refused to act.”

Last night on the 11th of December, I finally spoke directly with my parents at around a few minutes to 10:00 pm, and they recounted to me in detail what had transpired the night before, which I will recount briefly to the best of my memory. It all started late in the evening when a group of uniformed men armed to the teeth arrived along with a truck. The security personnel who are stationed at the location also armed themselves and together they proceeded to surround the main building where my parents have been detained for the better part of the last 11 months. A member of the invading group proceeded to inform them that they had come under orders to carry away the furniture in the house that very night.

Nigeria as currently constituted is an entity that is rooted in corruption, impunity and injustice and thus must be reconstituted, a former vice-president said on Monday.

Atiku Abubakar, who served under former President Olusegun Obasanjo from 1999-2007, said at a forum in Abuja that the current system is the bane of Nigeria and not the individuals running it.

“Political and civic leaders from across the country must come together, discuss, negotiate and make the necessary compromises and sacrifices needed to restructure our federation to make us a stronger, more united, productive, and competitive country,” Mr. Atiku said while expanding on a paper titled: “Nigerian Federalism: Continuing Quest for Stability and Nation-Building.”

Mr. Atiku has been at the forefront of renewed calls for a reconstituted Nigeria since the beginning of the year.

In June, he used his remarks at a book launch, also in Abuja, to call for a more federal system which would put to rest the disparate yearnings of Nigerians from all sections of the country.

Mr. Atiku said there’s a perennial cry of marginalisation from every section of the country, a situation, he said, was caused by the flaw in the country’s constitution.

“No section of this country can claim correctly that its people are better served by the current structure of our federation. When we were not dependent on oil revenues and when the federating units had greater autonomy of action and were largely responsible for their affairs, they, that is our regional governments, did not owe workers their salaries for several months.

“They did not shut down schools and universities for several months because of teacher strikes and inadequate funding. Take a look at the industries that the regional governments established and ran and the quality of schools that they established, and see if you can see a state government or a group of state governments that have bested them since the emergence of our unitary federalism.

“And also ask yourself which of those establishments taken over or established by the federal government since, has performed as well as they did under our pre-1966 federal system.”

The former vice president said Abuja should be prepared and willing to relinquish some of its powers over the remaining 36 federating units.

This call, Mr. Atiku said, does not mean a call for a break up of Nigeria, but only a call for the imposition of a system where transparency, efficiency and equity will prevail.

“National unity does not mean the absence of disagreement or agitations. In fact disagreements and peaceful agitations indicate vibrant and living relationships,” Mr. Atiku said. “The key to making national progress is to manage those disagreements in peaceful and mature ways.”

A pipeline leak has spilled tens of thousands of gallons of crude oil into a North Dakota creek roughly two and a half hours from Cannon Ball, where protesters are camped out in opposition to the Dakota Access pipeline.

Members of the Standing Rock Sioux and other tribes, as well as environmentalists from around the country, have fought the pipeline project on the grounds that it crosses beneath a lake that provides drinking water to native Americans. They say the route beneath Lake Oahe puts the water source in jeopardy and would destroy sacred land.

North Dakota officials estimate more than 176,000 gallons of crude oil leaked from the Belle Fourche Pipeline into the Ash Coulee Creek. State environmental scientist Bill Suess says a landowner discovered the spill on Dec. 5 near the city of Belfield, which is roughly 150 miles from the epicenter of the Dakota Access pipeline protest camps.

The leak was contained within hours of the its discovery, Wendy Owen, a spokeswoman for Casper, Wyoming-based True Cos., which operates the Belle Fourche pipeline, told CNBC.

It's not yet clear why electronic monitoring equipment didn't detect the leak, Owen told the Asssociated Press.

Owen said the pipeline was shut down immediately after the leak was discovered. The pipeline is buried on a hill near Ash Coulee creek, and the "hillside sloughed," which may have ruptured the line, she said.

"That is our number one theory, but nothing is definitive," Owen said. "We have several working theories and the investigation is ongoing."

Last week, the Army Corp of Engineers said it would deny Dallas-based Energy Transfer Partners (ETP the easement it needs to complete the final stretch of the $3.7 billion Dakota Access pipeline. United States Assistant Secretary of the Army Jo-Ellen Darcy said the best path forward was to explore alternative routes for the pipeline, something Energy Transfer Partners says it will not do.

Energy Transfer Partners says the Dakota Access pipeline would include safeguards such as leak detection equipment and that workers monitoring the pipeline remotely in Texas could close valves within three minutes if a breach is detected.

Republican President-elect Donald Trump has voiced support for the Dakota Access Pipeline. About 5,000 people are still occupying land near the planned construction site.

The 6-inch steel Belle Fourche pipeline is mostly underground but was built above ground where it crosses Ash Coulee Creek, Suess said. Owen said the pipeline was built in the 1980s and is used to gather oil from nearby oil wells to a collection point.

Suess said the spill migrated almost 6 miles from the spill site along Ash Coulee Creek, and it fouled an unknown amount of private and U.S. Forest Service land along the waterway. The creek feeds into the Little Missouri River, but Seuss said it appears no oil got that far and that no drinking water sources were threatened. The creek was free-flowing when the spill occurred but has since frozen over.

About 60 workers were on site Monday, and crews have been averaging about 100 yards daily in their cleanup efforts, he said. Some of the oil remains trapped beneath the frozen creek.

Suess says about 37,000 gallons of oil have been recovered.

"It's going to take some time," Suess said of the cleanup. "Obviously there will be some component of the cleanup that will go toward spring."

True Cos. has a history of oil field–related spills in North Dakota and Montana, including a January 2015 pipeline break into the Yellowstone River. The 32,000-gallon spill temporarily shut down water supplies in the downstream community of Glendive, Montana, after oil was detected in the city's water treatment system.

True Cos. operates at least three pipeline companies with a combined 1,648 miles of line in Montana, North Dakota and Wyoming, according to information the companies submitted to federal regulators. Since 2006, the companies have reported 36 spills totaling 320,000 gallons of petroleum products, most of which was never recovered.

The British Aerospace 146 short-haul plane, operated by a charter airline with roots in Venezuela, declared an emergency and lost radar contact just before 10 p.m. Monday (0300 GMT Tuesday) because of an electrical failure, aviation authorities said.

 

The aircraft, which had departed from Santa Cruz, Bolivia, was carrying the up and coming Chapecoense soccer team from southern Brazil for Wednesday's first leg of a two-game Copa Sudamericana final against Atletico Nacional of Medellin — the continent's second-most-important championship.

 

"What was supposed to be a celebration has turned into a tragedy," Medellin Mayor Federico Gutierrez said from the search and rescue command center.

 

The club said in a brief statement on its Facebook page, "May God accompany our athletes, officials, journalists and other guests traveling with our delegation."

 

Expressions of grief poured in from all over the soccer world. South America's federation canceled all scheduled matches in a show of solidarity, Real Madrid's squad interrupted its training for a minute of silence and Argentina legend Diego Maradona sent his condolences to the victims' families over Facebook.

 

Rescuers working through the night were initially heartened after pulling three passengers alive from the wreckage. But as the hours passed, heavy rainfall and low visibility grounded helicopters and slowed efforts to reach the crash site.

 

At daybreak, dozens of bodies were quickly collected into white bags while rescuers scavenged through pieces of the plane's fuselage strewn across the muddy mountainside.

 

Images broadcast on local television showed three passengers arriving to a local hospital in ambulances on stretchers and covered in blankets connected to an IV. Among the survivors was Chapecoense defender Alan Ruschel, who doctors said suffered spinal injuries.

 

Two goalkeepers, Danilo and Jackson Follmann, as well as a journalist traveling with the team and a Bolivian flight attendant, were found alive in the wreckage. But Danilo was later reported as dead, and authorities said another defender, Helio Zampier, had survived amid a confusion of sometimes conflicting early reports.

 

The aircraft is owned by LaMia, a company with roots in Venezuela and that has a close relationship with several premier South American squads.

 

Argentina's state-run news agency said the plane involved in the crash had transported Barcelona striker Lionel Messi and the national team this month from Brazil to Colombia between World Cup qualifier matches. The airliner also reportedly transported Venezuela's national squad and several top teams from Bolivia in the past.

 

LaMia's website, which is no longer online, said it operated three 146 Avro short-haul jets made by British Aerospace and with a maximum range of around 2,965 kilometers (1,600 nautical miles) — about the same as the distance between Santa Cruz and Medellin, the route it was flying when it went down.

 

Alfredo Bocanegra, the head of Colombia's aviation authority, said initial reports suggest the aircraft was suffering electrical problems although investigators were also looking into an account from one of the survivors that the plane had run out of fuel about five minutes from its expected landing at Jose Maria Cordova airport outside Medellin.

 

Bolivia's civil aviation agency said the aircraft picked up the Brazilian team in Santa Cruz, where players had arrived earlier in the day on a commercial flight from Sao Paulo, Brazil. Spokesman Cesar Torrico said that the plane underwent an inspection before departing for Colombia and reported no problems.

 

British Aerospace, which is now known as BAE Systems, says that the first 146-model plane took off in 1981 and that just under 400 were built in total in the U.K. through 2003. It says around 220 of are still in service in a variety of roles, including aerial firefighting and overnight freight services.

 

A video published on the team's Facebook page showed the team readying for a flight earlier Monday in Sao Paulo's Guarulhos international airport. Photos of team members in the cockpit and posing in front of the plane ahead of departure quickly spread across social media.

 

The team, from the small city of Chapeco, was in the middle of a fairy tale season. It joined Brazil's first division in 2014 for the first time since the 1970s and made it last week to the Copa Sudamericana finals — the equivalent of the UEFA Europa League tournament — after defeating two of Argentina's fiercest squads, San Lorenzo and Independiente, as well as Colombia's Junior.

 

"This morning I said goodbye to them and they told me they were going after the dream, turning that dream into reality," Chapecoense board member told TV Globo. "The dream was over early this morning."

 

The team is so modest that tournament organizers ruled that its 22,000-seat arena was too small to host the final match, which was moved to a stadium 300 miles (480 kilometers) to the north in the city of Curitiba.

 

"This is unbelievable, I am walking on the grass of the stadium and I feel like I am floating," Andrei Copetti told the AP. "No one understands how a story that was so amazing could suffer such a devastating reversal. For many people here reality has still not struck."

Just back from the FIFA U-20 Women's World Cup , where they crashed out in the first round, some players of the national U-20 team, the Falconets have revealed that their luggage did not arrive on time causing them to play their first game against Japan without underwear.

The team led to the competition by Peter Dedevbo, finished runner-up at the last edition of the tournament in Canada, fell well short of their objective this time around.

The team lost heavily, 6-0 to Japan, in what was the sides fourth meeting at the U-20 Women's World Cup. Though the Falconets went on to win the next set of group games, Canada 3-1 and Spain 2-1 and tied both Japan and Spain on 6 points, they failed to advance because of an inferior goals difference.

Players and officials of the team arrived the Murtala Muhammed International Airport, Lagos on Tuesday.

Fidel Castro, Cuba's former president and leader of the Communist revolution, has died aged 90, his brother has said.

"The commander in chief of the Cuban revolution died at 22:29 hours this evening (03:29 GMT Saturday)," President Raul Castro said.

Fidel Castro ruled Cuba as a one-party state for almost 50 years before Raul took over in 2008.

His supporters said he had given Cuba back to the people. But he was also accused of suppressing opposition.
